Only change ensures accountability

BJP was ushered in as  voters wanted a change from 7 decades of Congress
rule.The disappointment  has set  in, as ache din and all the slogans are
dead as dodoo.Anyway  discontent is spreading and will explode sooner or
later. Compared to UPA rule , the time BJP is  being in drivers seat is
not comparable  .Voters have realised their false promises .BJP has only
been raising dust  about Congress misrule and flogging leaders of repute
.The only reason for them to cling to power is religion and spreading
hatred and pseudo Secularism. The debates are only fanning diversions. Core
issues are put on  the back burner.One Nation one tax, one elections are
myths that are  propagated .The cost of living for common man ,prices,
unemployment ,women safety and emancipation have reached monumental
heights. Statues , temples . Vistas project.revocation of art 370,common
civil code ,CCA   do not feed the hungry but are divisionary  tactics
.Nations benefiting from associations with India  shower praises .Why free
food  grains to the  marginalisef ,if citizens are raised above poverty
line .? Issues like island of Shri Lanka,Manmohan speech years ago cannot
turn clock back. The inroads by Chinese into Indian territory, Aurunachal
Pradesh  , Pakistan disturbances of terrorrism, etc are of grave
concerns.What is the contribution of RSS to freedom struggle ? Experienced
and wise voters must rotate parties at every election. Uncertaintity   at
elections   drives mortal  fears up their spines and only time politicians
prostrate and gennuflect .The citizens are terrorized by use of ED.ITax,
CBI.The high and mighty are in jails without conviction and charges .Only
the opposition are hunted down for corruption ,but corrupt are welcomed
with open arms to be washed clean in washing machines. BJB washing powder
and brand of washing machines rake  in highest sales.Poaching,defections
are a norm to be  lured. BJP is on on a selling  spree  the assets created
by past Govt.
 GST , and demonotisation effects are for all to see.Once votedthere is
nothing voters can do for the next five years.Think and vote wisely for a
change

Wisdom is to change political parties, that alone ensures transparency  and
purity. The elected party has either delivered or not delivered and voters
are under ono obligation to extend term with more attractive  promises.
CORRUPTION erupts when party gets entrenched . Consider the price rise of
all common commodities of daily use, unemployment, Women reservation bill,
CCA, crimes against women, selective persecution of citizens, division of
citizens on religious basis, hatred and intolerance, degrading democracy by
fear of threats, poaching by incentives, breaking up democratic parties,
personal attacks on critical politicians et all
Building of monuments  does not raise the standards of citizens  Think
wisely and always vote to change irrespective of promises fulfilled or
not.That way the parties arekept on their toes and prevented on making it
at career  The wealth emassed by politicians is envy of entrepreneurs,
Industrialists. The privileges enjoyed have no comparison to average
Indians  Think carefully and vote wisely

The BJP party has stated that it is against any ideology that insults or
demeans any sect or religion and is committed to make India a great country
where all are equal and everyone lives with dignity in line with our
civilization heritage and strong cultural traditions of unity in
diversity!They have suspended  their national spokesperson and expelled the
head of their media cell whilst the MEA has called them fringe elements and
disassociated India from their remarks.This only after the gulf countries,
Indonesia (reportedly 16 nations) even contemplated boycotting Indian goods
and the OIC called on the UNO to take action. Our stated policy apparently
does not jell with the Hindutva forces not satisfied with the 1991 and Ram
templeBabri Masjid rulings of the Supreme Court for bringing peace and
stability, ending long standing animosity and religious disputes of past
historical wrongs! The domestic atmosphere is vitiated with hate speeches
and minority persecution. Terrorism, death threats and fear will diminish
if the ruling party changes its mindset of a professed Hindu Rashtra and
believes what has been stated as its policy! What is more, the people of
India can then stand together. It is high time the Prime Minister brings
trust and credibility by publicly and verbally reconciling the foreign and
domestic policies in word and deed to reflect reality for all the people of
India.

