Following the revelations made by the survey conducted by one of the
section of Press, indication is that the people of Goa, young, old, urban
and rural have decided that the best bet for Goa is the Aam Admi Party.
Since the survey was conducted in all the 40 constituencies and encompassed
a sampling of 80,000 people, the message is very clear, that the people of
Goa are disenchanted with the BJP.

AAP’s 35% (14 seats), to BJP’s 27% (11 seats), however should not be taken
lightly by the hard work and try and obtain an absolutely majority of 21 in
the house. . The factor of breaking of the votes should be surgically,
clinically viewed with a calculated mathematical dissection of the
splintered view so as to gain a larger number of constituencies. As far as
a CM candidate is concerned, it would be pertinent to most,  that a honest,
dedicated and hard working candidate can be groomed to perform the function
that are required by a CM.

The people of Goa have cleverly assessed the political scenario and this
indicates that the average Goan voters intelligent and seek for a fresh
mandate to an uncorrupt party.

This is just a FYI for Goans and the Goan diaspora.

Some of you may know by now that Trump is calling for international
observers to monitor the US elections. He paints the very real scenario
that Hilary and her cohorts are going to rig the US elections (in some
states). Here is a quote from him: “You don’t have to have voter ID to now
go in and vote, and it’s a little bit scary. I’ve heard a lot of bad
things. I mean, people are going to walk in, they are going to vote 10
times, maybe.”

Trumps website is now actively recruiting election observers. I would
encourage all those of you who have the time, to register yourselves on his
site. The first thing the site does is to ask you for a donation - which
you can decline - as billionaires do not really need your money. Once
registered, you might be called upon to observe the US elections and report
on the same.

These are volunteer and not paid positions.

deal even though he refuses to disclose his tax returns. I am perplexed as

In desperation, Trump has shifted his focus from urging people to vote for
him to urging people to vote for his list of Supreme Court nominees. I find
it inconceivable that Trump thinks that there are people in the USA that

[Goanet] GOA BEACH CLEANING SCAM: LOKAYUKTA SUMMONS TOURISM MINISTER DILIP PARULEKAR

The Goa Lokayukta Justice P.K. Misra has directed that notice be issued to
Goa’s Tourism Minister Dilip Parulekar seeking his comments in the
complaints on the alleged multi-crore beach cleaning scam.


After holding a preliminary inquiry over the last fortnight, the Lokayukta
by a written order has now decided to conduct a detailed in-depth
investigation into the complaints alleging that the beach cleaning tender
was a mega scam.


The Lokayukta has also directed the Goa Government to take an appropriate
decision within six weeks on the fate of the current beach cleaning
contract based on the material available and the notes of different
authorities pertaining to the performance of the beach cleaning
contractors.


Attention  of the Lokayukta was drawn that the then Director of Tourism Mr.
Ameya Abhyankar on 11th December last year had proposed that the current
beach cleaning contract be terminated for not fulfilling major conditions
of the tender. In his four page note Ameya Abhyankar while giving detailed
reasons had further proposed that the department go in for a fresh
tender. The government the very next day transferred Ameya Abhyankar.


In the complaint to the Vigilance department on 18th May last year, it was
sought that a F.I.R be registered against Tourism Minister Dilip
Parulekar, the beach cleaning contractor Manish Mohata and Avdhoot Parrikar
 the brother of Manohar Parrikar amongst others in connection with the
alleged multi-crore scam in the beach cleaning tender.


While demanding a meticulous probe into the role of Avdhoot Parrikar in the
beach cleaning scam, it was  stated that though the name of Avdhoot
Parrikar did not figure anywhere in the official papers, he had been the
man behind the scene attending meetings between the beach cleaning
contractors and government officials, complete details of which were also
given to the Vigilance department.


On interrogation by the Vigilance department,  the then Director of Tourism
Nikhil Desai conceded to having met Avdhoot Parrikar at his Porvorim
Residence ‘Radhakrishna’ and that Avdhoot Parrikar had also met him twice
in his office. The Vigilance department however did not summon Avdhoot
Parrikar for recording of his statement.


It may be recalled that in September 2014 while Manohar Parrikar was the
Chief Minister and Nikhil Desai the Director of Tourism, the Goa Government
awarded the contract of Comprehensive Management of cleanliness of North
Goa Beaches to Bhumika Cleantech Services Pvt Ltd at an annual cost of Rs
7, 51, 40,999 and the cleaning of South Goa beaches to Ram Cleansers &
Developers Pvt Ltd at a cost of Rs 7, 04, 87,999. Both the companies are
owned by Manish Mohata.  Earlier the cleaning of Goa beaches was costing
the State Government an average of a mere two crores annually.

Ninety million dollars is not a big deal for chief minister Laxmikant
Parsekar. Earlier this week, he described that huge sum (roughly 400
crore) as "not a big amount" to be paid in capital and operational
grants to the contractor for the controversial new solid waste
treatment plant in Saligao over 10 years. This on top of more than 7
crore already spent for land acquisition, and road and wall
construction for a facility that is running to just 30% of its
capacity.

