I don't believe the issue of the 'brain drain' is as
serious a concern
for India today as it was, say, one generation or 40
years back.
Likewise, I am skeptical of the widely-held view
that in-migration
into Goa is only (or largely) bad for the region.

I agree the brain-drain was largely a bogie-man that
never came to haunt us.
On another note, we've heard a lot about how you don't
think in-migration will not negatively impact Goa but
we haven't heard how in your view it will positively
affect Goa. Perhaps I've missed it, as Cecil points
out periodically, I haven't taken time to read 12
years of archives, but I am genuinely curious (I'm not
being facetious or sarcastic) to know if there are
positives to this.
