Greetings to you all,
Another year has come and fleetingly gone.
Goanet has been a a site I  enjoyed for some years now.
Thanks due to Frederick Noronha for the tremendous effort
he devotes to ensure that we get the news and other info.
which we all  enjoy.
Thanks to JoeGoaUk  the elusive photo-journalist who provides
us videos and pictures of Goa happenings which takes me Goa
the beaches, the feasts, the tiatrs, etc postings that makes me feel
as if I am there watching the goings on.
The crisp alive pictures of Rajan Parrikar with the technical details,settings 
etc.
Lastly but not the least to our activist Advocate Aires Rodrigues for his 
courage
to bring to our notice the incorrigibly corrupt politicians who just go on doing
what they have been doing all along. I dont think its a ‘voice in the 
wilderness’
because it must have some effect among some of the them.
Also  to all the other contributors who make Goanet  a forum for discussions.
I enjoy contributing my tuppence worth to give a ‘different slant’  to the site.

Finally thanks to all the subscribers who make it all  worthwhile.

That was the remark of the Karnataka State home minister on the New Years Eve 
incident on Brigade Road, Bangalore.

What is with men in mixed crowds in India who go berserk with women given the 
anonymity such large crowds provide. They brazenly assault these helpless women 
and in one of yesterday's incidents, an inebriated girl was almost stripped of 
all her clothes until a woman police officer came to her rescue.

There were 1500 police personnel in the large crowd of revellers but it is 
reported they were heavily outnumbered.

This is not a news item you would come across during the time there were Anglo 
Indian police inspectors. With merely a baton in hand, they would bravely face 
the crowd and cow them down, giving much needed morale to their subordinate 
policemen who would then make a lathi-charge.

Police today are more adept at making a charge for the money than for an unruly 
crowd. That thankfully is balanced by young as well as older Indian women who 
no longer cow down meekly at being sexually abused. They bravely retaliate to 
the extent they can.

Long live Indian women's new strength.

A great review that strongly encourages all Goans to read the books related to 
this subject.
Yet to take the dialog of diaspora Goans to the next level, it would be worth a 
discussion of two questions:
1. Did the Portuguese do a favor to native Goans by encouraging / forcing them 
to migrate out of Goa.
2.  What was the secret why Goans (and other Indians) did so well after leaving 
their home-land compared to what would have been their success if they stayed 
put.  It is understandable if the immigration was to a more socio-economically 
developed country in that it provides opportunity for growth and expansion.  
But Goans /  Indians moving to Africa is a unique situation of moving to  less 
socio-economically developed country.   Some of course saw prosperity by 
hanging on to the coattails of the colonial masters.  But what about those who 
did not?
Perhaps authors of these books of "Goans in Africa" and others who had that 
experience may have some insight into this evolution.

sure if there's a renewed interest in the Goans who inhabitated those parts of 
Africa where they constituted a vibrant and astute group among the other 
communities. It's but natural that their stories need to be told and these 
African Goans be understood in the context of their lives lived in foreign 
nations for economic reasons and for betterment of their own livelihood, far 
from their homeland, Goa, and also other places in India where the Goans lived 
to eek out a living.

 Rico did try, but it was a lost cause - too few takers, and nary a

The Supreme Court sanctioned Goenchi Mati Permanent Fund is a marvelous
concept that if managed efficiently can become a source of steady income
for everyone in Goa. However, instead of investing it for payment of a
Citizen's Dividend, it would be prudent to make the Fund more
self-sustaining by investing a part of the corpus in real time businesses
such as sustainable water harvesting, conservation and management,
electricity generation and distribution, in particular solar energy,
augmentation of agricultural produce, fisheries, investing in affordable
housing, as well as manufacture of fabrics for clothing so as to at least
subsidize roti, kapda, makhaan, panni and bijlee, to the extent that
savings are made and quality improved by its investment for maintaining,
producing and preservation of these essential elements of livelihood.
Through selling, while subsidizing in these invested fields, the Citizen's
Dividend can be paid back to the citizen in the form of subsidized water,
food, electricity, housing and clothing thus putting a check to inflation
and probably curbing inflation totally in these essential sectors. This
will ensure greater growth if managed professionally and will make the
Goenchi Mati Permanent Fund more self-sustaining. The manpower for its
implementation can be the people of Goa ourselves and this would also
ensure participation of all stakeholders for the growth of the Fund. It
will also mean that professional Goan entrepreneurs will get a chance to
showcase their capabilities by proving their prowess at working the part of
the Goenchi Mati Permanent Fund so as to promote growth and efficiency
through grassroots participation of the Goans,thus making ourselves the
determining factors of our own destiny. Independent  Board of Directors of
the formed Goenchi Mati Permanent Fund can thus assert the benefits that
will accrue to all. Since this is a state-centric fund, it should give an
opportunity for those meritorious leaders to channelise their prowess
towards the enhancement of the Fund by way of making it work for mutual
benefit. It is an opportunity for the state of Goa to become a world leader
in management of its resources for the benefit of all residents. It could
be a way of assuring necessities while addressing inflation in these
essential segments.

