(ORIGINAL VERSION CORRECTED) PROTECT TRIBALS OF MOPA PLATEAU By: Stephen Dias, Dona Paula The Union Minister of Environment, Forest and Climate change has just announced that the rights of tribals will be protected. I hope he means it, in letter and spirit. As far as Goa is concerned let the Union Minister pave the way for scrapping of the Mopa airport in which the Dhangars are in danger of losing their land at Mopa by being cheated with a very low compensation being paid to them, for their fertile land. The Union Minister will have set a right precedence in Goa by protecting the interests of about 8,000 peasants of the Mopa plateau. The Mopa plateau is home to the endergered pangolin as well as bison, wild boar, civet cats, tiger, peacock, macaque, and porcupine. Let not this fertile plateau become the axe of the lurberman and let the poor peasants of Mopa continue their occupation of farming in the natural environs which is an extension of western Ghats and a United Nations conservation area which have more than 54,000 trees both front bearing such as cashew, mango, and jackfruit as well as others that replenish the oxygen of the entire area by the process of photosynthesis. Also bestowed with 46 natural crystal clear potable water springs, Mopa can definitely be shifted to any other arid location anywhere in the neighbouring states of Maharashtra and Karnataka. It is the duty of the Minister of Environment and Forest to protect the eco-system of Mopa as well as serve the interests of the indigenous tribals of this exotic plateau. Mopa airport will be a disaster for the area in terms of environmental degradation. The Union Minister of Environment and Forest and Climate change may be reminded that more than half of Mopa residents have not accepted the meager compensation of Rs. 300/- per square meter being doled out by the Government. The Mopa plateau has been the source of livelihood of residents of Varconda, Casarvanem, Chandel, Amberem, Uguem, and Mopa in Pernem taluka who stolidly oppose the airport project which will permanently destroy their livelihood, culture and lives merely to serve the vested interests of a few speculations who stand to benefit greatly. If this pristine plateau is turned into an airport, prices of land around will skyrocket to Rs. 50,000 to Rs. 75,000 per square meter and the major losers will be the poor peasants who will lose their land and occupation forever. The Union Minister may also be reminded that protection of this natural plateau becomes still more pertinent as the Government of Goa has imposed the Official Secrets Act in order to clandestinely fast trade this project against the will of the peasants of Mopa. It may be also reminded that the Goa Government has promulgated the Mopa Airport Development Authority Bill 2018 to stifle the opposition to this project which is a retrograde enactment that smacks of obduracy and sleight of hand of the Government against the wishes of the people of Mopa and its soroundings. The above two measures are undemocratic and unacceptable to the tribals of the area. The Minister may also be reminded that the cream of the jobs such as ground engineers, air traffic controllers, air-hostesses and pilots will definitely not benefit the peasants, let alone the Goans. Thus the Union Ministers assertion to protect the tribals should be swift and decisive so that the Mopa plateau is retained as a rustic abode. Credible sources have revealed that GMR which has been assigned the task of constructing the airport is a company which is heavily in debt. END. Stephen Dias date 18.11.2019

The BJP has given all NGOs a bad name and shooting the messenger hastily will destroy Goa for short term gain. Getting Information Department to manage the State's image through propaganda for vested interests will be seen through in the long run! It is reported that the CM has rejected proposal on Fisheries Corporation without citing any reasons. Development for the so called greater good of mankind (that also a certain class) is not being tolerated by nature as can be seen from the climate change floods, cyclones, cancer proliferation, Dengue etc and ineadequate infrastructure adds to our woes. The mandate given by the people for the BJP Shiv Sena in Maharashtra is being disrespected. It is now upto the electorate to back the few NGOs who are out on a limb fighting your battles!

