WELCOME TO A NOW LAWLESS GOAIt is absolutely outrageous that with the tacit
blessings of the top bureaucrats in the Goa Government, the organizers of
that Serendipity Arts Festival which is currently being held in Goa alike
last year are once again merrily flouting every law possible.

Their hordes of modified vehicles are moving all around the city including
Ribandar with impunity blatantly violating the law.

Section 58 of the Motor Vehicles Act requires that they should have the
required permission from the Transport department before changing the color
or complexion of any vehicle.

It is dismaying that our otherwise proactive Chief Secretary Parimal Rai
and the Acting DGP Jaspal Singh are now conveniently mute spectators to
this gross violation of law.

They have conveniently abdicated in their bounded duty to enforce the Rule
of Law. A total collapse of Governance. Do we need any further evidence
that Goa is now officially under the Rule of the Jungle.

[Goanet] CCP DIGS ITSELF INTO ANOTHER HOLE

While the roads within the jurisdiction of the Corporation of City of
Panaji which includes Ribandar are yet once again being dug, the city Mayor
and his entourage had a merry weeklong junket in Croatia. After facing the
brunt of that digging of roads in the summer, we now have to bear the pain
of another post monsoon nightmare which makes one wonder whether this now
habitual excavation of our roads will ever stop.

It is an irony that the team led by Mayor Uday Madkaikar flew all the way
to Croatia to exchange ideas on civic issues when Panaji itself has no
dearth of extremely reputed planners and outstanding experts in the field.
This junket may have been fully sponsored by the European Union, but
somewhere down the line someone has coughed up for this needless trip which
was a virtual holiday cum sightseeing expedition besides possibly a
Christmas shopping bonanza. It being an official trip it ought to have been
deliberated at the meeting of the CCP so that only persons with
intellectual and academic acumen as well as relevant expertise could have
been aboard.

Over the years Panaji has remained totally neglected while some of the
Corporators have risen from rags to riches. The over two decade old Panaji
Market multi crore scam still remains shelved while the kingpins of that
scam are now at the helm of affairs at the CCP for whom only issuing
construction licenses for huge concrete structures has been a priority
while the city has been left absolutely neglected. And for the citizen it
is more convenient to entrust the construction of their house to the local
Corporator as a contractor and face no hassle and hurdles over the tedious
and cumbersome licensing process. Such swiftly built bungalows in Ribandar
are galore.

your comment on mining revival plan is worrying me. We actually  need plan
for reclaiming mining lands and their restoration instead of revival. There
is already too much of damage caused by mining to Goa.

Aruna D'Souza writes about modern and contemporary art; intersectional
feminisms and other forms of politics; and how museums shape our views
of each other and the world. Her most recent book Whitewalling: Art,
Race, and Protest in 3 Acts (Badlands Unlimited 2018) was named one of
the best art books of 2018 by the New York Times.

Writer-painter Amruta Patil is the author of graphic novels Kari
(2008); the Mahabharat and Purana-based Parva duology, Adi Parva:
Churning of the Ocean (2012) and Sauptik: Blood and Flowers (2016);
and Aranyaka: Book of the Forest (2019). Her Serendipity Arts Festival
2019, entitled Altar, is also her exhibition debut, as well as a
profound homecoming because she was raised and went to school and art
college in Goa.

Sergio Santimano was born in Lourenço Marques, now Maputo, Mozambique
in 1956 and works in documentary and reportage photography. He is
widely regarded one of the major photographers and artists from his
generation in East Africa. Some years ago, he began to re-engage with
his ancestral roots in Goa, which is the subject of his Serendipity
Arts Festival 2019 exhibition: O Retorno (The Return)

Antonio E Costa is an extraordinary transnational artist who has
lived, painted, and exhibited to great acclaim all over the world. His
works in mixed media, on canvas and paper, over several decades and
many periods of transition, have gained a universal reality beyond
their visual presence. E Costa’s training in fine arts, architecture
and urban design, has widened the scope of his vision to encompass
environmental design and woodwork in many countries. Beyond
Boundaries, his Serendipity Arts Festival 2019 exhibition, marks the
first major retrospective of this supremely skilled abstract artist
and sculptor.

This talk engages the emergence of a devadasi collectivity in colonial
