The Tiatr Academy, Goa was constituted on 6th January, 2009 with eminent Konkani playwright , ex Speaker of the Goa Legislative Assembly, ex Headmaster, and columnist Mr. Tomazinho Cardozo . Besides other office bearers , Mr. Victor de Sa was appointed its Member Secretary. It was inaugurated on 16th February, 2009 at the JAF – Pai Tiatrist Hall Margao and its Constitution notified on May 2009. The Government has provided the Tiatr Academy a Rs. 1.5 crore assistance to have its own premises and one such premise Opp the Kala Academy at Campal Panaji is under consideration. The Tiatr Academy Goa now well over 100 days since its inception has invited all tiatr artists, writers, directors, actors, singers, those involved in back stage works such as stage setting light effects background music constumes make-up professionals and musicians assisting tiatrs etc to attend its first meeting on 17th June 2009 at 4.00 p.m. sharp at the Conference Hall of Ravindra Bhavan Margao according to an advertisement released on the local English daily today by the Member Secretary TA-Goa to give valuable suggestions for the effective functioning of the TA-Goa. This writer has been interacting with several of those connected with the tiatrs and during such interactive meets the undermentioned suggestions need to be considered. The Tiatr Academy Goa constituted on 6th January, 2009 by the Government of Goa was clearly with a rider that the OLA 1987 would not be tampered with the demand at a above and hence appears to be a favour done to the Tiatrist and tiatr lovers and not as a legitimate fulfillment of a long pending requirement. Thus there can be no comprise on the legitimate demand of Goans for grant of official recognition to Konkani in the English script by amending the OLA 1987 as the topmost priority. Once this is achieved it follows as corollary that the State Government must give budgetary support and not mere financial “assistance “ as doles as at present. The Tiatr Academy Goa should look out for an individual who is young , dynamic , apolitical, has administrative acumen, and above all has the ability to unite the tiatrists. have its own website, blog, online facility email and network with similar other websites so as to act as a repository of anything and everything related to tiatr create a data base of all the tiatrist and those connected with the tiatr right from 1871. The data can be classified broadly in four categories a) before Independence 1947, b) before Liberation 1961 c) post Liberation 1967 and d) post Statehood 1986 . The “Pai Tiatrist” – Joao Agostinho Fernades (JAF)indoor auditorium, Margao, which was packed to capacity reverberated at exactly 7.30 to the echoes of the tiatr “Gouyo Put” . The tiatr staged 57 years ago, bringing back nostalgic memories of that famous Konkani playwright, a musician, singer, composer , director, the hat donned , well attired bespectacled gentleman, late Augusto Remedios Souza Ferrao (b: 1.6.1909 d: 6.3.1978) a native of Ambora Raia, whose inaugural “Souza Ferrao Birth Centenary Celebrations “ under the auspices of the A R Souza Ferrao Cultural and Charitable Trust and the Tiatr Academy, Govt of Goa got underway. . This time round his tiatr was directed by veteran Konkani playwright Shri. Anilkumar and others viz; Fatima, Jessie, Angela, C D Silva, Ben Evangelist, Anthony San, Marcus Vaz, Mil-Mel-Nel, Xavier Gomes Conny M, Antush Comedian Jesus. The inaugural function began at 6.00 with the lighting of the traditional lamp . Ms Flora Wilma Souza Ferrao welcomed the gathering and explained the objectives of the Trust. Ms Ovita DSouza gave a brief narration of the life of her grandfather A R Souza Ferrao Alzira D Costa, Sasha Rebello, Sonali Sunny Fernandes grand children of Antonelio Conceicao Fernandes (s/o Pai Tiatrist )and Priyanka offered bouquets to the dignitaries. Ciriaco Dias a Konkani playwright since 1942 minced no words to express his disenchantment towards the tiatrist from Mumbai who were not bestowed any State awards till date. Some of them are dead and others will soon follow suit he said. He reminded the Government that it is the tiatrists of yesteryears who sacrificed every thing for the benefit of the society with no monetary returns. He chided the Government for merely appointing committees and launched his tirade against those that constituted such committees who displayed a lackadaisical attitude towards the sentiments of the tiatrist. he however said that CM Digamber Kamat had stood by his promises and would surely rectify such obstacles. Chief Minister, Shri. Digambar Kamat the Chief Guest speaking at the inaugural function assured the Tiatrist of all support to their