In a democracy there can be no room to foment VIP culture. With the red
beacon now gone, it’s time to stop those crores being squandered on
providing police security for Ministers other politicians and their kin.

Politicians are supposed to serve the people and those who really do
service need no protection. Our Soldiers and para military forces take very
high risks sans any special protection.

The power intoxicated Politicians who are apprehensive about their personal
safety should either hire their own personal body guards or fade away from
public life. Such criminal waste of public funds on security for VIPs
cannot be allowed. The Police personnel ought to be deployed for street
policing and not to hover around the politicians. The unnecessary over
deployment of police at official functions attended by VIPs must also stop. The
police force is meant to investigate criminal cases, maintain law and order
while also regulating traffic. The life of a VIP cannot be any more sacred
than that of a common man.

On his 17th death anniversary today, fond and never fading memories of Selwyn
Pereira, a jewel, our Ribandar lost so early, at his very tender age of
just 29 in that most tragic road accident at Kanpur.



The very music talented Selwyn Pereira’s debut was with Ribandar’s “Purple
Rain” and then he gave birth to his very own "Civilians". He later joined
one of Goa's top the "Big City Band” and moved on to as a keyboardist
playing for Remo Fernandes’s "The Microwave Papadams".



Recalling with nostalgic recollections the always ever so happy, warm
hearted and very fun-loving Selwyn who was always ready to help one and
all. Exceptionally civil in his conduct, the very down to earth and never
with any ego, Selwyn was always ever so unassuming. Besides being a very
budding musician, he was an outstanding human being always caring and
someone who never stopped smiling.  Selwyn was a great guy, on and off
stage.

Swach Bharat  and pollution.

Cess is being collected for the above purpose. Where and how the amounts
are utilized is not public knowledge. It is said that it is sucked by the
black hole. Students and NGO`s are cleaning beaches etc in their efforts to
clean the surroundings. It is not a permanent solution, as the process of
littering is repeated, making a mockery of their efforts. Instead it would
be much wiser to provide bins at  all such places. Unless and until there
is collection, segregation and disposal there is no end to Goa being seen
as big dust bin. Disposal of wet garbage in apartments and building complex
is acute without any visible provisions. The rag pickers do the  job for a
 living but their collections are selective and purposeful . Pigs in
villages earlier served as scavengers of wet garbage.The Panchayats and
Municipalities have no disposal schemes of collected waste. It is high time
that a  fee is  levied for collection.. There must be stringent fines for
littering in public by roadsides, water bodies and isolated spots.. It is
only the Govt. that has the resources to tackle and deal with the menace of
degradable and non degradable waste.. Industries, hotels, hospitals,
hostels, residential complexes must have compulsorily their own waste
disposal system in place. Govt is also being obstructed. In installing
waste treatment plants in their backyards by vociferous motivated,
iinstigated public. The most convenient plastic carry bag is made the
scapegoat of pollution. The news paper was then the culprit like the
plastic bag of the day.. It is ridiculous to ban plastic carry bags alone
and yet permit industries to package their goods in plastic, Besides
plastic is pervasive in  the manufacture   many of our daily life
necessities, replacing metal to a great extent. The answer lies not in
banning the use of the  wonder material, but in proper disposal and
recycling it for more productive, innovate purposes, as it  is done in the
west .The public and students must be educated to keep environment clean be
it air, water, land, People are now fully conscious of degrading effect of
pollution, but are not finding the encouragement and support of collection
and disposal and  in the absence of such a facility people will find it
convenient to dump wet garbage specially anywhere to get rid of it

Panaji: With the needle of forensic findings now pointing to
a clear link between the killers of journalist Gauri Lankesh,
Kannada scholar M.M. Kalburgi and communist leader Govind
Pansare of Kolhapur, the spotlight is once again on the
shadowy Goa-based Sanatan Sanstha.

Almost two decades after the hardline Hindutva organisation
parked itself in Goa -- it was registered by a trust deed in
the state in March 1999 (a copy of the deed is with The Wire)
-- very little is known of what goes on inside the Sanatan
Sanstha's 'ashram' in Ramnathi, Ponda, or who actually calls
the shots there, as its reclusive founder, Jayant Balaji
Athavale, a Mumbai based hypnotherapist who turned 75 this
year, stopped making public appearances at the ashram since 2004.

