  A study suggests Mumbai is the rudest city in the world. (Too bad they forgot 
to cover saadi Dilli, that place would win hand's down in such a poll… it's 
only in our capitol city that you can get shot down because you scraped past a 
Maruti Esteem on Chandni Chowk). I actually agree with their findings… I think 
our city has lost it in terms of basic courtesy and civic behaviour. People are 
becoming increasingly crude and disgusting in public places. 
However, instead of trashing the citizens, I actually empathise with them. You 
work your butt out earning taxes to run the nation, and all you get in return 
is shoddy roads and pathetic living conditions. And you're expected to help 
careless dudes when they spill papers on spit-laden streets? You travel hours 
to get to work each day, in the most trying circumstances, at times you drown 
in open nallahs laced with dog faeces and rat piss, and all you get in return 
is a slum-surrounded dabba that you self-deceivingly call home, and you're 
expected to say a cheery hello to equally angsty strangers? You have a 
government that looks the other way when you are in deep trouble, that does 
nothing to worry about improving lives of people who own this city, and is 
instead more worried about filling up its own coffers, apart from spending all 
its energies demolishing dance bar girls and wardrobe malfunctioned models, and 
you're expected to say a sweet thank-you to the drunk, abrasive,
 ghoos devouring clerk at the ration card office? No thanks, I say. As the 
world sniggers at aamchi Mumbai post the survey, they would do well to remember 
that Parisians, Romans and Londoners would do far worse in similar 
circumstances. Forget thanks and sorry, the sort of expletives they'd fart out 
on the streets, even I, with my solid reputation for poor taste intact, would 
find unprintable. Forget accusing them for being rude, I salute Mumbaikars for 
keeping their heads in what could be the worst surviving conditions in any city 
in the whole wide world.

But is it THAT bad?

I am often blasted for being overtly negative about stuff, after all, some 
would say, nice, nice plans are afoot for the city. The PM was down to 
inaugurate the Metro, we'll soon have a brand new airport, there's that 
sea-link project, Marine Drive is set to get a stunning make-over, Dharavi will 
soon start resembling Manhattan, etc, etc. Cool, super, sounds great to me too, 
but I am afraid, going by the past record (and since the same bunch of jokers 
continue to head all our political parties), all this is plain cheap talk, 
uttered simply to achieve two things: strengthen assorted vote banks, and slime 
off most of the funds that will get generated for the various projects. 
Consider this: we have built geometrically incorrect flyovers over both, Worli 
and Mahim, at huge cost to the tax payer, but no one was held accountable, and 
life just goes on. We cannot get the much needed Peddar Road flyover going 
because a nightingale won't sing. The so-called sprucing up of our existing 
domestic airport is taking millenniums to get done. God alone knows when (and 
if at all) the Bandra-Worli sea link project will get completed. And instead of 
paying serious attention to our totally crumbled local train network, we are 
busy dreaming of a Metro. Here's what will eventually happen: Every single 
project will, as has always been the case, get badly stuck in a quagmire of 
executive lethargy, inter-party carping, dirty politics, rabid corruption, 
mindless public interest litigations and slums revolts. And worse of all, 
because the government wants to prove it's serious about development, roads 
will get stupidly dug up and left in that state for years together
 (it's the same situation in Bangalore where I am currently located, and where 
the good doc has arrived to make all the right noises about growth and 
development, as he leaves mind-numbing traffic snarls in his wake) making the 
average Mumbaikar's miserable life even more degraded than it already is. 
And they expect the citizens to be polite and well-mannered at all times like 
the Londoners and the New Yorkers? &[EMAIL PROTECTED] @*%, is all I can say.

  Air New Zealand is to introduce a new electronic baggage system, which the 
airline has said would collect five million dollars (3.3 million US) annually 
from overweight baggage.
  The system will automatically calculate the weight of baggage being checked 
through and any applicable charges, Air NZ executive Norm Thompson said.
  "This new X-bag system is designed to ensure that we more closely control 
baggage weight and fuel use. Every extra kilo carried on an aircraft means 
extra fuel burned," he said Tuesday.
  Air New Zealand currently carries about a million kilograms of excess baggage 
domestically each year, costing 2,200 dollars per kilogram in fuel. Fuel makes 
up 35 percent of the airline's total costs.
  Thompson said it was "categorically not a revenue-gathering exercise" but 
check-in staff were reported to have been briefed on how to deal with 
passengers angered by the new system.
  Air New Zealand domestic travellers are charged five dollars per kilogram 
(2.2 pounds) of baggage over the allowable 20 kilogram limit.