cause. His Government has released grants for the Academy to have their own premises a promise he made at the inauguration of the Tiatr Academy on 16th February, 2009. Later he released a book on A R Souza Ferrao which gives incite in to the life and times of A R Souza Ferrao and several pictures. CM also inaugurated a website on A R Souza Ferrao on the ocassion Deputy Speaker of the Goa Legislative Assembly, Mr. Mauvin Godinho, Guest of Honour , speaking on the ocassion said that unless the audience extends support to the tiatros this aspect of Goan culture will not flourish. Mr. Rico Rod ( Ricardo Vincent Rodrigues ) the inimitable comic faced, comedian a native of Sirlim supported the views of Cyriaco and paid a tribute in memory of late M Boyer (who they fondly called Manu) with a song unaccompanied by music. Mr Tomazinho Cardozo President of the Tiatr Academy tried to convince the audience on the technicalites that prevented the Goa Government from awarding the Bombay based tiatrists. But this did not find favour with the audience. President of the A R Souza Ferrao Cultural and Charitable Trust thanked the audience. Special momentos were given to the CM, Dy Speaker, President of the Tiatr Academy and Rico Rod. A special momento was also given to Anil Kumar who had willingly agreed to re-act the play on today's ocassion. A maid Lourencin of Mr A R Souza Ferrao who used to look after their house in Fatorda and was always available at the beck and call of A R Souza Ferrao and other tiatrist who practiced there was given a cash award on the ocassion. Mr Domnic De Souza compered the programme. The family of Pai Tiatrist were special invitees on the ocassion. Flora Wilma Souza Ferrao the daughter of Mr. A R Souza Ferrao who otherwise lives in Arossim speaking to this writer at her Maddel Grande , Margao residence, candidly admitted that “ while the tiatr audience remembers him for his stage performances , her father indeed was an excellent musician . Yes - Music - was his forte he loved to participate in Goan folk songs and dances “ . Indeed in a befitting tribute to his musical prowess the second day programme at the same venue and time will be devoted to Konkani dance, song ,and music by eminent , Mandos Dulpods by Goyche Noketram - Marianella Mascarenhas e Dias, Instrumental music on by Theresa Figueiredo, Goretti Pinheiro Chernol Mendonca, Antonio Fernandes, Lourdes Soares, Celina Andrews and Marisa Andrews. Cansauleche Kala Mogi and songs from several films viz Amchem Noxib, “Nirmonn” ‘Sukachem Sopon’, ‘Kortubancho Sonvsar’, ‘Boglantt’ ani ‘Bhuierantalo Munis’.. In a sudden development Leader of the Opposition, Mr Manohar Gopalkrishna Prabhu Parrikar 55 complained of uneasiness following a bout of acidity at around 0900 hrs today 26/5/2009 and after a preliminary check up with family physician Dr Bhandari Panaji was advised admission to the Apollo Victor Hospital at Malbhat Margao. After preliminary tests scans et al at the Hospital he underwent an angiograph at 1106 hrs and is now recuperating well. When this writer spoke to his older brother at the Hospital this evening at 2043 hrs he said that his brother has such bouts of acidity apparently owing to a stressful life routine but he always takes it in his stride. This time however he may have had some other premonitions and perhaps he felt admission to the Hospital was in order, and rightly so. There were around 117 visitors who had signed the visitors register. However there was a steady stream of visitors besides these according to the Hospital authorities. Later at 2100 hrs CM Mr Digamber Kamat visited him at the Hospital. Apparently according to some party workers that this writer spoke Mr Parrikar has had a hectic schedule attending the adhoc Committee meet on Home on 21/05/2009 for the first time held at the Collectorate Margao and he also attended to several other programmes until yesterday. Recently the grape vine was that post Lok Sabha elections the dismal performance of the BJP led NDA and the local events in Goa wherein atleast four to five BJP MLA's were reported to be planning to quit the BJP to join the INC appears to have unnerved the BJP organisational and legislative set up and this too may have had a bearing on himm There seems to be some merit in this view as post LS elections Mr Parrikar had not articulted his views vociferously as in the past apparently reading the writing on the wall. However, for a workaholic Mr Parrikar and a go getter one can expect him back in the saddle sooner than expected. Of his two sons one is with him at the Hospital and the other abroad. GODFREY J. I. [Goanet] Land Acquisition (Goa Amendment) Bill, 2009 - ASSENTED?