Christmas Season is a time for gift-giving; that New Year’s Day falls bang in 
the midst of it, adds to the significance of the season. In welcoming and 
celebrating the first day of 2017, there are eight wonderful gifts, one should 
give to oneself and to others today and for every day of the year. These are:

Gift of Peace
It is a much-needed and perhaps the best gift we can give ourselves and to each 
other this Christmas. Real peace is a vibrant, living and tangible one. It is 
not the peace of the graveyard, but the peace which ordinary people can 
experience in the marketplace, in a crowded railway station, in a shopping 
mall, in a place of worship in a discotheque- yes everywhere where they can rub 
shoulders with one another and create space for the other, irrelevant of the 
colour of one’s skin of or one’s ethnicity or religion or caste or class The 
peace of equality and dignity. The first message which the angels give to 
ordinary shepherds whilst heralding the birth of Jesus is “Peace on Earth: to 
all men and women of goodwill!” Today is the World Day of Peace and we pray for 
the gift of Peace for ALL!

Gift of Nonviolence
On this World Day of Peace, Pope Francis has given the world a very relevant 
theme to reflect and act upon ‘Nonviolence: A Style of Politics for Peace’. In 
his message he emphatically says that, “violence is not the cure for our broken 
world.” Pope Francis also reminds us of icons of nonviolence and peace like 
Mahatma Gandhi, Khan Abdul Ghaffar Khan, Martin Luther King Jr., Mother Teresa, 
Leymah Gbowee and the thousands of Liberian women – all of them deserving of 
emulation. It is certainly not easy to be nonviolent in a world that seems to 
have institutionalised violence. The most prized gifts for little children at 
Christmas are toy guns and violent video games. We easily blame ‘terrorists’, 
conveniently forgetting those who profit in manufacturing and peddling arms and 
ammunition to every side in a war. We have seen enough of violence in this past 
year (last night a New Year’s party in Istanbul was attacked killing almost 
forty revellers), wars and conflicts at every level: countries at war, civil 
wars and domestic violence.  Nonviolence is the gift we need for a meaningful 
and lasting peace.

Gift of Justice
 Much of the conflicts in today's world are because of injustices meted out to 
particular sections of society. Deprivations, exploitation, human rights 
violations abound everywhere. We generally don’t seem to care about them –as 
long as we are not affected! Just a few days ago, a UN Security Council 
resolution on the legitimate rights of the Palestinian people, has been totally 
disregarded, even as most countries of the world support the Palestinian cause. 
Then we have the UN Climate Change Conferences which have resulted in the 
‘Paris Agreement’ and which today has been signed by 194 countries. However, in 
a deplorable U-turn some countries feel that they can no longer be held 
responsible for the climate changes the world has been subjected to. Human 
rights defenders, the world over, have become soft targets for the powerful. We 
need to be united and resolute, wherever we are, in fighting injustices. We 
need to gift ourselves with a more just world!

Gift of Truth
The so-called ‘powerful leaders’ of our   world embark on outrageous lies to 
keep people divided, submissive and subjugated We experience it happening all 
the time: from India to the United States! In India, these myths, half-truths 
and preposterous reasoning have been given a new name ‘fekuisms’. During the 
time of Hitler, the underlying principle was “repeat a lie a thousand times and 
it becomes the truth”; something which his propaganda minister Joseph Goebbels 
mastered to perfection. The propagation of untruth is today regarded as 
‘Goebbelsian’. A large section of the media today is coporatorised, bought up 
or just kotows to the ideology of vested interests. Mahatma Gandhi together 
with his doctrine of nonviolence (ahimsa) was also adamant on ‘the force of 
truth’(satyagraha), Truth seekers and whistle-blowers are hounded and done away 
with. Our world desperately needs to mainstream truth as never before!

Gift of Liberty
Martin Luther King Jr. reminds us that “a piece of freedom is no longer enough 
for human beings...unlike bread, a slice of liberty does not finish hunger. 
Freedom is like life. It cannot be had in installments. Freedom is 
indivisible--we have it all, or we are not 
free!”. People everywhere continue to be 
denied their liberty: millions forcibly displaced: child- labourers robbed of 
their childhood; women dominated and oppressed by patriarchy; higher castes 
enslaving those below them; the many in prisons without a fair

It has now been revealed that Congress MLA Pandurang Madkaikar who has now
joined the BJP was acting as a mole of the BJP in the Congress for almost a
year.


