It is now 40 long days that the decomposed body of our dear friend Fr.
Bismarque Dias is languishing in the morgue of the Goa Medical College at
Bambolim. The investigation is on into the cause and reasons of his sudden
death and must continue till the truth is unraveled. But with the viscera
report having been received, his mortal remains are not required for any
further examination. It therefore now has to be a priority that Fr
Bismarque Dias who so selflessly, dedicatedly and tirelessly toiled for Goa
is given a fitting hero’s farewell and laid to rest with all due respect to
the great departed soul.

Christmas is around the corner and it is further distressing that now for
no reason the body of our great warrior Fr Bismarque Dias remains consigned
to that very unhygienic and regularly malfunctioned morgue which is also
infested with a huge brigade of rats and other rodents.

Fr Bismarque Dias’s last rites cannot wait any longer. God bless the great
Goan soldier who while alive suffered working extremely incessantly for Goa
and is still after death enduring the distress.

ACCIDENT ON UNAUTHORIZED HIGHWAY ROAD BETWEEN MIRAMAR TO DONA PAULA CIRCLE

Just when I was passing on this road at 17th hrs, today ( 16th Dec), I saw
an accident vehicle which took place at 16.30 hrs today ( 16th Dec) and the
Hynday vehicle went off the road due to high speed.
This kind of accident  ( Photos attached) was expected on this unauthorized
road when the work is in progress.
No orders from Dy Collector nor any Traffic dept / GSIDC  was issued
permission  to ply vehicles on this road.  I have been everyday watching
that many vehicles are found speeding even at the speed upto 120 kms per
hour- as the road looks good even though  work is in progress.
 Also I see buses and many tourist vehicles parked on the stretch of this
same road and also food stalls and that FDA sources say that they are
street vendors and they have necessary licences. These gaddas/stalls are at
a distance of about 500 meters from Sharada Mandir parked in the same road
going towards  Dona Paula( photo enclosed).
What is important is that vehicles if permitted and  allowed to ply on this
road must be away from the area where the gaddas are selling food items and
 the pedestrians should not be allowed to be on the roads.. A suitable
barricade must be installed by the Traffic Police Dept to protect or safe
guard such accidents.
I have personally visited the Collector office and the sources say that the
Dy Collector cannot issue order  for installation signs boards such as  "
NO Parking"  Speed limit, No Entry  etec until the road is approved by the
Government or completed for the public usage/transportation.
I have also asked the Police Inspector of Traffic Cell Mr. Pradeep Veljee
who is officiating the post of In-Charge traffic cell and he said he will
send some body to get an FIR and Panchanama  done as he was not aware of
this accident.
I was told by a  nearby resident of the scene of accident that the matter
was amicably  settled/compromised.
It seems according to him that the driver was in high speed and the vehicle
landed in the side way gutter road, after damaging totally a  Honda Activa
which was parked few metres behind the scene  of accident . This
Hyndai vehicle is I20 car bearing No; GA-05-B-1966 allegedly driven by a
Manager  working in Vasco and his family occupants are from Karwar.
Will the authorities  take remedial action now itself because the Christmas
and New Year is round the corner and many serious accidents may take place
if not taken precautions right now.

Mr Ganesh Daivajna, Chartered Accountant and the President of Vidya Vikas
Mandal in his presiding speech said today we are marching towards ‘Digital
India’, and therefore, teachers should train students to aspire first and
then inspire them to get amazing innovations from young minds. He sighted
the example of ‘The National Innovation Foundation India (NIF), Ahmedabad
that ignites students of schools across India to share their innovative
ideas on how to build a better world.

  Shri  Nagraj Honnekeri Director of State Council of Educational Research
and Training said that the web literacy is going to play an important role
in the teaching methods in Goa, and therefore, teachers have to learn the
technique themselves and make a revolution in the science of teaching.

  Mr Honnekeri who was inaugurating a workshop on Web Literacy and Google
Tools , organised by Higher Secondary Teachers’ Association in
collaboration  with SCERT and Google Educators’ Group informed the teachers
that Google Educational Group has come forward with Goa Board, SCERT and
Directorate of Education to extend this knowledge of technology specially
for the teachers of Goa from Higher Secondary and Secondary sections.

