Hi all, am passing thru Bangalore (en route to Pondicherry). The morning paper 
here (Times of India, I would have preferred my old employer Deccan Herald, but 
the roadside vendor didn't offer a choice) has this small comment.

It referred, and contested, the local Archbishop's view that Catholic children 
should go to Catholic schools.

What do you feel?

Of course, after getting caught in the Konkaniwadis-PDF-Shashikala "regional 
languages only" primary schools policy, the Church-run schools are caught in a 
bind in Goa. The middle classes are deserting the. The positive unintended 
consequence is that poorer Hindu or migrant kids are, in turn, deserting the 
government primaries and flocking to the Church-run schools.

My kids attend a "Church-run" school, but not for religious motives. 
(Personally, I think some amount of brainwashing as a kid is good... it pushes 
them to think for themselves as to what their stands should be, later on in 
life.)

The school is conveniently close. It was my school a generation ago. And I 
think the secession-of-the-middle-classes in a time-serving manner is going to 
badly damage institutions that have taken so long to build.

There are reports of some church-linked schools starting English-medium primary 
schools, without government subsidies. In a migration-oriented place (both 
out-migration and in) I think this is a less hypocritical stance, than that of 
all the Konkaniwadis who prefer to send their children to English medium 
schools or find employment in the better-paying Marathi papers themselves. FN

Sangh Parivar Marathi weekly Vivek has come out with a special issues
on the seemingly innocuous subject of Goa's temples. Interestingly,
this issue has received large colour full-page adverts from the
Congress Goa government on its back-cover and inside front-cover, apart
from another smaller ad.

The questions that comes up:

* What is the role of a secular state when it comes to funding
religion-oriented publishing endeavours?

* When this funding, could, and has, been used to sponsor campaigns of
hate, what is the role of the government?

Minutes after the postman rang the cycle-bell and dropped this book at
the door, I was devouring it. As anticipated, it dealt with India. And,
my next guess was right too: a significant section focussed on Goa, the
former Portuguese colony on the Indian west coast that this reviewer
call home

Let’s shift focus to where it should go: the book and its author. Writer
Anne-Marie M Pop is a Montreal-based computer engineer. In 2001, she
took on a two-year job in Sweden, and then quit for a seven-month
“backpacking journey through Asia”.

This is a reflection — let’s not say ‘record’ — of her times in
Thailand, Laos, Cambodia, Malaysia and India.

It takes her through Cambodian border scams and brothels, Buddhist
meditation centres in Thailand, scenic islands, the Mekong and the rain
forests. She also lands up in the sex-drugs-and-full-moon-party trail
still surviving a generation after the hippies first sought solace and
escapism in Asia.

Anne-Marie’s book is an easy and entertaining read. It’s
armchair-tourism  from the safety of your own home, with the tantalising
promise of bringing in close, but not too close, the perils that Asia.

Anne-Marie M Pop faces many dangers. More so, as the “young female,
travelling alone”. She’s critical of how Asian men treat women. And as
an Asian male, this reviewer would acknowledge that she has a point. But
is it Asian males alone? Oftentimes, oppression has a more subtle face
on it. In Asia, it doesn’t. Not following culturally-apt behaviour could
also be risky; and this holds true for any part of the globe, even if
the risks play themselves out in differing ways.
Her chapters are usually just two pages long. One comprises just four
paras! While this may seem unusual, it makes for easy, relaxed reading.

‘Young Female Travelling Alone’ gives the reader both insights and an
interesting travelogue into a number of diverse parts of Asia. But does
it go deep enough? Does it repeat stereotypes that we are already
brainwashed about? We’d leave that to the reader to judge.

What this writer has to say about Goa and the rest of India struck a
chord. She was writing about a place that’s barely eight  kilometres
from home. The last book of the kind is Dr Cleo Odzer’s “Goa Freaks”.

[It’s a sad story of how a young Jewish lady  got caught up with drugs,
and almost died of it. [She cleant up, did her PhD on sex tourism in
Patpong, and worked for a rehabilitation group in the US. But, earlier
this decade, she returned to Goa, only to die her in an incident which
still brings in many curious questions from people who knew her.]

Anne-Marie M.Pop’s description was realistic and down to earth. No
wonder, as a reviewer, one was both surprised and disappointed to read
the ‘fiction/general’ tag on the back cover of the book. It’s so
life-like, I thought it was true!

FOOLING WITH SCHOOLING: In the name of providing "need-based
and value-based quality" education to young minds in Goa,

Bijon Shaha was the first one in, awaiting at the Goa Science
Centre [1] venue of our ILUG-Goa [2] meeting on July 22, 2006
(the fourth Saturday of the month, as usual). For once, this
diarist was almost on time!

After checking that the presentation and notebook was
working, we started with the usual warm-up banter. We noted
that the BSNL [3] major internet service provider that is
expanding its "broadband" services in Goa currently,  has a
website [4] which won't work with any browser except Internet
Explorer [5]. Meaning, one is forced to used proprietary or
pirated software. Or both. 

