Panaji: Goa chief minister Manohar Parrikar recently made an
announcement in the state's legislative assembly: all
offshore casinos would have to shift to land-based operations
within three years if they wanted to continue doing business
in Goa. The decision, long expected despite the stock
denials, is what the big players in the casino industry had
been betting on all along, and it exposes the BJP's
doublespeak on the gambling business in Goa.

  There are currently six offshore and ten land-based
  casinos in play here, but live gaming (with dealers
  opposed to slot machines), where the stakes can go
  really high, is permitted only on the floating
  casinos, which makes the transfer and renewal of
  their licences such a lucrative business.

Jaydev Mody's Delta Corp Ltd is the biggest player in the Goa
casino business. It runs three offshore casinos, Deltin
Royale, Deltin Jaqk and Deltin Caravela as well as the
onshore Deltin Suites Casino Hotel at Nerul. The Ashok
Khetrapal fronted group is the next big casino operator with
Casino Pride and Casino Pride 2 anchored in the Mandovi.
Pride also runs the land-based Casino Paradise at Porvorim
and Casino Palms at Baga.

Faced with mounting protests over the BJP government granting
permission for a sixth offshore casino in the River Mandovi
after the party had earlier campaigned against them, a
providential occurrence spared Parrikar's blushes in the
monsoon session of the Goa assembly. On July 15, a new casino
vessel M. V. Lucky Seven, fully outfitted to commence
business as the Big Daddy Casino, drifted off course in
stormy weather and ran aground at Miramar beach (near Panaji)
where it is currently stuck, turning into a photo-op for
tourists. Operations to refloat and tow it away are currently
underway.

  Lucky Seven is promoted by the controversial former
  Haryana minister Gopal Kanda. The Tanzanian flag
  passenger vessel was brought to Goa by Golden Globe
  Hotels Pvt Ltd (GGHPL), a company started as a
  subsidiary of Kanda's defunct MDLR airline. There's
  very little information to be found on GGHPL or its
  businesses, but sources in the company said that
  Kanda, his son and son-in-law hold a majority stake
  in it and in their current interest in the casino
  business in Goa.

Kanda's foray into casinos here goes back to 2009 when he
bought the Leela group's Casino Rio for a reported amount of
Rs 30 crore. Leela had managed an offshore gaming licence in
2006 but the business never set sail. Neither did it under
Kanda, and in 2013 the government towed away the abandoned
vessel for owing the authorities Rs 12 crore in casino
licence fees. The fee with fines had mounted to Rs 50 crore
by 2017.

  This in itself should have been grounds enough to
  not renew Kanda's licence. But the Parrikar
  government renewed it all the same, using the ruse
  of a court order to justify the decision. In
  reality, however, it was the state's advocate
  general who told the high court of Bombay at Goa
  that the government would "favourably consider" the
  Kanda company's application for renewal.

All the casino licences in Goa -- both off-shore and land
based ones -- were dished out by gung-ho Congress
governments, with former chief minister Pratapsingh Rane and
former home minister Ravi Naik being the key players in this
high stakes game of licence roulette. This uncomfortable
fact, as much as the Congress' role in the mining scam,
provided the BJP its biggest ammunition for the 2012 state
assembly election which it won with a clear majority.
Parrikar would turn up at anti-casino protests with RSS
supporters, and doing away with casinos went to the top of
his party's 2012 manifesto, even as behind the scenes
assurances were reportedly given that they would be allowed
to carry on with business as usual.

Once in government though, the commitment by the BJP to move
the casinos out of the Mandovi and regulate the trade was
never seen through. The promise to set up a gaming commission
has not seen the light of day even five years later. What the
government did in effect, is facilitate more opaque
operations, allowing the state's Captain of Ports, rather
than the Centre's Director of Shipping -- as was the case
previously -- to licence the casino vessels, most of which are
not even seaworthy.

  In 2014, the BJP also reversed the law it had
  brought in to ban the transfer of casino licences
  when it allowed the Pride group to take over the V.

Goan retirees in Canada once considered Goa as a Mecca for their retirement. 
Their ideal was 9 months in Goa, 3 in Canada.

Then experiences, specially medical ones made them revise that ideal. They 
flipped the numbers, 9 months in Canada, the 3 harshest Canadian winter months 
in Goa. The younger seniors 60 to 70 will still go for longer periods.

