Hamid Ansari and Smt. Ansari, has boosted India-Kuwait ties to a qualitatively new level and I look forward to working with all concerned in advancing them even further. Since arriving in Kuwait in March this year, I have been received with much warmth and affection by the Kuwaiti leadership, officials and people. This is a reflection of the high esteem in which India and the Indian community in Kuwait are held here. It has made my assignment in Kuwait even more pleasant. The Indian community in Kuwait has acquired a solid reputation for being disciplined, hard working, efficient, and law-abiding. Your contribution to the development of Kuwait is widely respected. Your enterprise and talents are contributing to the prosperity of Kuwait as well as that of yourselves and your families. Many of you have visited my office to welcome me to Kuwait and I thank you once again for your good wishes. I also appreciate your enthusiastic response in attending the community Coordination Meeting that I convened at the Embassy last evening. At the outset, I would like to draw your attention to two ongoing innovative insurance schemes, one of which is comparatively new and may not have caught your attention. As you well know, many Indian nationals are employed in low skilled jobs in Kuwait and new arrivals come here every month to take up jobs in the domestic and private sectors. Such persons generally fall in the ECR (Emigration Clearance Required) category and are required to take emigration clearance before they leave India for jobs abroad. For their benefit, the Government of India had introduced the Pravasi Bharatiya Bima Yojana (PBBY) in 2003, amended in 2006 and 2008. All Indian nationals falling in ECR Category are required to subscribe to the PBBY insurance policy before they are granted Emigration Clearance. The insurance premium in this regard is usually paid by the manpower recruiting agency. Thus, all Indian nationals in ECR Category coming to Kuwait with proper employment contracts have subscribed to the PBBY policy, valid for two or three years, which carries attractive benefits, summarized at the end of this letter. Many Indian workers may not be sensitized to the fact that they have subscribed to the PBBY scheme and I thank one of the Indian associations for drawing this aspect to my attention. Another important scheme beneficial to Indian nationals coming to Kuwait with proper contracts relates to those new arrivals taking up jobs in the domestic sector, as housemaids, houseboys, cooks and drivers. I am happy to inform that every sponsor intending to recruit an Indian national as a domestic worker is now required to take an insurance policy in the name of the said worker from a designated insurance company, valid for two years. This scheme applies to those domestic workers who have arrived in Kuwait from India after mid-February 2009. It too has attractive features, summarized at the end of this letter. While I am disseminating the benefits of the PBBY policy and the insurance policy for domestic workers, among Indian nationals in the ECR Category working in Kuwait, I seek your cooperation in also doing so. Following the signing of a contract with the Kuwait Union of Domestic Labour Offices, a new shelter for Indian housemaids in distress has started functioning in Kuwait this year. The rate of resolution of grievances and repatriation of housemaids at the new shelter has improved substantially. As a result the number of housemaids in distress who are accommodated at the Shelter at any given time has reduced substantially. The Embassy will soon take further initiatives to provide information/advice to Indian nationals on matters such as their welfare, employment, immigration, labour disputes, etc. I will revert once this happens. I would also like to mention the free Health Screening and Awareness Camp for Indian workers in Kuwait that was conducted at Abassiya, Kuwait, last month. I laud the Indian doctors, paramedics and association representatives who volunteer their time on a holiday to guide and screen their fellow workers in Kuwait. In one voice everyone felt that the World leaders should raise their voices in unison to reprimand India for treating its minority community so badly. World bodies protecting human rights should intervene immediately to put an end to the harassment of Christians in India. Through this harassment to Christians it is once again proved how fragile Indian secularism is. With my head down in shame as an Indian, I express my feelings of total disgust over the inefficiency of Orissa Government in particular and Central Government in general to check the assault on innocent Christians there. Christians are peace loving people and non violence is the core of Christianity. When St. Peter used his sword to cut one ear of the Jew who came to arrest Jesus, St. Peter was told by Christ these words Peter, put your Sword back into your bag, because those who fight with swords will die with swords only. Christian religion does not preach the doctrine of violence and revenge. Christian religion does not preach the doctrine of Eye for an eye and tooth for tooth. Eye for an eye and tooth for tooth was the law of Hamurabi the ancient King of ancient Mesopotamia, presently falls in Iraq. Good that Christians are non-retaliatory in nature otherwise there would be blood bath in India if it was any other militant community in place of Christians. Our Muslims brothers are dubbed as terrorists for clandestinely planting bombs in Delhi and elsewhere. But the greatest terrorists are the Hindu fanatics who destroy, kill and rape innocent Christians openly in front of the law enforcing authorities. It is very much surprising that the top leaders of India woke up slowly much after the initial violence. Christian Sonia Gandhi is cunningly keeping her silence just to please majority Hindu community while top Hindu personalities like Karan Thapar openly condemned this violence and said he is ashamed though never of being a Hindu but for what some Hindus do in Orissa in the name of Hinduism. Manmohan Singh is half heartedly issuing statement without any force. In him we have a weak premier to check such atrocities on Christians. The leaders of India are protecting the perpetrators of violence against Christians. It is a shame for India to call itself a secular. If Gandhiji was alive now, he would openly declare loudly his condemnation over the events going on in Orissa and would further state that Orissa's Hindus will receive divine punishment. About a century back Indian sage Swami Vivekananda went on lecture tour to America. While delivering his lecture there, he said proudly as a representative of India that *India is the most wonderful land of toleration where Indians build temples for Mohamodansa and Christians. We Indians not only believe in universal acceptance but accept all religions as true.* Now let me ask: Are we worthy of this legacy? What we see in India now is total contradiction of what Swami Vivekananda said and yet we call ourselves secular. It is a shame to call India a secular. While

A permanent account number (PAN), is issued by the Income Tax Department to assessees. Quoting PAN is compulsory in all returns to be filed with the Income Tax Department. The requirement of obtaining a PAN applies to both resident as well as non-resident assesses. These assesses should also have a PAN: A citizen of India but residing outside India at the time of making the application Not a citizen of India - foreign citizen Other than individual (like company or trust or firm etc) - not a citizen of India - having no office of its own in India These points should be noted while applying for a PAN: AO code: The AO code pertaining to the International Taxation Directorate should be used. Address: In case of individuals, a foreign address can be provided as residential and office address, if they do not have any domestic address of their own. Additional courier charges for PAN card dispatch will be payable by the applicant at the time of filing the application if the address for communication is a foreign one. So entwined was his life with his faiththat when he decided to start a business for a living, he set it up at Margao's HolyFamily House dealing mainly with, what else, all forms of religious items – from Biblesand scapulars to rosaries, from Holy pictures and statues to ciboria. Side-by-side on the shelves of his showroom lay, of course, his second love: books in Konknni. After completing primary studies in Portuguese and further studies in English, Zito began writing at a young age. He initially contributed to 'Aitarachem Vachop,' a weekly published by the Salesian Society from Panjim. He continued his Konknni writing in 'Vauraddeancho Ixtt,' Pilar Society's popular weekly. Among the daily newspapers he wrote for were 'Sot', 'Novem-Goem', 'Divtti', 'GoenchoAvaz', and 'A Vida.' So also for weeklies like 'Udentichem Nokhetr', 'The Goa Times','The Goa Mail', 'Avé Maria', 'Cine-Times', 'Loksad', 'Konkan Mail', and monthlies like'Dor Mhoineachi Roti', 'Gulab', 'The Goan Review' (a bi-monthly), and 'Renovação,'the fortnightly of the Archdiocese of Goa and Daman. Most in today's younger generations would have only heard of these publications: almost all now extinct. In addition to that voluminous work, Zito authored some books. Among them:'Bhurgeank Kannio-I', 'Bhurgeank Kannio-II', 'Vaitt Ieta Boreak' (1967), 'Fatima' (on theapparitions, 1973), 'Goy, Mhojea Sopnantlem Painnem' (on Goa and Goans, 2006), all in Romi Konknni. As General Secretary of the Konkani Bhasha Mandal, he edited 'Konknni, Romi LipintKhas Natalam Ank-1979.' He also edited Special Issues of 'Natalanchim Nokhetram' (in Konknni, English and