After a long time actor Salman Khan has come up with a real gem. On hearing 
about Shah Rukh Khan being questioned by US security at Newark, New Jersey, he 
said it’s good that the country has such a tight set-up. And that ``there has 
been no attack after 9/11 because of this.’’


Salman has a point. SRK might be an icon to Indians and many in the 
subcontinent, even to the desi diaspora spread across the globe, but to America 
he’s just a visitor. We may be convinced he cannot be involved in anything 
that’s remotely violent, but the guard given the responsibility of stopping 
something like 9/11 from happening in his country again will want to take no 
chances. And what is the possibility that he’s a die hard fan of the Khan and 
Bollywood? Very slim.


Interestingly, the same day that SRK was detained in Newark, there came news 
that the great Bob Dylan, who was wandering around Long Branch, near New York 
City, sometime back, was asked for an ID by two cops too young to know who he 
really was. When he couldn’t furnish one, he was taken right back to the resort 
where he was putting up and staff there vouched for him. And America is Dylan’s 
own country. 

Was there a furore? Not that I know of. Not even a little blowin' in the wind.


SRK says he’s ``upset and angry’’ because it was his Muslim name that caused 
all this. Thousands of Muslims are made to go through extra security checks 
everyday in America and a host of Western countries. Is he equally upset at 
that? He's probably just pissed that it happened to him, India's mega star. We 
all know how a lot of Muslims have been subjected to prejudice around the world 
because many countries see terrorism as an Islamic phenomenon. Yes, it is 
uncalled for, unjust and maybe wrong. But America is a country that takes the 
killings of its people with the seriousness it deserves, unlike India whose 
record on this is shameful, to say the least.


Also, because most of the perpetrators of 9/11 were Muslims, America thinks it 
has to be doubly careful where they are concerned. Had the terrorists been 
Jews, perhaps it would have looked at Jews with similar suspicion. I was much 
more aggrieved at President Kalam being frisked. But that’s a dated debate.


There are two layers to the SRK incident and we must peel them off with care. 
One, it is quite ridiculous that Indians feel their icons and superstars are 
everybody’s icons and superstars. What the heck? If Jet Li came to India 
tomorrow, the man on the street here would probably call him ‘`Chinky’’ and not 
give a second look. For that matter, what if Gérard Depardieu came travelling. 
How many would know him? Matt Damon was here recently and there wasn’t a 
traffic jam in Delhi. These guys are huge back home.


Moreover, America doesn’t have a culture of fawning the way India has. Mike 
Tyson was treated like a common rapist and spent most part of his youth in the 
slammer. Winona Ryder was sentenced to a three-year probation for shoplifting. 
Chinese born Hollywood actress Bai Ling was fined US 200 dollars for petty 
theft.


More importantly, we are actually aggrieved because we are ``not like them’’. 
Well, guess what. It isn’t a virtue. We should be like them and take the 
security of our country and its people with solemn, no-nonsense 
professionalism. Frisk Brad Pitt when he lands in India next. Give Tom Cruise 
the same dose. Don’t spare Bill Clinton either. Isn’t he an ex-prez just like 
Kalam? Who’s stopping you and what’s stopping you? Colonial hangover? Or is it 
plain lethargy and callousness. Looks like both.


We are just whimpering over here like hurt puppies because we feel, ``Oh, but 
we don’t do it to them’’. Oh no, we don’t. And it’s a scandal. We should. I’ve 
seen white men – and women – get away in India with murder. Indian women can’t 
get into some discos wearing a sari. And bouncers will frown at you if you are 
dressed in a kurta. Have you seen what some of these firangs have on them? No 
one bats a eyelid.
So instead of making SRK’s detention an issue, we should think of upgrading our 
own security set-up. 