At the present time most Canadian Goans will use Goa as a destination to visit 
once every 3 years say, and for periods no longer than a month. Insurance, 
accommodation and other costs become too restrictive after that.

Now they seem to be abandoning Goa as a retirement place entirely, in favour of 
Costa Rica and the Dominican Republic. Cuba is in my opinion a good option to 
retire but it hasn't caught on yet. Crowds, dirt and rising costs in India, 
made them look elsewhere.

This Economic Time article on the French survey indicates retirement life 
standards for Indians living in India. For Indians residing abroad, smaller 
Indian non-touristy towns still offer good value. Living is cheap, people are 
hospitable, the culture is familiar, the environment is clean and hospitals 
smaller but not too shabby. In any case medical facilities will play a part in 
the decision to select such a place.

Doesn't this smack of mind control? Don't we have a free will to exercise 
without committing any crime?
Isn't 'adultery' committed by a married person?
Would you have married your wife if you had not lustfully looked at her, 
assuming yours was not an arranged marriage where you didn't get to see your 
wife.
If god is wise, would he have not included women in the stricture against 
lusting (after men)? 
Can't one look at one's wife lustfully without being guilty of adultery?

The bible was supposed to have been recorded "with the inspiration of the Holy 
Spirit". Couldn't among thousands of others in the text,  this verse have been 
more precisely recorded so it would not be subject to various interpretations?

We are Gautam and Pushpanjali. We were featured in your newspaper in May
2016 for our one week 'Movement Installation' work at Goa Chitra museum.  We
thank you for that wonderful coverage.

We are now offering weekly Contemporary Dance-Movement Classes at Chowgule
College for the students of Chowgule as well as the general public . We
have begun our classes a few weeks ago.

Our intention through these classes at Chowgule is to make dance accessible
to all, regardless of their age or experience. We are creating a space for
Dance and Movement Exploration in our Education systems and our daily lives
as well. We are committed to finding different ways to create a dialogue
between Dance and various academic subjects and cultivate a practice where
we learn how Dance-Movement Exploration can add to our understanding of
ourselves and our choices (whether it be career or personal).

Dance to us is a language that exists beyond the realm of just
entertainment and competition. We use it as a way to transform our personal
stories and in turn affect a transformative change in our society.

We are also teaching Ballet classes for children at Club Harmonia for age
group 4 to 12 in two separate classes.

Aren't these Christian beliefs, all concocted by Euro theologians & bishops, 
farcical? We have been fed on myths & fables for too long. Why on earth does 
God need to have a son? To us earthlings, 'son' means the product from the 
physical relations between man and woman. In the Euro Christian case, the 
father is God  but wait - isn't God genderless! So he decides to have 
'relations' with one of his own creatures - Mary, a Jewish teenager. Could 
anything be more weird??
How was this accomplished? We are told that the power from the Most High 
'overshadowed' her and she conceived. Now we are getting into magic and 
fantasy.  Ha, ha. 
But, why go through these spiritual gymnastics?God had created defective 
creatures and he wanted to redeem them. How? As Roland says: through "the cruel 
and unnecessary death of the son."

So after man's redemption, why is the world rotten as ever? Why do people (like 
Trump, Natenyahu and Modi) continue to prosper despite their crimes? Was the 
redemption in vain?The way out of this impasse is for our Asian theologians 
(and there are brilliant ones like John, Amaladoss and Pieris) to devise our 
own Christianity. But would they have the guts and would Europe allow this?
Until then, let's wait for the next redemption. 
The next Mary might be a Goan, who knows?

  Orlando da Costa (1929-2006) is known for *O Signo*
*  da Ira,* but he has also authored *A Estrada e a Voz*
  (1951); *Os Olhos sem Fronteira* (1953); *Sete Odes do*
*  Canto Comum* (1955); *Podem Chamar-me Eurídice*
  (1964), *Sem Flores nem Coroas* (1971); *Canto Civil*
  (1979); *A Como Estão os Cravos Hoje?* (1984); *Os*
*  Netos de Norton* (1994); and* O Último Olhar de Manú*
*  Miranda* (2000).

