The undersigned Stephen Dias social worker visited the Panjim Electricity
Department on 24.6.2016 and seen UJALA Co.  person distributing free three
9 Watts LED lamps to each person having a long queue outside the Panjim
Electricity Department office premises after obtaining copies of the
documents from them such as resident proof identity, 3 latest monthly
electricity paid bills and voter or Aadhaar card.

Is this distribution is in order and whether Government has approval to do
this kind of job?

 These lamps are not tested on site nor there is any warranty of at least
one year written on the receipt while delivering to each person.

Since Government of Goa is a party of the expenses made to this firm there
must be a safeguard of distribution made to the public although it is free
of cost. Government should insist doing this test as it is customarily
done by the shops selling other kind of lamps. If that step is done
Government will avoid receiving complaint within the warranty period time
because this is huge expenditure for the public exchequer.

I was told that Government pays subsidized cost of Rs. 25/- for each bulb
to Ujala Co for 9 Watts LED lamp, although the cost of each bulb comes to
Rs. 76/- each.

Still settling into his powerfully symbolic role as first Muslim mayor
of any major Western capital, London's Sadiq Khan has named Shirley
Rodrigues his deputy mayor for environment and energy. The
Nairobi-born appointee's ancestral roots are in Siolim and Aldona in
North Goa. A veteran of city government, she implemented the
pioneering London Low Emission Zone (which reduced emissions of
diesel-powered commercial vehicles) and programmes to retrofit
residential and commercial buildings for energy efficiency.

Rodrigues is tasked with leading London's ambitious plans to seek
solutions to chronic air pollution. Her new boss says this toxic air
health emergency causes around 10,000 city residents to die each year.
According to findings by Kings College, the shopping district around
Oxford Street has the world's highest nitrogen dioxide levels, caused
by diesel fumes. The same researchers warned the city had already
breached its annual "safe" pollution limits by January 8, earlier this
year.

It should be noted that dangerous air pollution seems to be a fact of
life in every urban environment, perhaps especially in the
subcontinent. Though highly destructive, nitrogen dioxide emissions
are not calculated in the World Health Organization's criteria for
most polluted cities as ranked by airborne particular matter
concentration, it's shocking to note a full 13 of the 20 worst
offenders in the world are in India, with Delhi, Patna, Gwalior and
Raipur head-and-shoulders ahead of every other global lost cause in
environmental management and health welfare.

Despite every natural advantage, Goa is similarly heading to disaster.
Earlier this year, the state pollution control board recorded
"alarming" particulate matter levels in multiple locations in Vasco
and Panaji, followed quite closely by Margao and Mapusa. Ever since
2014, city levels in Goa have repeatedly breached national ambient air
standards, often spiking to twice safe limits. The unchecked burning
of garbage, and extraordinary explosion in the number of vehicles on
the roads (tiny Panaji has the third-highest density of cars in India)
are two major causes.

Whether Panaji or London, or any of India's long list of dismally
polluted cities, there is no short cut or quick fix solution to the
problem of poisonous emissions. The first step is a very big one:
Sadiq Khan has taken it, and reiterated his commitment when he
appointed his new deputy mayor, saying "Shirley will drive forward the
urgent action needed to ensure Londoners no longer have to fear the
air we breathe and will address the failure to tackle the
problem...taking on a crucial portfolio that has become an issue of
life and death."

Shirley Rodrigues is also on board with that first step: she
acknowledged the scale and importance of the problem in her own first
official statement. "Sadiq has already proposed a radical and
wide-ranging approach to clean up London's dirty air and I feel
privileged to be able to lead on this vital piece of work that will
boost the quality of life and health for millions of Londoners."

By awful contrast, most of the official apparatus in India stubbornly
refuses to accept air pollution is a national emergency. Here in Goa,
the administration ignores now-consistently terrifying data, and
instead rams through its trademark highly dubious road "improvement"
and bypass-building projects, even while conspicuously ignoring
proposals to upgrade and improve public transport.

