Wendell's bold, indeed sensational, letter to Goa's CM has not attracted the 
attention it deserves.

Wendell was quite direct in his accusations:

 How can we ever trust you CM Sawant ?
** All your Government wants is political power; and political and financial 
gains.

** You are a disgrace to our state of Goa.
** With all due disrespect we an never trust you again.

Surprisingly, there were just 3 or 4 responses to Wendell of which Fatima's 
was noteworthy. She wrote:

"The habitual liars in power seem to have neither ethics nor shame."

Advocate Aires Rodrigues who can be quite civic minded did not write in 
support. If the responses were tame or inadequate, it suggests that Goa 
citizens hesitate before challenging the CM, a BJP babu. And BJP babus are 
known to be a nasty and vengeful lot - they could call the Police or the Tax 
Department and generally make your life a misery. They have no ethics, as 
Fatima said, or basic morality. All they want is money and power.


I wonder why Wendell did not send a copy to the CM. Has he read the letter? 
How would we know?

That Goa and Goans have been fooled on the very crucial Mhadei issue comes
as no surprise. The expected politrik has dawned. In this political
chicanery, for the BJP its party’s interests in Karnataka has overridden
Goa’s welfare.

It is absolutely shameful at the manner in which Union Environment
Minister Prakash Javadekar has in an utterly devious manner crookedly
circumvented the people of Goa.

Let our unyielding resolve be to make sure that the battle for our Mhadei
is a do or die. We need to ensure that every precious drop is saved for the
well being of Goans. Posterity will never forgive us if we don’t combat
this so vital Mhadei battle and allow our lifeline to dry up and our
ecology destroyed.

The buck stops at the door of Goa’s ‘accidental’ Chief Minister Pramod
Sawant who has miserably failed on all fronts including Mhadei. He had
publicly declared that he would join the public agitation if the Central
government went back on its word. Mr. CM, its now time to Walk your Talk.

[Goanet] CAA / NRC / NPR: What to do

It's about time that the ongoing protest movements focus on the following 
specific demands.


AA. A formal statement from the PM assuring no NRC - given his public 
denial, blatantly false though, that the issue has ever been discussed by 
the regime (ref.: 
) 
and, also, the fact that already as many as 11 state government representing 
more than half of India have taken stance against the NRC 
(), 
to be, subsequently, backed up by a declaration by the government on the 
floor of the parliament to that effect.


BB. Scrapping of the NPR - the officially designated "first step towards the 
creation of a National Register of Citizens" (ref.: 
); 
only routine census to be undertaken, as per schedule.


CC. The government to issue an ordinance to scrap the current, 
discriminatory, CAA.


DD. India to confirm adherence to the UN Convention Relating to the Status 
of Refugees, 1951, together with the 1967 Protocol.


Till accomplishment, resistance must keep gathering greater, and still 
greater, momentum.

All efforts must be geared towards that.
The NPR has got to be resisted.

Implications of NRC+CAA

I. The CAA as a stand-alone measure has little significance (except in the 
North-East and, also, West Bengal), other than symbolic .


II.. It, however, singles out Muslims for exclusion.
The persecuted from the non-Muslim-majority neighbouring countries - 
Myanmar, Sri Lanka, Tibet/China, Bhutan etc., do not qualify.
Nor the persecuted Muslims - Ahmadiyyas, Shias, Hazaras, Balochs etc., from 
the Muslim-majority neighbouring countries.


III. But, bundled with the National Register of Citizens (NRC), it is 
designed to send out the (deceptive and) toxic message that the huge number 
of Hindus who would, certainly, be filtered out by the NRC process, for want 
of "documents", have nothing to worry - the CAA would take care of them, and 
only the Muslims would be stripped of their citizenship and turned 
stateless.


IV. It's quite another matter that even the filtered out Hindus, and other 
non-Muslims, in order to be counted as Indian citizens will have to 
establish the claim of migration, in terms of "documents", from either 
Afghanistan or Bangladesh or Pakistan, to India, on or before Dec. 31 2014.

NPR: The Vital Link

Chastened by the experience of the NRC exercise in Assam, where 1.9 million, 
understandably including a large number of Hindus, out of total 33 million 
applicants have found themselves, eventually, filtered out (ref.: 
), 
the Union Government has, this time, opted to, first, carry out a survey in 
order to prepare a National Population Register (NPR) - containing biometric 
details of the individuals, as the stepping stone towards the NRC.
(Ref.: <2020 National Population Register to lay foundation for nationwide 
citizens' register> and 
).


Utility of the NPR
I. It'll help delineate those to be targeted during the NRC exercise proper.
II. It'll create a biometric database to subsequently apprehend those 
filtered out by the NRC process, from any corner of the land.


Apparent Illegality of the Planned NPR
The biometric data collection, unrelated to any state-run welfare schme (or 
linking with the PAN) appears to go against even the Aadhaar judgement by 
the Indian Supreme Court, let alone the (previous) one on privacy, 
recognising it as a fumdamental right of a citizen.
This deserves to be also legally challenged on the ground of being violative 
of privacy rights.

Regardless of how the Court is going to respond.

The Real Driver

The real intent and purpose of the CAA-reinforced NRC is, by threatening an 
ethnic cleansing by specifically targeting Indian Muslims, to trigger and 
perpetuate a civil war-like situation - by stirring up panic, rage and 
hatred, across religious divides, in order to mobilise the Hindus as 
"Hindus" - drowning out all other competing identities linked to gender, 
ethnicity, language, caste, class, age-group etc., in turn, to dismantle the 
"India" that had been brought into being by the epic Indian freedom struggle 
to

Interesting questionI am not aware of any Goan attempting to write in
Kiswahili ….However, .It will come …I  strongly suspect it will come  from
3th, or even 6th,  generation of Goans  from Zanzibar i A few  months ago
at an event at the Goan Institdute in Dar…I overhead teenagers boys and
girls conversing in Kiswahili ,it was the Zanzabar variant of the
language …For Mainland Goans English dominates,  Big differences among
other Asians….The Itnasheris have lost their language and use Kiswahili



Beyond  EA it  interesting how indentured labour from India  working in the
West Indies gave us the Naipals who in 1970;s found the Asians
critically different.



Sorry for the delay …I was up in Ngorongoro …..I nearly abandoned the trip.
I was not told that it wasrecognition for helping the Govt in its
application to create NCA; as a World Heritage Site and subsequently
fighting to ensure that the rights of the Maasai are not compromised.
Fortunately for  me President Julius Nyerere took me seriously the
bureaucrats and politicians were checked and I was appointed Chairman