At the CCP elections last year Pandurang Madkaikar fielded those so called
candidates at the instance of Manohar Parrikar and was daily attending
meetings of BJP leaders in the office of Atmaram Nadkarni on 18th June Road
in Panaji.


And more recently it was at the behest of the BJP that Pandurang Madkaikar
was advocating at Congress meetings that it should not have alliance with
other parties but go it alone at the 2017 Assembly elections.

And for this Pandurang Madkaikar also used some of his parrots to raise a
ruckus at the meeting of the office bearers of the Congress Party.


Meanwhile, in another interesting development Tourism Minister Dilip
Parulekar is Goa's first Minister to go cashless. He is now accepting all
kickbacks and gratification only by bearer cheques. Is this BJP's new
mantra of going cashless?

Insider’s view of Kenya Goans before and after Uhuru

Recently, there has been spurt in publishing books on Goans in Africa. Not
very sure if there’s a renewed interest in the Goans who inhabitated those
parts of Africa where they constituted a vibrant and astute group among the
other communities. It’s but natural that their stories need to be told and
these African Goans be understood in the context of their lives lived in
foreign nations for economic reasons and for betterment of their own
livelihood, far from their homeland, Goa, and also other places in India
where the Goans lived to eek out a living.
The Goan community in Kenya provides a symbolic lifestyle enjoyed by the
Goan communities in other nations, such as Uganda, Zanzibar, etc. The
former Goan diplomat and twice Indian high commissioner to Kenya, Placido
P. D’Souza, wrote in his forward to the book, Goans in Kenya, by Dr. Tereza
Albuquerque, “As elsewhere, Goans had made her way to Kenya in quest of
material improvement — total lagoon — as employment and educational
opportunities in Goa under Portuguese colonial rule dwindled progressively.”
In the book, while exploring the Goan presence in Kenya, she also gave
glimpses of Goan communities in other East African nation. Her all-round
view of how Goans experienced life and how they contributed to the growth
of the community and shared experiences with both the larger Indian
diaspora and the locals gives gave me a fairly good understanding of the
progress made by Goans and how they sustained Goan identity and culture in
these places.
In sharp contrast to Tereza’s historical perspective, comes an eye-witness
account, plus a sort of memoirs and love-affair account of the place of his
birth, growing-up and professional career as a newspaperman, from Cyprian
Fernandes. From the tittle of his book, Yesterday in Paradise, one gets a
sense of his deep-feelings and love for the country and his sad and
life-saving journey to England to avoid the possibility of being killed in
post-independent Kenya. As a journalist he was looked upon as a “man who
knew too much.”
By all accounts, the book, though it covers from 1950 to 1974,p is a
straight-forward account of how the author fared in the Kenya before and
after its independence from the British. He is candid about admitting that
he lived  “by my wits and by the seat of his pants.” He took the risks that
comes with being an investigative reporter and, as Kenya woke up to its
Uhuru in 1963, Cyprian faced the dilemma of either staying on in Kenya or
listening to his crying wife to save himself and his family by running away
to safer lands.  His wife was worried and traumatized when informed that
her husband had a “bullet with his pame on it.”
I think he did the right thing by fleeing to England and perhaps saving
himself the fate that befell Pio Gama Pinto and the agony that would
accompany the family if a bullet had taken away Cyprian’s life. He’s now
happy to be “bathing his mind”  in sunny Sydney (Australia) and rightly
dedicates the book to his wife, Rufina.
Cyprian’s telling of his story, born of a tailor and having lived his young
life in the shadow of poverty in the downtrodden areas of Eastleigh and
dropping out of school age 13, is heart-rending and, at the same time,
awesome. He captures Kenya’s natural landscape, its magnificent sights of
mountains and gaming fields of wild animals, with great munificence, and
its political landscape, especially the guerrilla movement, Mau Mau, with
critical and analytical perspective. He doesn’t spare the African leaders
who assumed power after the British left of engaging in nefarious
land-grabbing activities and engaging themselves in power struggle with an
incessant intercine tribal wars.
In the African context, Goans also behaved like a tribe, and Cyprian has
invariably touched upon the Goan class- and caste-wars that resulted in the
formation of many Goan social clubs, and the St. Francis Xavier Goan
Tailors’ Society in Nairobi. Goans considered themselves as second after
the British in the social hierarchy of African society, and were proud to
be called “black Portuguese” in the early days of the migration. The author
also pin-points why the Goans didn’t want to associate themselves with the
Africans in their freedom struggle, as that would mean going against the
British and fearing deportation. They faithfully served their masters, as
Goans were looked favourably by the British. With most working as Bwana
Karani (Mr. Clerk), Goans were the backbone of the administration.
Commenting on the politics of the day and on some of the key Goans who
played important roles, he mentions the circumstances and occasions which
he couldn’t do so when he was with The Nation newspaper. His later posts as
parliamentary reporter and his numerous trips with the Kenyan delegation to
various political summits and conferences gave him a ringside view of
events as they unfolded in the new Kenya. He also comments on events in

It's new year's day
Make hay while the sun shines.. 

