[Goanet] THE JOURNEY OF BYPASS AT DANDEAVADO HAS NO DESTINATION

The journey of   bypass has no destination.

Way back in 1988 the Govt acquired  30 metres breadth of  land  along Major
District Road, the norm for 2.lanes
Many houses were totally destroyed and others  partially. The  widening
done but the land was frozen for 34 years without providing any
facilities.The residents were paid a paltry compensation of Rs13m2 and Rs
800 for structures.Notices were  compulsorily served  to every owner to
register their protest.The affected and displaced approached the court for
enhancement.None were rehabilitated as required. The affected residents
knocked the doors of judiciary  for enhancement  .Inspite of providing sale
deeds in the vicinity  of Rs 250, the judge reluctantly granted relief of
Rs 100m2.Residents readjusted making necessary changes and were at peace
The Govt froze the land prohibiting constructions upto 40 metres on either
side
It did raise  alarm but none took it  seriously the hidden intentions of
the authorities
The people  protested against the acquisitions  by dharnas but there it
stood. Fearing further acquisition and more damage and displacement
tremendous efforts were made for a feasible, cost effective bypass through
fallow fields with  amplecscope for expansion. Besides no one was to be
affected.The delegation along with then Minister  met Collector. PWD , CM,
NHA and RV consultants.A Massive  ampaign of publicity with the formation
of Action Committee followed As the result  official survey
.. was undertaken   Unfortunatelt it was not incorporated into the plan of
Highway , it now appears due to vested interests the suggestion was
deliberately sabotaged
The authorities  amply made its intentions clear to convert acquired land
into 4 lanes against the norm of 45 m and further damage  the interest of
inhabitants
Many legislators intervened  against it Finally late Mr Parikar ordered to
flag off the 3 alternative routes before any finalisations The exercise
was in futility as after the demise of CM  once again the NHA steam rolled
all suggestions not to hid the legitimate objections
In  the mean time efforts continued unabated thro Eng Cruz  ,Shripad  Naik
Digambar  Kamat ,Vijay   and others..Surprisingly a new factor of fly over
has been stealthily kept secret is now disclosed The assurances even
recently that no further acquisitions will be done is belied by notice of
more acquistion afresh.No notices are sent to owners or names mentioned in
the advertisement.The condition to lodge objections in Panjim is malafide
strategy to  cause purposeful inconvenience.  The authorities deliberately
turned a blind eye to illegal structures without any setback as essential.
Now to protect these illegal structures the authorities are using other
circuitous alignment  leading  to further damage .The authorities have
ignored intentionally encroachments by constructions  and which seem to be
legalised unofficially  by default
There are two major junctions to be considered  for adamantly continuing
the same route   It was not acquired for 4 lanes as the norm is 45 metres
breadth and now attempting to squeeze
The flyover of 6 lanes will be as near as 2 to 4 metres from exisiting
 structures if 25 metres is used for flyover
We fail to appreciate their rational as the cost of bypass will be  at
least   5 times  cheaper with other benefits aforementioned
DETAIL files  of over 10 years struggle with the correspondence ,reports
,plans etc are presented to MLA , Ministry of Surface Transport ,PWD EE
MINISTER PWD, C.M  NHA for favourable assessment
The argument that land is avaiable is no justification as it was
specifically  acquired for two lanes only  .The reason of delay cannot be
accepted as even after 34 years acquisition beyond Uskiniband is yet to
take off. The existing facility  can still meet the requirement without any
hindrance in the mean while.In comparison the dangerous , accident prone
stretch upto  Canacona  is crying for expeditious consideration
The extraordinary hurry to attend to stretch  between Navelim to Uskiniband
is only to utilise sanctioned funds it seems.The NH 66 stretch in Goa is
acorridor to facilitate  Maharashtra and Karnataka  and inconsequential
economic benefits to Goa In relation is minimum at great cost of
displacement and utilising  scarce resource of land High way expansion
constructions  should necessarily bypass habitats  to avoid all
disadvantages safety ,noise pollution and movements of residents
34 years of inactivity will not push back the clock for  acquisition under
emergency clause to address
the burning contentious issues of need for diversion

[Goanet] STRAY DOG MENACE IN GOA IS ALARMING

Crores have been spent over the years on the stray dog menace but the
situation is just getting shoddier. The stray dog menace across Goa is now
beyond control. The so-called sterilisation programme is just not working.
Sterilization alone can never be the only solution to this grave and
alarming crisis of stray dogs.