Today's local newspaper dated 17th Nov 2019 has reported that a Dutch Salvaging agency Master Marine is likely to get Government work orders to salvage the grounded vessel Nu Shi Nalini off Goa Raj Bhavan, today or on Monday likely. This is confirmed by our CM Pramod Sawant. Earlier MPT has informed the court that this vessel is quite risky to salvage as it contains around 300 tons of Naphtha plus 50 tons of oil and 19 tons of diesel ( figure as per Outlook Express). Earlier MPT has informed the court that there exists a high risk of removal of this vessel which may break anytime if the salvaging operation fails. If an explosion takes place for wrongdoing it will contaminate not only the marine life but also all the people residing around Dona Paula, Caranzalem, Taleigao and even some parts of Panjim. My contention is why our NIO Institute was not approached to get their first impression of retrieval and why Singapore agency was rejected? I understand that Singapore is well equipped than the Dutch because the weather and coast conditions are more or less similar of India and Goa whereas Dutch firm has no such coastal borders having a similarity of rocky area or sand. Dutch could be well equipped as far as equipment and manpower are concerned but salvaging this grounded vessel off the coast at 800 meters on the rocky area is quite different which needs past experience. Our CM Pramod Sawant before placing work order must consult at least DG Shipping in writing, before issuing such orders or else he will be in trouble by the people of Goa. The fishermen have expressed their opinion that the under vessel picture with the help of Navy divers or any other well-equipped agency having a sophisticated underwater camera can be asked to get the first picture of the double bottom hull for leakage if any, and also they are ready to help them. There, it seems exist fish mortality in that area.according to fishermen. I have already published in a weekly two weeks back important precautions to be taken on salvaging operation and yesterday some local press have also said more or less the same thing. It is essential that geophysical and geological mapping studies with the underwater camera on the latest Side Scan sonar, Echo sounder, and GPS system, must be taken, then only the Nahphta can be unloaded/retrieved from the vessel as per the any approved company expert methods. I also indicated that the vessel is already tilted 10 degrees on starboard which shows there is a bad sign. If the salvaging operation is conducted without the safe procedure adopted then chances of failure and breaking the hull is definitely at high risk. Indira Gandhi was a monster and an angel. Is it possible to be both? Maybe, she is the finest manifestation of so-called Hindu philosophy in recent history - truth is beyond both - good and evil. Now, this is the biggest problem for Western philosophers and thinkers who have been struggling to reach an agreement on the issue of good and evil for more than three thousand years - and, not as yet, arrived at a conclusion. To the Hindu mind all this talk has not only been a tremendous waste of energy but is also a laughable activity - good tiatr. The late Prime Minister Indira Gandhi the devil introduced the Emergency when she saw she was losing her grip on power. She took over the role of a dictator, threw the constitution into the rubbish bin, and started to believe Indira was India! A grave mistake indeed which she came to regret later and which the Congress Party, a great critic of the BJP has tried unsuccessfully to hide with little or no success. The late Prime Minister Indira Gandhi the angel was the one who took on Pakistan the bully! The better half later came to be known as Bangla Desh. You could say, she killed two birds with one stone. Indira Gandhi the angel’s greatest contribution to this day was her concern for the environment. In 1991 she took the initiative to protect the environment not only for aesthetic but environmental reasons. She did not want artificial and industrial development to destroy India’s coastline, and our lovely beaches. She is the biggest stumbling block in the way of people who want to destroy the coastal environment. Even after her death. To this day, people from all Indian political parties who care for the environment thank Indira Gandhi the angel for her vision. With Goa undergoing coastal erosion on a large scale we need to heed Indira the angel’s voice before it is too late. But will our greed allow us to listen? Industries have polluted our sea and rivers; factories and tourism have also affected the livelihood of the traditional coastal fishermen to a large extent, and driven Goans to the abyss as we are now eating formalin laced fish. At one time our fish were dying from industrial pollutants - and so we have made some progress! Where and when will it end? Our government needs to explain to the public the significance and importance of CRZ. Recently, the flooding in the Panaji area appeared as a hint of a soon-to-come deluge which brought back the story of Noah’s ark afresh in the minds of people who live in Panaji - our most prized city. A lot of people nowadays are either worried or concerned except the politicians and the builders. What needs to happen for these two groups to take environmental problems seriously? Goa’s fishing community and people who grow and take care of coconut trees along our coastal beaches are the legitimate stakeholders within the 200m zone and need to be taken seriously. And not big hotels who want to use the fragile beach environment to make big money from wedding and party events even if it means destroying sand dunes - and the environment.