Not just taxis but pvt buses too made money..
Looks like bus fare to Calangute is Rs.17 from KTC Panaji.
Rs.15 from Betim ferry (same bus)
Some charged Rs.20, other charged Rs.30
In a 42 seater bus, there were over 80 passengers packed like sardines. Bus 
displays 16 standing but there were about 45.
On 3 seaters,  some seats had 4 (one seating on another).
When questioned why Rs.30? She said 'get down and catch taxi'

As far as I know, Nehru jacket is different from Sherwani. Nehru jacket is
sleeveless and is above the waist, while Sherwani has sleeves and is
full-length, just above the ankles.
Now, we have Modi jacket, a little variation from the Nehru jacket.

[Goanet] THE RTI ACT YET TO BE STRENGTHENED

The Right to Information Act which came into force on October 12th 2005 is
now over a decade old. Over the decade however the greater challenge has
been the actual implementation of the Act. Unless the RTI Act is further
strengthened Good Governance, Transparency in the Administration and Zero
Tolerance to Corruption will never be a reality. The Right to
Information Act was enacted to ensure transparency and accountability in
governance. But the manner in which the government is subtly subverting the
Right to Information Act is a matter of concern.



The Right to Information is derived from our fundamental Right of
expression under Article 19 of our Constitution.  If we do not have
information on how our Government and public institutions function, we
cannot express any informed opinion on it. This has been reiterated by
various Supreme Court judgments since 1977.



The Right to Information Act has been hailed as the hallmark of our
democracy. The Act aims at making the government transparent and more
accountable. The effective use of it would, in the long run, curb
corruption. Right to Information Act has become a powerful tool in exposing
corruption at top places in the government.



A well informed citizenry, transparency, and free flow of information are
the very foundations of any successful democratic society. India may be
publicly acclaimed as the world’s largest democracy but the ground reality
is that we are now ebbing away to an autocratic regime.  Democracy and
non-transparency in the functioning of the Government cannot co-exist.
Besides freedom of speech without access to information is meaningless.



Narendra Modi rode to power on his vow of ‘Acche din’ for the Aam Aadmi and
Good governance. But after assuming office in May 2014 the Prime Minister
has not uttered a word on the RTI Act, leave alone on strengthening it. His
then enthusiasm for freedom has been waning away and we now have
an emerging culture of surveillance and secrecy.  For the common man,
getting correct and accurate information under the Right to
Information Act is today becoming a far cry.



As part of the ploy to subvert the RTI Act many of the Information
Commissions across the country have been kept dysfunctional. Even those
Information Commissioners appointed like in Goa are very ‘pliable’ agents
of the ruling BJP.



As the Right to Information Act requires that the Information Commissioners
have to be persons of Eminence in public life, Independent minded persons
who do not succumb to political pulls and pressures need to be appointed as
Information Commissioners to ensure the proper implementation of the Right
to Information Act. If Yes-men manage to creep into as Information
Commissioners it would be an exercise in futility ending up as white
elephants that we would rather be better off without.



Under Section 4 of the RTI Act all public authorities are duty bound to
regularly display on their website a wide range of information, including
all relevant facts while formulating important policies or announcing the
decisions which affect the public. This proviso in the law was enacted to
reduce the need for filing individual RTI applications. But this mandatory
duty has been blatantly flouted by the authorities with most government
websites themselves dysfunctional or not updated. What is the use of Right
to freedom of speech when the people do not have their rightful access to
information?



The Judiciary needs to step in to ensure that the Government complies with
the mandate of the Right to Information Act. But with the Courts
themselves also averse to parting with information and with its functioning
largely under a veil of secrecy, we are stonewalled.



But we need to battle it out and cannot allow the RTI Act to be choked by
the government to a slow death. Steps need to be taken to strengthen the
transparency regime that was sought to be established as envisaged by the
RTI Act. Effective implementation of the RTI Act requires political
commitment from the very top. Officials denying information or giving
misleading and distorted information need to be severely penalized.



Governance by cloak of secrecy and opaqueness needs to be strongly
resisted. It cannot be a hush-hush regime. We need to dismantle those walls
of secrecy that continue to hound transparency and good governance despite
the Right to Information Act now being in place for over a decade. In
those very own words of Narendra Modi ‘Sabko sanmati de bhagwan’ (Let good
sense prevail).

ever Paschim Rang Western Classical Music and Jazz Festival of the Kala
Academy.  

MABASSA is an international Band playing Brazilian and world influenced pop
music featuring:
