[Goanet] GOA LOKAYUKTA TO HEAR ON JUNE 16th COMPLAINT AGAINST MANOHAR PARRIKAR AND DATTAPRASAD KHOLKAR

The recently appointed Goa Lokayukta Justice P.K.Misra has fixed on 16th
June the preliminary hearing on the complaint that was filed on April 3rd
2013 against the then Chief Minister Manohar Parrikar and Dattaprasad
Kholkar the Deputy Chairman of the State Planning Board who is also the
State BJP Vice-President.



In the complaint filed under section 11 of the Goa Lokayukta Act, Manohar
Parrikar and Dattaprasad Kholkar have been accused of misusing their
offices to high-handedly, illegally and fraudulently appoint Diksha
Pednekar as peon in the office of the Deputy Chairman of the State Planning
Board.



Though Diksha Pednekar was appointed on 6th June 2012 as peon in the office
of the Deputy Chairman of the Goa State Planning Board, she never worked in
that position or for that matter never entered the Secretariat at Porvorim
where is housed the office of the Deputy Chairman of the Goa State Planning
Board and where she was supposed to work.



The work of Diksha Pednekar as peon in the office of the Deputy Chairman of
the Goa Planning Board was infact being carried out by her husband
Dhananjay Pednekar who is a Panchayat member of ward No 1 of
Pomburpa-Olaulim Panchayat, while, Diksha Pednekar was working as a maid in
the house of an architect Indrajit Chatterji at Muddi Vaddo in Olaulim,
Pomburpa.



As the Goa Panchayat Act does not allow a panch member to work for the
government, fraudulently the official papers show Diksha Pednekar as the
peon while de-facto the peon’s work was being discharged by her husband
Dhananjay Pednekar.



The whole appointment of Diksha Pednekar smacked not only of nepotism,
corruption and favoritism, but also forgery being committed by falsifying
records with the active connivance of Manohar Parrikar and Dattaprasad
Kholkar. Infact Manohar Parrikar and Dattaprasad Kholkar committed
'criminal misconduct', by abusing their position as public servants to
obtain the illegal employment for Diksha Pednekar in public service, at the
cost of State's exchequer.



Manohar Parrikar and Dattaprasad Kholkar are liable to be prosecuted for
offences under sections 13(d) (i), section 13(d) (ii) of the Prevention of
Corruption Act, 1988 punishable under section 13(2) of the said Act, as
well as section 193 (for fabricating false evidence), section 420 (cheating
the State exchequer, thereby causing loss to the State treasury) and
section 468 (forgery for the purposes of cheating)



It has been sought that an F.I.R be registered against Manohar Parrikar,
Dattaprasad Kholkar and other officials who were party to this illegality
and that after investigating the complaint that they be prosecuted in
accordance with law.

[Goanet] QUO-VADIS MIRAMAR-DONA PAULA ROAD?

With the schools having re-opened the students of Sharada Mandir School
must have been hoping that the authorities would have during the summer
break completed the long pending works of the Miramar- Dona Paula Road. But
it was a welcome with debris all over. The concretization of
the Miramar-Dona Paula Road which commenced in March 2014 was to be
completed in 12 months. The Government had claimed that the road was part
of the master plan for the City of Panaji and that the state of the art
Miramar-Dona Paula concretized road would have a cycling and walking track.
But two years down the road it is only shoddy substandard work.



Highly reprehensible is the insensitivity and thoughtlessness of the
authorities  to the distressed plight and hardship being faced by the
students, staff and parents of Sharada Mandir on account of the sordid
state of that road.



Besides Sharada Mandir, the entire business premises along the Miramar –
Doan Paula road have hit a road block. And all this when the Bombay High
Court has ruled that citizens have a fundamental right to good roads.



The concretization of a road which was in the best of state has been a
criminal waste of public funds and we will soon see more crores poured down
the drain under the guise of making Panaji a Smart city.  The Government
has seized the opportunity that Goans are very patient, laid back and put
up with it all. Anywhere else in India this Government would have been
stripped naked and hung to the nearest tree.

[Goanet] Goan Food

Food for Thought?


Is Goan traditional food, as with a lot in Goa nowadays on a spiral
decline? It appears no matter what the issue is, the source of all our
problems is an evil four-letter word; sorry, it appears to have five; greed.