Anyone from outside the state can change their names and surnames at will
The process seems legally very easy.
The resemblance to Goan surnames is what intriguing. Claims have been
preferred for registration  family properties, Iinheritances  , Portuguese
passports  by changing  names   or to establish Goan identity specially
with surnames
Though legally there is no bar the non Goans attempting such an exercise is
definitely with sone  ulterior motives
Many fraudulent  cases have come to light.
The reason for changing names must be strictly scrutinised
It would be advisable that the person gets it done in his own place were
birth is registered  Hence if birth is not registered i'm Goa it would be
justified to refuse such requests
Advertisement in any one paper doesn't draw pointed attention as a matter
of routine

70 years of special status has only bled the state. The people who lost their 
lives, the soldiers who sacrificed and unrest in the valley has destroyed the 
prosperity
The Terrorists will have no sympathisers. no place to hide and no internal 
backing .The politicians benefited both financially with power and position .It 
is a wonder why they were provided with special security to protect them 
against whom . In fact they made indirect cause with rulers across border and 
encouraged their nefarious acts
It is expected that these terrorist activities will subside soon as people 
taste the benefits of the move .Talks over the years have had no positive 
effects internal support had promoted external actors to strike with impunity
Some Congress leaders have welcomed the move while others are fanning the 
flames of communalism under the guise of party democracy and freedom. It has 
only given comfort to our detractors to cry hoarse and downgrade the efforts
Pakistan has been taken by surprise and to show solidarity have downgraded 
relations, observing black Independence Day, sacked officials, cancelled trains 
and trade
These moves are cosmetic to express solidarity as their hands are tied against 
any military offensive and  pushing in the terrorist The borders are less 
porous and patrol is intensified with deterrents

Pakistan is  carrying on tirade across the world. The world has not taken sides 
stating that it is internal matter to be solved bilaterally
The clampdown on freedom ,communication and confining erstwhile ,raucous 
politicians are temporary measures to contain violence and so also status as 
union territory ,It ensures that centres intervention will contain protest and 
confusion and  motivated, inspired violence
Ladak too had not received focused attention of the rulers for too long and 
China will also have to deal with the central Govt now
The idea bodes well for peace, progress, end of dynastic rule and nip  rampant 
corruption in the state 
Momentarily the view is clouded but as days progress the benefits that will 
flow will ease the pain of the troubled mind

Change the Miramar Beach benches says Goacan.

It was good of GOACAN aka Goa Can Do, the founders of Friday Balcao, to 
circulate the article by Paul Saldanha writing in O Heraldo of 15 November 2018 
about the state of beach benches on Miramar Beach.  I am obliged to Goanet for 
bringing this matter for attention of the general public and public 
administrators who appear to have no initiative, unless managed.  Lets give 
them a hand while the cement is hot near Panjim Bus Stand.

The Bombay By Pass (MH47) goes through Goa snaking the coastal route on the 
west coast of India on its way to Kerala via Karnataka a distance of over 
1270km is still under construction, there is enough spare cement dumped in Goa 
to mould new benches for Miramar and other public places in need of street 
furniture on land run by public authorities including the covering of storm 
ditches that are a hazard to the elderly and physically challenged.

There is also plenty of wood from the felling of trees for Mopa 
Airport.Carpenters may be available from Sequeira Coffin Makers in Panjim. 
Appeals for Collection for one bed Coffin funds by Goans With Watermelon Smiles 
(GWS) in the London (England) area appear to have paused as there is so much 
money in the pot for Portuguese Passport holders of Goan Origin who have died. 
The NRI Office would be able to assist.

There should also be enough funding from revenue in state taxes to pay for the 
labour force as required.   Contact your MLA. After all that is needed is sand 
and cement held by metal plentiful in Goa for the creation of employment 
opportunities.

