The word that is predominant on the lips of our politicians is Growth,
Growth and more Growth. All that the politicians think of is only of how to
make more and sell more, with least attention being given to the pitfalls
that Growth entail. The use of fossil fuels is growing dramatically and the
air is being polluted with carbon dioxide, carbon monoxide, nitrogen oxides
and sulpher dioxide which are the main greenhouse gases that lead to global
warming and climate change. It is very essential that we control to the
greatest extent possible the use of coal and petrol and diesel, which are
mainly used in power plants, iron and steel and aluminium plants, industry
and vehicular traffic. With the greater incidence of use of fossil fuels we
are making the quality of the air that we breathe deteriorate and lead us
to falling prey to mostly respiratory diseases that make our lives
unhealthy. How do we control the use of fossil fuels? Every time we use an
air-conditioner, a fan, a vehicle or anything that has consumed fossil
fuels, which may be dispensed with we are contributing to the carbon
emissions that lead to warming of the surface of the earth and which causes
unusually drastic climate changes and many-a-times natural disasters and
submergence of land masses due to melting of the snow caps. To lessen the
carbon footprint it is essential that every human controls the use of
fossil fuels, even if it means not adding comfort to our lives at the cost
of indirectly using carbon that leads to greenhouse warming. The use of
vehicles should also be sparing so that greenhouse gas emissions is brought
under control and the carbon footprint is also kept in harness. Almost
every human activity leads to more and more use of fossil fuels which are
damaging to the environment and which should be controlled so as to
maintain a standard health quality for a better living. We know that
countries like China, USA and also India is competing to increase the
Growth rate at the cost of damaging the entire climatic condition of the
world. Although climate change may not be a local effect limited to one
country it is paramount that the various protocols signed during the
climate change conferences like the Paris Climate Agreement should be
followed by all the countries. Is it worthwhile, increasing the growth rate
to a high level but damaging the health of the people around the world or
would is it better to control the Growth rate to reasonable levels and thus
enhancing the quality of our lives and our health? It is known that various
industrialized areas in the world like China, USA and India are reeling
under the shroud of smog, a deadly concoction of smoke, fog and particulate
matter reducing visibility as well as affecting the health of the people,
uncalled for respiratory diseases. Every major scientist agrees that
greenhouse gas emissions is leading to climate change and a global
coordinated effort has to be made to control the use specially of fossil
fuels so that the air that we breath is clean and healthy. It is also
observed that the forest cover is being sacrificed and depleted at the
altar of Growth and trees being the lungs of the atmospheric carbon dioxide
which it takes in and emits oxygen thus leading to the rejuvenation of the
quality of air, it thus becomes bounden on us to plant more trees and to
save the use of coal and products of crude oil so as to maintain the
quality of the air that we breath. Our politicians have to follow a more
strict regulation in which nature is protected so that we are not subject
to the ills that befall as a result of destruction of the natural cover,
which is a system that has an integrated network of natural occurrences
that should not be violated so as to bring about more comfortable life
styles. A stitch in time saves nine goes the popular refrain and it is thus
essential that our politicians concentrate on agriculture, horticulture and
floriculture in order to make our lives better on earth, rather than
resorting to man-made manipulation of the environment and flouting of the
natural laws thus making our lives worse on earth.

Today on Labour Day, the Goa Government should vow as a matter of rule to
ensure that there is a total ban on any extensions in service and contract
appointments to the retired.


Every extension in service or contract appointment given beyond the
retirement age is a cruel and grave injustice to the Youth. It is also a
severe prejudice to those unemployed aspiring to join the government
service and to the young officers awaiting promotion.


No one is indispensable and steps should be taken well in advance to
replace those retiring. There are however some officers who just will not
retire as they cannot live without feasting on government perks and
freebies.  All good things need to come to an end. And there is something
known as “retired life” which many government officers unfortunately cannot
come to terms with.


We need to invest in our youth and give them a chance. The power,
diversity, and potential of our youth could energize the bureaucracy into a
vibrant engine to tow Goa out of the woods.


The great American writer Robert Heinlein had said “Age is not an
accomplishment, and youth is not a sin”.

Kudos to the Goa State Pollution Control Board (GSPCB) for having stopped
iron ore mining activities of 12 out of the 13 companies involved in the
transportation of iron ore who were infringing on the environmental norms
of air, water and noise pollution in Sonshi. Although the action came after
the tragic death of a CID constable when the motorcycle he was riding was
overrun by a loaded truck, still further loss of life might have been
averted and the villagers of Sonshi have been given the much needed respite.
Now, it is decisive action of stopping coal handling at MPT and its
subsequent transportation by trucks that should be on the GSPCB radar. The
GSPCB should not be overwhelmed by the influence and clout and the money
power of the Jindals, Adanis and Vedanta but should do their duty
professionally and meticulously to save the people of Vasco from falling
prey to respiratory diseases due to pollution. The GSPCB will get the
goodwill of the people of Vasco who are reeling under the effects of severe
coal dust pollution. Decisive action on the matter is what is required so
that the people of Goa acknowledge that the GSPCB is protecting the
environment of Goa with missionary zeal.