As you know, this has been the story of Goa for a while now. And, the
credit goes, mostly to Goans. Never mind all the ho-ho and endless
arguments, and bad news; colonialism, Nehru and whatnot. Ultimately, our
future and the future of Goa is in the hands of Goans which at this point
in time is slipping steadily through our fingers and moving away into the
grubby hands of outsiders, courtesy of ourselves. Now, this is not news, it
is simply a continuum of a play featuring ordinary and star Goan players,
old and new, dead and alive. We are truly our own worst enemy.


Here's some food for thought as recently there have been a few stories in
the media with reference to our cuisine, our world famous food which is a
progeny of Indo-Portuguese culture.  Nowadays, our Goan food unfortunately
is in the news for all the wrong reasons.


There appears to be two opinions on this gastronomic issue although
whichever way we look at it they are inter-related. The first view welcomes
the global restaurants which are making a positive contribution to the
flavor of multi- cultural menus in Goa which I can understand as Goa is a
well-known international tourist destination. People from around the world
naturally want to try the traditional food of their country of origin in
Goa to taste the difference!


I work in Japan and when this Goan is on his next annual visit to Goa he
definitely intends to sample Japanese food available in a couple of new
restaurants in the north of Goa. Japan is a cold country and what kind of
Japanese food will the owners of the restaurants select from the
traditional Japanese menu, and what inevitable changes will there be is an
intriguing question for me. Differences in geography play a large part in
shaping our taste buds and sensibilities as well as food materials
available locally, making a trip to a global restaurant - East or West -
more exciting than the usual icing on a cake.


The other view is the complaint of how outsiders are selling a lot of
indigenous food from over the country in Goa, food which is not Goan. Why
is this happening? Can't our world famous Goan food compete in our own
backyard? We are now entering a grey area and so a cautionary word: we need
to look at the problem calmly and not get hotter than some of our famous
dishes.


Tourism is suffering because of our greed. Over the years Goans have been
subletting their restaurants and shacks to outsiders on our beautiful
beaches, and they in order to make a profit after paying the Goan owner of
the shack, more often than not have been serving spurious and/or
sub-standard Goan food to make a profit. They have been giving us a bad
name, haven't they? And, to add insult to injury, their menus include  a
variety of dishes from all over India. An eminent writer noted how some
places in Goa might easily be mistaken for Jullandar. Tandoori chicken is
okay but do we really have to kill the golden goose of tourism?


Some restaurants in Goa have made a name for themselves as they provide
good food, even very good food. They are doing well, they have an envious
reputation and even better clientele. Few, however. The government needs to
streamline the eating houses in terms of professionalism, healthy raw
materials and hygiene. Goans in future need to work harder to regain a
losing reputation of a good food culture. Food contests and prizes are
necessary so connoisseurs can taste the food and provide educated opinions
as they do during the wine festivals.


Unless the government provides encouragement and support to all sectors of
the food industry, the decline will continue. While it takes a long time to
build a reputation of a formidable food culture its destruction can happen
in a much shorter time.


[Goanet] DANGEROUS TRENDS

The government has patted itself on the back after 2 years in office and the 
Prime Minister must  no doubt get the credit for rejuvenating stagnation in 
governance and improving our world stature. However he has promised the nation 
the moon and this expectation has seriously been dented by poor delivery. 
Regardless of projected GDP figures of 7.6% growth which economists question, 
industrial and agricultural production is down. The job market is down whilst 
prices of essential commodities are shooting up.To add to this fuel price hike 
and so many extraneous surcharges and cess with lowered bank interest rates are 
playing havoc in the middle and lower classes lives. The government looks after 
the corporate and permits manufacturers to pass on taxes to customers; for 
private profits and public has to pay? Plenty of money for lavish celebrations 
and advertisements. "Abki Baar, Mahilonko Kushiyan Apaar" portrays a woman 
dangerously seated on the floor next to an LPG cylinder and stove. Air India 
flight forced to take a child heart patient against safety for passengers. 
There was already a senior citizen needing oxygen on board. This 17 hour flight 
precluded carrying of so many oxygen cylinders. Perhaps humanitarian 
considerations for the boy took precedence, but government firm on rules for 
judges selection making inroads to control the judiciary is not. So also is 
Chairman of NHRC lamenting that it is the sweet will of the authorities to 
accept their  painstaking investigation and considered recommendation making it 
a "toothless tiger". The unnecessary controversies like Tanmay Bhat video, 
however bad humor, treated like blasphemy to joke about icons and reported 
reluctance of the RBI governor to accept a second term, together with non 
reigning in of the dangerous militant fringe elements of the Sangh Parrivar 
bodes ill for our democracy. 
What is going on in Bihar where God men or cults can occupy government land and 
build private armies with lethal arms and land mines, requiring PIL and court 
directions for administration and police to act!  Bagrang Dal trains children 
with swords and rifles to kill, some other organization and fringe groups given 
free reign with the Prime Minister's silence encouraging protection of these 
groups, and unprofessional policemen seen begging with folded hands MPs/MLAs to 
follow their directions. These are are very dangerous trends!

the Apollo Hospitals would be guilty of it.