There are various tools specially designed by Google for the teachers and
students and teachers being at the pedestal, they can make the utmost use
of these google tools for learning and teaching of young minds. He further
said that if students have changed their learning then teachers have to
speak in their language. He also informed teachers how they can best make
use of Google hangouts and what App. Group, by asking questions and getting
the replies immediately, if this happens and when it happens learning will
take place and it will be more interesting.

He further advised teachers to keep their minds open and make use of these
new tools. After few years teachers will have to use these technologies in
the classroom transaction. Goa being a small state the result can be seen
very soon.

Two teachers from the various Higher Secondary Schools participated in this
one day workshop, which was conducted in three phases for different Higher
Secondary Schools from Goa.

Shri Ganesh Daivajna further said  that the teachers should acquaint
themselves with the new applications introduced in computer technology and
teachers have to make maximum use of these applications to mould the minds
of their students.

Mr. Vinayak Angle, the Chairman of R.M.Salgaocar Higher Secondary School,
who was the Guest of Honour said that new automation is a boon to the new
educational system and teachers should be well equipped with this IT
technology.

Mr. R.N.Dalvi the Principal of R.M.Salgaocar Higher Secondary School,  informed
the teachers that Google is Introducing new products on online learning and
that practice is followed by some of the Professional institutes of India

Mrs Beena S. Naik President of Higher Secondary Teachers’ Association gave
the welcome speech and advised teachers to make the utmost use of these
tools and make the teaching more innovative and learning for students more
interesting.

At the Valedictory function held Shri J.R.Rebello, Chairman of Goa Board of
Secondary and Higher Secondary Schools , who was the Chief Guest said that
he  was very happy  that HISTAG  ie. teachers’ Association has taken up the
initiative in using IT techniques, and now the revolution in teaching is
on. It is teachers who would take the next generation of students to a
level where they are the ultimate in this country and bring the revolution
in the field of education.

Mr Rebello further said that we can  carry this revolutions forward. Within
two years he said he wants to have Formative Tests online so that
everything becomes centralized and standardized for which we have to built
the systems.

With the Iatest gadgets of information technology it will strengthen our
teaching and make it strong, so the students need not look outside or
beyond, and the need to go for tuitions will not arise and this will be in
a way a great service to the nation.

Presiding over the function Vice-President of Vidya Vikas Mandal Shri Nitin
Kunkolienkar said that he is a strong believer of enabling the teaching
learning system through IT encouragement. He further said that there is no
choice today, it is compulsion. We need to be IT savvy. He complemented Mr
Rebello, Scert , Directorate of Education and HISTAG for taking this
initiative.

Mrs Radha Chari the State co-ordinator of Learning Links informed the
teachers about  the various tools  designed by Google Educational Group and
to make the utmost use of these tools  as a teaching aid.
The function was compered by Mrs Anita Dessai and Mr Hemant Sail and  ended
with the Vote of thanks which was given by Mr Anant Pissurlekar and Mr
Shripad Bhat, respectively.

The Mamlatdar of Bicholim taluka Mr Gurudas Desai formally handed over the
cheque of Rs Fifty-four lakhs today at 4.30 p.m. at Bicholim Mamlatdar
office to the delegation of All India Kisan Sabha.  Two days ago, the Sesa
Mining Corporation Ltd.  has deposited the said cheque with the Mamlatdar
as compensation for agricultural damage.

Earlier the farmers and peasants had organised indefinite Satyagraha
against Sesa mining company at Bicholim- Mayem on 16th and 17th November
2015.  Thereafter the farmers temporarily suspended the protest on an
assurances from the Collector of North Goa Ms. Nila Mohanan and the
Mamlatdar of Bicholim,  Mr Gurudas Desai as the Sesa mining company had
assured to pay the compensation to the protesting peasants .

The farmers and peasants of Mayem under the leadership of All India Kisan
Sabha had organised Satyagraha / Protest on various occasions since 2006.
The last agitation was on 16th November 2015 by blocking the gates of Sesa
Goa mining company at Bicholim Mayem till the mining company agreed to pay
their compensation as awarded by the Mamlatdar of Bicholim based on crop
loss assessment report of the the Zonal Agricultural office. Bicholim.

