The *Goa Su-Raj Party- GSRP* wants to come clear on the  issue  of
'floating Casinos' in the Mandovi River, which issue has been giving
sleepless nights to the well meaning and concerned citizens of Goa,  and
also,  on the issue of the current ongoing  national debate over the
'Offices of Profit' held by Elected Represented of the People.

With regards to the Floating Casinos in the Mandovi River is concerned,
this Party is concerned about the government clearing the way for the
floating casinos to be relocated into the Chapora River. The Central
Government is preparing to dredge Goa's sensitive rivers in the guise of
clearing the silt but the actual intention is to relocate the floating
casinos deeper inside the hinterland rivers, especially  in the Chapora
River, to make it easy for the tourists who will land at the future MOPA
Airport to descend on this exclusive entertainment enclave cut out into the
Chapora River. The Party is with the people of Chapora and the surrounding
areas who are agitating against such dredging and placement of floating
casinos at the mouth of the Chapora River. This Party's one point programme
on floating casinos is that these shall be shifted to off-shore locations
and Goa's rivers shall be freed from the curse of being polluted with
sewage generated by these floating citadels, as also hinder the free
movement of the normal river traffic, especially when this Party intends to
put up a qualified river transportation system in place to decongest the
road traffic on Goan roads.

With regards to the ongoing debate on the  Offices of Profits enjoyed by
Elected Representatives, this Party has deliberated on this issue
threadbare during its formation some 15 years ago when it emphatically
decided that no elected representative must hold any office of profit. The
result of these deliberations was the inclusion of Article 38 in the
Constitution of the Party which Article features in the Articles of the
Constitution which cannot be amended throughout to lifespan of the Party.
The Article 38 reads as follows:

Article 38: *APPOINTMENTS OF CHAIRPERSONS & DIRECTORS OF GOVT. CORPORATIONS
& INSTITUTIONS.*
*The members of the Party who are elected to the Legislative  Assembly as
MLAs and who are not included in the Cabinet shall be in-elligle to  be
appointed as Chairpersons and/or Directors of Government Corporations and
Institutions.*

If this very Article in the Constitution of this Party is not the
 'futuristic planning and foresight', then we do not know what futuristic
planning is all about. Today, the run is on the tax-payer's money. It must
be squandered on the maintenance of Government's line toting yesmen and
yeswomen,  to re-habilitate them in more ways than one, rather than seeing
to it that the tax-payer's get the benefit of their hard-earned money which
goes into paying their taxes.  In the future, tax-payers shall do well to
question the governments of the day on how their hard-earned money is used
and for what purpose.  Afterall, the RTI Act is a powerful tool at the
disposal of irked tax-payers.

The Goa Su-Raj Party-GSRP is deeply concerned about the grievious assault
on Cavrem Panch Member  Mr. Ravindra Velip in Sada sub jail, Vasco, where
he was detained with others for protesting against the transportation of
e-auctioned Fomento ore.

The police violence against the citizens of Goa afftected by the mining is
re-visiting us when a 80 year old Dora D'Souza was jailed at Aguada for
protesting against illegal mining and ore transportation some years ago.

The probe over this grievous assault on Ravindra Velip must be handed over
to a High Court retired judge for a thorough investigation and the culprit
jail attendant/s brought to book.

Goans shall not tolerated lawlessness at the hands of the government
authorities. Their raison d'etre is to protect the citizenry of Goa who
pays their taxes and have every right to voice their displeasure about the
non-functioning of the government machinery.

This Party is happy to note that OPA [Orixt Porjecho Awaz] of Naqueri
Betul's which is agitating against the DefExpo has joined the Cavrem locals
in their protest against illegal tranportation of mining ore.

THE GOA SU-RAJ PARTY-GSRP condoles the tragic passing away of its dear
colleague  Fr. Bismarque Dias in GOA's activism to save whatever is left of
Goa after its  loot and plunder by vested interest since 1961.

The Party shares the grief of his family members, near and dear ones, and
wishes them the courage to face this unparalled and excruciating tragedy.

The undersigned Party's executive member has been the signatory to the
'inquest panchanama' conducted on his body this morning by Dy. SP (Panjim)
Nelson Albuquerque and rules out suicidal/accidental death not ruling out
homicide. The Party hopes that the same will be reflected in the Post
Mortem report conducted at the GMC Morgue this afternoon and no stones
shall be spared to be turned to bring  Fr. Bismarque's assailants to
justice.

In Fr. Bismarque Dias, Goa has lost the most vocal, enterprising, honest,
good-hearted and compassionate son who did not care if there was dinner
waiting for him at the day's turn but would spend the last pie available to
him on the needy to fight for their injustices.

May his good  soul rest in eternal peace.

The Goa Su-Raj Party has taken note of the reports in the media to the 
effect that RAM SENE is poised to open it's branch office in Goa  in 
February, 2014. The Goa Government, and more specifically  Goa's Chief 
Minister Manohar Parrikar as Goa's Home Minister is requested to take this 
report seriously and block  the entry into Goa of this communal and 
self-righteous organization whose intensions are amply made known that it 
seeks to police the Goan Society at large  as according to it's dictates, 
and at the same time,  he is urged to  tread with utmost care and diligence 
in this matter. The people of Goa have  already indicated their intolerance 
to Ram Sene's entry into Goa. The Goa Su-Raj Party is happy with the stand 
taken by Miccky Pacheco of Goa Vikas Party on this issue. GSRP exhorts the 
people of Goa to stay alert should Ram Sene be given the official green 
signal to set shop in Goa by the Goa's Government.

