Ambassador of India -
Kuwait

May 25, 2009

Dear Members of the Indian Community in Kuwait,

The successful official visit to Kuwait from 6-8 April 2009 by the Hon’ble
Vice President of India Shri M. Hamid Ansari and Smt. Ansari, has boosted
India-Kuwait ties to a qualitatively new level and I look forward to working
with all concerned in advancing them even further.

Since arriving in Kuwait in March this year, I have been received with much
warmth and affection by the Kuwaiti leadership, officials and people. This
is a reflection of the high esteem in which India and the Indian community
in Kuwait are held here. It has made my assignment in Kuwait even more
pleasant.

The Indian community in Kuwait has acquired a solid reputation for being
disciplined, hard working, efficient, and law-abiding. Your contribution to
the development of Kuwait is widely respected. Your enterprise and talents
are contributing to the prosperity of Kuwait as well as that of yourselves
and your families.

Many of you have visited my office to welcome me to Kuwait and I thank you
once again for your good wishes. I also appreciate your enthusiastic
response in attending the community Coordination Meeting that I convened at
the Embassy last evening.

At the outset, I would like to draw your attention to two ongoing innovative
insurance schemes, one of which is comparatively new and may not have caught
your attention.

As you well know, many Indian nationals are employed in low skilled jobs in
Kuwait and new arrivals come here every month to take up jobs in the
domestic and private sectors. Such persons generally fall in the ECR
(Emigration Clearance Required) category and are required to take emigration
clearance before they leave India for jobs abroad. For their benefit, the
Government of India had introduced the Pravasi Bharatiya Bima Yojana (PBBY)
in 2003, amended in 2006 and 2008. All Indian nationals falling in ECR
Category are required to subscribe to the PBBY insurance policy before they
are granted Emigration Clearance. The insurance premium in this regard is
usually paid by the manpower recruiting agency. Thus, all Indian nationals
in ECR Category coming to Kuwait with proper employment contracts have
subscribed to the PBBY policy, valid for two or three years, which carries
attractive benefits, summarized at the end of this letter. Many Indian
workers may not be sensitized to the fact that they have subscribed to the
PBBY scheme and I thank one of the Indian associations for drawing this
aspect to my attention.

Another important scheme beneficial to Indian nationals coming to Kuwait
with proper contracts relates to those new arrivals taking up jobs in the
domestic sector, as housemaids, houseboys, cooks and drivers. I am happy to
inform that every sponsor intending to recruit an Indian national as a
domestic worker is now required to take an insurance policy in the name of
the said worker from a designated insurance company, valid for two years.
This scheme applies to those domestic workers who have arrived in Kuwait
from India after mid-February 2009. It too has attractive features,
summarized at the end of this letter.

While I am disseminating the benefits of the PBBY policy and the insurance
policy for domestic workers, among Indian nationals in the ECR Category
working in Kuwait, I seek your cooperation in also doing so.

Following the signing of a contract with the Kuwait Union of Domestic Labour
Offices, a new shelter for Indian housemaids in distress has started
functioning in Kuwait this year. The rate of resolution of grievances and
repatriation of housemaids at the new shelter has improved substantially. As
a result the number of housemaids in distress who are accommodated at the
Shelter at any given time has reduced substantially.

The Embassy will soon take further initiatives to provide information/advice
to Indian nationals on matters such as their welfare, employment,
immigration, labour disputes, etc. I will revert once this happens.

I would also like to mention the free Health Screening and Awareness Camp
for Indian workers in Kuwait that was conducted at Abassiya, Kuwait, last
month. I laud the Indian doctors, paramedics and association representatives
who volunteer their time on a holiday to guide and screen their fellow
workers in Kuwait. It is also gratifying that the Indian Doctors Forum would
continue the tradition and annually conduct 4 to 6 such free health
screening and awareness camps to benefit Indian workers in Kuwait. I also
congratulate our doctors for the School Health Program 2009 that they
commenced last month. The health awareness seminar organized last month by
one of the Indian women’s associations was another noteworthy development.
Good health is the greatest possession a person

Statement by His Excellency Mr. Ajai Malhotra, Ambassador of India to
Kuwait, while announcing the opening on 27 May 2009 of two new Indian
Passport and Visa Service Centres in Kuwait

Dear Friends,

The increase in the number of Kuwaiti and other citizens traveling to India
as the result of our expanding bilateral ties and interaction, as well as
the growing numbers of the Indian community in Kuwait, have made it
imperative that there be a strengthened consular services response from the
Embassy of India in Kuwait.

