During the first half Parakala Prabhakaran analyses the geopolitical effect on 
the neighbourhood of Afghanistan.

It is his following half that you must pay attention to: Can the liberal, 
secular heritage within the country resist the three forces going to be soon 
let loose, sometimes in concert with each other - Islamic fundamentalism, Hindu 
fundamentalism and the deep Indian state.

He also brings up an interesting concept that China pushes - governing 
authorities that are first selected and then elected, rather than the western 
concept of totally elected. 

Coming closer to home in Goa, imagine the Chinese concept of selection and then 
election being set in motion. It will mean:
First weed out all the criminals, the poorly educated, the openly corrupt and 
then put up for elections only the persons thus vetted.

In a few years time Mr  OSTERIO APOLINARIO RODRIGUES  would have been 100
years ...and to think that he was in Dar es Salaam with his family

When things settle down it would be good if you or anybody in the family
could write to me .  I am trying to collect as much material as I can on
the Goans in Tanzania they played a critical role in German East Africa
and also when the British took over  and to some extent even now

I read the piece with great interest. Suddenly, one individual, Valmiki
Faleiro, made me sit up because the book he wrote a decade earlier  is
being revised and will come every week. This week we are told



 This column hereafter carries the 1961 Goa Ops part   from a

2010 by   Goa,1556 (ISBN: 978-93-80739-06-9).  Revised

There are several things that stuck me in a cascade.

First  What struck me was that one of the world’s greatest colonizers was
itself colonized by the Romans. Both Spain and Portugal were part of the
Roman Empire. Latin was the common language of these two Roman colonies.
Yet over time, indeed  for centuries the languages took a different course.
Yet, one cannot learn Portuguese and expect to know Spanish. Currently the
two languages are quite different.



Secondly   Portugal, though puny with a population of barely
one million and poor maritime traditions was the   first European
nation to chart a sea route to Asia.

  The fall of Constantinople (now Istanbul) to the
Ottoman Turks on 29 May 1453 and ensuing closure of   the land
route for Asian merchandise led to the  search for a sea route.

Romans but then in a quantum leap by the Portugese. They not only imposed
or converted their citizens to Catholism, but mixed freely with local
people.



Portugal under Prince Henry the Navigator had a population of about 1
million, today has a population of .11 million. India and China each have a
population of over a billion. Portugal the puny state has hundred times
less than the 2 giant countries.



Fifthly,OK Goans do not know much about Prince Henry the Navigator , who
sent Vasco De Gama, Albuquerue and Cabra…but they know even less of a  Marquês
de Pombal .who in
1761 ABOLISHED slavery in Africa  that is several decades before
Livingstone and the abolishist campaigned for the end of child labour and
slavery in Africa. On the flip side the Marques also banned the Jesuits
from Goa.  The clever Jesuits,   they moved away from Goa and moved in the
hugh British to India and look at their impact on education, rights of
other people including tribals and on the Moslem education etc in Pakistan.

With the very structural stability of our new High Court building at
Porvorim on a cliffhanger, the onus is now squarely on the erring Goa State
Infrastructure Development Corporation (GSIDC) to move swiftly to see what
remedial measures can be taken to save this very vital structure which has
cost the taxpayer over 125 crores.

Given the very heavy rainfall our State experiences, the Gujarat High Court
model with a flat roof should never have been replicated.

The flat roof is very inappropriate as our High Court required a properly
sloped and also strong wind resilient roof given the location.

If this structural cock-up can be remedied, it may be appropriate to
replace that awful looking barbed wire around our High Court as our’s is a
Temple of Justice and not a detention centre.

This major High Court construction goof up warrants that the GSIDC should
now be headed by persons with technical expertise.

The first Goan to be appointed Judge of the Bombay High Court, the very
illustrious and distinguished Dr Gustavo Filipe Couto who passed away last
week has been saved the ordeal of having to witness what would be a leaking
High Court if the experts are unable to rectify the grave structural
blunder before the next monsoons.

