[Goanet] CURRENT GUTTER POLITICS IS ON TRACK TO CONTINUE FLOURISHING

2022-07-01 Thread Aires Rodrigues
The BJP has taken the political turf to a very new low. Armed with abundant
financial Power and backed by the law enforcement authorities in targeting
its detractors, the BJP has now mastered the art of cobbling a government
and overthrowing one of another party. Even in States where the BJP has
been in power, they have gone all out to destabilize the Opposition.

After having now successfully managed its horse trading in Maharashtra, the
BJP’s next political target will be Rajasthan.

What we have been witnessing has been very distressing with political
morality submerged under the weight of money and muscle power. The BJP
should realize that if a person like Atal Bihari Vajpayee was at their helm
he would never have allowed such sickening political chicanery to
proliferate.

In the recent events in Maharashtra we need to commend Uddhav Thackeray’s
very dignified manner in which he faced the political crisis generated and
orchestrated by the BJP. On the very day that his Shiv Sena party MLAs
rebelled, Uddhav moved out of his official Chief Minister’s bungalow
sending a very clear message that he would not deviously cling to the
Chair. As Chief Minister he acted as a Statesman governing with a sense of
courage, commitment, sincerity and compassion.

In 2004, I had the privilege to have a very pleasant interaction with the
very suave Uddhav while he was on a visit to Goa. It was arranged by the
then Shiv Sena Rajya Sabha MP late Ekanath Thakur who hailed from our
neighboring Sindhudurg.

[Goanet] Dr Raul Gonsakves Archbhisop a visionary to spread education

2022-07-01 Thread Nelson Lopes
Dr Raul Gonsalves Archbhisop a visionary to spread mass education
.
Dr. Raul Gonsalves Archbishop Emeritus a visionary

Immediately after liberation of Goa His Eminence proposed that our
Diocesan Curches take initiative to spread Education. The process began
slowly by establishing schools in all churches
It was a grand thoughtful design to reach facility of Education at the
door steps of masses in villages. In the year 1968_69
Fr Antimo Gomes had enrolled for B Ed
Archbishop Raul planned to organise and consolidate the DSE schools. He
inspired motivated Fr Antimo to take the responsibility and promised to
depute him for higher education and reimburse his expenses for BEd
course. He had a clear vision a role for him and his choice to lead was
well thought of.. Fr Gones was his student and hence confident of his
capacity., detremination responsibilty and commitment Fr was reluctant
without administrative experience, pleaded for a delay but finallyv
accepted the persistent  offer in obedience to the request of superior;
inspite of his personal reservations
Arcbhisop had more confidence than hesitating and reluctant Fr Gomes
He started with all humility and how he galvanised , registered and
established and organised it into a powerful force to reckon with in the
field of Education is history well documented. The dream of Archbhisop took
concrete shape
Continuing further his plan for him , deputed him for higher Education and
appointed him as the Principal of St Xaviers where he excelled in
continuing the traditions and lifted St Xaviers to greater heights of
excellence in all fields His crucial choice in the scheme has been
rewarding experience as a visionary to spread Educatuon
Needless to emphasize how Village schools have provided vertical rise to
the aspiration of masses to rise professionally in every field of human
endeavour. The honour and credit is attributed to the Vision of Archbishop
grand design.DSE
is a jewel in the crown of Educational field of the Archdiocese of
Goa.Unfortinayely his pioneering impetus for Kon medium schools and
admiration for the language did not reach the goals envisaged.

[Goanet] Panaji potholes and bad roads

PANAJI POTHOLES AND BAD ROADS

BY Stephen Dias
Social Worker and Panjimite

PANAJI having bad roads with pot holes and water accumulation on roads is a
perennial problem which cannot be set right by any government now in power
or in future because they refuse to use their best efforts. This situation
is alarming when the rains are approaching and whatever has been repaired
get washed out.
There are two reasons for it which will never be learnt by any of the
government authorities. One is that tenders are given late just before the
monsoon, and second, the material used for filling these potholes is
substandard. Ministers play a blame game just to show the public they are
trying to improve or control the authorities -- one is the PWD and another
is CCP but all of them are least bothered as long as their pockets are
filled. They never supervise or send their staff to these locations where
work is going on. So as usual the work is done haphazardly, resulting in
the same condition or even worse after a short period of time. The public
is always at the receiving end and although newspapers are
continuously raising these issues, unfortunately the same system of delay
and bad work continues to exist.