  It isn't clear if it was Athavale's wife's Goa
  links, or the fact that he received a warm embrace
  from saffron-leaning politicians in Goa, that
  prompted the shift of the Sanatan headquarters from
  Panvel in Maharashtra, to Ponda in Goa.

But Ramnathi, in Bandora village, Ponda taluka, would have
seemed the natural choice. As home to a cluster of some of
the biggest and best known temples in Goa, Ponda is both a
religious and cultural hub.

The taluka is also the political base of the controversial
Maharashtrawadi Gomantak Party (MGP) politicians Sudin and
Deepak Dhavlikar, who are the Sanatan's biggest benefactors
and supporters in Goa. Both the Dhavlikar brothers' wives,
Jyoti and Lata, are sadhaks at the Sanatan, something they
propagate quite openly. The Dhavlikars have said their wives
are Sanatan members to "help promote our Hindu dharma and culture".

Lata Dhavlikar, whose husband was a minister in the Goa
government till he lost the election earlier this year, waded
into a controversy two years ago when she publicly asked
parents to stop sending their children to convent schools,
and pronounced rape was on the rise in the country because
Indian women were becoming more and more westernised.

A politician with the ability to cling to power even though
the MGP has not won more than three seats in each of the last
four elections in Goa, Sudin Dhavlikar is currently a
minister in the BJP-led coalition government and holds the
lucrative portfolios of PWD and transport, among others.

  Why did they support an organisation suspected in
  the killings of three rationalists, I asked Deepak
  Dhavlikar before the election in February this
  year. He was enraged by the question. "Why are you
  studying this so deeply? If some members are
  involved, does it mean all Hindus are guilty?" was
  his reply, before he slammed the phone down.

But shouldn't the presence of two Goa ministers -- both
Dhavlikar brothers and their families attended prayer
functions in the Sanatan ashram last year -- in the premises
of an organisation linked to the murders of at least three
people who were outspoken in their criticism of intolerance
in the country, raise questions in Goa?

  The Sanatan's move to Goa and its furtive
  functioning was viewed with both suspicion and open
  hostility in Bandora village, long before its
  violent intent came out into the open in the Margao
  bomb blast that killed two of its sadhaks, Malgonda
  Patil and Yogesh Naik in October 2009. There were
  complaints and cross-complaints in local police
  stations, and the right-wing group even moved the
  courts in 2004, claiming it was being defamed by
  some locals. The defamation case was dismissed by
  the high court in 2007.

But it was in 2012, after the BJP won a majority on its own
in Goa in the election that year -- propelling Manohar
Parrikar to the chief minister's post again -- that the
Sanatan Sanstha and its offshoot, the Hindu Janajagruti
Samiti (HJS), became all the more publicly and visually
assertive. The Sanatan and HJS went into overdrive to put
together the first All Indian Hindu Convention "for
establishment of Hindu Rashtra". The convention took place at
Ramnathi in June of that year, and the right-wing
organisation crowed that not for 125 years had such a large
gathering of pro-Hindu groups taken place.

The second Akhil Bharatiya Hindu Adhiveshan in June 2013 saw
Narendra Modi, who was then still Gujarat's chief minister,
sending a message of greetings to the organisers. The event
is still held every year. In March 2017, a reporter reported
about the convention for The Wire.

Meanwhile, the national potential for aquaculture remains severely 
under-developed (thoughwith its own marked growth in recent years).

In a well-written and well-researched article two importation solutions got 
short-thrived.
1.  Limiting wild fish catch to specified size (maturity) to prevent the wild 
fish stock from depletion and permit them to reproduce. 
2.  Aquaculture is a major solution to increasing fish consumption all over the 
world.  Globally, (from advanced countries like Japan and USA) to the third 
world countries of Africa, aquaculture fish contributes 30% to 50% of fish 
consumed.

So why is India and specifically Goa lagging behind in aquaculture?  Fish is an 
important ingredient in the Goan diet and economy.  As pointed out,  30% of the 
fish harvest is exported and rest used to satisfy the needs of the native and 
the ever-growing tourist industry (Goa's largest economic sector).

So, in Goa, is there a College(s) and / or well funded research department 
devoted to fish hatcheries, fish ecology and aqua-economy?  In many parts  the 
world, colleges and universities have degree courses in Aquaculture.  