While the Damocles’ sword hangs, for now all that we can do is hope and
pray that Goa’s highest Temple of Justice be saved from this imminent man
made structural catastrophe.

Ex Dar es Salaam. Beloved husband of late Elvira Sanches e Rodrigues. Loving 
father/ father-in-law of Sr. Alba (PBVM), late Brian (Holy Cross Group of 
Business)/ Anita, Celina/ late Napoleon Fernandes, Donald (Goa University)/ 
Violet. Doting grandfather of Deepti/ Franky Rodrigues, Sr. Divya Fernandes 
(PBVM), Delia (MMHS)/Aswold Rebelo, Christabel, Donnie/ Simons, Elton, Sheldon 
& Melinda. Affectionate great grandfather of Dan, Fay, Ria, Annabeth and 
Advique. Passed away peacefully.
Funeral Cortege left his residence - Casa Osterio, Varca for Our Lady of Gloria

meaning empty vessels. With all the assets we have can we turn the tide. Or

Ever since the former Portuguese colonists craved a half mooned slice out
of the Indian's west coast waist, the ancient lands of Goa has never been
the same. Advanced, but foreign ideas of slow, southern living on the
plantations type of easy existence persists.
 Now those badly maryied Goans don't want to work the hard but productive
land, and an illeriate government doesn't want to make man's first
occupation, agriculture, into an industry status.
 Only Saint Joseph Vaz can save these sons of the soil, who dont till.

Everything you dream or freedom we bitterly fought for will evaporate in no 
time and make you a pauper or refugee in your own land if your leaders sell you 
with impunity, make laws that enslave you, look after themselves and finally 
run away scot free!Therefore please think before believing the false promises  
about unsustainable development,or emotional stirings on religion,caste, 
national security, freebies offered with money siphoned by various means from 
government coffers and your piggy bank, by taxes,cess, high prices etc before 
casting your vote! Do not forget pains starting with demonitization travails, 
and now monetizing  government "brown assets" which will favor crony capitalism 
and eventually paid for by the public having to use those assets now 
privatized. Be willing to give it a thought in your and public interest before 
voting as demanded/fixed by politicians and vested interests. Your country is 
your family,friends, community (common unity). Work to build a community of 
love (common unity) that will make a great happy nation! Government and 
institutions that will care for, protect you, ensure justice equaly for all and 
educate your children to be good citizens. Figuratively, forcing a river to 
suddenly change course with "development" that creates imbalance, pollution,

No matter what the future strategy, or the compulsions - both foreign
policy and military, or the justifications or the spin, this is what
everybody views in Afghanistan.



1. The world?s most modern and powerful fighting force has been
humiliated by a primitive pyjama-wearing ragtag bunch of ignorants.



2. America is not a nation to be relied on. This is not a new discovery.



3. They rallied allies to fight with them but ignored their pleas to
delay departure to enable safe evacuation. No man is left behind is their

*Opium and Tea*

The roots of the Opium War (or First China War) lay in a trade dispute
between the British and the Chinese Qing Dynasty. By the start of the 19th
century, the trade in Chinese goods such as tea, silks and porcelain was
extremely lucrative for British merchants. The problem was that the Chinese
would not buy British products in return. They would only sell their goods
in exchange for silver, and as a result large amounts of silver were
leaving Britain.

In order to stop this, the East India Company and other British merchants
began to smuggle Indian opium into China illegally, for which they demanded
payment in silver. This was then used to buy tea and other goods. By 1839,
opium sales to China paid for the entire tea trade.  There were by now
nearly 10 million Chinese. The Chinese efforts to stop the exchange nearly
succeeded In May 1839 they *forced the British Chief Superintendent of
Trade in China*, Charles Elliott, to hand over the stocks of opium at
Canton for destruction. This outraged the British, and was the incident
that sparked conflict.*The Chinese halted the trade and War broke out.