*A Estrada e a Voz* (The Road and the Voice) is a book of
poems, published by Centro Bibliografico, of 58 pages. His
second work, *Os Olhos sem Fronteira* (Eyes Without a Frontier)
was also published by the Centro Bibliográfico, and is a work
of poetry spanning 52 pages. Likewise, his third work, *Sete*
*Odes do Canto Comum* (Seven Odes of a Common Song), was also
one of poetry, a genre he took up to at the age of 15 after
being encouraged to do so by a schoolteacher in Goa,
according to his obituary in Publico

was written, that is, December 18, 1948. It had indeed only
been a few years since the departure of Orlando from Goa to
Lisbon. But, above all, the surprise comes because it is a
story where the writer signs under the pseudonym of Sardar
Rarri. And, as far as we know, there is only this record
which allows us to advance the hypothesis that Orlando da
Costa has considered using a pseudonym as a way of assuming a
literary identity linked to his land of Goa. We will say that
this chronicle of Sardar Rarri, pseudonym of Orlando da
Costa, is one of the texts of great sensibility and human
presence of a writer not conformed to the difficult life of
the colonized people that fought to survive and to maintain
its dignity in a society of European colonizers."

Stalker is cornered at last

The  single, driving girl Varnaki Kundu was harassed and stalked over  a
large stretch  of road She was stopped at two points, when she tried to
reverse. The stalker came out tried to open the door and banged against the
door The police finally came to her rescue and arrested them .The accused
tried to apologize and  plead forgiveness for  their transgression. It is
believed that they  were reeking of alcohol.  Medical test was refused
though medical officer deposed about the alcohol smell.. Surpiringly the
serious section of kidnapping was not applied and accused released without
court direction. What was the determined intention of stalkers if not rape,
kidnapping, abductions?  God knows even murder?  Who can  vouche for their
motives of persistent, threatening with menancing following?  Stragely,the
accused were also served cold coffee at the police station .What was the
President of BJP unit in the state, the father of the stalkers doing at
3.30 a,m with 100 other functionaries of BJP at the police station , if not
trying to send a message and indirectly influencing the course of events ?.
Why the father of accused called her father  6 times, to send a veiled
threat? The FIR is not featuring the deposition of victim is very strange
and  contrary to the proedure. She had clearly stated in her deposition
that their intention to kidnap cannot be overruled.

Not subjecting to medical test of urine, blood, not that it matters about
the charges is significant aberration of procedure to be followed .The
police took the accused in police SUV now for medical test much later after
5  days. The serious charges were diluted and accused released swiftly. The
10 CTV footage suddenly disappeared. Now after public outcry the accused
are arrested after delay of 5 days and delayed medical test carried out
too. It is because of the status of her father she is receiving generous
attention, otherwise the case would have been closed like others. There
isalso an attempt in the social media at character assassination to
show her in poor light as loose character in company with male  companions
The statement as what she was doing at odd hours are accentuating the
motives The safety and protection of women in the country is totally at a
discount. The final act against the so of BJP state President is watched
with interests, It is rumored that this not the first case of involvement
of accused Vikas Barala. Whether it will be treated in isolation only time
will tell The BJP is of the opinion that the President is not responsible
for acts of his son and has said that law must take its course, but his
actions as the father and those of the police speak otherwise.

INGRATITUDE

GRATITUDE is the milk of human kindness. It not only enhances the worth of
the  grateful soul, but also encourages the other side by sincere
acknowledgment. Happiness can promote repetation of such behaviou,
strengthening the positive attitude ,spreading good relations. When one
expresses a simple all encompassing word THANK you, it says it all. Whether
it should be qualified further, it depends on situations and motives of
both. Was it done with a special motive to draw attention towards oneself
or whether the response was spontaneous demanded by the situation ,
feelings of human values? Some would deliberately avoid  the sense of being
grateful to show insensitivity and send a negative attitude and the
message  of being not touched. Even though it might not be expected
response   silence can cause disappointment

Everyone from parents, neihbours, siblings, friends, have felt the sting of
emotion of ingratitude at some point in their life to varying degrees. It
has left them wounded while others have just ignored it with a smile and
laughter. Pondering over it can only aggravate the feelings of remorse,
whether the kind  act of gratitude have had its desired result. Individuals
go to great lengths to confer a benevolent act, when it could have been
ignored without any obligation and expectations. The ingratitude is felt
deeply only when there is close bond of relationship and not with
encounters with  casual strangers. It may be that some are honest, sincere
enough requesting not to embarrass them with overt behavior. Some in their
positions, power , influence can offer acts as normal, routine course of
their dealings, but still it is worth appreciation and recognition