It is with a heavy heart that GSRP views the ongoing 'rape' charges against 
the Editor of a dynamic publication such as Tehelka where a junior colleague 
is the victim.
Human beings will always be human beings and the animal instinct cannot be 
taken away at best of times, however much it may be  sought to be 
suppressed. But there are societal norms to be observed and clean robes to 
be adorned. We could have understood the 'dog eat dog' today's world 
wherein any and all allegations could be pinned on personalities for 
ulterior motives. And there are laws, rules and regulations, plus authentic 
investigations under which these allegations are segregated, pushed forward 
or crimped and thrown into the dust-bin with the alleged victim punished 
appropriately for trying to tarnish the image of a person in the society for 
various reasons starting with avenging minor indiscretions to  intent to 
gain appreciation and/or monetary benefits  which are not actually due.


All said and done, w.r.t. the Tehelka Chief,  with whom we had the pleasure 
of shaking hands in the initial stages of the Tehelka set up, and more 
recently, welcoming him to the village of Moira,  which village hosts  the 
headquaters of the Party, we believe in the cardinal law of nature where 
one speaks out only what one is totally and absolutely in true harmony of 
conviction.


We, tend to believe, that Tarun Tejpal is guilt of rape as suggested, 
because,   these are his words [more or less] when he spoke at the 
previously organized 'Think Fest' in Goa.

The Goa Su-Raj Party is happy that the vision of Ex-Vice President of India 
Krishan Kant [ 21 Aug 1007 - 27 July 2002] has at last fructified. Needless 
to say that GSRP has been the votary of NOTA since the beginning and has 
voted NOTA effectively in two voting booths viz Tonca-Panjim and SXHS-Moira 
by the President and the Gen. Secretary  of the Party respectively in the 
last Parliamentary Elections. http://www.goasu-raj.org/introduction.asp. 
However, having NOTA  on the EVMs and Ballot Papers will be effective only 
and only if a certain percentage of the total voting [and above] going to 
NOTA is defined where re-elections shall be ordered with candidates who 
contested de-barred from contesting again in this re-elections. Hopefully, 
the EC will set these norms as quickly as possible so that the voters have 
faith in this SC's ruling which is a breath of fresh air in today's 
criminalized politics sans exception.


As regards the Ordinance, The Goa Su-Raj Party is not surprised by this 
'hiccup' from Rahul Gandhi whom this Party has always considered as a 
half-baked politician not having his own mind at all. Being the VP of the 
Congress Party, and if he was sincere, he should have stonewalled this 
ORDINANCE in it's infancy. This later-day hiccup has shown exactly what his 
CONGRESS PARTY is all about. Considering that the Congress has projected 
Rahul Gandhi as it's  Prime Minister designate in the 2014 Parliamentary 
Elections, he has already cut his own feet under him by this ill-timed 
'hiccup' and has rendered himself a 'LAME MISERABLE DUCK'. But if the 
Opposition BJP should think that this is to their advantage, it better think 
again.

The Goa Su-Raj Party is happy that the anti-MOPA  and anti-NAVY stance  taken 
by 'GOANS FOR DABOLIM ONLY' has 'tweaked' both, the Government of Goa as also 
the Indian Navy, as is apparant through  the reports in the media, today, where 
the District Magistrate (South) has made it mandatory for the activists of 
'GOANS FOR DABOLIM ONLY'  to file  AFFIDAVITs  before it while seeking 
permissions to hold anti-MOPA and anti-NAVY public meetings in the South,  as  
also, the shortly to be commissioned by the Defense Minister, A.K. Anthony,  a 
new MIG-29K Squadron of fighter jets in Goa on May 11, 2013 at INS Hansa. 

The government of Goa as well as the mighty Indian Navy must realize that when  
'GOANS' are sought to be taken for a jolly good ride, and when their proverbial 
inexhaustible patience [SUSCEGAD attitued to things] runs out, only the 
Almighty will be able to save their enemies, as has been proved time and time 
again. With GSRP solidly in the back-ground of the 'GOANS FOR DABOLIM ONLY' , 
these two anti-GOAN institutions  are well advised to brace for a 'FIGHT TO THE 
FINISH' and until MOPA  project is scrapped altogether and the Indian Navy's 
plans to consolidate it's 'HOLIDAYING STATUS' in Goa is scuttled, in the Indian 
Navy's classified as 'SMALL DEFENCE ENCLAGE' at Dabolim  shifted to the Seabird 
Base at Kawar. Let it be known to all and sundry that GOANS will not tolerate 
'bad rubbish' and wants it out of their skin. So much for the Indian Navy's 
illegally occupying Goa's Civilian airport at Dabolim for 52 running years. 
ENOUGH IS ENOUGH. Now it must prepare to get out. The honey-moon is over and 
out. 

GOANS FOR DABOLIM ONLY will now want to 'EXPAND  their 'FIGHT'  from mere 
holding of public meetings to paralyzing the workings of these two institutions 
ad infinitum until their OBJECTIVES  are attained and they brought down to 
their KNEES.