In February 2014, the Mamlatdar of Bicholim by an order in a case filed by
the All India Kisan Sabha against the Sesa Goa mining company and the
Chowgule company had directed both companies to pay crop loss compensation
for  damage to their agricultural fields due to mining
activities.

This is a part payment in terms of compensation to be paid today evening.
The Kisan Sabha has accepted the amount under protest and without prejudice
to their rights and contentions.

The peasants were later addressed by the Kisan Sabha Goa General Secretary
Adv. Thalmann Pradeep Pereira and President Kamalakant Gadekar.

Just a few hours ago  members of the SOUTH GOA PUBLIC INTEREST ACTION GROUP 
(SGPIAG)  a registered NGO (advocacy) based in Margao (completed 15 years of 
its formation on 12th December, 2015 ) were shocked to learn of the sudden  
demise after complaining of uneasiness today at 1530 hrs at the Hospicio in 
Margao. Salcete  of their beloved PRESIDENT . Mr Terence Francisco Mazarelo, a 
bachelor, businessman,  aged 62 years and a native of Gorcomoroda, Velim 
Salcete Goa and resident of Margao Goa, at the Hospicio in Margao. 

 Until the time of filing this report  the  funeral details have not been 
finalised

Tiatr Academy of Goa (TAG) celebrated the Birth Anniversary of Pai Tiatrist, 
Joao Agostinho Fernandes on Monday, 14th December 2015 at  Pai Tiatrist 
auditorium, Ravindra Bhavan, Margao.
On this occasion TAG  presented Lifetime Contribution to Tiatr Awards to 6 
tiatr artistes who have contributed immensely towards the development of tiatr 
stage. They are T. Britton, Sharon Mazarello, Xavier Gomes, Diniz Mestri, 
Fatima D’Souza and Lawrence de Tiracol. Shri. Vishnu Surya Wagh, Hon’ble M.L.A. 
and Chairman of Kala Academy Goa was  the Chief Guest. Shri. Damodar Naik, 
Chaiman of Ravindra Bhavan – Margao as the Guest of Honour. Shri. Tomazinho 
Cardozo, former President of Tiatr Academy as the Special Invitee.

Grand daughter of Pai Tiatrist Sharmila Fernandes was also present on the dais

Goa Bachao Abhiyan condemns the move to open the Regional Plan for *extra
suggestions* during Goa's peak festive season, that too without any public
guidelines or processing strategy. The three year public exercise of making
the Regional Plan 2021 has already attracted 8500 suggestions, most of
which were for change of personal land use to settlement.

*Without guidelines nor a committee of experts, on what basis will the TCP
favor one comment over another? It is clear that all 8500 suggestions plus
more cannot all be favored without damage to environment and incredibly,
trampling on our constitutional rights of all being equal.*

The Regional Plan is in public interest and needs a balanced committee of
experts in different fields to oversee a scientific approach to map water
run-off, tree cover and mangroves even more urgently today than ever.
Partisan attitudes and political interference in planning together with
climate change have already brought us disasters, the latest being Chennai.

The process of drafting of the Regional Plan includes people's aspirations,
processed through local meetings such as Gram Sabhas as per the 73rd
amendment to the Constitution. *The Regional Plan in its mandate is not for
private interests, rather a scientific overlaying of all the factors that
can sustain Goa and her population for the future. *The GBA understands
this move to open the plan now will include projects passed on eco-zones
under the Investment Promotion Board.

This act by our government shows disregard for peoples participation and is
likely to favor investors who bought into the fraudulent RP2011, as well as
new entrants wanting personal attention at any cost. The handful of people
who have used their authority and quietly colluded with the worst
illegalities will now process the suggestions on whims and fancies. The GBA
urges all to keep watch on their neighborhoods and villages, as it becomes
clear that people of Goa will not be part of the emerging plan.