Confusion confounded

Who should we vote is a Hobson`s choice for voters. Every party seem to be
confident of majority, Only AAP, Congress,  MGP are fielding large  number
of contestants, The smaller parties want to fish in troubled waters by post
poll alliance and coalition dharma .Congress appears to be finding
difficult to nominate even at such late hour and at the same time Monica,
Babu Azaogaoncar, Madkaikar, Mouvin Godinho, Monserate  are out of
Congress. GF does not want to split votes, but what actually are they up to
just testing waters with motley contestants? Revolts are visible all across
parties with dissidents left out in lurch .Is it any wonder everyone comes
together to share a pie, whether GF, GVP ,UGP,GSP Congress and MGP & GSM
, only BJP is sweating out alone with support of some independents .The
parties trying alliance are ideologically at cross roads but hate of BJP is
glue.

Both Congress and BJP have set in disillusionment with voters with numerous
U turns, hence it appears to be turn of AAP  also deserving a chance by
young voters, who see hope at the end of a dark tunnel

Do we need those that dictate our choice of food, dress, our own money and
sow seeds of  hatred, ? Insensitivity, false sense of patriotism ,
Nationalism  and are fed with speech diet. The centre of all attention is
an individual I , me and myself  philosophy ,with all others merely
mouthing platitudes of approval, blindly supporting all policies. The only
remedy is continuously changing parties and individuals. Most of the
institutions of democracy are under strain playing second fiddle The voters
need to pierce the smoke screen of deceit by promises before elections

First our Archbishop Filipe Neri requested the Chief Election
Commissioner to change the polling date from 17th April as it falls
during the Maundy Thursday and the CEC agreed immediately and preponed
to 12th April.

Now, the Pune Bishop Thomas Dabre writes to Chief Minister Prithviraj
Chavan on Friday, urging him to ask the Chief Election Commissioner to
change the date of 17th April which coincides with Maundy Thursday, an
important day commencing the Easter services in Christian calendar.

I supposed this date might have been fixed by oversight by CEC and
since the CEC has already announced the change of date for Goa, it
goes without saying that the request will be granted not only for Pune
but all over the country where we have number of Christians who have
to work in the polling booth and they need to observe the holy day.

Given the tight security required for transporting the electronic
voting machines and other issues, it will be difficult for the polling
teams to vacate the premises in time for evening Mass and other church
services.

e.g. As of early 2013 there were 4 operating casino
viz. Casino Pride, Casino Caravela or Prime, Casino
Carnival and Casino Royale
 
Now, Caravela or Prime (the first vasell or ship of 2002)  missing and the 
casino which was earlier
Casino Royale has taken Caravela’s positon as Deltin Jaqk
 
We are back to four again viz Casino Goa, Deltin Jaqk,
Carnival and Deltin Royale (Horse shoe, that took position of former Casino
Royale)
 
Caravela missing so also Rio and King’s
 
What’s the news about change in the licence transfer policy?
Could this mean say e.g. If Deltin wants to buy carnival
it can do so by changing the vessel’s name as Deltin Carnival?
Does that mean as simple as that?
 
But about a year
ago, Goa Chief Minister Parrikar said 
‘..that licences of
offshore casinos which have lapsed or terminated will not be renewed or any

*After recording the highest voter turnout in the country, all eyes are now
on Tuesday’s result for the 40 seats in the Goa Assembly, which is expected
to substantially change the political equations here.*

Exit polls are giving the BJP-MGP alliance an edge over the Congress-NCP.
f a clear majority eludes the saffron partners, Goa could be in for another
spell of backroom negotiations with the MGP and independents playing a lead
roll in political bartering.

The Election Commission said Goa’s result would be wrapped up by 11 am on
Tuesday. The state has a voter base of just 10.25 lakh and 81 per cent of
it came out to register its vote on Saturday.

  The Congress-NCP front has been in power for seven years. In 2007, the
Congress won 16 seats, the NCP 3, the BJP 14, MGP 2, Save Goa Front (SGF)
2, United Goans Democratic Party 1 and independents 2.

Though Chief Minister Digambar Kamat faced a very shaky moments two months
after he came to power in June 2007, his policy of live and let live which
gave his ministers a free hand to do as they pleased kept his government
and chair stable.