When we took over the present Indian Embassy premises in 1992, the Indian
community in Kuwait numbered about 120,000. Since then it has grown to
579,000. This has resulted in considerable pressure on services and space,
requiring a matching enhancement in the consular services being offered by
this Embassy.

To address such concerns, I am pleased to inform that two Indian Passport
and Visa Service Centres will be opened in Kuwait, with effect from 27th May
2009, with the aim of providing a faster and more efficient passport and
visa service to all. These Centers would be located at Sharq and Fahaheel.

I may add that one of the important concerns raised by members of the Indian
community here, especially project and household workers, related to the
submission and collection of passports during their working hours, which
meant taking half a day’s leave and even resulted in loss of half a day’s
wages in some instances. To address this aspect, the timings of submission
and delivery of travel documents have been extended. Thus, the two Indian
Passport and Visa Service Centres will be open from 0800 hours to 1200 hours
in the morning and 1600 to 2000 hrs in the evening from Sunday through to
Thursday. In addition, the service centres would also be kept open on
Saturdays from 1600 to 2000 hrs. They will only be closed on Fridays and
major public holidays.

Again, responding to a voiced public need, both Service Centres are located
at venues that are regularly served by bus and other public transport.
Moreover, there is considerable free parking space available in their
vicinity.

These Service Centres will have facilitation facilities viz. free
distribution of passport and visa application forms; filling of forms;
facilities for photocopying, etc.

A website http://www.bls-international.com will be made functional from
Sunday, 24 May 2009, and will provide details of all passport and visa
services available at both Service Centres.

To address inevitable teething issues, a consular representative of the
Embassy of India, Kuwait, will initially be available at both locations in
case of need for any clarification by applicants.

Before concluding, I would like to point out that applications for visas on
Diplomatic/Official/Special passports as well as for issue of PIO/OCI cards
and Emergency Certificates will continue to be accepted directly at the
Embassy of India, Kuwait. Affidavit/Attestation services will also continue
to be provided at Embassy of India, Kuwait.

I would request the representatives of the media to give full publicity to
the opening, with effect from 27th May 2009, of the two Indian Passport and
Visa Service Centres in Kuwait, so that prospective applicants get to know
about this change in a timely manner. Thank you.

*Kuwait: *Goan Cultural Center-Kuwait celebrated the Christmas Tree
celebrations with pomp and pageantry recently at the beautifully decorated
premises of the Carmel School, Kheitan, Kuwait. As the sun moved in the sky
spreading rays, the guests started to pour in at the venue, exchanging
greetings and good wishes with tons of smiles.

The venue wore a truly great festive look and with Santa Pai Natal
arriving with his bagful of goodies, the children as well as adults went
into the mode of ad delirium. The celebrations were laced with variety
entertainment programs with DJ Mario sending the pulses racing.

The fancy dress competition in the category of one to six years was a really
delightful sight and Master Ryan and Rhea Marshall emerging as the deserving
winners whereas, in the category of 7-12 years Henrietta Barbosa and Shania
Rebello captured the winning crowns.

Another beautiful program was a Rainbow dance choreographed by Effie de
Mello and Corraine Santos. Christmas hampers draw kept the guests sharing
anxious moments in which Sheila Rebello won a LCD monitor, Mr. Max won a
Samsung Fridge, Gaurish Naik was presented a Microwave and Rita Vijoy
winning a National brand juicer.

Besides, there were more 26 prizes for hamper draw winners apart from very
attractive spot prizes. Glamorous Shirley was selected as the most

Under the convenorship of A. Veronica Fernandes, a meeting was held at
Village Inn in Kuwait City on Saturday 13th of this month at 8.30 p.m. to
protest over the atrocities committed on Christians in Orissa, India.

The meeting was attended and addressed by all the Indians only from
different places of India. Speaker after speaker namely Fidelis Fernandes,
Sham Bondel, Mario Rebello, Carmo Santos, Rosary Ferns, Albino Fernandes and
A. Veronica in their speeches showed their concern for the crimes committed
on priests, nuns, orphans and other Christians by the Hindu fanatics in
Orissa. Special concern was also shown towards the destruction and burning
of the Churches and residential places of Christians by the fanatic Hindu
mobs under the direction of VHP and other such Hindu fanatic organizations
currently spearheading the hate Christians campaign.

