[Goanet] GOA IS IN SEVERE CRISES

2017-07-09 Thread Stephen Dias
GOA IN THE DOLDRUMS

Stephen Dias, Dona Paula

The hastily cobbled up coalition of convenience is bound to be in a deep
crisis of policy making. Imagine, with less than 1/3rds (13/40) the number
of seats, the BJP stole the legitimate right of the Congress with 17 seats,
by aligning with two parties, the Goa Forward Party (GFP) and the
Maharashtrawadi Gomantak Party (MGP), both of which fought against the BJP
at the hustings. The electorate of the six seats representing the GFP and
MGP will feel cheated because the parties they voted for reneged on their
ideologies and supported the BJP with whom they had major conflicts of
interest. The BJP thus does not have the moral right to be governing Goa
and this government is not a true representation of the wishes of the
people. In a democracy, the mandate of the people is paramount and this
coalition is a convenience of controversies that is not what the electorate
voted for.

[Goanet] Goa’s casino cancer reaches the terminal stage (Times of India, 10/07/2017)

2017-07-09 Thread V M
http://timesofindia.indiatimes.com/city/goa/goas-casino-cancer-reaches-the-terminal-stage/articleshow/59519422.cms

Ironically, a Goan happens to be among the world's best-respected
experts on the costs of casino culture. Jose Pereira Coutinho is the
rarest of rare politicians - a non-Chinese who has been elected to the
Legislative Assembly of Macau since 2005. A popular lawyer, he speaks
English, Portuguese and Cantonese fluently (the last is the preferred
language of Macanese politics), and leads the pro-democracy New Hope
party. Most significantly, the 59-year-old is widely respected for
speaking truth to power, for "his frontal, fearless and direct
approach" in protesting the social ills and economic lacunae that
usually go unquestioned because of endemic corruption and the Chinese
government's urge to suppress any dissent.

Macau has been famous for gambling since the Portuguese made it legal
way back in the 1850's. Immediately after western-style games like
blackjack and roulette were introduced in the early 20th century, it
became known as "the Monte Carlo of the Orient". In 1999, the
territory switched hands from Portugal and China, and then everything
exploded in 2003, when foreign casinos were allowed entry. Now at
least 25 million tourists visit each year (the local population is
just over 5,00,000), Macau is by far most lucrative gambling
destination in the world. The administration and economy is entirely,
hopelessly hooked on casino cash.

Coutinho is open-eyed about what has happened. He has said, "A kind of
Faustian pact with casino operators has led to a growing divide
between rich and poor. It's what we call the price you pay." The
so-called "industry" keeps the level of employment high, even though
most jobs are tenuous and stressful. It also bankrolls an annual
handout of just over $1,100 to each citizen. "We want people to be
happy and keep their mouths shut and not demonstrate, because we don't
like that too much. That's the way it's being done here in Macau, and
it seems like it's working," says Coutinho, even though this means
accepting "side effects like money laundering, prostitution, drugs and
corruption."

Casinos have done to Macau precisely what they are doing to Goa, and
every other place. They metastasize. From small beginnings, they
spread virulently throughout the system and then destroy from within
by subverting all existing systems and processes. In 2012, Coutinho
pointed out there were now 36 casinos in the territory, but the only
hospital remained one built in 1874 by the Portuguese. Beyond the
glitter and billionaires, at least 10% of Macanese remain mired in
poverty. Coutinho says, "Only the rich get heard by the government,
while the poor are ignored and suffer. All the land is reserved for
casinos, and instead of building housing for the poor, the government
is giving out more allocations for gaming tables."

All this is directly equivalent to Goa, where every political promise
made about casinos has immediately been trashed. The latest blatant
insult is the renewed assurance (which will surely be broken) that
"offshore" casinos have yet another "deadline" to move out from the
Mandovi. Now they have been given till September 30. Previously they
had till June 30. Previous to that, there were several different
ultimatums in 2016 and 2015, and the solemn promise given by Manhoar
Parrikar in the legislative assembly that the "floating" eyesores
would depart by March 2014. They have not moved, and will go nowhere.
Meanwhile, one more is being added, backed by highly controversial
Haryana politician, Gopal Kanda.

The same excuse trotted out for every extension is another blatant
insult. The Goan electorate is repeatedly told the state has "failed
to locate an alternate site for the casinos." In fact, a ready made
one has been in plain sight from the beginning - Mormugao. All
facilities exist there to serve the casinos, including considerable
land infrastructure, and superb access to the airport. Instead of
wrecking yet another heritage river front, or pristine environmental
treasure, all the blinking neon (and associated detritus) can be towed
across to the port's berths tomorrow itself. One step and problem
solved. A win for all parties, including the port authorities who are
currently fatally fixated on coal.

Unfortunately for Goa, that is not how casinos work. Win-win is the
opposite of everything they stand for. It matters not that they are
universally loathed across every strata of the state society, because
their pipelines of cash feed directly into the pockets of every state
decision-maker. One would have thought the BJP, with its high-minded
rhetoric about morality and Indian values, might have at least kept
its own campaign promises in this regard. Instead it has become the
main culprit.

Goan diaspora convers its concerns over State to CM

Times News Network

Panaji: The ill-effects of mass tourism, water shortages in the dry months,
unregulated disposal of mining waste and threat to animal life as a result of
unregulated garbage disposal are among the concerns of the Goan diaspora
presented to chief minister Manohar Parrikar on Wednesday evening.

Edgar Valles, president of Lisbon-based Casa de Goa, an association of overseas
Goans, presented the issues which were discussed at the recently-concluded
international conference on 'Sustainable development of Goa in the 21st
century'.

Tourism is becoming a major threat to the quality of life for certain segments
of the population. "Deforestation, good quality agricultural land
declassification, absence of sustainable waste disposal practices all the way
to access impediments to the permanent residents of Goa (for instance, to
public beaches) are among unsustainable practices that are incumbent on
authorities to thwart," states one of the conclusions.

The association suggests working with Portgual, which has experience in
controlling the negative impact of mass tourism and promoting promising modes
such as agro-tourism.

When the state has 11 reivers with excellent water quality where the monsoon
can satisfy the water consumption of the state, why should there be tankers
supplying water, was another concern. The paper also highlighted the plastic
waste accumulating and floating in the rivers.

Where Goa's built and intangible heritage is concerned, the association
suggested archiving this as part of a research project where Goa University and
one or more Portuguese universities could work together.

Sorry to hear about Elsie's ill-health.  Pray she recovers fast.  I hope her
skill, innovative spirit and knowledge is a legacy that gets passed to other
Goan women, starting with the children.Looks like Elsie is a great role-model -
a "Doer" rather than a Talker / Critiquer.
To add to Roland Francis' comment, what is more impressive is that she
developed the courage to step forward to present and display her skills to the
larger world beyond her home.  I am sure initially she faced criticism,
specially from Goans.
Mervyn, perhaps you have it but you need to develop a "conveyor belt"
commercial operation to take her product to a wider audience.  Saw a TV program
sometime back of Indian commercial operation in Toronto making and packaging
Indian delicacies for commercial sale.  One day you could be like the
"Sirracha" (hot ketchup) of the USA started by a Vietnamese immigrant in the
Los Angeles suburb.  See the web.
Request clarification of some issues / myths.
1. What is the difference between Linguissaum and chorisso?2. Is chorisso made
from native / country pigs, more tasty than when made from white commercially
raised pigs?3. Do Goan dishes and pickles taste better with native fish than
what is commercially available in the West?

It was in 1976 soon after his coming to Kuwait that Tony de Pomburpa first

time stepped onto Kuwait Konkani Stage at Church Hall and till now he is

very active in singing not only on the stage but also in the Holy Family

those of Dost Kumar, Alexinho de Maxem, Fidelis Fernandes, Golden Boys,

which are ready to stage at any moment, if proper help is assured and

composer of about 50 songs, one Audio Cassette and one CD Candeia Saibinn

Later Tony left Kuwait and was seen acting for Merces group for Tiatr

In the legislative assembly elections 2012 BJP manifesto, the party secured
21 seats on its own, in great measure due to the dangling of social welfare
schemes Griha Aadhar

for economically backward housewives as a buffer against inflation,
extended the Dayanand Social Security scheme for senior citizens, widows,
widowers and disabled, as well as the Ladli Laxmi scheme for newly-wed
couples to the tune of 1 lakhs. At the revised rate of Rs.1500/- per month,
the Griha Aadhar costs the state exchequer Rs. 273.60 crores per annum and
the Dayanand Social Security Scheme @ Rs.2000/-per month per recipient Rs.
331.20 crores. The two together costs the state exchequer a combined amount
of Rs.604.80 crore. Add to this Rs.80 crore as one time payment to 8,000
newly -weds and the total burden on the state exchequer amounts to Rs.
684.80 crore. The moot question is, are the recipients of these doles
genuine or are they being chosen largely as a mode of boosting the vote
bank of the BJP? The very fact that 1,52,000 housewives benefit from Griha
Aadhar and 1,38,000 are recipients of DSSS , there is a big question mark
as to whether these populists schemes are churning out support for the BJP.
There are only about 50,000 families in Goa who do not avail of any of
these schemes. As far as Griha Aadhar is concerned can this scheme be
dispensed with if inflation is being reined in thus saving the state
exchequer 273.60 crore per annum?

Knowing that women are usually loyal, does the Griha Aadhar ensure the BJP,
a secure woman vote bank? The elderly are also usually loyal .There are
grievances from several households that they do not get the benefit of the
Griha Aadhar merely because they are politically disinclined towards the
BJP. If this grouse is true, then this social welfare scheme seams to be
targeted only to those housewives who pledge support for the BJP. Being
public money these should be no discrimination in doling out Griha Aadhar
since public funds cannot be utilized for political purposes and thus
amounts to manipulating the states finances to benefit the BJP.

It would be in the fitness of things to deal out Griha Aadhar in a fair and
indiscriminately manner. Tighter monitoring of these welfare schemes and an
independent grievance committee should be formed to oversee implementation
of these schemes..

Except for the weaker sections of society, welfare schemes seem to make
people lazy..

The colonisers have gone and the new ones have just come leaving Goans bonded
in a right wing yolk. Some now making their way out with Portuguese citizenship.

The colonisers have gone forever, and the Portuguese are no longer
that people. Costa is rightly recognised by Modi as a natural ally and
partner. It's a great development for Portugal and India, and
especially for Goa.
