of the fundamental rights guaranteed to us under Article 14, 19 and 21 
of

our Constitution. This indiscriminately blocking of key roads should be
strongly deprecated with the message loud and clear to the VVIPs that 
they

are not welcome to Goa if it is to create traffic mayhem.
We are all entitled to lead our normal lives. Every citizen’s time and
respect is as important as that of any VVIP.

[Goanet] THE BACKGROUND: What Goa meant to Lisbon, Delhi ...and Salazar's changes (Valmiki Faleiro)

Twentieth-century Goa was of no practical use, economic or
strategic, to Portugal. It was an annual burden of some 7
million escudos, as Portugal's Prime Minister Salazar
disclosed in a national broadcast on 30 November 1954.  But,
Goa held a special place in the national pride of Portugal --
a 'Point of Honour'.

When it was swamped by the Spanish crown in the last quarter
of the 16th century, Portugal's national poet (now world
poet) Luís Vas de Camões rekindled Luso pride recalling the
glory of Portugal's age of discoveries in his epic, Os
Lusíadas (The Lusiads, sons of Lusus, meaning
Lusitanians/Portuguese).  Goa was the surviving soul of that
glory.

  In 1899, Portugal's Minister of Overseas said in
  parliament that Goa was a padrão glorioso (glorious
  memorial) of Portuguese dominions.  (In the age of
  discoveries, Portuguese explorers planted a tall
  and distinctly hewn stone pillar, called padrão, to
  mark a new place of discovery.  Such stones were
  shown on route charts and were of much help to
  future navigators coming that way.)

Portugal declared that her conquerors did not encounter
'savage people' in Goa, as they had in many parts of Africa
and Asia (Diário da Câmara dos Srs.  Deputados, No.  3, of 20
March 1899, Page 32).  Goa of the 20th century was only a
dear jewel, Portugal's Pearl of the East, of a once glorious
empire -- a "memorial of Portuguese discoveries".  To
Portugal, Goa in the mid-20th century was an emotion, not
economics.

TO INDIA TOO

To India too, Goa was of mere symbolic value, a tiny speck,
0.1% area of India's landmass, on her western seaboard.
Perspectives changed post 1947 when India rose to be world
leader against colonialism, after intervening with the US and
the Netherlands in 1949 on granting independence to
Indonesia.  India led campaigns against racism in South
Africa and against Portugal's colonialism in Asia and Africa.
Colonial Goa undermined India's role of leadership in the
anti-colonial movement at the UN and in the world at large.

By the end of the first quarter of the 20th century, Portugal
was in a deep economic recession. It had migrated from one
financial crisis to another. At this grim juncture, in 1926,
the famed economist, Dr. António de Oliveira Salazar, was
made Finance Minister. Salazar managed to bring about a
degree of economic stability. By 1928, he assumed the powers
of a dictator.

Indian nationalism had by then steadily gained strength in
British India. The same year, 1928, a Paris-trained
engineer, Tristão de Braganza Cunha, Father of Goan
Nationalism, formed the Goa National Congress (GNC) in
Margao, to spread the national fervour in Goa.  The Indian
National Congress (INC) invited GNC to its Calcutta session
and recognised the GNC as an associate. The freedom movement
in British India would now cover Goa.

(In the 1920s, Cunha had aired his anti-colonial views in
the French press. In Portugal, Goans like Fernando da Costa,
Druston Rodrigues, Telo Mascarenhas, António Noronha, António
Furtado, Aires Gracias, Zacarias Antão, Benedito Fulgêncio
Brito and Cunha Gomes were vocal. The Portuguese press
dubbed them communist. Medical student Santana Rodrigues
elucidated to Portuguese dailies Imprensa da Manhã and Diário
de Notícias the hoary civilisation of India and the
federalism that would be adopted once the British departed.
His views were later published as The Indian National Movement.)

ACTO COLONIAL

  In the face of growing nationalism in Goa, Salazar
  promulgated the infamous Acto Colonial in July
  1930.  The Colonial Act downgraded Goa's status as
  a province of Portugal to that of a colony.  From
  being equal to ethnic Luso citizens of mainland
  Portugal, Goans were now their subjects.  Civil
  liberties ceased.  Political parties, rallies and
  speeches banned.  Gatherings of any kind (even
  birthday parties) needed state approval.

Censorship was clamped on all printing material (even wedding
invitations), and a reign of repression -- typical of a
dictatorship -- let loose.  Whoever dared raise a whimper of
protest was dealt with harshly, under amended laws.  (Salazar
would reverse the colonial status and restore the status quo
ante when things got hot.  Goa would again be a phoney
'overseas province of Portugal', as will be seen later.)

I totally agree.

Instead of a single Nero fiddling while Rome burns, all Goans except for a few 
earnest citizens who can see what’s happening, fiddle while Goa decays like a 
rotten fruit.

Elsewhere, there would be anger and disruption with people chasing away vote 
seeking candidates and totally boycotting the election, but in Goa, the people  
continue to accept crumbs thrown at them like penniless beggars,flock liquor 
stores, celebrate birthdays and weddings and put even Nero to shame.

