People from the state of Tamil Nadu are among the most educated and highly 
learned in India.

Due to a system of education and institutes of higher learning that have served 
them well, they are the most mathematically inclined in the country, aceing 
exams and professional certifications in the math based scientific disciplines. 
Not only that, their ingenuity extends to the medical professions also and this 
is evidenced in their ranks in the United States and other western countries.

All this makes it rather odd that the average people of Tamil Nadu can sink to 
the depths of nonsense when it comes to the health and death of their 
politicians.

I remember that after the death of M.G. Ramachandran a former chief minister, 
there were all forms of self harm and suicides acted out on the streets of 
Madras and other cities. People were dousing themselves with kerosene and 
gasoline and immolating themselves. All this because they pictured MGR as a God 
since he acted as one, in a popular national television series.

Those events are repeating themselves now that Jayalalitha Jayaram the present 
CM is in hospital for the past few weeks. Note this woman is as corrupt as they 
(politicians) come and she may even rank as the queen of them all.

Could the neurologists, neuroscientists, psychologists, psychiatrists, 
behavioural specialists and anyone else please explain to me why anyone would 
want to end their lives in public to show their solidarity with crooks and 
scammers.

Focus back on Goa, host of all this geo-political grandeur, and the term 
?Potemkin Village? becomes inescapable. Back in Russia in 1787, Prince Potemkin 
hastily constructed pretty-looking cardboard villages to deceive Empress 
Catherine II about the actual state of affairs.

This is identical to what has been thrown up in a frantic haste by the state 
administration. It is a South Goa-scale pretense of efficient administration, 
an incredibly costly make-believe of adequate foresight and planning. Let one 
single Russian or Brazilian or Burmese stray even a few steps outside the 
skin-deep subterfuge, and he or she will find a moonscape of derelict, severely 
potholed roads and highways, lined with ever-accumulating piles of garbage.

BRICS is all about aspiring for a better future, but in the meanwhile who is 
going to fix the present?

This article is very uplifting. But in the typical Goan fashion it ends in a 
depressed state of affairs.Here is a reply to the question: "Who is going to 
fix the present situation?"
ANSWER :  The PEOPLE OF GOA through their ELECTED representatives; and the 
Goans who work for various government departments whose job is to fix roads, 
water, sewage and garbage disposal, electricity, public transportation, 
potholes, etc etc.
So there is no time to waste pontificating about the problems.  Goans 
themselves have to get to work on these decades-old problems.  As STARTERS, 
perhaps every Goan family can start by painting their own homes and having a 
beautiful garden. One cannot blame the government for the dilapidated looks of 
and in-front of ones own home.  There is no magic fairy-angel that will come 
and do it for the Goans.

 Prof. Antonio  *“Lived his life well”* , since he   devoutly believed and
lived by the maxim,*”The righteous live on faith” *.He was the only son of
Mr. Angelo Antonio,/Mrs Etelvina Matutina. It was unfortunate losing his
father at age of 4yrs  and mother at  the age of19 yrs, which  changed the
 avowed course  of  his life.

 His early education in Portuguese  was at  Escola Primaria. He  attained
proficiency in Portuguese and Latin at Rachol Seminary. Further completed
  English Education atChinchinim(St Aloyisus) and at Margao .He was  one of
the  founder members of rechristened “New Educational  Institute”, which
was much needed facility in the Village. He taught for  many  years  in
 the renamed St Bosco`s High School.. He is fondly remembered as a
dedicated  patient,,loved and  respected teacher.  Portuguese  Govt
 appointed him in Primary  Schools atCortalim and at Macazana.(1959-1960).He
served Communidade de Chinchinim as its Attorney.. Portuguese Govt.
honoured him   and  nominated  him as Member Secretary, of Village
Administration  “Junta Local da Freguesia de Chinchinim,”(1960-1962) until
it was transformed into Village Panchayat .He was member of Confrarias “Most
Blessed Sacrament  &Sta, Rita deCasia. Married to Mrs Maria from Betalbatim has
surviving children,in Mr Socorro,,Mr Oscar. Mrs Crisalinda , Mrs Estrela and
late Mrs Ilda, Mr Angelo, Fr Conradino