The GOA SU-RAJ PARTY  is happy that the Government of Goa has felt it fit to 
pass the Resolution in the Legislative Assembly, unanimously, to demand 
SPECIAL STATUS FOR GOA under Article 371-I of the Indian Constitution. GOA 
should celebrate this unique event that has happened to Goa in the past 51 
years of it's history.
Needless to say that this Party is appreciative of each one of the 40 MLAs 
that includes the Chief Ministers Manohar Parrikar for the same. Goa can now 
look ahead for a secure future with all efforts by all those who have really 
worked for this to happen, tirelessly, amply rewarded in making a start. 
This Party is sure that the Centre will be left with no alternative than to 
look favourably on this sincere demand by GOANS as quickly as possible.

Press Note:


The Goa Su-Raj Party has noted the press report  that CBI has turned down the 
State's request to probe Cipriano Fernandes' custodial death case.

As per the report, it is evident that despite the Goa Police Intelligence 
Services were fully capable of bringing this investigation to a logical 
conclusion, the Government  chose to pass the buck on to the CBI, Mumbai, in 
order to play for time and hoping that the matter of Cipriano's Custodial Death 
will die a natural death with the burial of his remains, which has been 
executed UNDER PROTEST,  as the family was given an alternative either to take 
possession of the body or have the Government dispose it  off  as it deems fit.

The Goa Su-Raj Party feels that,  since the Government of Goa had informed the 
High Court of Bombay at Goa that it will hand over the case to CBI for further 
investigation to bring the culprits to book, it has now no alternative but to 
expedite  the investigation entrusted to  'SIT' [Special Investigation Team] on 
urgent basis, so that Cipriano,  not only gets justice for his custodial death, 
 but also Goa is reassured that such dastardly crimes are not committed again 
by men in uniform, whose raison d'etre is to protect and not eliminate innocent 
citizens of Goa in their custody, to keep with their professed oath.

Cipriano Fernandes was a citizen of Moira. On the day of his funeral [7 
November, 2012], the Goa Su-Raj Party,  headquartered at Moira,  had, through 
an abundance of placards, demanded JUSTICE  for Cipriano's Custodial Death and 
had let it known through the 'Press Interviews' that the Party will see to it 
that justice for Cipriano's custodial death is delivered and the culprit 
policemen involved in this custodial death are brought to book.

This Party, therefore, requests the Government to take this matter seriously, 
now that it has bounced back into its lap again, and bring it to a logical 
conclusion, swiftly and determinedly,  while  'CIPRIANO' is still alive in 
GOA's memory,  failing which, this Party will be constrained to take up this 
matter with the High Court of Bombay at Goa.

The Goa Environmental Action Group [GEAG] which has been in the fore-front in 
bringing Loud Music Noise Pollution in Goa to it's heels since 1997, along with 
Goa Su-Raj Party [GSRP] lauds the news reports in the section of the press 
about the intensions of  Mr. Vijay Singh, SP (North) to tackle this menace with 
an iron hand, which menace has been getting out of hand and disturbing peaceful 
life in normally quiet and pristine villages of GOA due to not only Rave 
Parties but also due to commercial/entertainment establishments including beach 
shacks in Goa  resorting to indiscriminate loud music to promote their 
businesses.  Only iron-handed supervision and the WILL of the enforcing agency, 
the Police itself, is the VITAL ingredient, as sufficient Laws, Rules and 
Regulations are well in place but  what is totally missing is the strict 
implementation. We have full faith in the Collector (North) - Mr. Mihir Vardhan 
wanting to implement these Laws, Rules and Regulations as the Chairperson of 
the Anti-Noise Pollution Committee (North) put together by the Hon'ble High 
Court of Bombay at Goa, but the general refrain from Committee members such as 
the undersigned has been the lack of will from the police in implementation of 
the same.

It is our hope that Mr. Singh does not turn out to be the 'ear-licking' POODLE 
of the POLITICIANS  from the ROARING LION that he has come out to be on this 
issue of Loud Music Noise Pollution. We wish him well.  Only time will tell if 
all the Laws, Rules and Regulations are only meant for the common aggrieved 
persons to complain about and not for those who make money out of it.

The Goa Su-Raj Party  is happy that GOA is racing against time to meet the 
deadline for the LUSOFONIA GAMES-GOA to kick-off on November 2, 2013.  If 
nothing else, Goa's sportmen and sporting fraternity will be left with some 
quality sporting venues. However this Party has certain reservations over 
the conduct of the above games in GOA  for the underlying reasons:-


This Party is of the view that these Lusofonia Games should not have been 
allowed to take place in GOA in the first place for the express reason that 
the Portuguese, having ruled Goa for 450 years and having transformed  the 
very psyche of GOANS, the Mario-Chavan CO-OPERATION TREATY of 1974  between 
Portugal and India was signed in New Delhi without taking GOANS into 
confidence. If this was done, then GOANS would have demanded the inclusion 
of the CLAUSE in the TREATY that Article 371 of the Constitution of India be 
amended to give GOA the Special Status to preserve and protect Goa's unique 
Identity, which even Pandit Jawaharlal Nehru had flogged before and after 
Goa's annexation.This singular act  would not  have reduced GOANS to the 
status of being 'beggars' asking for Special Status for GOA from the Union 
Government of India to protect it's land and it's valuable identity.


