I don’t think their heart was in it from the start of the OCI nonsense. It’s
right to call it a mere “experiment”. There was nothing like it anywhere in the
world. The rest of the world made it clear-cut. You were a dual citizen or you
were not.
The whole purpose to start it was with the hope that foreign nationals of
Indian origin could invest in India not so much by themselves but from the
influential positions they held in large corporations that had boatloads of
money and were seeking to invest in emerging economies. The hope was that
Indian origin CEOs and CFOs would direct that money to India - and they did.