According to highly placed sources the Government Bill viz the Land Acquisition (Goa Amendment) Bill, 2009 which was moved by the Hon'ble Minister for Revenue Mr Jose Philip D' Souza on 24th March, 2009 for consideration and passed by the august Goa Legislative Assembly has finally received the assent of the Governor of Goa on 16th April, 2009. It may be recalled that following a judgement of the Supreme Court of India ordering demolition of a major portion of the Cidade de Goa resort delivered on 20th January, 2009 the Government of Goa went all out of the way to avert the compliance of the judgement before dooms day 19th April, 2009, by promulgating an ordinance Land Acquisition (Goa Amendment) Ordinance 2009 under art 213 of the Constitution of India, on 28.02.2009 amending section 41 of the Land Acquisition Act 1984 to insert sec 6 7 8 9 retrospectively from 15-10-1964 and thereafter introducing the Land Acquisition (Goa Amendment) Bill 2009 on 24th March,2009. The ploy obviously stage-managed was to get the employees to plead with the Government to save them from the dilema of losing their employment and the Government shed a tear almost overenthusiatically bending backwards to avert the demolition by the promulgation of the ordinance. Ordinarily the Government ought to have allowed the demolition and placed the onus on the employers to re-employ the staff gainfully or offer them a Voluntary Retirement Scheme of a 90 day compensation or any other alternative the employees would desire. This immediately brought protests from conscientious citizens in the State in March 2009. Even a section of the politicos alleged it was the Saraswat Brahmin politicos viz the CM Mr Digamber Kamat the Leader of Opposition Mr Manohar Parrikar the ex-Minister Mr Somnath Zuarkar ( who was incidentally the then Sarpanch of Taleigao who did not refer the file to the Chief Town Planner that resulted in the deemed permission for illegal extension by the Timblos who own the Cidade also Saraswat Brahmins and well connected to legal luminaries. No doubt it was only the Prudent Media often described as the posorkars (read Saraswat Brahmin) media and its honcho the ex MPT Chairman Mr Arvind Bhatikar IAS who went all out of the way to convincingly explain the letter and spirit of the SC judgement delivered on 20th January, 2009 both in their audio visual and other print media. After all is it not a fact that Saraswat Brahmins consider themselves incarnates of God on earth - and are infallible obviously then how can they be faulted by lesser human beings even a SC judgement is meant for lesser mortals not them - Some argue that now that the Government have saved the Timblos is it not right to save the lesser mortals who are likely to face demolition on the structures within the CRZ? [Goanet] 53% VOTER TURNOUT REGISTERED - LOK SABHA ELECTIONS
Polling for the 15th Lok Sabha elections were peaceful. For the first time perhaps the Election Commission imposed several donts. Some were almost an irritant to the candidates and others deserved their baton. For example the defacing of public property the sloganeering the posters were absent even the polling tables did not have the party symbol/flag prominently displayed. When this writer toured the various polling booths there were hardly any workers seen around the polling booths. There were no paramilitary troops imported. Ofcourse most of the commercial shops and establishments were closed and this came as a blessing in disguise. The aam aadmi common man's cuppa chai too was missing. But the blessing was that these hot chat spots were visibly abandoned there was no gossip rumour mongering etc and therefore one had to vote and go back home and imbibe the spirit at home. There was another confusion, voting commenced at some booths at 0700 hrs and others at 0800 hrs. The mistake was because atleast the BJP voters apppeal showed the timing as 0800 hrs instead of 0700 hrs so one precious hour of voting was lost. Though climatic temperatures were surging there was less humidity so voting was by and large slow and steady. This time round the voters required to carry their EPIC or any of the government recognised phot identity as the electoral rolls for purpose of identification. The electoral rolls carried the photographs of most of the voters. Ironically as confirmed from the Election Office most of the voters in the Velhas Conquistas constituencies had to undergo a horrendous struggle to have their photographs on the electoral rolls . The % of such persons is around 25 to 28 %. Surprisingly in constituencies in the Novas Conquistas mainly in the gahat talukas etc having sizeable number of illiterate voters only 5 to 10% voters were yet to photograph. The Election Commission should institute an enquiry into the lapses of the agent selected for failure in photographing the voters. According to one official the officials in the respective talukas were ensuring to eliminate persons working abroad mainly in Gulf countries and hence the large number of persons from the Velhas Conquistas who had to go without photographs on the electoral rolls. Even on the last day despite a huge Q that was seen at the South Goa Collectorate the officials suddenly closed the photograph session and wound up operations on 20th April 2009. When this writer spoke to the Jt Chief Electoral Officer telephonically this evening he confirmed that the overall voting percentage was 53% with a break up of 56.5% in the Panaji Parliamentary Constituency and 50% in the Mormugao Parliamentary Constituency. Voting trends thus far reveals that the INC candidate will register a win in the South Goa Parliamentary Constituency while in the North the NCP/BJP will register a close contest as per the voting trends received at 20 hrs. [Goanet] 117 anniversary of Konkani tiatr celebrated.