How ungrateful are children at times towards their parents, who have
sacrificed with love and dedication and instead of reciprocating, treating
them with ingratitude .How often do   brothers and sisters overlook the
their duty towards one another. The neighbours often are logger heads over
trifling matters to settle scores, forgetting the better times of
togetherness over the years. Friends who had shared good relations perhaps
for  life long, suddenly are on the opposite side of each other accusing
each other of ingratitude.  Ingratitude is also the other side of
gratitude? It is a fact of life to be contended within life of human
existence. When ingratitude is reduced to barest minimum then joy .
happiness co operation becomes the bedrock of friendship and good
relations. Nevertheless elimination of ingratitude at different levels of
relationship is a myth.,  Is it ego, complexes jealousy, pride and envy or
just the  habit of taking things for granted, lethargy or indifference that
is displayed, sowing the seed of ingratitude? The Bible speaks of human
need of gratitude when ingratitude of 9 cured lepers is expressed with only
one returning to show gratitude
The attitude, sentiment, emotion towards gratitude can be demonstrated by
various ways. A broad smile, wishing and  sincere acknowledgment, ‘thank
you’ or commercial message qualifying it further, returning a good act if
not immediately, passing the good news around to activate, stimulate
others, a public or personal  message, a little floral gift,  a  present
etc to keep the sentiment warm This value of gratitude has to be ingrained
in the family, school and society by rewarding and public appreciation
giving  widest publicity. It is not justified rationalization to expect and
take for granted as duty and obligation vis a vis our relations. Gratitude
cements relations and spurs growth and development of individuals and
encourages acts of benevolence Gratitude begets gratitude in general, but
exceptions do occur, Gratitude in all our relations, students towards
teachers,  patients towards doctors, employers towards employees, children
towards parents consumers towards service poroviders and all inter personal
relations can further human bonds and remove misunderstandings and ill
feelings Gratitude cannot be dispensed, in measured, calculated  doses of
only reciprocation  instead of  shared values

constituency of which our Ribandar is an integral part,  I have offered
Girish Chodankar the use of my office at Ribandar as his election office
which he can also continue using after being elected as an MLA to interact
with the people and solve their grievances. I have requested Girish
Chodankar that he should regularly be in Ribandar at least once a week and
prove by his performance where his predecessors have miserably failed. Let
us Save Mandovi, Save Panaji and Salvage what remains of Goa.


May  the very honest, sincere and ever so outspoken Girish Chodankar be the
people's candidate and let us ensure his thumping victory so that Panaji

Justice V.R. Krishna Iyer had said “Even so, the creed of judicial independence
is our constitutional ‘religion’ and, if the executive use Article 222 to
imperil this basic tenet, the Court must ‘do or die’.



The Constitution of India is very clear on the distinct roles
of the Executive, Legislature and Judiciary. It envisages a free, fair and
independent Judiciary. While there is need of concerted efforts towards
propping up standards of judicial accountability, there is a very
disturbing disquiet over the slippery slope on which judicial values are
slithering. The highest standards of judicial independence must be ensured
by warding off even the faintest trace of governmental influence on the
judiciary.


Any direct or indirect interference by the politicians in the selection and
appointment of Judges is a threat to the very Independence of the
Judiciary. If the Judiciary is reduced to a mouth piece of the government,
the Courts will lose all relevance and end up as dens of chicanery and
jugglery. The Judiciary should never be manned by persons who are tilted or
aligned to any political party. Judges should have the spine to crack on
illegalities done by all politicians, regardless of how high positions they
hold. It has to be ensured that judicial accountability is maintained at
all times with all judges conforming to the highest standards of
uprightness and integrity. If Judges cannot independently balance the
scales of Justice, the temples of Justice become pointless.


Caroline Kennedy had also very rightly said “The bedrock of our democracy
is the rule of law and that means we have to have
an independent judiciary, judges who can make decisions independent of the
political winds that are blowing”