Unscrupulous and greedy doctors even in Bombay are known to harvest organs from 
poorer sections of society admitted to hospital care when it is known that they 
have no kith or kin in the city.

I for one don't for a moment believe that the Delhi Apollo hospital was tricked 
by the donors' agents into believing that the transplants were for their

How the years pass by and in spite of 56 years gone by, the memory lingers
on.

I was selected to represent the Kenya National Field Hockey team at the
1960 Olympic Games held in Rome.

When you are residence at the Olympic Village you feel like a star.
However, amongst the several hundred athletes there are small stars and big
stars, but if one is lucky you may accidently bump into one of the well
known GREAT STARS.

All teams would take the busses from the village to various venues for
regular practice sessions and it so happened that one particular day we
were all returning to the village. I was  in the company of the late
Anthony Vaz, the late Egbert Fernandes, and Cajie D'Souza who now resides
in Australia

Immediately behind was another group and talking quite loudly. We were
struck by one particular voice and turned around to see who it was. It came
from a handsome young athletic whom we all knew then as Cassius Clay. He
was in high spirits and when we all turned around to greet him gently he
modestly stretched out his massive hands to reciprocate.

We asked him whether we could have a photo taken with him and he willingly
obliged. My only regret is that I'm not in the picture, as it was at the
spur of the moment that Egbert who had his camera around his neck, yanked
it off and shoved it into my hands and said *make it quick and snap*

I can remember very distinctly what he said to all of us in his typical
manner  Quote *You can now take a picture of me now, but the next time, (he
demonstrated with a hand gesture), that it will be with the Gold Medal
around this neck* Unquote

How very true - he went on to win the Gold Medal at this 1960 Olympics and
the rest is the history we all know.
He has been to many athletics all over the world a legend and a role model,
who are today saddened by his death but the great Muhammad Ali will remain
in our hearts forever as one of the greatest Boxer and Athletic of ALL
TIME.

*May his Soul Rest In Peace.*

In the late 1970s, small pockets of electronic artists including the

communities devastated by the fires in Alberta.



A proud moment for the GTA based Goan Canadian Community - Once again, we
have proven that in times of need, we can come together to support a great
cause.


The efforts have been inspirational and truly represents who we are and the
fundamental values we share as Goan Canadians.
As a result of our collective efforts, in our own small and special way ,
we were able to raise a total of $8,000 to assist the impacted families of
Fort McMurray.


The Cheque was provided to the Canadian Red Cross and it was confirmed that
the government will be matching the donation to $16,000.


Thanks to all the donors, individuals who attended the fundraiser and all

Great post . till I read the last paragraph.
Goans (at least on Goanet) hate the government, and hate anything that attracts 
tourists to Goa. To organize food contests, one does not need the govt.
Food festivals of which a food contest is an aspect should be a great idea for 
an enterprising goenkar or be a fund raiser for a charitable organization 
including Rotary etc etc. Or do we need a "bhaile" to organize it?

The government needs to streamline the eating houses in terms of 
professionalism, healthy raw materials and hygiene. Goans in future need to 
work harder to regain a losing reputation of a good food culture. Food contests 
and prizes are necessary so connoisseurs can taste the food and provide 
educated opinions as they do during the wine festivals.

Unless the government provides encouragement and support to all sectors of the 
food industry, the decline will continue. While it takes a long time to build a 
reputation of a formidable food culture its destruction can happen in a much 
shorter time.

I absolutely disagree with JB-P.

The above post illustrates his non-knowledge of the machinations which (even 
and esp after 1961) kept the decision making (except on certain terms) OUT of 
Goan hands.

BTW: There are ZERO provisions in law which will prevent Goa's future from 
falling into "the grubby hands of outsiders" ..and it will not be courtesy 
Goans; They have the same zero choice as they have had with Dabolim, Anjediva, 
MOPA or Selecting electable candidates to represent them.