But for GNU/Linux geeks, there's a work-around across this
problem [6]. But then, why should freedom be restricted by a
state-run ISP?

While chatting, I mentioned Webaroo [7], a solution that
offers to allow you to "search the Web when you are not
connected". How does it work? "Webaroo servers scour the web,
analyze web pages, and automatically select the subset of
pages with the most content value in the least storage size.
These pages are then assembled into topic-specific 'web
packs'." Created by talent from IIT-Bombay. Only problem:
when they talk of Free Software, they probably mean
justs 'free-of-cost software'. Was trying to try it out, and
realised that it has some .exe (Windows-based) file to be
installed. And, I don't use proprietorial software for some
time now on any of my systems (except in cybercafes, where
one has no choice).

We mentioned the recent issue of Chip which had this rather
interesting booklet in its July issue on how governments
should create fair and 'level playing field' tender
specifications while buying hardware. 

Soon, after Arvind and others turned up, we started the
talks. Ubuntu is a predominantly desktop-oriented Linux
distribution based on Debian GNU/Linux. On June 1, 2006 it
has released Ubuntu 6.06 LTS codenamed 'Dapper Drake'. FN
gave a user-oriented talk on his experiences, backed with
details from the Wikipedia [9] and the July 2006 issue of
LinuxForYou [10]. 

Quote from Wikipedia: "Ubuntu 6.06 "Dapper Drake" was
released on June 1, 2006, and included GNOME 2.14 (or KDE
3.5.2 in Kubuntu), Mozilla Firefox 1.5.0.3, OpenOffice 2.0.2,
Xorg 7.0, GCC 4.0.3, and version 2.6.15 of the Linux kernel
at release time. Several packages have been upgraded since.
Release 6.06 is labelled as a Long Term Support (LTS), to
indicate that it will be supported with updates for three
years on the desktop and five years on the server, with paid

three and five years, respectively."

In an information discussion that followed, Arvind mentioned
the 'datacard' from Reliance [12], which people were using
with their notebooks. It costs about Rs 6500 for the
hardward, and there are various plans to choose from. Here
[13] is some information about an Airtel datacard. And this
[14] is a general discussion on data-cards, particularly
suited for people who have notebooks and are travelling.
Arvind pointed to Prabind Kumar Singh's article in LFY, July
2006 pp 72-75 titled 'Getting Mobile with Your Linux Laptop'.
It says: "V-data cards provide a convenient way to surf the
Internet while on the move. But what if you use a [GNU] Linux
laptop? A little tricky, but possible. Here's how..."

Masood Ahemed, who is moving out of BSNL, came for this
meeting and it was nice to meet an old friend. His question
triggered off a kind of flame-war. He asked: "Which is the
best magazine for [GNU]Linux for a system admin to read?
After all, I'm not a developer."

Firstly, in India, the only monthly GNU/Linux-focussed
magazine is 'Linux For You'. It was greeted more critically
by techies in our group earlier, but the feeling now is that
"quality is improving".

Some pointed to the availability of online past issues of
magazines like Linux Magazine [14], and Linux Journal [15].
"These are available on the net after a little time. Linux
Journal becomes available after one month. Plus, apart from
the print-version articles, there are also articles written
only for the net," said Arvind.

Kerala Tourism [1] at Park View in Trivandrum-695033 has come out with
this simple, but interesting one-page multiple-folded brochure called
101 Things To Do In Kerala.

Found it interesting. It introduces one to a colourful state [2] in a
fun way. For instance the "things to do" include wake up to the world's
best breakfast (vellayappam, uppuma, iddli, puttu, masala dosa,
appams…); walk through paddy fields; tip-toe across a coconut trunk
bridge; sip tender coconut; take a swig of toddy; stay on an exotic
houseboat, ride a canoe; work out on a treadmill (traditional ones, used
to irrigate rice paddies); see Chinese fishing nets (billowing from
massive bamboo poles brought in by braders from the court of the
Mongolian king Kublai Khan; choose your pick from the fishermen’s net;
feast on kappa and meen curry (Kerala’s hot red fish-curry with steamed
tapioca or boiled rice)… and there are still 90 things left to do on
this list!

Interesting way of promoting tourism in Kerala [3]. Wish Goa could be
more creative in packaging itself. There’s nothing much to do once
you’re in India’s most-hyped State. When do we outgrow North and South
Goa tours, canned entertainment on the Mandovi and soap-on-a-roap? Of
course, this isn’t the job of the sarkari-run Goa Tourism [4] or Goa
Tourism Development Corporation [5] alone. Understandably, their
officials and politicians involved have become big-time tourists
themselves, travelling the world in the name of “promoting tourism” :-)

Interesting initiatives which could add colour and value to Goa are soon
hit by controversy (take Ingo’s Saturday night markets), and we live in
such an information-poor State that even the left hand doesn’t know what
the right is doing.

Mafalda Mascarenhas [6] once planned to set up a CulturGoa site, just to
announce in a more efficient manner what all was planned to happen in
this part of the globa. As of now, you can’t even depend on the
newspapers to adequately announce and review events of public importance
here!

