"The result of Goa?s shifting industrial policy is that industrialists no longer trust Goa and are loath to set up shop here." Really? And so? And that is the extent of planning. I hope he and others have more ideas in the mix.
People must learn to live within their means. For Goans it may mean art, crafts, food, boarders, etc. People have to realize that there are other models. Capitalism if that is all they relate to, can be made to function for themselves. The politicians and various elites will always sell nostalgia (basically, Popot or Pipit -- with texture and sheen). That is what allows the coffers to be filled in ways that align with their economic mindsets, economic planning and economic policies. Most of these so-thought of bright lights could not make make a plain dal if one held a penknife to their heads and a pit-bull near their buttocks.