Everyone propagates changes from preachers , teachers,philosophers,
politicians, parents, writers et al.but changing oneself is the best, though
 appears the easiest, but practically more difficult Hence change by
example is contagious and more effective and lasting. Not all changes
are desirable that will satisfy universally, meeting completely
everyone's desired aspirations. Adapting to change and accepting to
live with it has fewer ramifications of discomfort,disappointments.We
cannot always mould others and their opinions to our own standards of
thinking and philosophies and yet we do it all the times convinced of
our indispensability People at
times are infatuated with their ingrained, egoist self perception of
right, wrong
 desirable and undesirable Change must provide a better alternative to
make it worthwhile in any field of human endeavour It is said that
remedy/cure should not be worst than disease and aggravate it The
world is constantly changing making living better, but such changes
are progressive with some drawbacks. If experimentation with calculated
risks are not taken, then the world would be static When it comes even to
insignificant routine changes we are used to, like shifting our fixed
place at the dinner table, purposely altering our daily routine.

 Attack on Fr. Bismarque's House, Fires gutting places in Colva are
examples of threats/intimidation in pre-election Goa. How can free and fair
elections take place in such an fearful environment? Of course even
otherwise there is no general confidence  in Goa being a safe place by
Goans, as Goa is ruled by Tainted/Criminal Politicians controlling the
Police and other agencies responsible for protecting the common man,
bringing the criminals to book and delivering fair justice. On 3rd March
2012, Goans have an opportunity to change the Politicians responsible for
the same, so let us all get out to Vote and take charge of the future of
Goa!!

Change that is illusive
Elections gives renewed hope for a change that has been illusive for
many times. Every elections  the story of dis appointment is the same
or we are disappointed of the representative, whom we elected and
betrayed our trust There is no guarantee that the scene will not be
repeated. The intelligentsia with all drum beating will not be able to
wean the vote bank politics They will not be carried away with all
promises that are in the realm of probability The actual impact and
influence on the fixated voters will hardly lead to shift in
allegiance. Parikar , who claims that his party is different has to
make such abominable promises, on being elected What ever happened to
his administrative trade mark during  his tenure, , that he has now to
appeal and woe general voters with sops and Govt employees with
housing lollipop?Corruption at all levels and in every place is not
weighing with lower level and migrant vote bank on casting their vote
and those voters , who rightly think obliquely are in absolute
minority and are arm chair specialists, isolated and cocooned in their
shells of intellectual pride and ominous self worth Economy,future of
the state is beyond the comprehension of many It is too distant in the
future to cause any dent in their immediate task at hand Who, then is
the God and saviour for this  vast majority and whose say is all that
matters The national and state highways may be pot holed, but MLA`s
have made
sure that the village roads are hot mixed right up to their back yards
There is no hassle of land acquisition process and delays.
Understanding and prompt payment of higher  compensation than the Govt
helps them to know the immediate advantage of use and convenience The
village Panchayats and Zilla Panchayats work in collaboration with the
representatives in executing projects of drainage, roads,
electrification and other Govt schemes that touch them personally The
doles to the unemployed, free gas connections, water thanks, septic
tanks, donations and electrification of churches and temples, free
books and uniforms, allowances in education to the EBC/OBC, free
school buses, educational allowance to the girl child, one time grant
on the birth of the girl child ,building of village play grounds,
donations in kind and finance to all annual and special village
activities of clubs, churches,NGO`s, assistance to the needy
regularly,pensions to widows , motorcycle pilots, senior citizens, one
time grants to vegetable vendors and women porters (badel) Golden
jubilee grants, pampering of freedom fighters by acceding to their
demands, keeping in good humour the past MLA`s, bestowing of state
honours, special bonus to the govt employees, distributing of gifts in
kind and cash to all,on special festive occasions, extending financial
help during calamities,providing employment at a cost or otherwise,
executing socially impacting , visible projects , recent, free medical
scheme, providing senior citizens cards, passports etc, providing
harvesters, seeds , fertilizers , ploughhing machines, The strict
watch will not cause much dent in the power of their financial clout
of spending and muscle power It will take herculean tasks and efforts
for new entrants to break the hold and wean away the beneficiaries in
real time Throughout their tenure they ensure that their position is
consolidated and all efforts to break their hold will be minimum
For all the examples of independents and splinter groups, in the end
are and will be swallowed by the black hole of political greed and
every time we assure ourselves it will be different this time around
Let us work and wait for the results of much expected change to usher
in a new era of political cleanliness, stability and progress On;y
those who can touch the people at this point may see some hope