GOA BOARD SECRETARY ISSUED SHOW-CAUSE FOR GIVING FALSE INFORMATION

PANJIM, July 11: The Goa State Information Commission (GSIC)
has issued a show cause notice to the secretary of the Goa
Board of Secondary and Higher Secondary Education (GBSHSE) as
to why a penalty of Rs 1 should not be imposed on him for
giving false information to a complainant.

"We are convinced that this is a fit case and inclined to
take up the penalty proceedings under Section 20 of the Right
to Information (RTI) Act 2005," observed the GSIC, in
response to a complaint by one Suhas Belekar.

In his complaint filed on June 8 against the Secretary of the
Goa Board, Belekar alleged that he had been given false
information, which he had sought under the RTI Act 2005.

The complainant wanted to know whether the responsibility of
preparing the syllabus of the text-books of Standard I to VII
had been given to the Goa Board of Secondary and Higher
Secondary Education, and if yes, under which Act it was done?

The respondent submitted that the responsiblity was not
entrusted to the Goa Board. Consequently, the complainant
submitted that he was given false information. 

He supported his case with a press note issued by the
respondent on June 2, describing a procedure for distribution
of text books from Std I to Std XII to the book-sellers, in
which he invited the book-sellers to place their orders with
the Board for the books of classes from Std I to VII.

The complainant claimed that he had come across two text
books, for Std VI in Hindi and Mathematics subjects, which
clearly show that they were published by the respondent
institution, and produced copies of both the documents.

While denying that he had given false information to the
complainant, the respondent argued that the Board does not
have the responsibility of preparing the syllabus and text
books for Std I to VII as per the legal provisions of the
Act.

He further claimed that the responsibility is that of the
Directorate of Education; however he did not say so in his
affidavit.

The GSIC held it is clear from the material supplied by the
complainant that the respondent is definitely responsible for
the contents of the books published by the GBHSE even for Std
I to VII.

Otherwise, there is no meaning of holding copyright over the
contents of the books and publishing a warning that the
contents as well as the price of publication should not be
altered without their permission.

"The legal provision of the respondiblity for the syllabus of
only the secondary and higher secondary classes does not
exclude the taking up of the additional responsibility of the
Board entrusted to it by the government by any other means,
be it administrative or others," stated the GSIC, while
issuing the show-cause notice to the Secretary of the Goa
Board, returnable by July 24.

  effort to open a degree course in football science -- the

  Kiranpani, Keri and Torsem has resulted in soil erosion,

[Goanet] Technical training... and the Church

It's pretty amazing to see the number of initiatives by the Church and
its related institutions on the technical front, in and around Mumbai.
For instance:

* Don Bosco runs a Maritime Academy at the Premier Automobiles Road in
Kurla West [EMAIL PROTECTED] and it offers openings for training
in diverse fields. Including fitting, fabrication, welding, etc. It also
offers ITI (NCVT) courses in fitter, machinist, electronic mechanic,
mechanical motor vehicle, electrician (proposed), with certificate
courses affiliated to the Yeshwantrao Chavan Maharashtra Open University
in fitting, four wheeler mechanic, two wheeler mechanic, airconditioning
and refrigeration, lathe operation, mechanic for TV/VCD, domestic
wireman's, fabricator, plumbing, machinist, mechanist machine tool
maintenance and auto electrician. Interestingly, courses are open even
to those who have passed their seventh standard. "All our courses have
computer education, spoken and written English language programme and
personality development as an integral component. Opportunity to
complete SSC (NIOS) is also offered."

* St Vincent Pallotti College of Engineering and Technology, some
distance away, is at Wardha Road in Nagpur, and offers B.E. courses to
intending technocrats wanting to study "in one fo the premier Catholic
institutions managed by the Pallottine fathers". It offers an on-campus
boys and girls hostels. Offers Mechanical, Electronics &
Telecommunications, Electrical (Electronics & Power), Computer

* Joseph Cardijn Technical Institute offers two-year ITI courses in
motor mechanics, electricians and fitters. It also offers certificate
courses for those not passed Std X in carpentry, welding, wireman, motor
mechanics and AC and refrigeration.

In contrast, Goa has many Catholic institutions but only a few into
technical engineering. Padre Conceicao College of Engineering, Goa's
second engineering college (after GEC and before Shiroda's) is an
except, set up by the Fr Agnel priests of Verna. They also have a
polytech and ITI courses. 

Likewise, the Salesians (Don Bosco's) runs an ITI at Fatorda, and
another institute for 'drop outs' at Loutolim (a good institution, but
finding it difficult to draw students, perhaps because of the geography
and poor bus service of Goa).

Lot more can be, and needs to be, done here. --FN

Margaret and Stream of Consciousness 
The second day of the Writer's Workshop 'Authentic Voices'
conducted by Margaret Mascarenhas at the Fundacao Oriente was
unconventional in as much as it exasperated and thrilled. As