Portuguese, at Christmas-1968) and 'Goychi Ranni,' (Carnival-1980.) For a lifetime of work in Konknni, Zito was a much-decorated man. Among the many honours, awards and 'puroskars' he received: In 'Konknni Pustokancho Spordho'organised by the then 'Konknni Katolk Boroinnarancho Ekvott,' he was awarded thefirst prize for his book 'Bhurgeank Kannio-I' (1970). He bagged the Fr. LactancioAlmeida Iadostik Puroskar as the best writer of 'Vavraddeancho Ixtt' (1986.) The'Gulab Award' came his way for being a Boro Borovpi (1988.) He was feted by 'Vavraddeancho Ixtt' (2003.) The Dalgado Konknni Academi awarded him their Fr.Freddy J. Da Costa Potrokar Puroskar-2006 for his writings in the past 52 years.Among the many public felicitations was one in 2007, for his writings on Gulab fromthe monthly's inception in 1983. Of course, he was honoured by both the State-levelinstitutions of the language, the Konkani Bhasha Mandal and the Goa KonkaniAcademy for his lifelong contribution to the language. Besides his articles in Konknni, Zito also wrote rather profusely in the Englishlanguage. This work was published in Goa's 'Herald', 'The Navhind Times', 'Gomantak Times' and 'Fr. Agnel's Call.'The great thud that shocked the Konknni world ironically came from a small fall athome. Zito was bleeding a bit from the head. When brought to a Margao hospital, hisvital parameters necessitated admission to the ICU. Suddenly, several unrelated problems surfaced and, in less than a week and before anyone could realise it, thenotable son of Konknni had passed into the pages of history. Zito-bab breathed his last on April 4, 2008, at age 70. He leaves behind his wife, MariaEmy Menezes of Cuncolim and children Rubina/Russel, Darlene Orfelinda, Savio and Maria Lourdes (Lulush) and two grandchildren, Rusener and Rubayne. The Know India Programmes provide a unique forum for students and young professionals of Indian origin to share their views, expectations and experience and bond closely with contemporary India. The 8th KIP is organised by MOIA in partnership with the Government of Tamil Nadu and with the logistical support of Nehru Yuva Kendra Sangathan (NYKS) and the Confederation of Indian Industry. The proposed Programme involves a total of three weeks stay in India consisting of Diaspora youth professionals and students of the age group of 18-26 years. A variety of programmes will be arranged in Delhi and Tamil Nadu, h ighlights of which are - calls on the dignitaries in Government, visits to places of cultural, rural and industrial interest, in both Delhi and Tamil Nadu and stay in a city of the latter State. Participants will also get an opportunity to participate in projects on environment, primary education, rural health etc. A visit to Agra is also included in the programme. Broad guidelines for the Programme are as follows: (i) The participant should have distinguished himself/herself in a particular field, should have abiding interest in India and links with India through parentage. (ii) The participants should be in the age group of 18-26 years. (iii) Participants are to apply with their biodata and other personal details including passport details and e-mail addresses along with two passport size photographs; (iv) The participants will have to pay for their international travel costs from their respective country to Delhi and back. An amount equivalent to one-way air fare by economy/excursion class will be reimbursed to them by the Ministry which can be claimed from the Embassy on production of receipt. Goan Cultural Food Festival Goan Cultural Centre-Kuwait announces Goan Cultural Food Festival event on Friday, 24th November 2006. The highlights of the event will be a 22 member Goan folklore troupe of musicians, singers, and theatre artistes deputed by the Directorate of Art Culture, Government of Goa flown in to depict Goa's unique cultural heritage, music, food and to potray India's multi-linquistic cultural offerings. The changing colors of history have left their multiple and shades on the Goan life. And folk art has not been an exception to it. The traditional folk music and dances have continued uninterruptedly, while the influence of the Portuguese music and dance on the local culture has helped to evolve new forms. This happy blending and co-existence of cultural traditions gives Goa unique character. It's the first time such a delegation will visit Kuwait under the patronage of the Directorate of Art Culture. A full day programme awaits for the whole family with traditional Goan funfare. Surprise Konkani presentations - comedy skits, mimicry, songs - by Goan talents will be the added features. Games, Food Stalls and Lots of children activities and competitions. Children below 5 years admission free. An open invitation for all Goans in this unique event - be it cultural-culinary-games-competitions-contests for all ages.
