Some of these are simple needs and requests but often end up being stone walled by Goan administration and bureaucracy during my short stays in Goa. More often than not an NRI like myself in Goa is unable to get the services that are essential for living in Goa. Without a voting card, ration book and a host of other documents it is well nigh impossible to get Electricity, Water or Telephone connections without much grief and frustration. Even the purchase and registration of a vehicle for cash as a foreigner or right to gas and heating is not a straight forward matter. It gets even worse if you want to let out or purchase properties for foreigners in Goa. To get an import licence is a nightmare and does not bare thinking about.
