I received your letter No: F/21/32/SAN/CCP/2016-17/422 dt 25 .01 2017 in
response to my letter No. nil dated 21.11.2016 duly inwarded by your office
of CCP in regards to contamination if any, at the St Inez Creek where a
number (about 100) of sewage tankers are seen lined up at the bridge
point,  to discharge the sewage in the sewage Treatment Plant. .I am happy
at least at certain extent that the site inspection was carried out by you
along with the PWD officials at the sewage treatment plant Tonca on
10.01,2017. It is given to understand that the plant officers at the sewage
plant informs that the unloading is done in the manhole chamber after
treatment done and  the  water is released in the River Mandovi at Campal
and in the Inez Creek .

 I know for sure that this system of sewage being discharged into the creek
was going on quite long time. The problem is how the water is seen polluted
and dark black in colour?  The inspection should have carried out after
collecting the necessary site samples to ascertain about the sewage
contamination which I believe it is not carried out..  It is also not known
whether the plant is having the capacity to treat such a load of about 100
tankers which is coming everyday even from Calangute and South Goa.

We, Panjmites are wondering why such exercise of treating sewage from
different places especially at least from 5- star hotels not done, when
they are supposed to treat in their effluent plant. If the Government
cannot impose strict rules to these hotels than the St Inez treatment plant
will be fully loaded beyond their capacity and the excess of it, will be
bound to discharge into the creek. That is the reason I have complained and
requested the CCP and PWD to undertake a site inspection without any notice
and have a control.

I have received earlier your letter directly  to my office but since I am
retired, the post man was asked by my NIO officials, to hand over  to my
residence but unfortunately the postman kept it with the NIO security guard
and upon my request to the Post Master the letter is directed  to my house.
Now today again similar letter as per the above letter number is received
at my residence which says that the site inspection was carried out
alongwith PWD officials and found that the unloading is being done in the
manhole chamber and treating the said water at sewage treatment plant and
then released in the River Mandovi at Campal and in the St Ines Creek. My
question still remains why the sample is not taken for analysis to
ascertain if there is any contamination from sewage? The water in the Creek
is always seen black in colour and badly smelling,  which everybody knows.

Your whole exercise appears to be not much successful and may be in future
the water sample must be sent to a recognized Government laboratories or in
NIO itself for pollution and contamination of sewage and other parameters .



I have brought to the information of CCP Mayor Surendra Furtado about the
receipt of your letter since I could not contact you as there was no
contact numbers in your letter head.

led to the carnage they see in the silicon valley and the major
coastal cities of America.

According to information received Temb vaddo in Morjim is again tense after 
private security of corporate entity has taken over the Southern Tip of Morjim 
for past few weeks. Details are not known. Corporate has been trying to take 
over the picturesque Southern Morjim since 1996 and here is online ling to that

Morjim - a picturesque village situated on the banks of Chapora river in North 
Goa - is still peaceful, unaffected by tourist influx. But Temb, a small 
locality of traditional fishermen situated on the bay at one end of Morjim, is 
burning with fury and protests.

It's nothing unusual if one digs into the history, the way "star tourism" 
entered the state since early '80s. Almost half of the land at Temb, a 
strategic area surrounded from all three sides by river Chapora and the Arabian 
sea, is bought by one "outsider" to build a three-star hotel.
The traditional fisherfolk community, comprising 99 per cent of the total 
population at Temb, is threatened with its community living coming to an end. 
They are now up in arms, not to get maximum benefits from the hotel but to 
stall the project itself.

M/s Excelsior Hotels, owned by P V Mani, a Calcutta-based businessman, has 
bought over 49,000 sq. mts of land from three land owners in the area. The 
property begins from the river bank and ends at the Arabian sea, with coconut 
and cassurina trees all over the beachline. While the road going to the beach 
divides a small chapel on the river side, the fishermen live on the other side 
of the road.

"We have only eight houses including the owner's vacant house and a chapel in 
the property. We are also ready to leave the space earmarked as per the tenancy 
act to the seven tenants staying in the property", claims Leao Dias, a local 
businessman who looks after Mr Mani's proposed hotel project here.

"No. Total 13 families are directly affected due to the project. But 
surprisingly, the remaining houses are not shown on the survey map. And what if 
the remaining area is also bought over by the hotel owner", ask the aggrieved 
villagers.

As found in any coastal village of fisherfolk, the beachline is also used here 
for anchoring their small fishing boats and the river bank for casual fishing. 
Building small boat sheds during monsoons to protect their canoes is also a 
common feature. But they are now "instructed" by the new owner to shift their 
boat sheds elsewhere, which can be only outside the property, far away from the 
beach.