This administration might find it trivial to ply one of its favoured
contractors with "not a big amount" of 40 crore per year, but it is,
simultaneously, eagerly seeking exactly the same sum by actively
recruiting the presence of yet another offshore casino in the state.
Wearing his other hat as home minister, Laxmikant Parsekar told the
media this week that even though no file has been brought to him for
approval, he would happily agree to "the renewal of an old offshore
casino license" that is pending before the Bombay high court, and
welcome a new gambling boat into the river.

Parsekar's shocking open invitation to a new casino boat is just the
latest utterly disgraceful capitulation on the promises and platform
that helped sweep his administration to a historic victory in the Goa
assembly polls in 2012. At that time, aspiring candidate for
leadership Manohar Parrikar, called casinos "a social evil" and "dens
of vice". Immediately after being elected chief minister, he promised
a "zero tolerance to corruption" administration that would never need
"bad money" from casinos. He promised revenue from gambling would be
set aside exclusively for "old age homes".

Since then, it has been one sad, scandalous reversal after another.
Despite endless promises to move them from the Mandovi, Parsekar's
cabinet has twice given extensions to the deeply unpopular "offshore"
eyesores that block the historic waterway.

Despite the obvious solution to move the casinos immediately to
Mormugao harbour, where more than adequate infrastructure exists, the
chief minister and his cabinet have become hostages to the demands of
the gambling lobby. Recently, it took near-revolt within his own
cabinet to persuade the chief minister to get the outlandish new
"floatel" to move from next to the fragile Salim Ali Bird Sanctuary.

Examine the numbers even cursorily, and it is clear the Goa government
rolls over for the casino industry when exactly the same kind of "not
a big amount" is at stake, as is with the garbage plant in Saligao.
The only difference is one involves income, and the other,
expenditure. And in the history of the state, there has never been a
government quite as eager to sell anything - heritage, culture,
environment - for short-term gain.

Even worse, no government has spent money quite as fast and
irresponsibly. Goa now faces a full-blown debt trap.

The balance sheet is inescapable, and it makes no excuses for the last
administration because Goa's public debt was already dangerously high
by 2012.

Spending, however, spiralled completely out of control under this
government, with its trademark grandiose scam infrastructure projects.
Now the state owes almost Rs 11,000 crores. Just a couple of days ago,
the Comptroller and Auditor General warned the government about its
repeated 'unfruitful' splurging on ill-conceived public works (such as
costly bridges without approach roads), for botched recovery of stamp
duty and registration fees for mining leases, as well as inefficient
procurement at the Goa Medical College. It is "not a small amount"
wasted again and again, leading directly to disaster.

The outright swindling of Goa is taking place in plain view, with no
oversight or fact-checking. Chief minister Laxmikant Parsekar says his
government suffered a revenue loss of "5000 crore" due to the mining
ban, but no one bothers to correct him that the state never earned
more than one-fifth of the sum per year. Goans are promised the
central government will pay for the gargantuan third bridge over the
Mandovi, then find they will pay the entire 1,000 crore bill. The
final step to bankruptcy is likely to be the outrageous billion-dollar
"second airport" at Mopa that no one wants, or needs.


Of all the states in India, these rackets should not work in Goa,
where citizens are well educated, relatively well-off, and
comparatively democratically empowered. But somehow, the political
class feels emboldened to absolute shamelessness. It does not have to
be that way. The outgoing Reserve Bank of India governor, Raghuram
Rajan, urges "no one wants to go after the rich and well-connected
wrong-doer, which means they get away with even more...this culture of
impunity has to stop."

[Goanet] Goenkarpan under attack

GOENKARPON  UNDER ATTACK

Once again he VOICE &CHOICE OF GOANS is the only daily that has taken
serious note on resolution on Marathi and its implications., The rest of
the  English dailies have ignored it completely , not even making a cursory
remark and that is unforgivable


“Should amend official language Act giving official status to Marathi and
giving Marathi its rightful pride of place, because of economic, cultural
religious traditions vouch for this place”

Official language Act passed in 4-2-1987 …..” Marathi given status of being
used for all official purposes”