Who suffers? Not George in Berkeley, Roland in Toronto and Salus in Melbourne. 

Wake Up you slothful, lazy buggers. Your sussegad has stopped being a virtue 
after 1961.

Thank u for this long article re. Peter Nazareth.
He rightly supported the Independence movement early while a  student  at
Makerere College then, but he had to subsequently flee himself, too, to
Tanzania, where his wife had family.
A prominent Goan lawyer in Kampala joined the UPC & was a candidate.

I wonder if some inquiries could be made & his ‘story’ be made public.
There were threats against him, too.

In life, it is important to do what is right, or at least try. 🙏🏼
These individuals took risks to life & limb. A subsequent book included in
the appendix many of the lives lost when Idi Amin came back with support of
Tanzanian troops.
It included Michael Kiwanuka, a good friend of mine, & nephew of Benedicto
Kiwanuka, 1st PM of Uganda. Benedicto was brutally murdered by Obote’s
supporters at Kisubi at the missionary school there, & the details also
recounted.

McGill University has a collection of original documentation of that period
in the 3 countries of East Africa, including transcripts of Ministerial
meetings of Uganda.

Given the need of the hour, the SCERT Goa, has developed a new curriculum
for computer education under the CARES (Coding and Robotics Education in
Schools) scheme. The curriculum has been changed after almost ten years and
it is really a commendable initiative to impart modern and useful computer
education to all students in the state.


Computer technology is constantly evolving and teaching such a subject
requires a balanced combination of advanced concepts with students'
imagination and ability to relate to it. SCERT Goa is trying to outline
this course and prepare an information handbook with the help of computer
teachers in the state. Involving teachers from the state while preparing
the content itself allows an early feedback to ensure that the students do
not find it difficult to learn these concepts. GITP is appealing to all the
school principals and management to properly co-operate in this endeavor.


Goa is already lagging behind in computer and information technology.
Information technology has benefited many industries and especially, the
education sector in the current Covid period. However, we are not learning
what computer technology really is and how this technology can be used by
students to enhance their capabilities and skills. Due to this, the
students are not using computers/smartphones effectively. The new
curriculum can be useful in avoiding the ill effects of technology and
giving students a way to develop their skills.


Last year, The Department of Education had trained all the teachers in the
state to conduct classes using online teaching methods and tools. As the
training was provided to all the teachers, it is not appropriate to hold
computer teachers responsible for all subject classes. A constantly
evolving subject, demands continuous training of teachers. In National
Education Policy 2020, the computer and technology sector has been given an
important place in school education. In view of this, and in the interest
of our next generation, GITP requests management of all the schools in the
state to cooperate with the training and content preparation effort.

संगणक आणि माहिती तंत्रज्ञान क्षेत्रात गोवा मागे पडत आहे. सध्याच्या कोविड
काळात माहिती तंत्रज्ञानामुळे कित्येक उद्योग आणि शिक्षण क्षेत्राला खूप फायदा
झालेला आहे. हे सगळे होत असताना संगणक तंत्रज्ञान म्हणजे काय आणि हे
तंत्रज्ञान कशाप्रकारे विध्यार्थी आपल्या ज्ञानात आणि कौशल्यात भर देण्यासाठी
वापरता येऊ शकते ह्याचे शिक्षण आपल्याला मिळत नाही. त्यामुळे मुलं
संगणक/स्मार्टफोन चा योग्य वापर करत नाहीत. तंत्रज्ञानाचा दुष्परिणाम
टाळण्यासाठी आणि मुलांचा कौशल्य विकास घडवण्यासाठी नवीन अभ्यासक्रम उपयुक्त
ठरू शकतो.

पद्धतीचे प्रशिक्षण दिले होते. असे असताना सगळ्या विषयांच्या वर्गासाठी संगणक
शिक्षकांना वेठीस धरणे योग्य नाही. संगणक तंत्रज्ञान हे सतत बदलणारे
असल्यामुळे त्यासाठी शिक्षकांना सतत प्रशिक्षण देणे गरजेचे आहे. NEP २०२०
मध्ये संगणक आणि तंत्रज्ञान क्षेत्राला शालेय शिक्षणात महत्वाचे स्थान दिलेले
आहे. ते पाहता, संगणक शिक्षकांना योग्य ते प्रशिक्षण मिळण्यासाठी शाळा
व्यवस्थापनांनी  योग्य ते सहकार्य करावे अशी GITP ची मागणी आहे.

[Goanet] A Timely Achievement

Sometimes life reads like a storybook.

About twelve years ago her husband brought to fruition his dream of a
soccer stadium in the village of Cansaulim.

Now looking back it has been a place for young boys to hone their
soccer skills as well as a venue to host mega village events as the
annual Carnaval celebration which is very popular.

Today, we the proud citizens of Cansaulim were present to witness
another milestone in the life of our village. We now have world class
medical equipment especially for people when they need it the most as
in a heart attack.

The place looks as swanky as a starred hotel in spite of being a
hospital. It is directly  opposite The Honeymooners Houstel my
ancestral home, and as long as I am healthy I will think of it as
another hotel. It will be undoubtably beneficial to my health.

