[Goanet] Goans born overseas before 1961, re passports

There was some issue in the recent past in terms of Goans born overseas
around the 1960s or before, getting an Indian passport.

However, if their births were registered in Goa, and the parents or
grandparents were Goans, they are deemed to be Indian citizens. This is
under the Goa, Daman and Diu Citizenship Order 1962, it has been clarified.

Travel documents, if available, and, in the case of married women, a bank
passbook showing their full name as per their birth certificate with a
photo, is sufficient to now get a passport.

The new passport officer, Mr Agnelo Fernandes (Passport Office phone 2437
877 and Agnelo Fernandes 9923 991777), is very helpful, and has now
released my wife's passport. She had applied for an Indian passport way
back in 2010.