We have the stray dog population multiplying in every nook and corner of
Goa. Every road in our cities and every corner of the villages are infested
with stray dogs, even messing up our beaches. The situation is very
alarming and disturbing. Animal welfare organizations have been making tall
claims about their successes in controlling the stray dog population.
However, the general public remains unimpressed as the stray dog population
grows relentlessly.

Pet animals are an asset to society. It is also true that animals are
required to be protected from unnecessary pain and suffering. It is also a
fact that love and compassion for animals is growing. However, when it
comes to choosing between the suffering of human beings due to a dog bite,
obviously the weightage will have to be given to the suffering of humans.
There is a need and necessity to consider the seriousness of the stray dog
menace in a very dispassionate manner not being influenced by any emotional
issues.

But for the people of Goa the choices are limited. They are at the mercy of
the stray dogs and also the rabid corrupt politicians who keep mauling and
crippling the State Exchequer. Unlike dogs the mating season for
politicians is now throughout the year!Ironically despite the battalions of
stray dogs patrolling every street the number of thefts and burglaries in
Goa are surprisingly on the rise with the thieves having a field day. Maybe
canines are too busy feasting on strewn garbage everywhere with no time to
be Watch dogs.

[Goanet] . . . grinding Goa’s uniqueness into oblivion."

Yes, the carrion from India has descended on Goa, changing our beloved 
homeland's very soul. And of course Goa's government is doing all it can to 
grab its own wrongful share of the ensuing loot. But are they really at the 
base of the change that has overtaken Goa? 
No no no no no. It is we Goans who are hawking off our Goa each time we succumb 
to greed and sell our homes to the aforementioned carrion.Those homes, built 
lovingly by long gone grand- and great- and great great grandparents, that we 
sell away to the filthy rich, shedding crocodile tears as we do it, but do it 
anyway. Those generations of our forefathers hover over us, weeping unheard, as 
we willingly participate in changing Goa into Greater Kailash. 
This rush of love and hate has been brought on by my friend Jug Suraiya's blog 
that appeared in this morning's Times of India.

People ask me why I keep going to Goa but don’t buy a place of my own there.

My reply is that it’s because I like Goa so much that I don’t want to own a 
piece of it.  If I did such a thing, as so many non-Goans are doing, Goa will 
lose its distinctive charm, its Goan-ness, which is what makes it so attractive 
for me.

Goa has changed almost unrecognisably since Bunny and I first went there, back 
in 1978. We lived in Calcutta and there was little information we could glean 
about the tucked-away state.

We had several Goan friends in Calcutta, but having their family homes in Goa, 
they couldn’t tell us much about hotels or restaurants, or give us other tips 
for travellers.

There was no oracular Internet or Google Search to consult then, so when we 
flew into Dabolim we were venturing into what for us was unknown territory. It 
was this unknowingness that gave gradual rise to the enchantment of discovery 
as we fell under the spell of this lush, emerald green, palm-fringed land, 
adorned with its golden necklace of beaches, and flowing with majestic rivers, 
like the mighty Zuari, which we crossed by ferry, there being no bridge then.

We stayed in small hotels, rode in local buses which included chickens and 
goats as passengers, driving down winding, densely wooded country lanes dotted 
with sleepy-eyed ancient villas dozing in the dapple of sun and shade, and 
tiny, bleach-white churches at which the driver would make an impromptu halt 
for evening prayer, in which everyone joined, goats and all.

We savoured Goa’s inimitable hospitality in the form of xacuti, and sorpotel, 
and vindaloo, and chonak rava fry, and delicious poi bread, in family sitting 
rooms turned into impromptu eateries for the comfort of hungry wayfarers in 
search of a home-cooked meal.

That Goa is fast vanishing, obliterated by a sprawl of luxury hotels, resorts 
and monstrous apartment blocks of holiday homes for people from Delhi, and 
Mumbai, and Bengaluru, and elsewhere.

Steamroller India is grinding Goa’s uniqueness into oblivion. So, no, I don’t 
want to buy a place there. But I’d like to keep going to Goa. And to keep it 
Goan.