This Party takes exception to the statement made by the  General Secretary, 
Olympic Association (Goa), Mr. Gurudatta Bakta in the section of the press 
that Lusofonia Games  in Goa will have a 50% participation of athletes from 
other states of India along with the Goan teams.   It is very surprising 
that no one has informed and/or educated  Mr. Bakta as to what the word 
'Lusofonia'  stands for and therefore the games. It  is in deed,  a 
consolation that Mr. Alberto Colaco and Mr. Elvis Gomes have stated their 
stand that  Goa's Football team will be a team comprising of GOANS only. 
These tall Goans  must prevail over the sentiments of ignorant others and 
not be cowed down in maintaining this stand.  In these Lusofonia games, the 
participation  by athletes, footballers etc. must be strictly of persons 
hailing from GOA and/or of Goan Origin only, including those from  Damao, 
Diu and Nagar Aveli, and none else, all being the former Portuguese Colonies 
or a part thereof.


This Party has objections to Mr. Gurudatta Bakta sharing any executive 
responsibilities in sports bodies of Goa. One, because he has never been a 
sportsman or an athlete himself, let alone representing Goa in any sporting 
events,  and two,   he  not being a Goan. His  having sponsored various 
sporting events in the capacity of being the 'liquor baron' does not merit a 
place in the decision making  sports bodies of Goa. Hopefully, the good 
Sports Minister of Goa will take note of this.


This Party is confused with  GFA's Vice President Elvis Gome's statement 
Quote PRIORITY SHOULD BE FOR THE STATE AND  COUNTRY [NT] Unquote  . He will 
do well  to clarify  what exactly he meant by this statement and if he was 
'NOT' referring to Lusofonia Games.




The Goa Su-Raj Party will be forced to organize massive demonstrations 
against the Goa Lusofonia Games, 2013,  if even a single non-elligible 
athlete of non-Goan origin is participating in these games. Hope better 
sense prevails.

Sir/Madam,

It is heart-warming to read in the section of the press that Cansaulim 
Panchayat, the home of late Matanhy Saldanha who espoused the cause of Goa's 
Special  Status,   is one among  many others to pass a resolution in it's 
Gram Sabha that Goa should be given the Special Status that has been denied 
for the past 50 years. The clamour for Special Status, to save Goa's land 
and therefrom it's fast dwindling identity is going to deafen the ears of 
New Delhi in the coming months as Goa is fast approaching the date for the 
celebrations of the Golden Jubilee of it's 'so called' Liberation from the 
foreign colonial rulers that never was. Unfortunately for gullible Goans, it 
was the close to home  colonial power that replaced the European Colonial 
power.


The Goa Su-Raj Party's number one priority is the Special Status for Goa to 
safe-guard Goa's interests, it's unique identity which has been forged into 
being as a result of the  mix of Western and Eastern Cultures for 450 years 
of it's occupation by a Western Culture,  but not being able to conquer the 
base culture of the people of Goa.


It is said that a drowning man will cling to a stand of floating 'straw' in 
the hope that he will be saved. Goans are increasingly realizing that they 
are the ones that are getting drowned  and are on the verge of being wiped 
out if they remain lethargic and complacent to the ground realities any 
further.


The Goa's many freedom fighters must accept the blame for Goa's  present 
ills,  they having remained satisfied for having gotten rid of the 
Portuguese, some never resting until Goa was pushed into neighboring 
Maharastra through the much sought after  Merger.  Time has now come for 
Goans to come to their senses and work tirelessly to attain what they should 
have been offered, in the least, as early as 1961.

As according to the news reports [30.9.12],  the Chief Minister Mr. Manohar 
Parrikar seems to have buckled-down to the vociferous demands of the 
Shack-Owners to relax the already in-place POLICY on beach shacks for which 
the general public of Goa have been waiting for with bated breath. 
Practically everyone [except the vested interests] have hailed  the new 
policy, including this Party, terming  it as 'GOOD but not GOOD ENOUGH' , 
meaning,  'it could have been tighter'. Now this new U-Turn on this POLICY 
by the CM is unprecedented and undesired giving credence to the phrase 
coined by the general public that Manohar Parrikar's Government is a 
Government full of U-TURNS. This Party want to know as to why the POLICY was 
declared in a hurry if all the stake-holders were not taken into confidence? 
When the policy decision is made, how can the CM bend -down to say that the 
'grievances of the Shack-Owners will be addressed' ? If the CM has felt the 
need to visit the beaches after declaring the POLICY, isn't this exercise 
upside-down, when he should have apprised himself of the ground realities 
before declaring the POLICY? If this much touted about new POLICY was all 
for the benefits of the Shack Owners and nothing for the common man, then 
the general public would have had nothing to say except that the Manohar 
Parrikar Government is all for the destroyers and looters of Goa just like 
what they are saying about the MINING in Goa.


This Party will have no alternative but to take Manohar Parrikar's 
Government to task, if necessary through a WRIT PETITION in the High Court 
of Bombay at Goa [ like it had done w.r.t. IFFI in 2004, and where the 
Manohar Parrikar Government had narrowly slipped through   if  the already 
declared POLICY on Shacks in Goa is DILUTED,  specifically in the number of 
Shacks to be allowed, the installation of CCTV cameras in the Shacks and the 
BAN on LOUD MUSIC as instituted in the said POLICY.

The Goa Su-Raj Party, Goa's forward looking Regional Political outfit, views 
the statement made by the National President of the BJP, Mr. Nitin Gadkari
Quote WILL SCRAP FDI IN RETAIL IF VOTED TO POWER Unquote with a pinch of 
salt and which leaves much to be desired.


This goes contrary to BJP's blue-eyed boy Arun Shourie,  when he has 
supported the diesel price hike as well as FDI in retail. It must be noted 
that one of the BJP's election planks for the 2002 Parliamentary Elections 
was pro FDI. It looks like  the BJP's thinking is on these lines: ' When the 
Congress does it, it is WRONG and the Nation will drown, but when we do it, 
it is RIGHT and the Nation will be saved'. Is it???