The resolution is  moved by private member MLA Naresh Sawal , founder
member of Goa Forward  Party at the fag end of the Assembly session and
supported by BJP. Marathi is to not be added to official language Act but
conferred with official status. Will it then lead to the displacement of
Konkani, as the  state can have only one official language?. The amendment
 is the saving grace seeks consultancy with the people or referendum .Is
Goa Forward Party  looking backwards ? At least  Fatorda MLA Vijay
Sardessasi does not consider it as parties thought, but freedom of
individual on only one issue. Wagh elaborating on it supports with the
statistics of 9 Marathi dailies with a circulation of 1.5 lakhs without
relative comparison with English dailies, periodicals, weeklies etc,.  Is
this the test for granting statehood and language the  official status? One
has to exclude the use of Marathi dailies with the floating population and
non residents. No one has stopped the use of Marathi for official purposes.
Neither Konkanni the only  Official language has  made any head way  either
in spite of having state  official language implementation apparatus ,
except in the printing of invitations in English and Konkanni. Konkani is
not even a compulsory subject at High school level, but optional third
language in Devanagri Script. Anyway the resolution is not binding on the
Govt, Why then official language label ned to be attached to Marathi
.?Marathi is the Official language of Maharashtra, highly developed,
evolved in  all  its aspects and does not need Goans to add flavor to it
for its enrichment per se. It is Konkanni that needs a protective ring
being still in its nascent stage, struggling with odds, further complicated
with the demand of Roman script.

Why did BJP make a common cause with the private members resolution on
status of Marathi.? The election nearness, its failure to implement cabinet
decisionon MOI, backtracking assurances to those on fast unto death by MOI
functionaries, agitation by BBSM promising to divide the votes and its
coalition partner MGP creating confusion with its double speak having  been
historically rejected with its aim of merger, The sops of special grants
discontinued to regional Primary  schools had no takers, the special grants
of Rs 400- per student have failed to enthuse the Marathi protagonist, who
are fueling the divide  baying for the blood of BJP on the basis of
language, demanding stoppage of grants to limited primary Minority schools,
while merrily encouraging private primary schools in English. The BJP found
it convenient to side with the resolution to appease the Marathi mouth
pieces. Even substantial grants to Marathi Academy in comparison to konkanni
academy have not satisfied their appetite. The churning of  calm waters
 are only political strategy for limited purpose of remaining in the saddle
of intoxicating power and position

The reorganization of states were based on language, Hence the statehood of
Goa to preserve its distinct identity, culture was bestowed with Konkanni
 as the official language tag. Making Marathi official language can only
lead to flood gates opened for migration, settlement, employment and
dilution of official language act and is not in the best  interest of Goans.
In a violent. bloody revolution by GOENCHO PORJECHO AVAZ  led by Pundalik
Naik this issue was settled after 555 days of continuous struggle that
culminated in the death of Florian and other six, who are forgotten
chapter in determination , history of language  act. The voices of the
likes of Uday Bhmebre  and other warriors too need to heard on single state
official language. Bhembre argued that a language not spoken cannot  hope
for official position. In Kashmir official language is Urdu, though spoken
language is Kashmiri. Will it create a fissure in BBSM ?.Churchill says
“Marathi is my mausi, but Konkanni is my MAI”

Will this move prove to nemesis of BJP aspiring for second term? The
minority community with around 30%  cannot be  antagonized and will have to
be factored in the  final analysis , considering of its support and even
those of  independents. The intention of resolution is malafide and will
once again open the healing wounds of vertical divide on settled language
issue. The basic premise is that state has one official language. Why do we

This is good reading. As for the tiatr, much has been written before.
Rafael Fernandes' thesis doesn't give the full picture of the tiatr in
Mumbai. Cyriaco Dias is the well of knowledge on the times where the tiatr
flourished in Mumbai. I wish Fred could get Cyriaco, who is living in
Anjuna, to pen down his memories into a small book. Or, the living
tiatrists of those days can put their experiences down on a paper and could
be published either by TAG or Fred. This would remain as a useful reference
for future generations of Goans.

He mentioned Rex Fernandes, who is the son of Aniceto Fernandes, the
founder/secretary of Goan Sports Club (later Association). I don't think he
knows much of tiart. I wish he had contacted Fausto da Costa, editor of
Gulab and Goan Review, who has published a magazine-size booklet on tiatr.

Wilson Mazarello's book is also valuable. I am a bit surprised to see my
name not mentioned in the book. He has mentioned my old friend Orlando
Gomes, who though not a journalist, provided publicity to the tiatrs in the
Evening News of India, as he worked in the advertising department of the
Times of India. He was largely a PR man, and would often give me tickets to
review a tiatr. I never approached tiatrists and neither they contacted me
directly.

It was Orlando who started a critics' panel and included my name. I trophy
was donated by Murli Deora, and I don't remember he was Mayor of Bombay at
that time or the president of the Bombay Congress. It was because Nolasco
Gama, who was either staying in the building which Gomes owned or in the
lane, forced Orlando to accept a trophy from him. I opted out because I
wanted the panel to buy a trophy themselves instead of accepting from
someone who isn't connected with tiatr.

It was at one of Boyer's tiatrs (I think it was Bhurgim and Bhangar) at
Rang Bhavan that a friend of mine, sitting with me, heard my name over the
loudspeakers. I was mentioned as one who voted for Boyer as "Man of the
Year". I raised hell with Orlando as I was told him that I don't want to be
on the panel. For that matter, I wasn't even consulted, forgetting votiing
for Boyer. Let me state here that Boyer and Orlando were close friends.

This is just a small nugget of information regarding tiatr in Mumbai.