Panaji’s Kala Academy which is virtually the only auditorium in the entire Tiswadi Taluka to hold our Konkani Tiatrs has very sadly been inaccessible for the last many months. But the very same Kala Academy is now one of the venues for the International Film Festival of India (IFFI) being held from 20th November. Does not one smell a rat? It is no secret that Konkani Tiatrs are not palatable to the eyes and ears of the ruling politicians who cannot bear that vivid critic and flak for their follies by our very talented stage artists. And by the way how does the Chief Minister after inspecting Kala Academy certify that it is fit to hold IFFI. Is Pramod Sawant not an Ayurvedic practitioner or is he now also a civil cum structural engineer? All we know is his craving in recent years to acquire huge real estate properties. Less said the better on his rags to riches tale. Let us hope that our very upright Arts & Culture Minister Govind Gaude will ensure that after IFFI, the doors of Kala Academy will re-open for holding Konkani Tiatrs and other Goa centric entertainment. Our Konkani dramas and traditional folklore is all that remains of our once grandiose Goem, Goenkar and Goenkarponn. Let us not lay these final remnants also to rest. Mahatma Gandhi once wisely said ‘A nation’s culture resides in the hearts and in the soul of its people’. It is imperative that our tiatrs, dramas and traditional folklore which are a reflection of our peoples’ hearts and souls are proficiently portrayed on stage. Ranjan Gogoi who retires as the 46th Chief Justice of India after a 13-month stint will be remembered for varied and odd reasons. The Jury is out there to decide whether as Chief Justice Ranjan Gogoi was crystal clear in safeguarding the Independence of the Judiciary or played fiddle in allowing the government to merrily trample upon it. Ranjan Gogoi was one amongst those four Senior Judges of the Supreme Court who on January 12th last year addressed that very unprecedented first ever press conference mounting a scathing revolt against the then Chief Justice Dipak Misra while listing a litany of problems that they said was afflicting the country’s highest court and warned that it could destroy Indian democracy. Justice Chelameswar, M.K.Lokur and Kurian Joseph have already retired with Ranjan Gogoi being last of that pack of four. Ranjan Gogoi may have revolted against the then Chief Justice Dipak Misra but his very own tenor and demeanor after assuming the Chief Justice’s throne left much to be desired and did surprise many. In April this year Ranjan Gogoi as Chief Justice was embroiled in very serious charges of alleged moral turpitude with a 35 year old female former staffer of the Supreme Court leveling serious sexual harassment allegations against Ranjan Gogoi. With his own colleague judges conducting a probe into those mind boggling allegations, propriety demanded that Ranjan Gogoi should have volunteered himself to step aside as Chief Justice pending the probe or at least proceeded on leave to ensure that there was no direct or indirect impediment whatsoever to the investigation being conducted by his own fellow subordinate Judges as Justice must not only be done but must be seen to be done. Ranjan Gogoi and his wife Rupanjali will now be the first ever to get post retirement complimentary perks at tax payer’s expense by way of the so called “institutional courtesy” by the Gauhati High Court. The facilities would include a chauffeur-driven vehicle and a private secretary for the couple to look after their day-to-day requirements and coordinate with the High Court Registry for any protocol-related requirements. The other facilities to be provided are a grade IV peon, a bungalow peon and a nodal officer of the High Court to coordinate with the private secretary. Why not provide such courtesy to all retiring Judges? Those who are entrusted as custodians with the solemn duty of faithfully interpreting and upholding the law cannot themselves be above the law or be seen to artfully tweaking it.