It looks like the BJP's leadership is rudderless and is swinging to the 
winds like the 'air-sock'.
For a political party waiting in the by-lanes to come back to power, the 
least that is expected of it is to check it's own record on issues  that 
they have  been hammering the general public with, earlier, and to show a 
little bit of consistency in what it says and does. Primary, above all, the 
BJP  is required to ooze out 'confidence' with statements like when we come 
to power' and not 'if  voted to power',   so that the people may take it 
seriously for once.


After 'Babri-Masjid - Ram Temple ',  and 'India Shining' debacles, if the 
BJP is going to cling to every  issue  such as FDI, diesel price rise, etc. 
etc.  with which the Congress in sprinting way ahead, it shows the 
bankruptcy of thought process and gives the impression that the BJP is 
clutching to every straw that is floating by to save  itself from drowning.


Hope better sense prevails.

The Goa Su-Raj Party appreciates the efforts put in by the Manohar Parrikar 
Government to bring out a new ' Beach-Shacks' policy, which reduces the 
number of 'shacks' on Goa's cluttered and crowded beaches,  and has also put 
a 'SUPERVISORY' ingredient into the policy to maintain law and order on the 
tourists-infested Goan Beaches during the season. Also,  the direction to 
restrict the 'music' as well as 'lighting' in the shacks near the known 
Turtle Nesting sites is much appreciated. This appreciation comes in the 
wake of the Manohar Parrikar Government going ahead with a restrictive 
'beach-shacks' policy even when it's own Calangute MLA has been campaigning 
for a pro-indiscriminate beach-shacks policy.  However the Party feels that 
the policy could be even tighter,  and as such,  it is not good enough as 
per this Party's stated preferences to keep the Goan beaches free from 
commercial activities and the nuisance that this activity creates driving 
the more acceptable and paying tourists, as well as the local beach-loving 
citizenry, away.

GSRP'S  STAND ON:

ISSUE NO. ONE:

THE 'LAADLY LAXMI' SCHEME OF THE  CURRENT BJP GOVERNMENT


1. GSRP is not against this scheme in particular,  or any other schemes 
which are directed towards the betterment and well-being of the weaker 
sections of GOANS. In fact GOA should have been better prepared to help 
weaker sections of GOANS to face the difficult times when it has become 
difficult to make ends meet.



2.  While GOA is borrowing heavily for it's up-keep, even to pay the 
salaries of Government staff and workers, with the ' debt trap'  having 
crossed Rs. 5000 crores with it's interest payment implications, it is 
hardly prudent on the part of the Government to be over-generous while 
spending Tax-Payer's Money on grandiose schemes like 'Laadly Laxmi', etc., 
and get embroiled in controversies to the extent that such controversies 
reach the doors of the Bombay High Court at Goa.



3.  There are other more important PRIORITIES that conscious governments 
should apply themselves to, priorities like settling the 'Garbage Menace' 
issue which has become intolerable and getting a bad name for GOA, potable 
water woes;  non-traffic-management and parking chaos; sanitation and 
hygiene and most importantly, catering to  providing  decent  JOBS for GOANS 
and especially the  YOUTH who are being wasted. Goa's prime priority is to 
set up INDUSTRIES which will employ educated GOANs profitably, and not 
industries which will employ non-goans,  so that they can take care of their 
off-springs with respect to their EDUCATION and  their MARITAL requirements.



4.  'Laadly Laxmi' Scheme is hardly appropriate at times like these 
where the heavily borrowing government of the day is more preoccupied with 
getting GOA's Laadly Laxmis married. With all the controversies surrounding 
this scheme and the way the application forms have been distributed to 
favour the BJP MLAs, it is evident that the BJP in Goa is more preoccupied 
with establishing it's Party's VOTE-BANK rather than being preoccupied with 
the welfare of the people of GOA.



5.  If at all such welfare schemes are put on the road for deserving 
GOANs, these should be controlled by  autonomous cells especially set-up 
like 'CIVILIAN WELFARE SERVICES  BOARDS'  etc. for equitable and impartial 
distribution, not even  Panchayats and/or other Government Departments which 
hardly qualify as impartial bodies but which are heavily controlled and at 
the  beck-n-call of  who is who in the Government.



ISSUE  NO. TWO:

DEMAND FOR SPECIAL STATUS FOR GOA

1.  This demand of GOANs has been ignored since 1961 even by  Pandit 
Jawaharlal Nehru who was vocal nationally and internationally on protecting 
the  'westernized' 'Culture' and  the unique 'Identity' of GOANS acquired 
over four and a half centuries.  Such protection is linked to the protection 
and safe-guarding of the rights of GOANs to their LAND,  which has gone 
missing since the early 70's.


2.  Erstwhile Congress coalition Government of Mr. Digamber Kamat and 
the present Government  of Manohar Parrikar are mixing 'Special Category' 
(which is purely financial in nature) with 'Special Status' ( which is the 
universal protection of Goa's Culture, Ethos and Land with it's resources) 
and which is specified under Article 371 of the Indian Constitution and 
which Article  needs to be amended to suit GOA'S DEMANDS  on the lines of 
Nagaland, Kashmir etc.