117 years ago on this day 17th April, 1892 the first Konkani tiatr was staged at the New Alfred Theatre near St Xaviers College (presently the office of the Commissioner of Police Mumbai ) by an youth from Soclea wado, Assagao Bardez Goa. It was a translated works of an Italian opera and it was aptly named “Italian Bhurgo”. Lucacinho Ribeiro the yougster worked for an Italian theatre group and therefrom he picked the nitty gritty of stage management costume attire et al. He brought this rich working experience into Konkani tiatr and vowed to put tiatr on a sound and presentable pedestal. He thus earned the sobriquet of “ Pioneer of Konkani tiatr”. His tiatr had other participants notable amongst them was Mr. Joao Agostinho Fernandes from Modsai, Borda, Margao Salcete also known as “Pai tiatrist”, in whose name the Government has named the 1150 a/c Indoor auditorium at Margao, and was the first to script his plays ( unlike Lucacinho who mere translated plays of others )Mr. Caetaninho Fernandes from Taleigao (Tiswadi) Ilhas and another Mr. Agostinho Mascarenhas from Mungul Margao Salcete When this writer had a brief teletalk with Mr. Titta Pretto a senior tiatrist from Aldona Bardez now settled in Mahim, Mumbai, he was confused by the date. According to him he felt that it was 17th May, 1892 but stood corrected when this writer reaffirmed the date and he was delighted. According to Mr. Pretto who seemed nostalgic about tiatrs in yester years he recollected the instances when plays were staged at the Capitol theatre, (now a cinema house) the PT Bangewadi now demolished both at in Mumbai. He had a word of praise for plays of late Mr C Alvares , late Mr Prem Kumar and others for its rich quality and high standard which attracted an audience of a high social standing unlike the tiatrs staged by others. He was however a little hurt that though the Kala Academy Goa is celebrating the 117th anniversary today there were no invites extended to senior tiatrist from Mumbai. He promised to enthuse the others on todays event and would be contacting Ms Ophelia, Ms Antonette etc. to celebrate the anniversary. Mr. Pretto though teams up with tiatrist and stages shows in Mahim Mumbai even to this day, suffered a sudden stroke and had to undergo a bypass surgery just a couple of months ago. He is however enthusiastic about returning back on stage after recuperating. He was happy at the formation of the Tiatro Academy and had taken pains to grace the inaugural function at Margao on 16th February, 2009 at the hands of Master Vaz from Aldona settled in Utorda, Salcete About the tiatrs being staged in Mumbai he says that with cable networks there is not much audience in the theatre halls. He assists in bringing tiatrs to Mumbai notably that of Prince Jacob etc. He agreed that Salcete was the bastion of persons entering the field of Konkani playwright but found the North Goa spoken Konkani as rich unlike the Salcete version which is a little funny sounding to the ear although it is strongly laced in humour and comedy. Meanwhile some tiatr enthusiasts have celebrated the day releasing a complimentary message on the local cable networks in Salcete. Others attended the function at Kala Academy where the eminent cardiologist from Margao Dr Francisco Colaco graced the ocassion. Reciprocating the sentiments of senior tiatrist from Mumbai this writer had a brief teletalk with Member Secretary Kala Academy Dr Pandurang Phaldesai , it turned that Dr. Phaldesai was indeed apologetic on the issue of not extending invitation to senior tiatrist though he admitted that the function was open to all. When reminded that even the kin of Mr Lucacinho Ribeiro one Ms. Lucy De Souza who according to Mr Tomazinho Cardozo lived in Socleawaddo Assagao, in 1992 or the family of Joao Agostinho Fernandes Pai Tiatrist from Modsai Margao viz ; his daughter in law Ms Ana Maria Carolina Quadros Fernandes and Ms Sharmila Fernandes were not extended invitations for todays event or for functions in the Ravindra Bhavan which is ironically named after their father-in-law and grandfather, Dr Phaldesai promised to make amends and requested this writer to furnish them their mailing address so that this lapse does not occur in future. He was promptly provided the same by this wrtier and earned the compliments of Dr Phaldesai for the prompt action. It is hoped that the Government send staff from the Directorate of Art and Culture and the Kala Academy for event Management programmes so that the staff are trained on this aspect, according to some tiatrists. Meanwhile according to reports from Modsai Borda, several tiatrists and members of their family visited the House of Pai tiatrist today. It may be recalled that the RS MP Mr Shantaram Naik had mooted the idea of preserving his house for posterity and even the famed architect Mr Gerard Da Cunha visited the
