If in a village called Korlai in North Konkan region  which was ruled
by the Marathas and then by the Bristish for most part of 280 years,
there still exist today about eight hundred persons of biracial
origin or Luso Indian who speak ''Nossling Portuguese,

is it not rather strange  than in the so-called Velhas Conquistas de
Go ( Ilhas, Bardex and Salcete ) which were  ruled by the
Portuguese for 451 years,

there are hardly any families who claim to be of biracial origin or
Luso-Goans or Mestissos ?

selves! Yet, screw the stats. Do they truly matter?! We are past that
point.

 Gabe,For those in the US aged 24 and below, the white unemployment rate is 15% 
and the black rate is 26%

The US education system is funded by taxes on the values of the houses in the 
school district. The houses in the ghetto are not worth much and so is the 
education of those who live there.

The black rate is distorted as their are a lot of youth already in jail. The 
govt always has funds to keep people in jails - some forever - at a cost of 
$31,000 per person, per year. Yet, there are no funds to give youth a proper 
foundation.

MervynBTW, three days ago, Biden proposed funding for school districts with 
lots of poor students. The Republicans have vowed not to support the bill.

As a step towards ensuring that morality prevails on the political turf the
Anti-defection law came into force in 1985. However this has had no effect
in stemming the endemic of political defections by legislators who are
motivated by the lure of power and monetary gains.

It was expected that the Speakers of the Legislative Assemblies would be
non-partisan and sever all ties with their political party after assuming
the office of Speaker. But this has not happened, and we have witnessed how
the Goa Speaker Rajesh Patnekar has been prolonging since 2019 the election
petitions pending against those 12 MLAs.  Speaker Patnekar has been
availing every possible excuse under the sun to delay the disposal of those
election petitions to benefit the MLAs who defected, allegedly in clear
contravention of the constitutional framework.

Not to defeat the very intent of the law, there is a need to ensure that
election petitions relating to the Anti- Defection law should be decided
very expeditiously in a time bound manner by an independent authority
possibly the Courts and not by the Speaker of the Lok Sabha or Legislative
Assemblies who instead of being fair and independent have proven to be
acting as partisan tools of the ruling party.

We need to ensure that by law those elected are held accountable for their
deeds and misdeeds. The legal maxim, ‘Justice delayed is justice denied’
seems to be a norm or the rule rather than an exception for unscrupulous
politicians and those desperate to abuse the rule of law and to deny people
their constitutional and democratic rights.

The intent of the law was to prevent corruption by way of horse-trading and
to debar defecting MPs and MLAs from holding public office for five years
and from contesting the next election if they defect.

Goa may be India’s smallest State but has become a laboratory for every
possible political experiment and has shown the nation the ways and means
to circumvent the Anti- Defection law, with political prostitution and
party turncoats at its very hilt. We have sadly witnessed midnight
defections where the Governor has been swearing in Ministers in the wee
hours of the morning.

There is an urgent need to legally plug the loopholes in the Anti-
Defection law which has proven to be indeed a defective legislation. Nobody
is above the law and therefore justice must not only be done, but must be
seen to be done in a timely manner.

Lawmakers have a fundamental and moral duty to lead by example and must
never be law breakers or abuse the trust that people have vested in them.
Authentic Leadership can only be practiced through ethical Governance.
These defections and the lack of will by the Speaker and others to deal
with these abuses fairly and urgently, erodes trust in politicians and the
system and shows that corruption is at an all-time high while integrity is
at an all-time low.

A very interesting look at the Tihar Central Jail through the eyes of an 
intellectual mild-mannered Indian communist.

The Tihar Jail Complex is the most infamous of the 8 Indian jails where 
‘undertials’ (the Indian word for accused who have not had their day in court) 
can rot for years before their case comes up. In most countries bail is common. 
By the way, no compensation for their prolonged incarcerated years is paid to 
those who are acquitted.

To cover this big faux pas, the Tihar Jail is also labelled as an ‘Ashram’ 
where prisoners are supposed to be rehabilitated with placements given. In the 
interview Ghandy exposes that hollow claim.

every recipient should be kept under a period of observation and the progress 
towards blood clotting in the brain can be treated in the nick of time to 
prevent full blown cases of blood clotting in the brain and thus timely 
detection so as to prevent can be resorted to. Such a measure would require 
monitoring of every jab recipient but would eliminate the chances of a full 
blown blood clotting in the brain thus reducing or even eliminating mortalities 
due to this cause but also prevent blood clots from occurring at all. Such a 
comprehensive regimen could thus lead to blood thinners being administered to 
those that are susceptible to clotting of the blood in the brain. A determined 
bid in this direction could yield positive results in preventing clotting of 
the blood in the brain.

Further to my post on the above topic  dated 02/04/21 on Goanet
in which I had expressed my opinion that  the word Luso attached
either to Goan or Indian indicated racial mixture. I now attach below
a paragraph extracted from a highly and interesting article in
Portuguese language which appeared in Herald Review dated
April 11.
The article under the heading ''Korlai, onde o Portugues e
lingua indiana. '' was written by Fr. Joaquim Loiola Pereira
who is Secretary to Archbishop- Patriarch of Goa.
He states that he visited  a small village called Korlai near the
old Portuguese fortress of Chaul about 55 km south of Bombay
which was abandoned by Portuguese soldiers in 1740. Smoke
Portuguese soldiers refused to leave and settled down  with
their Indian spouses in nearby Korlai village.
Today, 280 years later their descendants are still living there
and form a vibrant community. which Fr. Loiola Pereira visited
and found they speak a sort of pidgin Portuguese language
and write it in Devanagri script. They call it Nossling ie
nossa lingua or our language.