Similarly, the outstanding 2014 Charles Correa Foundation (CCF) plan
to decongest Panaji remains ignored.

The CCF plan's fundamental principles aren't very different from the
understandably far grander scale that will be applied in London by
Shirley Rodrigues. While all of the specific details of the UK
strategy might not be applicable to Panaji and the other cities of
Goa, the basic motivation is identical - it is to urge people to leave
their individual vehicles outside the urban centre, and to walk (CCF
proposed extensive no-motorized zones) or take public transport (CCF
proposed an ingenious system of hop-on/hop-off buses, which could run
on electricity).


Thus the appointment of Shirley Rodrigues inevitably draws comparison
between two graphically divergent 21st century paths. London is
perilously polluted, but, in her own words, the new deputy mayor was
hired with a mandate "to make London one of the most environmentally
friendly cities in the world." Meanwhile in her ancestral homeland of
Goa, some of the most naturally blessed and environmentally friendly
cities in the subcontinent are being speedily transformed into ruinous
habitats, with severe consequences for the health of their citizens.


This week is a time to congratulate the mayor of London for his vision
and dynamism on the issue of toxic air pollution, and also to extend

Sedition, in my view, is not merely contradicting the Government - else all
members of Opposition would be booked under this section if they dared
oppose the Government. It has to be at a higher level where the words or
acts bring hatred or contempt or excited or attempts to excite disaffection
towards the Government. There is nothing which she has done against the
government. And the statement of Defence Minister Manohar Parrikar that
“Pakistan is hell” is not an act of the Government. It is his personal
opinion. Like any person may have his or her own opinion, the former MP
surely has a different opinion and this cannot be termed as seditious. When
she has not done or said anything with reference to the Government, no
charge of sedition can be brought against her. And if high-handedly
brought, it will definitely not stand the test of law.

The law on sedition is prone to be misused to settle political scores and
classic examples of such gross misuse are one too many. It is very
unfortunate that freedom of speech which forms the bedrock of our
constitutional scheme is now sought to be curtailed by misusing such penal
provisions.

SCHOOL STUDENTS from religious minorities are entitled to scholarships from the 
Ministry of Minority Affairs (MOMA) but not all of them are getting it. 
According to a government response to a Right to Information (RTI) query, 
thousands of students have not received the pre-matric scholarships since 2009. 
Of the 5,66,000 school students in the state whose scholarships had been 
approved for 2015-16, more than 58,000 (10%) have not received the fund.

In 2014-15, 1.81 lakh of the 7.17 lakh eligible students could not benefit from 
the school-level scholarship, a part of the Centre's 15-point programme for 
minorities. In 2013-14, at least 61 per cent students did not get the benefits. 
According to the scheme, introduced to encourage more children from minority 
communities to attend schools, students whose parents' annual income is less 
than Rs1 lakh are eligible for a maintenance allowance of Rs 1,000, admission 
fee of Rs 500, tuition fees of Rs 350, every month in a year. Only those with 
valid income certificates are approved. The amount is deposited to a zero 
balance bank account through Direct Benefit Transfer (DBT) once a year.

However, activists said the implementation of the scheme in Maharashtra had not 
been proper. Zahid Shaikh, head of the Scholarship Cell at Students Islamic 
Organisation of India (Maharashtra South), said, "Not many students are aware 
of the scholarships." He said parents could directly upload their bank account 
details to the National Scholarship Portal or the schools could update the bank 
details. "However, some schools assign the work to internet cafes which do not 
fill in the details properly."

Following an RTI by activist Razaullah Khan, the Bombay High Court had in 2013 
taken up a suo motu writ petition to address these issues but the court's 
decisions were not been implemented, said Khan. The court had directed the 
government to deposit the scholarship amount before July 31- within a month of 
the new academic year. "The court's decision is yet to be implemented. Last 
year's applicants are yet to receive their scholarships, two months after the 
schools opened this year and the government is still accepting fresh 
applications," said Khan.