Asphalt or the material used needs to be of high quality and this issue
will resolve itself if the full or part of the payment is kept pending for
certain years until the work performed proves to be good and then only
release the payment.

[Goanet] SS dissidents in saddle

2022-07-01 Thread Nelson Lopes
SS is in the saddle

The SS broke the alliance after winning election and BJP securing large
majority
The demand of SS for CM post for half the Term was turned down by BJP.
MVA a conglomerate of diverse parties like Congress NCP SS survived for 2
1/2 years proving wrong that coalition will collapse under its own
weight.Eknath Shinde who enjoyed Lions share did not raise the banner of
revolt or expresse dissendence to CM .when he was a close confidant of
inner party circle.BJP silently exploited the differences of Egoistic
aspirations. The split with 39 of SS loyalists was a shocking surprise. The
dissidents owed their rise to power on the wings of SS and
it was a gross betrayal of loyalties to the parent organisation and the
votes. The Flimsy argument of deviation from ideology is a fig leaf of
consolation to support defections.BJP orchestrated the split for a sweet
revenge and secretely held an iron grip till majority was obtained to
avoid disqualification It was clear that trust vote was not their
strategy and succeeded in their nefarious plan of resignation Only 4 out of
16 SS attended the meeting abandoning Uhdav in a desperate situation of no
return
For Fadnavis it is a climb down of humiliation from status of glory and
the sulking EX CM was forced to compromise and accept the second position
ES as the CM is meant to appease the shainiks that status quo continues
under suppressed rebellion. THE Majority party that did not conceed the
same proposal is at a loss to explain the change of mind
The internal tug of war is bound to continue and this marriage of
convenience will soon end in divorce BJP will have to walk a tight rope to
keep all dissidents happy thro political rewards That large sums of money
has exchanged into commanding support is forgone conclusion as the MLA,'s
would not jeopardize their future prospects in a reckless manner Besides
they will be cleaned and absolved of all cases pursued by ED in the washing
machine of BJP Differences will come to fore to get a pound of flesh The
appointment of Shinde is to take wind out of sail to expose magnanimity of
BJp
To salvage the pride ES may step down gracefully for Fadnavis to take the
reigns of power
How the dissidents will be accommodated in position of power will have to
wait and watch They will definitely demand their pound of flesh for
propelling ES to position of power and status The violence of SS will be
controlled with iron hand
One will have to watch the results to local bodies coming soon to judge
whether the party still stands the survival moment and how the party
ownership is adjusted is a saving grace d by law
That CM is a SS man is saving plot to fool the people and to keep violence
at bay
Whether BJP GOES From strength to strength is to ve seen . Apparent calm
is order of the day not to upset apple cart immediately. The aspirations of
those dissidents making common cause with ES will have to be satisfied
Next will be to wipe out SS militant methods which is easily sad then done
The allegiance of SS will not be transferred to the breakaway treacherous
group of betrayers. The battle us far from over cover the legacy of Bala
saheeb

[Goanet] 45. Scorched Earth: Destroy Goa! (Valmiki Faleiro)

2022-07-01 Thread Goanet Reader
Valmiki Faleiro
valmi...@gmail.com

Portugal's dictator, Dr. António de Oliveira Salazar, was
told years before that it was impossible to defend Goa
militarily. By 12 December 1961, it was clear to him that he
was grossly overwhelmed by a combination of Indian land, sea
and air forces. The author of the Indian Navy's official
account of the 1961 Ops said the way the Portuguese went
about preparing to meet the challenge was "as if they were
firm believers in euthanasia."

Initially, Salazar ordered resistance "until all ammunition
and provisions are exhausted".

"[It was] a ridiculous expectation given the asymmetry of
forces and the ragtag army at his disposal for the defence of
Goa" (Air Vice Marshal Arjun Subramaniam, India's Wars, 2016,
Page 188 -- the Air Mshl was referring to Salazar’s
governor-general in Goa, but the quote is equally applicable
to Salazar himself, the man calling the shots).

Salazar changed the order in a radio message on 14 December
1961 and instead ordered his Governor-General in Goa not to
surrender.