[Goanet] Portuguese Laws in force in Goa - daylong seminar at NIO Dona Paula 28th March, 2008
The Goa Legislative Forum under the stewardship of its Secretary, Mr Herculano Dourado (Adv) ex MLA is organising on 28th March, 2009, at the National Institute of Oceanography Auditorium, Dona Paula North Goa a Seminar on –“The Portuguese Laws In Force In Goa” According to Mr Dourado, this is an initiative of the Goa Legislators’ Forum in collaboration with the North South Goa Advocates’ Bar Associations. The need for such a Seminar was felt as “The Goa Succession, Special Notaries Inventory Proceedings Bill, 2008” found stiff opposition in several forums when first introduced in 2005. Indeed despite a voluminous effort by the members of the North and South Goa Advocates Bar Associations some who faithfully burnt the midnight oil to whett the Bill ( which unfortunately is a poorly drafted one )all these recommendations were consigned to limbo as is the practice when a Government is booted out of office, according to several Government officials who spoke to this writer yesterday. The present Government instead of trying to get the Legal Department to examine some of the suggestions and draft a fresh Bill for passage in the House preferred to merely re-introduce the Bill of 2005 verbatim in the Assembly and eventually as is the trend in such matters referred it to the Select Committee. One of the main hindrances of Portuguese legislation and moreso the Portuguese Civil Code of 1867 is that there was no faithfull translation of the Code into English which is based on the continental system of jurisprudence and not the Anglo-Saxon law as is prevalent in the rest of the country. The Government of Goa since 1961 had only rendered lip sympathy to arrange for its faithfull translation into English despite a Commission set up for the purpose. Some senior lawyer did attempt a bilingual translation but that too lacked the enthusiasm it did deserve to pursue it to its logical conclusion and for obvious reasons. Or was this translation in piecemeal intended to safeguard the monopoly of the few that were conversant with the Portuguese /English language and did not prefer to lose privy to these laws if the liberal translation would be available to all and sundry on the Bench or the Bar. It must however be said to the credit of the Institute for Juridical Co-Operation of the Law School of the University of Lisbon who this year provided a bi-lingual version of the Civil Code of 1867 in Portuguese and English with a contemporary version – A 21st Century approach has been made available to the State of Goa. For the Government of Goa this bi-lingual translation is indeed a boon if not an answer to its long pending intention of having a faithful translation of the Portuguese Civil Code . Indeed this translation coming 48 years later and from our erstwhile rulers (albeit under a different form of Government post 1974 ) will also benefit the Govt of India to enact an Uniform Civil Code for the rest of the country in meeting the endeavour enshrined in the Directive Principles. A free kit containing a copy of the Civil Code as applicable to Goa, bilingual Portuguese/English ( recorded on C.D)., will be distributed to all the delegates at the seminar tommorrow, which is perhaps the biggest necessity of every Goan to know the law, according to the organisors. Thus according to Mr Dourado the intent of tomorrows day long seminar will be solely to better enlighten the concerned citizens and collectively make valuable suggestions and recommendations to the Select Committee and the Government. The keynote address will be by Justice Ferdinando Rebello the Chief Guest on the ocassion and Hon. Speaker,and ex CM Mr. Pratapsing Raoji Rane who will preside over the function. This will be followed by 3 dedicated sessions where papers will be presented on various issues and moderated by eminent and prominent lawyers . This Seminar will give the people of Goa an opportunity to lay persons NGO's bureaucracy etc to express as also to update ones views on various aspects of Portuguese laws and the present Bill introduced in the House. The Uniform Civil Code as applicable to Goa is the envy of the rest of our countrymen and time and again has been refered to as something to be emulated for the rest of the country in fulfillment of the Directive Principles under the Constitution of India says Mr Dourado.
