Bharatiya Muslim Mahila Andolan, along with Police Reforms Watch, Bharat Bachao 
Andolan, Vidyarthi Bharti, Phule-Ambedkar Manch and Jagrut Kamgaar Manch is 
organizing a press conference to protest against the increasing harassment of 
Muslim youth by the police in Mumbai and the increasing intolerance towards the 
Muslim community. 

To condemn the rising hatred and animosity and the inability of the state to 
adequately respond ensuring security and safety of all citizens, this press 
meet is being called. Muslims as well as all citizens of India are entitled to 
a safe and secure environment to develop and prosper. It is the responsibility 
of the state and it various structures to ensure that this happens. But in the 
last many months we have seen increasing acts of violence against the 
minorities. Especially the role of police is less than adequate. The thrashing 
of 2 youth by the Bandra west police station and the inability of the police to 
prevent the incidences of intimidation by anti-social elements and the even 
larger concern of the inability of the state to accept criticism and dissent 
from the society is a dangerous sign. 
As civil society organisations working with the most marginalized sections, we 
would like to register our protest. Please do send your reporter to cover the

End Impunity, Ensure Accountability

Several groups and individuals have come together in Mumbai and other parts of 
the country to launch a visible public campaign for the immediate tabling of 
the Prevention of Communal and Targeted Violence (Access to Justice and 
Reparations) Bill, 2011 in Parliament forthwith. Several groups involved with 
human rights issues among various communities will be spearheading the Bill.

SAY NO to Violence, YES to Justice and Peace are the slogans of this campaign 
that will be launched at a regional and national level this Friday, February 8, 
2013 at 3.30 p.m. at the Press Club, Mumbai. Actor activist Rahul Bose along 
with other representatives of the Campaign will address the media. We request 
you to attend and cover the press conference.

Immediately after the launch press conference, four  meetings have been 
scheduled with local communities at Kandivli (February 10, 2013), Mumbra 
(February 19,2013), Malad (March 2, 2013) and Goregaon (March 3, 2013)

Invitation to a Press Conference  in Mumbai:

‘Justice for Victims of 2002 Genocide’

Day/Date / Time: Friday, February 24, 2012; 3.00p.m.

Venue: Mumbai Marathi Patrakar Sangh,  Mahapalika Marg,  Mumbai.

February 27/28 mark ten years both of the tragic death of 57 persons due 
to fire in a compartment of the Sabarmati Express near Godhra station 
and the criminal manipulation of this tragic incident as a pretext for 
the Modi government sponsored anti-Muslim genocide throughout the state.


On February 27, thousands of victim-survivors of the mass crime, 
lawyers, jurists, activists, artistes and intellectuals from all over 
the country will assemble at Gulberg Society, Ahmedabad for a 
commemoration. Through words and images, reminiscences and video-clips, 
photo exhibition, names of ‘Missing Persons’ enlisted on a ‘Wailing 
Wall’, honouring those who risked their lives to save neighbours who 
were the target, music and tears, the Crimes Against Humanity committed 
ten years ago will be recalled and the plight of the traumatised and the 
displaced highlighted. The survivors from Gulberg Society will lead the 
assembled people through the housing colony and recount the horrors of 
February 28, 2002. A collective resolve will be renewed to continue the 
struggle for justice to the victim-survivors and punishment to the 
perpetrators and masterminds of the carnage.


The entire programme at Gulberg Society, symbolising the Holocaust in 
Gujarat will be webcast for viewing Live on the afternoon/evening of Feb 
27 and posted on U-tube subsequently so that we remember, never forget.


Simultaneous Commemoration Meetings are planned in several cities, 
including Mumbai and Delhi.


For a part of the meeting on  Feb 27, we hope to be able to view the 
programme webcast Live from Gulberg Society. The Mumbai meeting is being 
held onj February 27 at 6.00 p.m. at St Xavier's College Auditorium, 
Mahapalika Marg, CST, Mumbai. This is beign  jointly organised by ALL 
justice and peace-promoting individuals/organisations and St Xaviers 
College.

URGENT PRESS STATEMENT.

Minorities Offered Re-Imbursement Of Fees/ Scholarships by the 
Minorities Welfare Dept, Government of Maharashtra.


The Ministry of Minority Development , Govt of Maharashtra is offering 
Reimbursement of Fees / Scholarships for various professional, 
vocational and non-professional courses  for the economically weaker and 
meritorious Students belonging to the Christians, Muslims, Buddhist, 
Sikh, Parsi and Jain Minority Community.