"It is horrible to think that this may mean total
sacrifice I do not foresee the possibility of
truce or of Portuguese prisoners ... because I
feel that our soldiers and sailors can be either
victorious or dead" said Salazar in the order
(Colonel Carlos Alexandre Morais, A Queda da Índia
Portuguesa, Second Edition 1995, Page 117).

In other words, Salazar wanted a hopeless fight to the last
man and the last round.

The devious intent behind this changed stance was to
scandalise the world to 'pacifist' India's brutal massacre of
a tiny Portuguese force in Goa. Salazar was willing to have
each and every of his 3,300 ill-trained and ill-equipped
defenders dead, so that this would create a worldwide
political backlash against India.

Even that, Salazar decided, was not enough. He was not a man
of half measures.

Three days later, he rounded the Portuguese response. In an
ominous secret radio message on 17 December 1961, Salazar
further ordered the complete destruction of all traces of
Portuguese civilisation in Goa, such that nothing shall fall
into the hands of India... major towns, centuries-old
heritage buildings, and ancient churches -- in other words, a
scorched earth policy (just as he had done in São João
Batista de Ajudá, Dahomey/Benin, Africa, five months before).

Freedom fighter and Goa’s first elected Legislative Assembly
Speaker from 1963, Pandurang P Shirodkar quoted, "Não deixe
pedra sobre pedra" (Shirodkar, My Life In Exile, 2012, Page
252). Don't leave stone on stone, destroy everything.

"There shall be neither victors nor vanquished, only heroes
and martyrs," said Salazar. In other words, all would die,
the attackers, the defenders and most of all, the innocent
residents unwittingly caught in-between. Only Goa's ashes
would remain. (The Geneva Conventions banned scorched earth
policy only in 1977.)

"This fellow is mad," Major General Vassalo Silva said on
reading the orders.

Vassalo e Silva was a military officer true to traditions.
When going for the symbolic Bastão (staff) ceremony to the
Bom Jesus Basilica in January 1959, a dog suddenly charged
out and went under wheels of his lead outrider, flinging him
10 metres away at Sao Pedro. The governor stopped the
motorcade, got out to enquire about the fallen outrider, João
Aranha, a young motorcycle stuntman, who rose and was ready
to proceed.

Vassalo e Silva insisted that Aranha be forthwith taken to
the Ribandar hospital, where he spent 15 days under the care
of Dr. Belarmino Lobo. The governor had someone regularly
visit the hospital and report Aranha's progress to him.

[This author’s senior respected neighbour and friend, Dr.
Francisco Colaço, Goa's pioneer echo-cardiologist -- and a
passionate writer and musician hobbyist -- gifted the book,
Enquanto se esperam as naus do reino… authored by João Aranha
(Esfera do Caos, Lisbon, 2008, ISBN: 978-989-8025-62-3).

Aranha was a cavalry captain who arrived in Goa by the ship,
Niassa on 7 May 1957 and after working in South Goa, was at
the Panjim Police HQ at the time. Other than interesting
accounts of several places in South Goa, Aranha describes the
motorcade incident at Pages 81-82 of the book. He was a POW
in Goa until repatriated in May, 1962.]

Vassalo e Silva was a Brigadier-General when he was appointed
the Goa Governor-General on 4 December 1958. He was promoted
to a Major General in 1960.

Like the first governor, Afonso de Albuquerque in
1510, the last governor Vassalo e Silva had kind of
fallen in love with Goa. Not once during his three
years in Goa had Vassalo e Silva visited Portugal
-- something that was not regarded kindly by the
regime in Lisbon. He displayed a manifest sense of
caring toward Goa. As a military engineer, he
conceived and executed projects designed to improve

[Goanet] TRANSPARENCY AND ACCOUNTABILITY

2022-07-01 Thread John Eric Gomes
*GOA ELECTRICITY BILL*
I see my billed units charged and meter rent and the actual amount charged
is more than doubled! On checking details I find a whopping amount is Fixed
Charges, then FPPCA and a further Electric Duty Charges. Why not
transparency by doing away with complicated extra charges so we can clearly
see the exact amount we are actually charged per unit? When the AAP can
lower electricity bills for the citizens hard pressed with inflation and
high prices of essential commodities why cannot the BJP government? There
seems to be plenty of money for wrong priorities further burdening the
common man.