*NEW DELHI: *The Indian -17 World Cup Squad lost 1-4 against Estoril in a
practice match at the Jamor Stadium in Lisbon, Portugal today (May 01,
2017).



Estoril took the lead as early as the 8th minute when Montero sped past the
Indian defence and scored. The Indian Colts stunned by conceding the early
goal tried to counter and attacks initiated by the Colts threatened
Estoril’s defence.



Velez in the 33rd minute however doubled Estoril’s lead as the half-time
scoreline read 2-0 in the Portuguese Club’s favour.



Bernardo made it 3-0 for Estoril in the 55th minute and although India
pulled a goal back through Rahim Ali in the 78th minute when he tapped home
a Rahul cross, Estoril added more gloss to the scoreline in the 88th minute
when Andrade’s effort found the back of the net. The full-time scoreline
read 1-4 in the Portuguese Club’s favour.

SAMIR UMARYE BICHOLIM: Commissioned in 2015 and that too with minimal staff, 
the Bicholim Traffic Cell has been managing traffic in Bicholim and Sattari. 
But to add to its woes, half of its personnel were transferred recently, 
leaving the remaining staff overburdened.

According to sources, besides Bicholim and Sattari, Sanquelim and Valpoi too 
come under its jurisdiction, though a police inspector was appointed recently.

“ There are lots of traffic violations in Bicholim as no one bothers to follow 
the rules. Even the traffic police are helpless due to the staff crunch and 
cannot regulate such a big area,” Tejash Khedekar, a resident said.

“ People feel that the government should increase the traffic cell’s staff 
strength.

What is the use of a traffic cell, if it has not staff to manage Bicholim and 
Sattari areas,” Khedekar claimed.

Bicholim Traffic Cell incharge Sudesh Narvekar admitted that the cell was 
facing a staff crunch.

“ We have to manage three municipalities and over 30 panchayats. With just 60 
staff, it is not possible to manage these areas,” Narvekar complained adding, “ 
Despite this, we are trying our best to control the traffic congestion.

Through a drive we have booked over 1000 cases of traffic violations and in 
cases where minor children were involved we also called their parents to the 
police station.” “ We have also tried to bring about awareness among the people 
and are in touch with the municipalities for necessary support,” he informed 
adding, “ We have also suggested a zebra crossing and more signboards in the 
town.” According to information, there were 60 personnel deployed at the 
Traffic Cell, but last week around 30 were transferred to other police stations 
including Mapusa, Porvorim and Panjim.

The higher authorities feel there are no major traffic problems in the villages 
and this was the reason behind the move.

“ It is wrong to claim that there is no traffic in these areas. In 2017, we 
have reported 10 fatal accidents in these areas and have now identified Mulgao, 
Gokulwadi, Sanquelim, Honda junction, Valpoi market, PHC Sanquelim junction and 
Sarvan bus stop as accident- prone areas,” sources in the traffic cell informed.

Following the transfer of personnel, many residents also met Bicholim MLA 
Rajesh Patnekar and requested him to look into the matter.

  The speculation over where chief minister Manohar
  Parrikar is likely to contest from -- Panaji,
  Mapusa, Curchorem, Mayem, Calangute -- says a lot
  about the BJP's and Parrikar's level of confidence
  after the March 11 result stinger. The derisive
  bravado at the April 9 Amit Shah felicitation is
  far from reflective of the anxiety in the BJP camp
  to find a 'safe' seat for the chief minister.
  Vishwajit Rane at least has no such problem.
  There's no knowing of course that Babush Monserrate
  will not throw in his lot with the BJP. A September
  bypoll is still a long way off and it gives the CM
  time to exercise his celebrated persuasive skills.

The move to reschedule the panchayat elections is just as
telling. Goa could do with a breather to recover from the
recent election, Parrikar told journalists. Indeed, it is the
BJP that has to recover from a defeat of its own making. Were
it to put its ear to the ground -- its intelligence gatherers
are probably already on stealth mode -- it would pick up the
pulse of seething resentment against the current arrangement
that has rendered the voter inconsequential.

The Chief Justice of India J S Khehar recently brought up the
matter of the absence of political accountability in the
country. "Even our legal system provides no consequences be
suffered by political parties if promises made in the
manifesto are not fulfilled," he said.

The manner in which the BJP manipulated the Goa and Manipur
results went beyond even dishonouring electoral promises. It
contravened the very idea of democracy: the right of the
voter to have his say, and the duty of the constitutional
authority like governor Mridula Sinha to uphold it.