Fernandes and his group with Rosary Ferns rendered religious songs during
the meeting.

http://2.bp.blogspot.com/_RsuCLL0FLDk/SM-KubRPp8I/BaA/1S7LeTUfL0I/s1600-h/DSC_0071.jpg

All the speakers in one voice protested over the physical attacks on priests
and rapes of nuns who are serving the poor and down trodden inhabitants of
Orissa, irrespective of their caste and creed. What the Government of Orissa
and Hindus cannot do to alleviate the sufferings of the poor in Orissa,
Christian priests, nuns and other missionaries are doing. And in return to
treat them so humiliatingly is not only an insult to Hinduism but it is a
sin against God.

Those who spoke for the meeting also showed their total dislike for the
Government of Orissa in particular and the Government of India in general
for showing total apathy towards the persecution of Christians in Orissa. In
one voice everyone felt that the World leaders should raise their voices in
unison to reprimand India for treating its minority community so badly.
World bodies protecting human rights should intervene immediately to put an
end to the harassment of Christians in India. Through this harassment to
Christians it is once again proved how fragile Indian secularism is.

With my head down in shame as an Indian, I express my feelings of total
disgust over the inefficiency of Orissa Government in particular and Central
Government in general to check the assault on innocent Christians there.
Christians are peace loving people and non violence is the core of
Christianity. When St. Peter used his sword to cut one ear of the Jew who
came to arrest Jesus, St. Peter was told by Christ these words Peter, put
your Sword back into your bag, because those who fight with swords will die
with swords only. Christian religion does not preach the doctrine of
violence and revenge. Christian religion does not preach the doctrine of
Eye for an eye and tooth for tooth. Eye for an eye and tooth for tooth was
the law of Hamurabi the ancient King of ancient Mesopotamia, presently falls
in Iraq. Good that Christians are non-retaliatory in nature otherwise there
would be blood bath in India if it was any other militant community in place
of Christians.

Our Muslims brothers are dubbed as terrorists for clandestinely planting
bombs in Delhi and elsewhere. But the greatest terrorists are the Hindu
fanatics who destroy, kill and rape innocent Christians openly in front of
the law enforcing authorities. It is very much surprising that the top
leaders of India woke up slowly much after the initial violence. Christian
Sonia Gandhi is cunningly keeping her silence just to please majority Hindu
community while top Hindu personalities like Karan Thapar openly condemned
this violence and said he is ashamed though never of being a Hindu but for
what some Hindus do in Orissa in the name of Hinduism.

Manmohan Singh is half heartedly issuing statement without any force. In him
we have a weak premier to check such atrocities on Christians. The leaders
of India are protecting the perpetrators of violence against Christians. It
is a shame for India to call itself a secular. If Gandhiji was alive now, he
would openly declare loudly his condemnation over the events going on in
Orissa and would further state that Orissa's Hindus will receive divine
punishment.

About a century back Indian sage Swami Vivekananda went on lecture tour to
America. While delivering his lecture there, he said proudly as a
representative of India that *India is the most wonderful land of
toleration where Indians build temples for Mohamodansa and Christians. We
Indians not only believe in universal acceptance but accept all religions as
true.* Now let me ask: Are we worthy of this legacy? What we see in India
now is total contradiction of what Swami Vivekananda said and yet we call
ourselves secular. It is a shame to call India a secular.

A VOICE OF KONKNNI NO MORE
 By Valmiki Faleiro

No one who has read Konknni in the Roman script would not be familiar with
the name of Zito Almeida. In a passion for writing, spanning some five
decades, Zito produced a huge mass of published work, most of it in his
beloved mother tongue. But, sometimes – for a wider reach, as he would say –
also in English. This was so particularly on the life of saints and village
 feasts.

Not without surprise: Zito hailed from a deeply religious family, as he
 himself also was.

His elder brother, late Fr. Lactancio Almeida, of the Society of Pilar, was
a long-time Editor of the 'Vauraddeancho Ixtt. 'Zito was born March 2, 1938
at Banda, Assolna. So entwined was his life with his faiththat when he
decided to start a business for a living, he set it up at Margao's
HolyFamily House dealing mainly with, what else, all forms of religious
items – from Biblesand scapulars to rosaries, from Holy pictures and statues
to ciboria. Side-by-side on the shelves of his showroom lay, of course, his
 second love: books in Konknni.

