[Goanet] WE NEED TO RESCUE AND SALVAGE A SINKING PANAJI
On March 20th the voters of Corporation of the City of Panaji (CCP) which includes Ribandar will elect 30 new Corporators. Under the current leadership at the CCP Goa’s capital City has only further miserably decayed. Panaji’s infrastructure is crumbling, the solution to the garbage crisis is nowhere in sight while increasing number of stray dogs and cattle has remained unattended. The poor state of the roads and traffic chaos is a constant reminder of the failure and incompetence of a CCP which has failed to punish those involved in that long pending infamous multi crore Panaji market scam. On the pathetic state of the market less said the better. The CCP has only merrily been giving licences for new high rise buildings, but the problems, that blight the once beautiful city of Panaji continues to fester and just get worse. The Smart City promise is yet another illusory daydream and just one more window of opportunity for the self-serving and greedy ruling politicians. The irony is that when in opposition the current politicians now in the ruling party expressed grave concerns about the Smart City concept and its lack of transparency, but now when in power and having a duty to make good that promise, they are conveniently turning a blind eye after now possibly dipping their hands in the till. At the Panchayat level, the gram sabhas enable the public to question and monitor the actions and misdeeds of their elected representatives. But at the Corporation of City of Panaji and the other municipal councils there is no such mechanism in place to give the public a forum to seek accountability. The CCP meetings may be open to the public but this is meaningless as the citizens cannot participate in the proceedings. The CCP Act needs to be amended to ensure that all the development projects are placed for public discussion and scrutiny before being approved. The people have a right to be heard and should be empowered to decide the priorities in their respective wards. After all, it is a vital part of good governance in a Democracy that he who pays the piper should call the tune and expect value for money. The thrust ahead should be towards Zero tolerance to Corruption and Nepotism at the CCP. Every citizen is entitled to transparency and accountability in respect of every paisa spent from the coffers. The fact that the CCP coffers are empty instead of overflowing is worrying and a matter of concern, warranting accountability. PANJIM NEEDS SMARTACTION, NOT PROMISES Elvidio Miranda Babush's claim that his panel will win easily is a point that he has to prove and which lacks conviction of sustained action. This time round in the CCP elections, his choices as councillors are going to have to wade through knee deep opposition. His switching over to the BJP has not gone well with the electorate who voted for him in the assembly elections as his having become a turncoat is what has estranged him from those very capital city residents who now know that he is an opportunist politician devoid of independence. His claims of having done the work of the capital city is not a fact, but mere promises unfulfilled. He had promised the shifting of casinos within 100 days of his assuming office, but alas, the casinos have got a new lease of life and many of the residents near the casinos have been experiencing a torrid time due to the nuisance of the casino clientele and that too during the wee hours of the night. Four-wheelers and two-wheeler owners are the worst affected due to potholes not having been filled up and leveling of roads not done. The company that laid cables around the city, precisely cut the roads, laid the cables and then used a mixture of concrete and a binding agent that has by and large survived the test of time. Their example should have been emulated. Another important aspect is the flooding in the city during the monsoons. It is agreed that Panjim in the last two years received 170 inches of rainfall, but if all the city drains had to be cleaned as well as widened and made deeper, draining of water instead of accumulation would have sufficed at least during the low tide. What about the St. Inez creek. This important inland city waterway has never been attempted to be given serious attention. The St. Inez creek has become an open sewer with a dirty stench emanating from throughout its length and breadth. The only way that the St. Inez creek can be saved is by giving all those houses that discharge sewage directly into to it connection to the main sewage line, Achievable but neglected. Similar is the case with the Ourem creek and the Mala lake. Another major task is the setting up of a garbage treatment plant. Opposition has been building up from the residents of Old Goa against construction of the garbage treatment plant at Bainguinim. Bainguinim being too close to the World Heritage site, which consists of the Basilica de Bom Jesus, the Se Cathedral, the Santa Monica convent and the St. Cajetan church among others, the waste treatment plant should not come up there as it will carry the foul odour emanating from the plant and thus would defile the sanctity of the Old Holy city. Find an alternate site in Tiswadi. Five long years have passed, but the CCP and the government without any opposition have not addressed these important issues in the Panjim Smart city. Let another set of CCP councillors take up these tasks, if the Babush panel cannot manage.

Is it possible that co-operative banks can churn up a profit if they continue to offer higher interest rates on fixed deposits? Consider the present scenario. A public sector bank and a private bank offer 5.35% interest on fixed deposit in the general category and in turn charge 6.8% interest on a home loan for Rs. 50 lakh and below. Thus PSBs and private banks are in a position to work up a decent profit. What if the co-operative banks are offering 6.5% interest on fixed deposits and in turn charge 8% interest on loans, say for housing. Who is going to pay 8% on loans offered by the co-operative banks when loans are available for 6.8% in PSBs and private banks? Is the time ripe to issue warning to people that co-operative banks can no longer be sustainable as their business model does not make them competitive enough to survive in the now in tough market conditions? In these low interest rate regimes of both fixed deposit as well as loan interest rates, it is unwise to take a risk and invest in co-operative banks. If you want to protect your principal amount, then you have to consider stability as well as competitiveness as far as all your investments are concerned. It is better to be safe than sorry.

[Goanet] THE RULE OF LAW HAS PREVAILED
The Supreme Court has rightly upheld the judgment of the High Court of Bombay at Goa which was passed on 1st March postponing the elections to the Municipal Councils of Sanguem, Mormugao, Mapusa, Margao and Quepem. Great news for Goa which has come on the birth anniversary of Goa’s first Chief Minister Dayanand Bandodkar. The High Court in its judgment had very appropriately exposed the electoral fraud committed by the governmental authorities. Its 94 page judgment was a very detailed reasoned one and could not be faulted. The Goa government needlessly challenged the High Court Judgment and now got a further slap from the Supreme Court. All the expenses incurred by the Goa Government on filing the petition before the Supreme Court must be recovered from the State Election Commissioner and he should also be penalized for acting as a puppet of those in power and manipulating the electoral process. For those three elected unopposed at Quepem Municipal Council their celebration is short-lived.