There’s a lesson in this. And it is a positive one. A day after our own 26/11, 
there was hardly any security at CST in Mumbai. It can’t get worse than that. 
The bottom line: Stop fawning, shed the colonial hangover and make no 
compromise where the country’s safe

The Challenge of Saving Goa: The case of Canaguinim

It has now become a norm in Goa, wherever open land is visible (land already a 
scarce commodity), that the draconian law of acquisition is carried out with 
impunity by allegedly corrupt politicians in league with rapacious builders and 
unscrupulous public servants, for the construction of mega housing colonies and 
other destructive development, with the barest respect to maintaining setbacks, 
sewerage and proper roads. Huge tracts of land are acquired for a pittance or 
compensation never paid to poor farmers and backward communities who are 
unaware of their rights.

The land thus acquired is surplus to what is required for the projects so the 
excess is reported to be sold on to greedy builders to build shopping and 
housing complexes. Land records have been distorted and even the thumb 
impressions of the dead have been fudged and forged, and there have been 
instances where landlords have become tenants, and vice-versa, overnight.
I had the opportunity of meeting Fr Henry, the parish priest of St. Sebastian 
Church, Canaguinim, for the past three years, at the GOA festival in London, A 
devout person, Fr Henry sees the villages of Canaguinim, Nuem and Cabo de Rama 
as scenic, serene, unpolluted and
peaceful. But with no schools or even a primary health centre, and an erratic 
power and water supply, their inhabitants have migrated to cities for better 
education facilities for their children and those living in the village have 
their children travelling more than 20 km everyday to school and colleges.

When the villagers of Betul-Naqueri passed resolutions in the Gram Sabha 
recently to altogether scrap the Food Park project, in spite of fierce 
resistance from the authorities, they are stumped as to why the land acquired 
using the urgency clause (the clause is designed to be used only in case of 
earthquake or natural disaster) for the food park’s auxillary service has not 
been returned to its rightful owners.

A large part of this land is agricultural, the owners being mostly from the 
backward class communities who have toiled hard for generations to undertake 
the cultivation of coconut and other fruit trees, and who have been miserably 
compensated. The information accessed under RTI indicates that the auxiliary 
services for the Food
Park project are related to real estate development.
According to information obtained, the company wishes to set up club houses, 
apartments, villas, resorts, malls, BPO and IT/BTS plots.

There is hardly any mention of any food processing units! The development, with 
the attendant huge influx of migrants, will have an adverse effect on the 
social, cultural and environmental situation, putting more stress on the 
already overburdened infrastructure like power, transport, sewerage system and 
garbage which is already a monstrous issue in other parts of Goa. The prime 
land acquired by the GIDC must be given back to its rightful owners. Any major 
project, if it is to enjoy local consent, needs first to undergo a thorough 
preliminary study, to be presented to the local panchayat or government for 
evaluation. Where, though, is the
feasibility study that shows, at the very least, that there really are all 
those unemployed Goan youth who are trained, qualified and prepared for such 
projects?

Despite huge cash offers running in lakhs to dissuade Fr Henry from 
spearheading the opposition, he and the villagers of Canaguinim stand resolute 
in their campaign to see such disastrous projects scrapped. Fr Henry is a 
Manglorean, yet has Goa in his heart. He says that if
the government is serious about developing the village and its inhabitants it 
should first build schools and other educational institutions, primary health 
centres, hospitals and other, non-polluting cottage industries which will 
employ the local people.

He cites, as an example of what is going wrong, the ONGC (Offshore Natural Gas 
Company), which has acquired 22 acres of prime, sea-facing land in Canaguinim, 
where locals are yet to find employment even after more than 15 years. The 
central government has been serious in razing down illegal structures within 
the CRZ zone, and yet the state government is bent on constructions in the 
Betul/Canaguinim coastal areas.
The residents of Betul, Naqueri and Canaguinim have already been having 
problems in finding land to build dwellings for themselves as a result of 
expanding families, and in such a situation our politicians are acquiring the 
already scarce land for destructive development.

Electricity and water are commodities that have been already stretched to the 
limit and an overload will most certainly will cause a total collapse of the 
infrastructure.
Twenty years ago, our state politicians kept junketing off to Singapore for 
ideas and inspirations to make Goa another Singapore, a model state in India. 
But today we are witnesses to lop-sided development