After completing primary studies in Portuguese and further studies in
English, Zito began writing at a young age. He initially contributed to
'Aitarachem Vachop,' a weekly published by the Salesian Society from Panjim.
He continued his Konknni writing in 'Vauraddeancho Ixtt,' Pilar Society's
 popular weekly.

Among the daily newspapers he wrote for were 'Sot', 'Novem-Goem', 'Divtti',
'GoenchoAvaz', and 'A Vida.' So also for weeklies like 'Udentichem Nokhetr',
'The Goa Times','The Goa Mail', 'Avé Maria', 'Cine-Times', 'Loksad', 'Konkan
Mail', and monthlies like'Dor Mhoineachi Roti', 'Gulab', 'The Goan Review'
(a bi-monthly), and 'Renovação,'the fortnightly of the Archdiocese of Goa
and Daman. Most in today's younger generations would have only heard of
these publications: almost all now extinct.

In addition to that voluminous work, Zito authored some books. Among
 them:'Bhurgeank Kannio-I', 'Bhurgeank Kannio-II', 'Vaitt Ieta Boreak'
(1967), 'Fatima' (on theapparitions, 1973), 'Goy, Mhojea Sopnantlem Painnem'
(on Goa and Goans, 2006), all in Romi Konknni.

As General Secretary of the Konkani Bhasha Mandal, he edited 'Konknni, Romi
LipintKhas Natalam Ank-1979.' He also edited Special Issues of 'Natalanchim
Nokhetram' (in Konknni, English and Portuguese, at Christmas-1968) and
 'Goychi Ranni,' (Carnival-1980.)
For a lifetime of work in Konknni, Zito was a much-decorated man. Among the
many honours, awards and 'puroskars' he received: In 'Konknni Pustokancho
Spordho'organised by the then 'Konknni Katolk Boroinnarancho Ekvott,' he was
awarded thefirst prize for his book 'Bhurgeank Kannio-I' (1970). He bagged
the Fr. LactancioAlmeida Iadostik Puroskar as the best writer of
'Vavraddeancho Ixtt' (1986.) The'Gulab Award' came his way for being a Boro
Borovpi (1988.) He was feted by 'Vavraddeancho Ixtt' (2003.) The Dalgado
Konknni Academi awarded him their Fr.Freddy J. Da Costa Potrokar
Puroskar-2006 for his writings in the past 52 years.Among the many public
felicitations was one in 2007, for his writings on Gulab fromthe monthly's
inception in 1983. Of course, he was honoured by both the
State-levelinstitutions of the language, the Konkani Bhasha Mandal and the
Goa KonkaniAcademy for his lifelong contribution to the language.

Besides his articles in Konknni, Zito also wrote rather profusely in the
Englishlanguage. This work was published in Goa's 'Herald', 'The Navhind
Times', 'Gomantak Times' and 'Fr. Agnel's Call.'The great thud that shocked
the Konknni world ironically came from a small fall athome. Zito was
bleeding a bit from the head. When brought to a Margao hospital, hisvital
parameters necessitated admission to the ICU. Suddenly, several unrelated
problems surfaced and, in less than a week and before anyone could realise
it, thenotable son of Konknni had passed into the pages of history.

Zito-bab breathed his last on April 4, 2008, at age 70. He leaves behind his
wife, MariaEmy Menezes of Cuncolim and children Rubina/Russel, Darlene
Orfelinda, Savio and Maria Lourdes (Lulush) and two grandchildren, Rusener
and Rubayne. All the saint she worshipped and propagated during his journey
here must have surely been there at the pearly gates, to welcome him to
 eternal home.

GOANS HONOR NRI AFFAIRS DELEGATION
Kuwait Goans urged to direct grievances to NRI Affairs
- By Sanny Nazareth

When it comes to hosting receptions, banquets or occasional
celebrations, Goans do it with passion. This was conspicuously
discernible on Friday, November 9, 2007, when a segment of the Goan
community in Kuwait threw in a lavish reception in honour of the
visiting delegation from the Indian State of Goa.

