The accuser Marshall has now escalated his defamatory allegations against the 
accused R. L. Francis without being personally provoked by the latter in any 
way. I hope Mr. Francis responds to these libelous charges against him. The 
accuser appears to deny that he is engaging in wanton defamation of Mr. Francis 
in this public forum, instead of honestly and honorably addressing or refuting 
the concerns raised by him. Please see the relevant quote below:

"I suggest that the poster upgrade his understanding and knowledge of law 
relating to defamation lest he continue to embarass himself on public forums."

Perhaps, the aggrieved Mr. Francis or a genuine lawyer who has knowledge and 
understanding about defamation law would let us know to what extent the accuser 
has to be embarrassed and worried about these public allegations.

This is absolutely right that R. L. Francis keeps honobbing with Murli
Manohar Joshi, Balbir Punj and came once to my office with his brohter to
bargain with me that if he got more than what he was getting from the RSS,
he would stop attacking the Church.

His economic condition has grown by leaps and bounds after he took over the
"Poor Christian Liberation Movement". He keeps changing his cars and flats.
He has no job. His wife works for the government. He is certainly a nuisance
value.

Archbishop Vincent M. Concessao of New Delhi and I have told him several
times to please birng the names and addresses of those Dalits, tribal or
poor children who did not get admission in our schools and we will sort
outthe matter. He has never done it, does not want to do it. For if he does
it, his lie will be exposed and he would not be able to go on with his lies.

I am sorry to say but he has no conscience and there are one or two
disgruntled priests from one or two dioceses, who do not want to put in any
work but want to get plump posts and benefits in the name of being dalits
who he has managed to rope in.

We do not react to him very much because his purpose is to get us excited
and react so that he would be in the news. We are just ignoring him. In one
of his recent press-releases, he called a few of us, who know about his
deeds as Christian Taliban. We ignored him again. But maybe someone needs to
expose him.

I have told him that I am helping even non-Christian dalit children from the
slums of Delhi so please bring any dalit child who is not in school and I
would take care of him/her but to no avail.

Shouldn't we be calling for an end to the abominable practice of calling 
certain groups of people "Dalits" and instead acknowledging them as the human 
individuals they are?

That way we would not need a "Poor Christian Liberation Movement" - how 
demeaning must it be to have such a movement in this day and age - and everyone 
can finally participate in the church structure based on their individual 
interest, achievements and qualifications rather than an accident of birth.

It is important to know who (the accused or the accuser) is credible, as far as 
activism and political campaigning are concerned.

Poor Christian Liberation Movement (PCLM) has demanded the Church leadership to 
take the initiaive of giving equal rights and participation to Dalit Christians 
in the Church structure for the sake of concerted development of the Chrisitan 
community as a whole.
 
Alleging the Church leadership of ignoring the just demands of Dalit Christians 
listed in the ‘New Delhi Declaration’ Dalit leaders strongly criticised the 
indifference on the part of the Church leadership. The New Delhi Declaration  
was released by R.L. Francis, National President PCLM in June 2002 on behalf of 
2.5 crore Dalit Christians in India demanding equal rights and participation of 
Dalit Christians in the Church structure.
 
Speaking at a meeting organised by PCLM State Unit, P. Naresh Ambedkar,Convener 
of Tamil Nadu said that if the Church ledership is serious about the 
development of Dalit Christians, the downtrodden section of the Christian 
congregation, they should come out clearly on the issue of implementing the 
demands of Dalit Christians as contained in the New Delhi Declaration. There is 
no alternative before them and sooner they do it, it would be in the best 
interest of the Christian community as a whole. 
 
The ten-point Declaration of demands includes i. three acres of cultivable land 
to each rural Dalit Christian family, ii. Compulsory and free education to 
their children, iii. Postponement of Evangelism and Conversion programme for 
100 years and the money thus diverted be utilised towards development and 
upliftment of Dalit Christians, iv. Instead of raising the bogey of reservation 
from the Government by their inclusion in the Scheduled Caste list, reservation 
for Dalit Christians in Church organisations and institutions, v. Reduction in 
the number of Bishops, vi. Empowerment of women, youth and elders, vii. 
Bringing transparency in the functioning of Christian NGOs, viii. Proper 
accounting of the income sources like Sunday collections etc. and Utilisation 
of Cemetery land for rehabilitation of poor Christians.