3.  GSRP believes that the appellation 'SPECIAL CATEGORY STATUS' is 
purposefully coined-up to confuse it with the real demand for SPECIAL STATUS 
FOR GOA. Special Status for Goa is not  only about getting more finances to 
the State from the Centre and the  banning of sale of agricultural land to 
non-goans. A more comprehensive demand for Special Status for Goa must be 
made of the Centre through passing of an appropriate RESOLUTION  in the Goa 
Legislative Assembly,  prepared and compiled through genuine interaction 
with the Citizen's Groups and  ignored conscious  citizens of Goa,  so that 
the Centre gets the correct picture of what Goans are aspiring for,  with 
respect to the  commitment of INDIA to GOANS prior to 1961,  through 
promises made by India's first Premier, Pandit Jawaharlal Nehru himself.



4.  GSRP does hope that the Manohar Parrikar Government will act 
responsibly and with utmost caution on this matter of non-dilution of the 
DEMAND FOR SPECIAL STATUS FOR GOA.

Goa Su-Raj Party is disturbed by the scant  heed paid by the Government of 
Goa to the black-flag protests by the Christian Community at the opening 
ceremony of the IFFI at Ravindra Bhavan, Margao,  to press for the shifting 
of the IFFI closing ceremony date  which coincides with the Feast of the 
Patron Saint of Goa. The clash of the date of the closing ceremony of the 
IFFI with the Feast of  St Francis Xavier  . GOEMCHO SAIB .considered as the 
protector of Goa and Goans from times immemorial, is a mark of disrespect to 
Goa and Goans, who have been preparing for this dedicated day through 
week-long preparations in prayers and paying  homage to the relict. This 
song and dance affair coupled with gala dinner for the tinsel world and 
hollow politicians violates the very significance of the day. This Party 
would have thought that the powers that be would have been more considerate 
of the sensitivities of the Christian Community of Goa  the world over, but 
apparently this is too much to expect from this Government which  bows down 
to the wishes of the people only if there are riots. Such is the democracy 
in India.
Goa Su-Raj Party urges the Chief Minister, his cabinet colleagues, most of 
whom are the members of the Christian Community, and the IFFI's 
managers/organizers such as the ESG, etc,  to cancel the closing  ceremony 
and shift the same to the 4th of December to leave the 3rd of December 
solely dedicated to the Patron Saint of Goa. It is to be noted that this day 
was sought to be made a working day by the erstwhile BJP Government  which 
originally set the 3rd  December as the date for the closing ceremony  of 
IFFI, perhaps in order to take away or rob the importance of the said date 
which is even respected by Goan non-Christian communities. But the  people 
of Goa did not allow this to happen because the  whole of Goa observes this 
day as a  revered day.
Hon'ble Chief Minister, Mr. Digamber Kamat, Sir. Please take note and act 
with sensitive caution to the crying demands of the people of Goa so that 
they may not punish you when you need them most.

The Goa Su-Raj Party is happy to announce its solidarity with the 'Pilern 
Citizens Forum - PCF led by Adv. Yatish Naik and others demanding the 
outright scrapping  of the existing Photo Electoral Roll so that a new, more 
honest ,  proper and consistent  electoral roll may be prepared for this 
State to cull  the bogus voters and/or migrants  enlisted in the electoral 
roll at the behest of influential politicians and/or dishonest enrolling 
officers.


This Party has written to the CEO, Altinho, Panjim yesterday that a 
delegation of the Party Executive members  want to meet with the visiting 
Chief Election Commissioner,  who will be in Goa on 30th and 31st. August, 
2010.


This Party wants to bring to the notice of the CEC the different procedures 
followed by every Mamlatdar of the State of Goa  when  the procedure to be 
followed to enroll/transfer/delete voters into/from  the electoral roll  is 
uniform and is prescribed in the guidelines set by the CEC.


This Party wants to impress upon the CEC that for far too long, due to the 
hog-wash electoral enlisting/deleting procedures followed by the CEO Goa 
through various Mamlatdars, Goans are getting the government they do not 
deserve. Also this Party wants to ask the CEC as to how a person who holds 
the EPIC ID Card can be deleted from the electoral roll for reasons of not 
being present at the declared place of residence when the electoral 
officers/enumerators visit the place. As to our  best understanding, if a 
person is a citizen of India and if that person is enrolled into the 
electoral roll and is issued a  voter's ID, that person cannot be deleted 
from the rolls for merely being absent from the place of residence. That 
there are set procedures to be followed to ascertain whether the person's 
name should be deleted or not.


This Party hopes that the CEC gives due consideration and respect the 
Party's wishes and meet with him on this sensitive issue.

The Goa Su-Raj Party is closely following the Drugs Peddlers - 
Police -Politicians nexus in Goa, more so since the time that the strongly 
worded denials by the powers that be ' that drugs do not exist in Goa - that 
it is the media hype'  were countered immediately by huge drugs hauls thro' 
police raids. It seemed to us that the upright section of the police force 
in Goa was challenging these cover-up statements by the powers that be. 
Right enough, SP (North) Boaco George was given a 'Siberian Posting' at the 
Raj Bhavan.


The haunch that the Goa Su-Raj Party had of strong Drug 
Peddlers-Police-Politicians nexus in GOA has been amply proved by the 
statement made by Goa's DIG Ravindra Yadav in today's Times of India

The Party supposes that Mr. Ravindra Yadav is IPS Officer. If he is one and 
occupying one of the topmost Police positions in Goa, he is expected to know 
that under no circumstances will the Swedish Model reveal her location in 
Mumbai or in Goa. If she does, she is offering her throat on a silver 
platter to the police, drug peddlers and politicians whose necks are hanging 
in balance. On the contrary, we would have liked to hear from the respected 
IGP that he has informed her not to disclose her whereabouts and go on to 
make iron-clad-safe arrangements for her to depose before the Goa Police, 
either in Mumbai or in Goa.