The Bombay Catholic Sabha along with Muslims for Secular Democracy and 
several other NGO's has  partnered with the Maharashtra Minorities 
Welfare Department in motivating the minorities to apply and avail of 
these schemes.


The Minority Schemes cover the following :

1.  Fee Reimbursement Scheme for Employment Oriented Training 
Programmes. The maximum amount under this scheme is Rs 4000 per course.


2.  Scholarships for post-SSC, post-HSC. Professional 
Diploma/Degree/Post Graduate Courses. The maximum amount is Rs 25,000.


3.   Scholarships for BA/BSc/BCom courses.  The maximum amount is Rs 
5000.


The essential requirements and documents to be submitted are as follows:

a) Annual Income of parent/guardian of student: The annual income of the 
family  should not exceed more than Rs. 2,50,000/- ( Two Lakhs Fifty 
Thousand) per annum. In case of self-employment a declaration on a 
non-judicial stamp paper or on plain paper affixing Rs 10 court fee or 
franked with Rs.10/- stamp,  detailing the annual income from all 
sources.  In case of those employed, a salary certificate from the 
employer or True Copy of Income Tax Returns.


b) Documents which need be  enclosed with application:

i. Attested certificates of educational qualifications.

ii. Proof of religion: If not stated in your School Leaving Certificate 
, then a declaration confirming your religious status.


iii. Proof of permanent address: Please attach any one of the 
documents: Domicile certificate/ Ration Card/ Driving Licence/ 
Electricty Bill/ Indian Passport/ Election ID card etc.. Photocopy of 
the same should be attached, signed by the applicant/student to affirm 
that the same is a ‘True Copy’.


Declaration of religion (if not mentioned in the Leaving Certificate) 
and annual income can be combined in a single declaration.


Declaration Formats are available on the website.

c) Verification by Head of Institution/College: Students are required to 
fill the prescribed form, attach  supporting documents and submit it to 
their institution/college at the earliest. The institutions, in turn, 
are required to submit the same directly to the Directorate of Technical 
Education (DTE) by February 25th.


The Department has also requested the  NGOs to help in publicising the 
scheme, making the forms available to students, guide/help them in 
filling the forms and submitting the same on behalf of the students with 
the DTE.


The Bombay Catholic Sabha and other NGO’s who have been interacting with 
concerned officials in the last two weeks are keen on following this 
route as we will be able to track and pursue the matter with the 
authorities until the sanction decision is taken. BCS  has  also offered 
to volunteer this service to students free of charge.

violence against north Indians in Mumbai, Thane and Kalyan.
Neither  Mr. Raj Thackrey nor the MNS have actually done any good to the 
ordinary Maharashtrian Bahujans on whose behalf he is advocating.
The major issues of the State and its toilling masses like that of the 
agrarian crisis, land and homelessness, displacement due to SEZ and
other development based projects or mill workers in Mumbai have found any 
place in his agenda.  The violent and dividing politicking will
result in far reaching consequences to safety and securityof the citizens 
and the  integrety of the nation




Repeated inflammatory public speeches and statements made by Raj Thackeray, 
is ample proof of his violent and unlawful demeanor and
there is no justification for the Democratic Front led by Congress and NCP 
for being a silent spectator resulting in violation of rule of

law and the rights guarenteed under the Indian Constitution.



The state has left the ordinary citizens vulnerable to the attack by a small 
section of unruly MNS workers.




We assert the diversity of Mumbai and believe that the rule of law has to 
prevail and Mr. Raj Thackery / MNS should not be allowed to
continue with their unruly behaviour holding the entire city in ransom. The 
State is equally responsible for the breakdown of the
constituitional mechanisms and fear that has been instilled in the 
linguistic and regional minority in Mumbai.  The violence would not
have continued with out the silent support provided by the Chief Minister 
and the Home Minister.


We also denounce Thackeray's statement exhorting his party workers to take 
to violence and arson as peaceful modes of protest like fasting
and Dharna are  'ineffective' and must be given up. We demand immediate 
action to restore the rule of law and derecognition of MNS
as a political party and stringient legal action against Raj Thackrey, 
implement the recommendation of the State Human Rights Commission [SHRC] to 
reinvestigate all the
earlier cases against Raj Thackeray and initiate action as per law. We 
firmly state our disagreement with all those who have silent faith in
the segregating vision of Raj Thackeray, but merely condemn his physically 
brutality.


We request the ordinary, peace loving, non communal and progressive forces 
in the city to come together and fight the hijacking of the
ordinary citizens agenda using violence and vested interests by politicians 
like Raj Thackeray.