[Goanet] Change Scum Politicians

 I have observed across many panchayats and constituencies, that people
with no ethics/values have got themselves elected to govern us. I think
this was the biggest letdown that we have done to ourselves and to Goa.
Whilst many competent/educated/ethical people were busy with their
careers/business/families etc the lazy Anti Goan scum’s looking for quick
monetary gains got themselves elected, as there was not much good
competition for these posts. Then they amassed all the wealth that they
could gather illegitimately by looting the taxpayer, destroying/selling Goa
etc, so as to use these funds to buy votes via various means. That’s why
you see known criminals, pimps, smugglers, drug lords etc as Senior
Ministers in the State of Goa or holding key positions in the
Panchayat's/Municipal Bodies as bootlickers of Goa's Disgustingly Corrupt
MLA's. It is high time that we take Goa back from these Anti Goans, and get
Goa to a state that we can be proud off as Goans and set a good example to
the rest of India and the World as well!!

(3) Political Parties particularly the National Parties with their Supreme
Masters in Delhi, will wake up to realities, stop taking Goans for granted

I feel you are absolutely right Mr. Floriano, if the speaker can change the
rules than this is best solution and very easy way to change our
constitution with modern ideas. All we have do is  to select the runners up
for that post if someone is disqualified apply the rules of the world.The
chance goes to the next contestant instead of wasting people's time, money,
etc.. Just select the candidate and solve the St. Cruz problem because
candidate is readily available by the votes of the people on the second
place. Another thing is that people lost hope with Victoria  there is no
chance for her.  She is already joined Monsorate  group and next candidate
is Monsorate's wife.

Dear Sir,
I will be happy if you could publish this view of mine in your daily
newspaper, in the letter to the editor.

  GRANTS TO ENGLISH MEDIUM SCHOOLS

To deal with the matter of drops out in schools it is high time that the
government reverts to the old system of running our primary medium schools
in English and having Konkani or Marathi as a subject. The constitution says
that 'it is the duty of the government to provide  free and compulsory
education for all children between the age of 5 and 14'.Nothing is said
about the medium of instruction. So if the public wants English medium than
it is the duty of the government to provide aid  to the  English medium
primary schools.

Let us accept the fact that many of the politicians who label English as a
foreign language and speak against its use have their children studying in
English medium schools. Many of the great people from the Hindutwa brigade
may speak against English , but they themselves have their children studying
in top English medium schools and even run an English medium school at
Porvorim. So what is all the fuss about? I call this hypocrisy.

The Diocesan Board of education and also the Arch-bishop of Goa should
realize that it has made a mistake by switching over to konkani and have the
courage to revert its primary schools to English medium. Why can't they
demand aid for the primary schools from the government?

The public did a wonderful job in getting the regional plan scrapped. Can
the parents also do the same and demand from the government the need to
change the medium of instruction to English? Let not the children of today
be the targets of our political games. After all it is they who will benefit
from English medium. Today they undergo a lot of strain trying to cope up
with konkani medium and then switching over to English medium in the Vth
standard.

Summary:

The present study was undertaken to detect changes in the coastal zone of
Goa using remote sensing and digital image classification techniques. After
mapping the coastal land-use and land-cover features of the study area for
three different years, [1990, 2001 and 2003], changes that took place over
that region for a period of 13 years have been detected. There are
significant changes in urban land, barren land, vegetation and mangrove
covers. This exercise reveals that the coastal zone of Goa has undergone
extensive development in the last decade. In such a situation, the change
detection study will be of use to the decision makers.