The Goa Su-Raj Party seeks immediate sacking of the IGP Ravindra Yadav,  as 
such brainless police officers in top command posts are a fodder for the 
gallivanting criminal politicians whose sons are  soon going to be exposed 
as drug peddlers if Lucky Farmhouses of this world stay alive.

Augean stables in Goa of the reek of drug peddling  remains smart and vary

The Goa Su-Raj Party Congratulates and commends the Mapusa Merchant's 
Association for organizing a very Peaceful, Committed and Total Bandh of the 
Mapusa Municipal Market as well as the entire Mapusa City on 12 May 2010. 
The essence of such peaceful and self-imposed bandhs sends a very clear and 
un-ambiguous message to the 'Powers that Be' that the citizenry is 
frustrated in its functioning and that there is still scope for it to put 
its ears to the ground and listen to the pulse of the people.


Any intelligent governance set-up will carefully evaluate  the 'LOUD AND 
CLEAR' message that the citizenry of Mapusa has sent under the banner of the 
MAPUSA MERCHANT'S ASSOCIATION, various other NGOs including the potent 
'MAPUSA NAGRIKANCHO EKVOTT'  against implementing the notified 
'MAPUSA-ODP-2011' as well as the irresponsible functioning of the MAPUSA 
MUNICIPAL COUNCIL and shake itself out of its complacent skin for once 
before it is too late.


The publicly passed resolution at the 12 May Mapusa Market Public Meeting 
calls for the immediate scrapping of the Mapusa-ODP-2011 which has been 
graphically exposed  as the  cunning engineering of vested interests and 
therefore completely and  unacceptably faulty despite tremendous efforts by 
the Mapusa citizenry to have it corrected and/or modified before its 
notification.


As far as the functioning of the Mapusa Municipal Council is concerned it 
has taken the worst flak, including the non-existent, most basic and most 
essential  inner-Market-street-lighting which leaves the Market in total 
darkness after the Market has closed shop for the day  leaving much scope 
for nefarious activities to take place under the cover of total darkness.

The Goa Su-Raj Party is surprised over  the upcoming Mapusa Bandh 
announcement  for May 12 called in protest against faulty ODP  by the All 
Goa Merchants Federation and Mapusa Merchants Association as reported in 
Herald edition of May 10, 2010


Goa Su-Raj Party is  totally and completely against any 'bandh'  and 
considers the bandh culture,  as imported into Goa,  as obnoxious and 
borders on goondagiri and extortion culture.


As a part of the Citizen's  movement of Mapusa to see Mapusa whole-somely 
and intelligently developed, the Party's members are involved in the 'MAPUSA 
NAGRIKANCHO EKVOTT' which has denounced the presently notified Mapusa ODP 
[Outline Development Plan] and has asked for it immediate modification on 
the lines of the requirements of the 'Memorandum' submitted to the Mapusa 
Municipal Council as well as to the Government by MNE.


The Party is also aware, through its several members who are also a part of 
MNE that the proposed 'bandh'  by the Mapusa Merchants Association is 
supposed to be a  self-imposed bandh by the affected Mapusa Merchants and is 
not to be a total bandh as reported. If it is, then the Party strongly 
protests such a bandh and the authorities should  take every action not 
allowed it at all.


The Goa Su-Raj Party has always sympathized with the Mapusa Merchants and 
their long- standing  genuine grievances,  having been left to the winds by 
the so called authorities. As such the Mapusa Merchants have every right to 
protest against the non-functioning  of the Mapusa Municipal Council as well 
as against  the present Mapusa ODP, as it is entirely self-serving and 
caters to the vested interests and not the long-term interests of the 
Citizens of Mapusa, Goa  and the world beyond, Mapusa, especially the Mapusa 
Market  being  a touristic attraction of the world.


It is altogether another matter that in the present condition that this once 
famous market is, it is called a 'market' at all.

Soon after the Zilla Elections which are scheduled to take place on 7th. 
March, 2010,  the Goa Government machinery, in all likelihood,  will be 
working overtime to prepare for the 'preponed' 2012  scheduled Assembly 
Elections as mid-term elections. There are enough indications that all is 
not well with the  ruling Congress Party in Goa, the leadership change 
having been demanded by the dissident group within the Party.


In the eventuality that the mid-term Assembly Elections are declared  in 
Goa, the Goa Su-Raj Party which is seeking to set up 'grassroots' 
Constituency Working Committees [CWCs],  thereby having the CANDIDATEs  for 
the respective CONSTITUENCY short-listed and  'declared' much before 
election time,  will not have sufficient time to engage in this exercise. 
Therefore, as a short cut to declaring of the CWCs, the Party is inviting 
persons who are inclined towards this Party  and having a wish to contest 
the Assembly Elections on this Party's Ticket,  to establish contact with 
the Party so that the work of identifying the CANDIDATEs may begin in good 
earnest which can also facilitate in the setting up of the respective CWCs. 
This Party has made it clear  that it will not contest in Constituencies 
where CWCs are not established. Persons interested in bringing about a 
change in the way Goa is governed may come forward NOW in order not to be 
too LATE.