Prof. Antonio  remains one of the visionaries along with Prof. of Primary
Potuguese Education, thus providing another alternative for the Villagers

U.S. Secretary of State John Kerry delivered his keynote address to promote
U.S. climate and environmental goals, at the Meeting of the Parties to the
Montreal Protocol on the elimination of hydro fluorocarbons (HFCs) use,
held in Rwanda's capital Kigali, October 14, 2016-Reuters news.

In Kigali, Rwanda, negotiators from more than 170 countries gathered this
week to complete an accord that would phase out the use of heat-trapping
hydro-fluoro-carbons, or HFCs, worldwide and with them the cheapest
air-conditioners that are just coming within reach of middle class/lower
middle class people, especially in India. Between 6 and 9 percent of Indian
households use air-conditioning that use the heat trapping HFCs to supply
the cooling. HFCs

function as a sort of super-greenhouse gas
,
with 1,000 times the heat-trapping potency of carbon dioxide.

The cost to India of phasing out HFCs by 2050 could range, depending on the
mitigation plan, from around $13 billion to $38 billion, according to a
study by the India-based Council on Energy, Environment and Water
.

At this week’s talks, developed countries led by the United States have
proposed to require developing countries to freeze HFC production and use
by 2021, phasing down to about 15 percent of 2012 levels by 2046.

A fast phase-out comes with big wins for the United States, since many of
the replacement chemicals are manufactured by American chemical companies
like Dow and Honeywell. But those manufacturers concede that their products
are more expensive than HFCs. So this is a win win situation for the USA.

It is not known what is the function of the Energy and Resources Institute
 in New Delhi other than seat warming by the
‘director general’ and his cronies. Why India will not be able to produce
the ‘replacement chemicals’ so as not to depend on supplies from Dow
Chemicals and Honeywell corp. of USA that will cost around between $13
billion to $38 billion?

I am very happy that you are able to watch Fox News through the day, BBC and 
CNN 24/7, Late Night shows in the night and CBC at the same time as the 600 
channels 'one' subscribes to just because.

I concede that Short Attention Span might be a major impediment to REASONABLE 
THINKING for one's own self. After all, have we not all Studied hard at 
University and Read even more Just to Relax and be Programmed by such 
wonderfully educated, thoughtful  and unbiased Journalists?

Goa being a very small state cannot withstand mega events. Earlier this
year we were lumbered with that Defexpo and now it’s the BRICS summit. Good
governance demands that nothing should be throttled down the throat without
taking the local residents into confidence.


In fact Goans are in no way benefitting from BRICS, with even some local
businesses including fishing operations highhandedly ordered to be shut
down citing security reasons. While all the possible Tar poured to make the
road swanky for the dignitaries, the rest of Goa is enduring with potholes
and the worst being Mapusa’s ravaged roads.


For almost a month the entire administration in the State has come to a
virtual paralysis in the name of preparation for BRICS. For this event
almost the entire police force has been deployed on duty with police
stations across Goa nearly abandoned. With no traffic cops around in the
North of Goa, travelling has become a nightmare.


No event should ever disrupt the normal life of the people or be a public
nuisance, but this BRICS conclave has been a terrible ordeal especially for
the residents of South Goa for which the Government needs to apologize for
the distress the people have had to put up with.

Under the guise of BRICS even some age old trees were ruthlessly axed and
less said the better on that very inhumane and slavish treatment meted out
to the police personnel who have been made to work very long hours and that
too without food, drinking water and toilet facilities. This is indeed the
real side of the BRICS which the visiting dignitaries must be made aware of
while they wine, dine and make merry in the land of fish, feni and fun.