In an interview to a TV channel soon after he won the trust
vote, Parrikar made some very telling points. He'd have to
"compromise on the BJP agenda" for now, he said, insisting
there had been no "financial deals" in government formation.

But the icing on the spin was the justification that what was
done was done "for the betterment of Goa". The arrogance of
the presumption that he and the BJP alone know what's best
for the rest of us, even at the cost of turning the voter
powerless, signals the direction in which the country is
currently headed.

Whatever Vijai Sardesai, who's positioned himself as the
saviour of Goan culture, may claim, the regional identity
issue will be mere sloganeering till the BJP finds a way to
move in for the kill. Shah recently asked the party's
national executive members to work for the "golden age of the
BJP", with a BJP chief minister installed in every state and
in positions of power at every level from panchayats to
parliament. How it gets there will be of little consequence.

Minister Francis D'Souza concedes it won't be easy to manage
a coalition of 13+8. But Parrikar, he says, "is the ideal
person to hold such a coalition". So far the chief minister
has doled out the heftiest enticements to those with the
potential to cause most heartburn.

  Sudin Dhavalikar and Sardesai have the biggest
  money spinners, PWD, transport (both with
  Dhavalikar) and TCP. Sardesai also hopes to carve
  his pound of flesh from the PDAs. All three Goa
  Forward MLAs are ministers. Leaving even one out
  could have risked his resignation.

No doubt the BJP in Goa is different from the Congress. Its
biggest plus is its dominance by a single personality. Even
the eight Catholic BJP MLAs who one assumes haven't been
drilled in the RSS line of discipline, have learnt
subservience on the BJP side. Intemperate in criticism when
in the Congress, Mauvin Godinho has been relatively quiet and
submissive on the saffron side. He was among the last to be
accommodated in the ministry and given the innocuous
panchayat ministry.

  While Parrikar's dominance is perhaps good for
  cohesive, political action, personality cult
  politics precludes the rise of second-rung leaders,
  which explains the utter failure of the Laxmikant
  Parsekar government. So who would the BJP turn to
  after Parrikar? Certainly not Michael Lobo or
  Nilesh Cabral, who as "minorities" cannot aspire to
  go beyond the cabinet. After his sellout, Vijai
  Sardesai may well fit the bill. Sardesai's
  political future does lie perhaps on Modi's side.

tendencies .It is believed that NK is on the verge of developing or is
capable of arming itself with  nuclear tipped ballistic missiles. USA feels
threatened that it may be a target of unproved attack with disastrous
consequences. The continued tests in defiance and that have necessarily not
been successful are raising alarm bells of disturbing peace and tranquility
in the region. Sanctions and talks have not convinced NK to see reason and
practicality. The Nations in the region South Korea, Japan, China are put
on notice, In a show of military might USA has moved armada in the backyard
of NK. Besides military exercises are conducted with South Korea either to
provoke or send signals of determination of preemptive strikes  South Korea
is also provided with  advanced, sophisticated anti missile defense systems
to send clear message of its intentions China its closest ally is expected
to use its relations with NK to ward off any dangerous engagements. While
the world kept on persuading NK to give up its programme, on the ground no
substantial acts have deterred the belligerent Nation from aggressively
continuing with Nuclear programme. USA and other Nations thus far have done
precious little to reign in the cooperators with NK in its nuclear
advancement , without whom it could not have advanced so far. The Nuclear
war may suck in the world in dealing with insensible, maniac in NK, who is
least bothered of fall out to its own people and Nation. It is too
dangerous a risk to  be apprehensive of unpredictability. The war in Iraq
about missile threat fizzled out without finding any such missiles in
position ready for action, While Nations maintain guarded optimism it is
too dangerous even to think of the consequences of such a scenario
unfolding at any time soon. USA will do well not to precipitate actions
that may not be limited to geographical boundaries Deterrence should not go
beyond certain point

Goa Badminton Association in collaboration with the Sports Authority of Goa
(SAG) & the DSYA conducted Summer Badminton coaching camp during the month
of April for beginner and intermediate players, at Panaji, Margao, Ponda,
Mapusa and Sanquelim. The resource team for the camps comprised of Roy
Ataide, Vinayak Kamat, Govind Navelkar, Wilfred Jacques, Sandeep Heble,
Sanath Kamat, Emilia Silveira, Nilesh Parab, Dhanajay Sirsat, Rajesh
Kukalayenkar & Karan Dhavaskar.

Advanced Badminton camps were conducted by our affiliated clubs Margao
Shuttlers and Evening Badminton Group. International Badminton Player
Ritupurna Kulkarni conducted the advanced sessions at Margao while NIS
certified coach Navneet Nasnodkar conducted advanced sessions at Panaji.