The tiny beach is also famous for migratory birds found here from September to 
May - a major tourist attraction for foreigners. The sea turtles, found only at 
Temb in the whole of Goa, is protected by the forest department with utmost 
care. Being a peaceful place, beach shacks make a good business here with 
hordes of foreign tourists visiting this place, providing seasonal occupation 
to over 10 shack owners.

Living as the "friends of the sea", even the religious festivals of Catholics 
and Hindus residing in the area are part of the seashore activities. May it be 
the immersion of Ganesh, the procession during the feast of Catholics or the 
traditional dramas held during festivals, the beachline is being used by the 
villagers for all such social activities.

"These new owners are least bothered about our social life or traditional 
living. Why should we welcome anything in the name of development if it 
threatens our very existence", asks Olavo Fernandes, a shack owner. He is 
equally worried that his regular foreign customers would either be tapped by 
the giant hotelier or the tourists may stop coming as it would not be peaceful 
any more.

Enraged with the invasion, the villagers have not only put up a banner "stop 
displacement of Morjim villagers" on the road, but they even stormed the taluka 
town of Pernem and capital city of Panaji with dharnas and morchas. But no 
political party, the local sarpanch or the MLA - state minister Sangita Parab - 
have come for the rescue. They are now planning to meet union law minister 
Ramakant Khalap, the MP and the former MLA, to seek "justice".

Jagrut Goenkaranchi Fouz (JGF), the NGO fighting against ill-effects of 
tourism, is spearheading the agitation. "We don't want tourism at the cost of 
livelihood of Goans. The only way to seek justice is waging a militant struggle 
against the pro-star tourism government policies", says Roland Martins, the JGF 
leader.

But Leao Dias, who invited Mr Mani to Goa to set up the hotel project,

*Challenging the discriminatory Outline Development Plan for Panaji, 2021.
 Arbitrary preparation and hurried notification of this plan will affect
every citizen and their quality of life.*

In an attempt to uphold true participatory systems of planning, the GBA has
assisted in the filing of an appeal in public interest to challenge the
current notified ODP for Panaji 2021. This is filed through the Goa
Heritage Action Group ( GHAG ), whose interests lie with protection of  Goan
heritage, and Sabina Martins, convenor of GBA.

The GBA has actively been following the method of handling the Outline
Development Plan ( ODP ) of Panaji along with other ODP's and has provided
inputs to the North Goa Planning & Development Authority as far as public
interest is concerned. The ODP is to fit within the structure of the
Regional Plan yet still occupies a space of privilege outside the purview
of the Regional Plan in defiance of all logic. Worse, the hurried manner in
which the ODP was notified just before the election code of conduct  reflects
a brazen attempt to favor a few at the cost of the public. Disregard for
methods and systems unfortunately has become a habit with the Government as
far as land use is concerned, something with drastic far reaching
consequences that the general public will realize only too late.

The key issues the Government has defied and is answerable for are the
following -

1. Plan not followed consultative process or procedures ignoring the City
Corporation of Panaji as well as the Conservation Committee, as well as
inputs from civil society groups placed in public interest.

2. Absence of vision and studies and in total contradiction of policies
adopted for the ODP 2011.

3.  Environmental implications  from unnecessary re-development of
buildings less than 10 years, Hi-density zones on steep slopes.

4. Random insertion of High density zones on singular plots as small as
500sqm with no studies on congestion and carrying capacities of
infrastructure. Neighbourhood character of residential wards of Ribandar
Miramar, Caranzalem and Donapaula impacted, furthermore the quality of life
of its residents.

4. Arbitrary reduction of recreational zones ( open spaces ) and heritage
precincts.

5.  The critical building regulations for new zones incomplete at the time
of public viewing, amounting to information being withheld. While in a
hurry to introduce super buildings above 12 storeys, they forgot everything
that goes with it such as fire fighting access and safety.

6. The Committee passed the entire Plan within 3 days of its last day of
receipt of public objections/suggestions, a time far too short to prepare a
comprehensive policy based on feedback. Understandably the only changes
seen are of individual requests for zone changes to plots, for private
individual gain and not public interest, which is illegal and irregular in
planning.

7. The hurried notification of 28th of December 2016, a few days before the
code of conduct was announced, even with a footnote mentioning that it can
be read only together with the by-laws which were yet to be notified.

The game of FAR increase is a known money spinner and has been abused
without restraint in the Panaji ODP. If these methods have been used for
the ODP, the treatment of any other plan including the Regional Plan is
under threat. We challenge this random method of planning and ask to revert
to a healthy planning process which is as always, a dialogue between a
democratic Government and its people as per the 74th & the 73rd Amendment
to the Constitution.