The delegation comprised of Eduardo Faleiro, Honorable Commissioner
for NRI Affairs-Government of Goa, Vice-Admiral (Rtd.) John Colin De
Silva, Chairman, Overseas Employment Agency of Goa, Ulhas D. Kamat,
Director of NRI Affairs, Government of Goa and Ms. Sabina Martins,
social activist and President of Bailancho Saad, a powerful regional
organization that spearheads the movement for the emancipation of
women.

His Excellency M. Ganapathi, the Ambassador of India, V.K. Mahajan,
First Secretary, Education Information and other Indian Embassy
officials also graced the occasion that was set in a luxurious Mughal
ambiance at the Mughal Mahal hospitality chattels in Hawally.

Carmo Santos, founder and chief patron of Goan Cultural Centre in his
welcome address highlighted the steadfast endeavours of the NRI
Affairs Goan in the interest and for the benefit of the NRI Goans.
Santos was particularly ecstatic at the visit of the delegation and
expressed confidence that with Faleiro at the helm of NRI Affairs, a
new leaf would be turned to redress issues that obsess the NRI Goans.
Santos also gratefully appreciated the kind guesture of His
Excellency, M. Ganapathi for gracing the occasion despite the fact
that it was the day of Deepavali, the great Indian Festival of Lights.

Eduardo Faleiro speaking in Konkani pledged full support, cooperation
and assistance and advised Kuwati Goans to direct genuine grievances
to the NRI Affairs, Goa. Faleiro apparently elated at the
overwhelming reception then presented a beautiful memento to Carmo
Santos and hailed him as, an excellent leader of the Goan community
in Kuwait.

His Excellency, M. Ganapathi then tossed in a big surprise by saying a
few admirable words with a touch of Konkani to the cheerful applause
of the guests who thronged the venue.
A surprise guest speaker was Ashok Karla, one of the managing partners
of the prestigious Mughal Mahal chain of restaurants who extolled the
Goan community for their organizational dexterity and added, that
every Goan function was a mini Goa reflecting Goans inherent desire
for joie de vivre.

Suresh Naik, President of Goan Cultural Centre proposed a vote of
thanks. Earlier, the delegation was profusely welcome with flowers
bouquets and later, presented with gifts at the hands of the leaders
of several Goan social, cultural and sports organizations active in
Kuwait.

Several prominent Goan personalities along with their families and
guests who warmly interacted with the members of the delegation
included Engineer Suresh Naik, President of Goan Cultural Centre, Dr.
Jagganath Chodankar, President of Club 9, Alexander Fernadnes,
President of Colva United Centre, Bosco Leitao, President of CRC
Chinchinim, B.M. Viegas, President of United Goans Centre, Derrick
Gomindes, Sports Secretary (Hon) Kuwait India Football Federation
(KIFF), and, S.J. Nazareth, President of Kuwait Goa Foundation, among
others.

Joyous Greetings from Goan Cultural Centre-Kuwait.
After the tremendous success of the Goan Food Cultural Festival in
November 2006, followed by the Christmas Tree, h ere's an announcement for
the much awaited event of 2007 in Kuwait

SHYLITE TO PERFORM IN KUWAIT

There is nothing standard about SHYlite. How could there be a band named
SHYlite when none of them seem shy at all, that includes Sharmilla Diaz -
the band leader and vocalist. Music was part of her and her talents showed
at a tender age of her schooling career. She works with various artists,
keyboardists, programmers one such being Stephen, who set the pulse of
SHYlite music to great heights, and Steve Daniels, vocalist, who made every
show fun with their versatile ways. SHYlite was formed in Mumbai in 2000
began to develop a sound that was distinctly at odds with the alt indo
western (English and Hindi Pop) music that dominated the music scene. The
produce of SHYlite continued to home its Steves timbre of voice, while they
produced the most amazing program's enhanced sonic adventurousness.
Sharmilla performed touching the souls of South Africa's Sun City and
Singapore which gave her international fame last year. Early 2007 she
performed in Canada on her tour, and is all set to be in Kuwait for the
SUMMER QUEEN 2007 programme to be held at Ramada Hotel on 3rd May 2007.

Goa's topmost band FOREFRONT will also be flown in for the event and Goa's
Sonia Sirshat will host the show. The highlight of the event is crowning
of the Summer Queen 2007.

The Summer Queen takes away prizes in excess of KD.750/- and fabulous prizes
for other competition winners!!!