TWILIGHT OF THE EXILES

I DEDICATE THIS book (could be my last unless...) to all the
people who were forced to leave their birth-mother countries
because of the Africanisation program enforced by the newly
independent nations.

I call these people, myself and my family included the exiles
of eastern Africa.  Most exiles have adopted and adapted to
their new homes and countries of the diaspora.  There are
some, however, who will never forgive the Africans,
especially the Ugandan dictator Idi Amin, for virtually
chucking them out.

  It was generally a quite brutal exodus for most,
  but Idi Amin was particularly savage in forcing the
  Asians out of their beloved Uganda.  Others knew
  from the very start of the independence process
  that there was no place for them in African and
  that a day would come when they would have to leave.

My family and I were this mind that is why we did not [opt
for] Kenya citizenship.  But you can’t stop loving the
yearning for the country of your birth.  Sure, some of these
countries are no longer 100% safe with a high crime rate and
most people tend to say "thank God I live in Canada,
Australia, New Zealand, Europe" or elsewhere.  But that does
not stop them from jumping out of comfy chairs screaming
their lungs out, encouraging a Kenya victory on the track
while watching it on television.

Nostalgia binds us all and memory and nostalgia are
stepmothers of a kind.  We return at least once (or twice or
three times, or whenever we can) to the old country and bask
in its sunshine, feast on its cuisine and devour its fruit,
and go on safaris in search of the Big Five Lion, Leopard,
Elephant, Rhino, Buffalo and relive the dreams and memories
of yesterday.One of the key elements of these nostalgia
safaris is to meet up with friends and family who remained
behind.

They have prospered and done well for themselves.  A visit to
the Nairobi Goan Gymkhana, a meet-and-greet or a "koroga"
(cooking) party at the Nairobi Goan Institute or the Mombasa
Goan Institute is always high on the travelling menu.For a
few days, or a week or two, or four, we live the life that we
had become accustomed to before we had to leave.

>From the sidelines of the diaspora, most exiles wish nothing
but the best for their countries of birth: safe cities and
towns, a solution for the shanty towns and their people,
elimination of political and monetary corruption.

  Most exiles remember one side of the colonial era
  with great nostalgia: good law and order.  The
  other, colour-bar, exploitation of the African and
  the wholesale robbery of tribal lands and the
  crimes committed against the people of these former
  colonies, they would rather not think about.

Most Africans have forgotten about the sad and ugly past.

Similarly, like much of the nostalgia, Nairobi is wiping out
with every new mega-structure, the bits that will now live in
the memory of the aged (both exiles and the folks who live
there) and soon all that reminds of the past in Nairobi will
be there no longer.

For a start, the exiles cannot recognise the new street
names. Nor can we remember what was where in our youth or
while we were adults.

There are those who have cut the umbilical cord and have
erased Kenya from all of their memory but bear no ill
feelings towards anyone.  If there are no keepers of our
collective and individual memory left alive, then we cease to
exist completely, much more so than if we were remembered

FOR a long time, I have been writing and talking about our
East African DNA.  Most Europeans will tell you of their love
for their Kenya, Uganda, Tanzania… The histories of these
countries' past are "in the blood."

[Goanet] Release of Trust sports magazine and distribution of awards

Mr Churchill Alemao  released P..C.Trust sports Magazine in honour of Fr
Jose Antonio Da Costa.Fr was a soccer player, member of GFA and ardent
promoter of Soccer. Fr was also presented with details of award and list of
donors.Mr Churchill Alemao was presented with  a special folder with
details of soccer award  instituted  by him under Trust for Chinchinim
Schools.
Ms Maithili Devidas  Zuvekar MMHSS FIRST in Std  XII Science gets Rs 3000
and citation Master Anderson Lopes  MMHS .Ms Mildred Rosenell Martins  of
SMA   First students of schools get Rs 1000.each with citations   Master
Austin Coutinho Std XII CRM FIRST IN MMHSS  received at the  hands of Mr
Alemao Rs 5000 with citations by well wishers Dandeavaddo in USA
The awards  preponned  are founded by Friends , admirers, parishioners
under PCTRUST  and event  of token awards this year are sponsored by
admirers of Costa for the indelible  legacy he left at O.L.Hope .Parish at
Chinchinim.The  open ended fund has reached Rs2.71 lakhs
Mr Churchill  was all praise for the dynamism  of  Fr Costa  ,  his efforts
and  achievements .
He congratulated the Trust for  their beneficial , encouraging schemes and
activities. Fr Costa expressed  gratitude for this  unique gesture  of
press ,  elctronic media publicity and  documenting in details  all his
achievements
Mr Lopes  founder Chairman recounted the scheme and efforts  to institute
the award in honour of Fr Costa.The Trust appreciated the presence of MR
Alemao and thanked him for his generosity  in founding soccer award for
Chinchinim Village schools .
Mrs Janet crasto and Prof. MRS Maggie Lopes presented bouquets and a token
to Fr Costa and  Mr Alemao
