Good idea Freddy!!! Only when it pinches will it hurt.  If gentle
persuasion/educating citizens into proper garbage disposals  does not work what
you say is the only alternative.

Subject: [Goanet] Garbage Disposal

Goa which prides it's self of a very high percentage of literacy is
unfortunately, way below as far as civic sense is concerned, we Goans just don't
care about the unwarranted waste that we produce interms of garbage, and I see
no change in attitude in the near future as well, the only solution to this
problem as I see it, is, hit them where it hurts and that means hitting their
pockets, like in Europe and America charge for the garbage produced and more
for the toxic and plastic. Hold each citizen responsible for the waste,
societies for the buildings, community centers for their blocks, you will see
garbage reduced to a bare minimum in no time. We Goans have this habit of
picking up anything and everything without much of a consideration which in the
end increases the volume of garbage.

Ask our Goans who have migrated to other land, how precise they are while pick
up things to make sure that they don't end up paying more than the necessary for
the garbage, I am sure it must have been difficult initially but now they are
surely accustomed to the western way of life. People will grumble but in the end
they'll realize that they have to pay the price for their pathetic civic sense.

Here in Dubai as well, even though there are bins for different types of waste
materials, nobody bothers but then all the garbage collected is taken to a
municipal depot and processed into fertilizer for the lush greens that have been
converted from the scorching deserts but we are charged for the water used as
well for the water going down the drain, waste water, the principal is, the more
water you use the more water you waste, so people have become wise and the taps
flow only when it is absolutely necessary. It is mostly when it hurts the
pockets that people are forced to think.

The garden pit is a good idea.

Don't waste your time listening to environmentalists: compose domestic
garbage as potential agricultural aditive (burn the non recyclable
surplus as plastics); recycle glass and tins.

Can we also think about reducing our waste generation, rather than
just blaming the authorities for doing a bad job of disposal (which
they undeniably do!) FN

I fully agree with you Dominic and hats off to you.  You are one of the few
people I know who understands the gravity of this problem.  Considering the
callous attitude people have towards garbage, this is indeed a herculean task
but all of us can only do our bit by educating/advising people of the dangers
of throwing  garbage around.viz. flies, diseases etc.  Besides Doshishir, the
other  two spots are near Korlim -( just as the road after the College makes a
sharp turn to enter Korlim) and the other on the Parra Mapusa road (entering
Mapusa). Just as you mentioned, people have told me that they carry their
garbage all the way from Anjuna to dump it  here.  It is like keeping my garden
clean and throwing my junk in my neighbours garden. A fine should be imposed on
such persons.  The Panchayat can do their bit here.  Just as they have gone a
long way in eliminating pig toilets, throwing of garbage indiscriminately also
can be dealt with in
 like manner.

The advantage people have in villages like Anjuna is that almost everyone,
however, has some land area around their homes and digging a pit  is not
difficult.

Judging from the amount of garbage generated by our two-person household, there
must be
tons and tons of garbage generated in Goa.  Where does it all go ?  Granted,
one sees
piles of garbage along road sides in certain areas, but this does not account
for all the garbage generated by Goan households.  I feel certain that each
household has its own strategy for  garbage disposal, a garbage pit being
probably the most likely practice.

The question then is whether each household disposes of its garbage properly.
Segregating trash by organic and in-organic matter is very important.  The
organic matter, including paper can be composted and used to spread around
trees and in the garden.  There are no appropriate solutions for in-organic
matter, especially the preponderance of plastics generated by  contemporary
packaging methods.  Until someone comes up with a solution, burial in a deep
pit appears to be the only solution.

If one has a well for water,  like sewage soak pits, both organic
and in-organic garbage pits should be located a long distance away from
drinking water sources.  Else harmful
leachates, from in-organic matter especially plastic and plasticized packaging
materials  will contaminate  our drinking water supply.

These solutions however may not work  in our congested urban area where houses
and hotels and commercial establishments are built on relatively compact
lots.   This is where we need responsible municipalities and panchayats to get
off their back-sides and come up with a solution.  Unfortunately, the "NIMBY"
(not in my back yard) phenomenon prevails.  And this is where our State
legislature needs to step in.  But our politicians at all levels appear
pre-occupied in lining their pockets rather than serving the people.

Bernice, your suggestions are very good. This is exactly what we have been
doing
here but it's difficult to change peoples' mindset overnight; it takes time.

Whenever Lions Club meetings are held, 'garbage disposal' is one of the
subjects
that is discussed and we have been suggesting what you have suggested and much
more.
The same is done at 'Somudai' (Church-related ward meetings) and other meetings.

At the last Gram Sabha meeting, when garbage dumping ground at Gaumvaddy hill
was
scrapped, the Sarpanch instructed Anjunkars to dig a pit in each one's compound
and
to dump and treat the waste matter there. The Panchayat members will visit
hotels in
Anjuna to make sure they comply with their instructions.

What is most important is our attitude. Whenever we try to advise and suggest,
most
people say: 'Mhaka kiteak poddlam?" (Why should I bother?) If we want to
improve the
garbage dumping situation, we have to change our attitude and make it our
business;
only then we will succeed.

We have been pointing fingers at the migrants and blaming them for dirtying
Goa. But
what about us? Are we emulating them and becoming 'ghattis?' Why can't we take
care
of our garbage? Why should we pack garbage in bags, carry it in our cars and on
our
motorcycles and dump it by the roadside or at certain places which are fast
becoming
'garbage dumping grounds?' One such place is 'Doxixir' at the Anjuna-Assagao
border.
The stink is terrible!

Is it not our civic duty to keep our villages, towns and roads clean? Do we
need
others to tell us and guide us to do our civic duties? Ours is one of the most
literate and advanced states in India, and we claim to be the most advanced
people.
Are we worthy of these accolades?

They say: 'Charity begins at home.' Keeping this in mind, we take our shop
garbage
home everyday. We separate plastic material and glass bottles and set fire to
paper
waste in a pit in our property on the hill.

'Cleanliness is next to godliness!' Are we getting closer and following this
saying
or are we becoming the opposite?

Every time I come across a villager or a friend from another village/town, I
make it
my business to open the garbage disposal topic and try to explain and educate
them.
I request everyone to do the same; it's more effective if you are in Goa.

Moi-mogan,

Anjuna, Goa

Garbage disposal is really a grave problem in Anjuna as it is in the rest of
Goa.
One idea
that comes to mind is educating people with the help of Panchayat and local
bodies
to
create a pit in every garden patch,in which waste matter can be dumped and
everytime
a
little soil should be poured over it. This organic matter over a period of time
converts into
good manure for plants and even vegetables. There is no better taste than that
found
in
organically grown vegetables and fruits. I know this sounds easy, but even if
we try
educating few people at a time, we can spread the message around and bring about
massive improvement. Moreover, it is imperative that use of plastic bags have to
be
reduced
to a bare minimum. They are a major threat to the environment and if burnt, the
fumes
are
very dangerous to be inhaled. The local Goan workers do not know that and
indiscriminately burn whatever plastic they find in the yard.

Best wishes,
Bernice
