The death of the much respected Ruth Bader Ginsberg had made a position 
available on the bench of the US Supreme Court - one among nine.

A favourite of the Senate Majority Leader Mitch McConnell is Amul Thapar a US 
born son of Punjabi Indian parents who is currently serving as Circuit Judge of 
the US Court of Appeals of the Sixth Circuit. If he is nominated and approved 
by Congress, he will be the newest Supreme Court Justice.

On the death of Nelson's son Francis, following a road accident. Been a bit
out of the loop, but first read the young lad's friends appealing for AB+
blood. An operation had been scheduled.

Francis was at ZACL (from what one reads) and had met with an accident a
short while earlier. Last night (pre-dawn Saturday), Nelson's post came
through on Facebook, announcing the death of his son. Other members of the
family mentioned that the young man was due to get married in December!

This is really sad and really upsetting. Nelson is one of the nicest, most
helpful and committed to his village (Chinchinim... but not only that)
persons whom one has come across.

One of the students I know through another network was praising him for
helping her with a scholarship -- without any prompting -- when she needed
it the most. We met accidentally at some event in Panjim quite some time
back, and I invited him to post to Goanet. He has been regularly doing so.

The death of a child is tragic, more so when it befalls someone who you
feel definitely deserves better... But then, life often doesn't have logic
behind it, or so it seems to us. FN

 Thanks to Sr. Fonseca for the below link on O Heraldo. now publishing some
articles in Portuguese. Also a big up to Shri Barbosa the current editor of
the newspaper for taking the initiative in its 120 years of publication. O
Heraldo you might know was a Portuguese only daily until the 80's, when the
owners decided to shut down the Portuguese editorial.?
Somewhere in the mid 50's my late old man was an editor of the newspaper
along with one Cabral Sa and under the guidance of Dr. Amadeu Prazeres of
Orlim, Salcete. During that period the newspaper had many blank spaces due
to censorship by the PIDE (Portuguese secret police) and the editors were
lucky to escape the wrath of Casmiro Monteiro.
I wish Shri Barbosa the very best in his endeavour. Kitem zalem murre those
60 years of fotioponn has finished. Now Goans have travelled and lived
around the world with Portuguese citizenship and seen for themselves how
the world exists. That anti Portuguese rhetoric coming from those freedom
fighters atam ghlem dobian.

While we are all battling the COVID-19 pandemic which has to be everyone’s
a priority, we cannot ignore the fact that the much needed now vacant post
of the Lokayukta must not remain deserted given the rampant corruption and
mounting cases of rank mal-administration that Goa is witnessing.

The hardcore and very low caliber of our current ruling politicians stands
exposed with the revelation that even during the lockdown, they did not
hesitate to enrich their pockets through even the now infamous labour scam.

Goa cannot remain without a formidable Lokayukta who has to vigilantly
oversee the working of this now faltering government and maintain a check
on its every wrongful act of omission and commission.

The Lokayukta is the single most valuable tool that the common man has at
its disposable to obtain justice. Corruption hurts the public directly and
tragically as it penalizes the honest and rewards the dishonest. A
formidable and upright Lokayukta will investigate cases of corruption,
where substantiated, recommend action even if it emanates from the powerful
government machinery and its maladministration.

It is a legal necessity for every individual as it is a great check on
corruption, brings about transparency in the system, makes administrative
machinery citizen friendly. It is vital that a Lokayukta is in place
urgently with powers to take cognizance of citizens’ grievances promptly,
dexterously and expeditiously through simple informal mechanism devoid of
technicalities.

The Goa Lokayukta Act was enacted in 2011 to provide for the establishment
of the Institution of Lokayukta and to inquire into grievances and
allegations against Public functionaries in the State of Goa. We and this
now comatose government cannot lose sight of.

Any form of justice for the citizen must be welcomed and readily accessible
promptly, especially against the evil of corruption that destroys the
individual and society and which is acknowledged as the main evil that
undermines the values of democracy, morality, social, political and
economic development.

Justice delayed is justice denied. To delay justice is an injustice!

[Goanet] {Dilip's essays} Deck the clouds with a gas called phosphine

If I remember right, it's in the first episode of "Breaking Bad" that I
first heard of some apparently real-life use of a gas called phosphine. (I
mean, the name had cropped up in school chemistry, but barely registered).
Spoiler alert: in that episode, it is used to poison two men.

So when I ran across news that astronomers had detected phosphine on Venus,
that tickled my fancy no end. Especially because this seriously poisonous
gas was seen as, of all things, a sign of life on Venus.

And I couldn't resist writing about it for my Mint column yesterday

Deck the clouds with a gas called phosphine


Two scientific pursuits probably excite me a little more than others:
anything to do with ant behaviour, and the search for life elsewhere in
this universe we inhabit. So I was thrilled to read that a team of
astronomers has detected signs of life on another planet. Yes: in this
strange time when lives by the thousands are being snuffed out every day by
a virus, we find there may be life on Venus.

Exciting no doubt, but allow me a few moments to explore some other signs
of possible life beyond our planet that we think we have detected.

In late 2017, there was the strange object ‘Oumuamua, which zoomed in and
out of our solar system. (See my “Cigar from outer space”, 5 Jan 2018,
https://www.livemint.com/Home-Page/936Lf9E2wuDrvj8zgGflkL/Cigar-from-outer-space.html).
Of course there are many objects that zip through space, but this one got
astronomers thinking hard. That was largely because of its shape: it was
about 250m long, but only 35m wide. In a universe filled with spherical or
generally rounded artifacts, this one was like a cigar. Did that mean
something?

Well, more than one astronomer speculated, in all seriousness, that it
might be a spaceship. For if you wanted a vehicle to barrel through space
and explore other worlds, you would probably choose to build it in that
shape. Had some technologically advanced civilization out there come to the
same conclusion and shaped ‘Oumuamua that way? Did it contain a host of
alien beings searching for signs of life as we ourselves are doing?

Enough astronomers thought these were questions at least worth asking. So
as ‘Oumuamua sped away from us, we started listening for radio signals from
it. For you’d expect a craft like that had been built by a technologically
advanced civilization. You’d expect it to emit signals, from its machinery
or for communications or both. After all, our own spacecrafts that have
roamed the solar system — Voyager, Pioneer, Cassini and more — have all
been communicating with Earth as they roam, sending out radio signals.

Only, we found no signals from ‘Oumuamua. The general impression now is
that it was no more than an odd-shaped rock.

Then there’s KIC 8462852, or Tabby’s Star, about 1500 light years away. In
about 2011, its brightness started varying in a bizarre way (See my “Have
we found a structure?”, 23 Oct 2015,

Once it dimmed by as much as 22%. Various people offered various
explanations for this strange dimming; in fact, by one account, the
astronomical community went “mildly bananas” over Tabby’s Star. And one
explanation was particularly interesting: a “Dyson sphere” around the star.

Originally conceived by the thinker and mathematician Freeman Dyson, this
is what he called “an artificial biosphere which completely surrounds [a]
star.” He imagined that a civilization might attempt to build such a sphere
in order to gather and use all the energy from its star, rather than just a

possession of technology and knowledge far greater than our own.

So was Tabby’s Star dimming because someone was building a Dyson sphere
around it? That is, was this dimming a sign of life there? It’s possible,
but over the last few years, astronomers have offered other, more plausible
explanations. For example, perhaps there’s an “exomoon” that is
disintegrating as it orbits the star. The resulting debris could be
obscuring our view of it. What this and other explanations mean is that it
is unlikely that Tabby’s dimming is a sign of life.