Director of Minority and Adult Education Department Nandan Nangare said the 
applicants had provided incorrect bank details and hence the scholarship money 
had not been disbursed. "In cases where the bank account number and the Indian 
Financial System Code (IFSC) provided by applicants were incorrect, the 
scholarship amount has not been disbursed," said Nangare. According to Nangare, 
sometimes the zero bank accounts lie unused for too long and are closed by 
banks.

The High Court had, in 2013, directed banks to allow students to open accounts 
with zero balance. However, Khan said opening the account was not always easy 
as only a few branches of Bank of Maharashtra allowed it. "Not many banks allow 
parents to open accounts at zero balance," said Khan, school principal from 
Latur and district secretary of Movement for Peace and Justice.

The tweet by Defence Minister that going to Pakistan is hell seems to be
the norm everybody has to follow blindly to profess Nationalism  per se.
Mrs Ramaya the actress turned politician had been on a SAARC visit to
Pakistan along with other Nationals. She felt in her opinion that it is not
going to hell, people are friendly and she was treated well,  and that is
her experience and personal  and observation. This is a new  brand of
pseudo Nationalism defined by BJP, It is said that they came to power on
the plank of Nationalism, then when they were only two M.P`s of BJP what
was the brand of Nationalism ? Mr Parikar is yet to get the hell experience
by his personal visit. The P.M visit on Christmas  eve illconceived,
Rajanath visit and those of other functionaries does not appear to be
hellish experience, because they do so so in official capacity. Why Arun
Jaitely has cancelled his official visit to hell. The filling of sedition
charges against Ramaya are unprecedented example of intolerance charges
stretched to far. The court has accepted the sedition petition, but it
depends how it will decide .Whoever does not toe the line and thinking,
sentiments of BJP are treated as antinationals, That is what happened in
case of cow protection , beef eating,killing of rationalists and more
recently flogging of Dalits etc. Ramaya and her parents have refused to
express apology and rightly so. She has not incited publicly anyone to
violence to attract  the archaic provision, vestige of colonial dictum as
pronounced by S.C judgement., Ever since the BJP has come to power there is
chaos and confusion, unrest in the whole country, because other than BJP
nobody is a Nationalist This attitude of intolerance in a secular country
has taken the India to hell  Every act, utterance,  comment of dissent is
interpreted as anti National

With the big international meeting in Goa which will attract a big 
international crowd and a big crowd of Indian press and security officials, 
that should be a bonanza for native Goans.

One suggestion for Goans to showcase Goa and also make a buck (money) is to 
have a variety of gift baskets that the visitors can take home for their 
relatives and friends.  Perhaps "gift baskets" is known in Goa. But if not, the

PANJIM: The High Court of Bombay in Goa, which is hearing the petition filed by 
the relatives of late Fr Bismarque Dias, has asked Crime Branch to submit its 
investigation papers to the court and has scheduled the next hearing on August 
31.

Bismarque died on November 7 last year and the case was investigated by Crime 
Branch. Following the Crime Branch report that Bismarque's death was unnatural 
and due to drowning, the Tiswadi Sub Divisional Magistrate had closed the case.

However, Bismarque's relatives and friends petitioned the court demanding a 
thorough probe in the matter.


On Thursday the counsel for Bismarque's relatives argued that Crime Branch did 
not investigate the case from a murder angle. Submitting that Crime Branch did 
not interrogate prime suspects, the counsel demanded that the case be 
transferred to a central agency and pleaded that an FIR be filed against 
unknown accused and that the case be investigated.

However, Crime Branch told the court that they have thoroughly investigated the 
case and opposed its transfer to a central agency. Crime Branch concluded its 
inquiry based on forensic reports, the State counsel submitted to court.