*GBA demands 4 points to be held sacrosanct before any move to change the
Regional Plan -*

*1 - A committee representing a cross section of stakeholders, respected
professionals and trusted civil society members is constituted, as was the
case with the last Government.*

*2 - Guidelines for suggestions and comments be made public, clearly
informing against individual requests for change in land use, rather only
for rectification of errors and public interest.*

*3 - Protection of Eco zones and their areas should not be compromised
unless for the sake of accuracy and ground truth. Built-up allowance of FAR
per village should not be changed.*

*4 - Villages with issues of fraud and duplicate plans must be handled
together with the parties involved in drawing up the Plan, ie. the
Panchayat and the Village Level Committee.*

The TCP had started a process of meetings with the aggrieved parties to
rectify genuine errors, fraud and duplication of Village Maps, but this
process was cut short due to elections.

*The GBA has made an appeal through video urging people to write to the TCP
office for protection of Eco Zones in the RP21 as a matter of public
interest. We simply cannot wait by the sidelines anymore to be victims of
another disaster due to incompetent planning, as it happened in Chennai.*

The Goa Su-Raj Party-GSRP has promised Goans that Goa's Official Language
shall be only KONKANI. That the mention of Marathi in the 8th. Schedule in
context with Goa's Official Language shall be removed to give the Official
Language Status to KONKANI alone. The Party stands by this promise and
shall not back-down at any cost whether or not the electorate of Goa wishes
that GSRP should lead Goa in the future through establishing GOA'S OWN HIGH
COMMAND IN GOA, possibly in 2017.

What GSRP's ROADMAP FOR GOA says on the Official Language of Goa.

 [II]  GENERAL POLICIES

1.  Official Language:

Konkani shall be the sole Official Language of Goa. All official
correspondence shall be in Konkani (Romi & Nagari), Hindi & English. The
Party shall keep an open mind on the standardization of the script for
Konkani by encouraging a proper time-bound pragmatic debate on this issue
by excluding emotions and implement the decision arrived at with total
commitment. Maximum Governmental funding or financial help shall be assured
for the development of Konkani through audio-visual, print, cultural and
other mediums. As far as Marathi language is concerned, it has the backing
of a large State such as Maharashtra where, though there is a sizable
population of Konkani speaking people, no recognition has been forthcoming
for Konkani, unlike in the State of Karnataka. This Party proposes that, in
case the Marathi protagonists in Goa are in a position to obtain for the
Konkani language in Maharashtra the same status that they demand in Goa for
Marathi, this Party will fully back their efforts for equal status for
Marathi in Goa.

Former IAS officer Arvind Bhatikar, on Wednesday, said that the Forum for
Rights of Children to Education (FORCE) convenor Savio Lopes has no
experience in the field of education and, hence, he cannot debate with him
on the issue of medium of instruction. FORCE has called for an open debate
on the MoI issue.
FORCE convenor Lopes has called a meeting at Lohia Maidan on December 17
asking Bhatikar to have an open discussion on the issue. While Lopes has
been demanding government grants to English primary schools on par with
Marathi and Konkani schools, Bhatikar argues that government grants should
be given only to vernacular medium primary schools.
FORCE had staged a state-wide agitation and observed hunger strike to press
for their demand and the government has assured that the demand would be
fulfilled by passing a bill to that effect in the January session of the
assembly.
FORCE had alleged that Bhatikar was communalising the MoI issue.
“As an ex-IAS officer and also as one who is closely connected to the field
of education in Goa, I would love to debate the issue either with (the
union minister) Smriti Irani, who does not seem to be aware of the
grant-in-aid mess in Goa; or with Manohar Parrikar, who is responsible for
this mess; or with Laxmikant Parsekar, who has failed so far to clear the
mess,” he said, adding, Lopes is neither qualified nor has experience in
the field of education.
He said that “the Government of India’s report on National Education
Framework (NEF) also clearly states that primary education should be
imparted in the child’s mother tongue. In fact, the NEF even recommends
education up to university level in the state or regional language.” The
Government of India sent a committee of experts to Goa immediately after
the liberation to study the MoI issue for primary education in Goa. The
committee, of which, the late professor Armando Menezes was a member, had
recommended that primary education in the state should be in Konkani.