Clearly "the fish economy" can have a major and a  number of ripple effects on 
various (not considered) related kinds of jobs and significantly address many 
of the issues raised in "Goa's Fishy Tales."

The 103 page report by the Goa Lokayukta Justice P.K. Misra is very
revealing.  As that multi crore Goa beach cleaning scam all happened during
his tenure, Chief Minister Manohar Parrikar should now at least shoulder
moral responsibility and immediately quit. And more so because it is no
secret that the mastermind and main beneficiary of it all was his elder
brother Avdhoot Parrikar who along with the other Parrikar clan has swiftly
risen from rags to riches.

[Goanet] CHIEF MINISTER MANOHAR PARRIKAR SHIELDING HIS BROTHER AVDHOOT

Under the guise of having to study that bulky report submitted by the Goa
Lokayukta,  Chief Minister Manohar Parrikar will take no action in the
matter as the mastermind of that multi crore beach cleaning scam is his
very own elder brother Avdhoot Parrikar.  There is nothing for the Chief
Minister to study and he should have immediately agreed to the suggestion
made by the Lokayukta and handed over the probe to the CBI.


Though the name of the very astute Avdhoot Parrikar does not figure
anywhere in the official papers, he had deviously been the man behind the
scene attending meetings between the beach cleaning contractors and
government officials where the scam was hatched. Besides, there is abundant
evidence of Avdhoot Parrikar's SMS and WhatsApp conversations with the
beach cleaning contractors.


The then Director of Tourism Nikhil Desai during the investigation into the
scam had conceded to the Anti- Corruption Branch (ACB) of having met
Avdhoot Parrikar. Nikhil Desai in his statement to the ACB on 30th June
2015 stated that he had met Avdhoot Parrikar whom he knew as a Social
worker at his Porvorim residence ‘Radhakrishna’ and that during the meeting
Avdhoot Parrikar had suggested that the beauty of Goan beaches must be
preserved at all costs to ensure that the Tourism Industry in the State
flourishes.


Nikhil Desai in his statement to the ACB while admitting that some beach
cleaning contractors were also present stated that he appreciated the
suggestion of Avdhoot Parrikar. Nikhil Desai in his statement to the ACB
also stated that Avdhoot Parrikar had met him twice in his office.


The Goa Government in September 2014 while Manohar Parrikar was the Chief
Minister awarded the contract of cleaning of North Goa Beaches to Bhumika
Cleantech Services Pvt Ltd at an annual cost of Rs 7, 51, 40,999 and
the cleaning of South Goa beaches was awarded  to Ram Cleansers &
Developers Pvt Ltd at a cost of Rs 7, 04, 87,999. Both the companies are
owned by Manish Mohata.


Earlier the cleaning of Goa’s entire beaches was costing the State
Government an average of a mere two crores annually. Thanks to deceitful
manipulation geared by Avdhoot Parrikar, the cost of cleaning Goa’s beaches
from an annual 2 crores overnight skyrocketed to a whopping 15 crores.
Power tends to corrupt and absolute Power corrupts absolutely.

[Goanet] LAND GRAB CASE AGAINST PANDURANG MADKAIKAR IN ACB COLD STORAGE FOR OVER THREE YEARS

The Old Goa land grab case against  now Power Minister Pandurang Madkaikar
has been gathering dust at the Anti-Corruption Branch for the last over
three years.


Chief Minister Manohar Parrikar on 23rd July 2014 in the Goa Legislative
Assembly while accusing then Congress MLA Pandurang Madkaikar of corruption
while he was a Minister in 2004 had alleged that the land proposed by him
for construction of a police station at Old Goa was deviously purchased by
Pandurang Madkaikar himself after threatening the land owner of invoking
the land acquisition Act. The Chief Minister stated the matter being very
serious would be handed over to the Anti-Corruption Branch for
investigation.


Accordingly Under Secretary Home Neetal Amonkar by a letter dated 4th
September 2014 asked the Superintendent of Police at the ACB to investigate
whether Pandurang Madkaikar while a Minister in 2004 had misused his
authority and committed breach of trust by a forceful threat of invoking
the land acquisition Act to gain personal benefit amounting to a corrupt
practice.


While the Government kept that sword hanging, Pandurang Madkaikar finally
caved in and on December 22nd last year surrendered himself and embraced