A point to note: This Party does not allow its CANDIDATES to spend their own

I had misgivings when I got the  diodata from Prof. Kamat himself when I
asked for it, to be released to the press. Therefore I made my own enquiries
in my small-rigid CIRCLE about the pros and cons of having Prof. Kamat as
the moderator of this 'purely Citizen's initiative', since I didn't want to
send the wrong signal to the people of Goa that this INITIATIVE could be the
insider's engineering. BECAUSE I CANNOT BE USED. And I have been assured  by
reputed persons with integrity standing that the choice is good, that Prof.
Kamat is a class ACADEMICIAN  and his being the Director of Infotec
Development Corporation of Goa will not affect his role as the moderator of
this very sensitive debate, the role of the Finance Minister aka Dayanand
Narvekar in the passing of the Budget notwithstanding.

However, this is a good opportunity  for the concerned citizens like
yourself to question Prof. Kamat over his role in the Infotec Development
Corporation of Goa since he is coming in the open and I will endorse such a
move.

Believe you me, where I am concerned and (sort of in charge) the rod shall
never be spared  when it comes to  MISMANAGEMENT/MISAPPROPRIATION /WASTING
of the cake that is GOA.

BTW  There was the possibility of Narayan Dessai co-moderating the
Initiative along with Prof. Kamat but Mr. Dessai gave way in favour of Prof.
Kamat.

Ask for all the board resolutions passed when this man was part of the director 
of Infotech Corporation as also notes from him about what he said on the board 
meetings,
and we will know whether he himself is liable for the scams or not. If
he has dissented/raised pertinent questions, hats off to him; if he has agreed 
or kept quiet, he becomes liable. Further, he has to ensure
that what he says is recorded in the board meetings.

It is as straightforward as that. Count me out of this/ also dont mention
the points that I have raised, till this matter is resolved satisfactorily and 
these should be done before the meeting.

He might be a great academician; I know of him to be one, however
one cannot separate these two things.

The recent newspaper reports on the possible up-gradation of the Goa
University has, apart from springing a surprise on the citizens of Goa,
brought to fore both 'positive' as well as 'negative' responses from the
more enlightened academicians as well as interested citizens of Goa.

In order to bring better awareness  to the citizens of Goa on the pros and
cons of such a move, a 'Public Open Forum' in the name of  'CITIZEN'S (of
Goa) INITIATIVE has been organized in the City of Panjim at the Institute
Menezes Braganza (Main Hall) for July 30th (Wednesday), 2008 at 4.30 to 7.00
p.m. to debate this issue so that no doubt lingers in the mind of the Goan
whether such a move will be advantageous or not  for the student community
of Goa as a whole and for Goa and Goans in general. Citizen's Initiative is
not linked, in anyway,  to any political party or party/s or any other
organization/s but is purely what it is  i.e the Initiative of the Citizens
of Goa.  As such the financing burden of this programme  in its entirety
will be borne by the attending citizens themselves by way of dropping  their
small contributions towards offsetting the costs into the box.

The debate shall be moderated by Professor M.S. Kamat of Panjim. Professor
Kamat is a 'Fulbright' Scholar ( State Department, Govt.  of U.S.A.) He is
also the Ex-Principal of Arts and Commerce College of Vasco da Gama,  as

The Goa Environmental Action Group, jointly with the Goa Su-Raj Party has 
welcomed the news reports that the government has filed an affidavit in the 
honourable High Court of Bombay at Goa that it will recover Rs. 10.60 lacs from 
the three top officials of GSUDA (Goa State Urban Development Authority) namely 
the Member Secretary, Mr. Daulatrao Havaldar, Chief Project  Officer, Mr. J.N. 
Chimulkar and the Asst. Project Officer, Mr. Amit Shirodkar,   within a month 
for the demolition of the controversial project built at the Baina beach  in 
violation of the CRZ norms, and are happy that a precedent is being set in this 
ever so lawless a State to correct the general malaise that has  taken root in 
the government administration that its irresponsible acts of commission and 
omission on the part of its officials will go unchallenged. The norms that 
violators/polluters and people responsible for acts of careless misdemeanor,  
resulting in damages and/or losses to the public exchequer, pay. Only and only 
then the sense of responsibility and accountability will be respected through  
fear,  with the prevailing 'whose father what goes attitude going out of the 
window for once. There is no justice better than to 'pay from one's own pocket' 
for one's mistakes.

It is sad to note that this prevailing attitude in the government 
administration has deprived a sincere and devoted government servant who held 
the post of  ' Health and Nutrition officer' in the 'Health Department, 
Government of Goa' and who retired as such some over 10 years ago has been 
willfully denied his retirement benefits, in the carelessness with which our 
government administration is habituated to work. In this particular case, which 
has been amply documented with the appropriate 'administrative' as well as 
'vigilance' authorities, such norms will not only see that justice is done but 
is seen to be done. Such speedy justice is the need of the hour, especially,  
when the person concerned may not live forever to see it entering his front 
door. This person is none other than Dr. N.S. Dumo,  the President of the Goa 
Su-Raj Party. If the doors of the honourable High Court needs to be knocked to 
get this much delayed justice, then it will be so.

Maybe I am wrong, but I get an impression that the Press Note of Goa Su-raj 
party is saying, with some merit, that because the Parikar government had 
murdered democracy, there is nothing wrong in the Congress party doing the same 
today.

Dear Sachin,

All that the Goa Su-Raj Party has said is: One wrong begets another, more
improved wrong.
By all means, the raison d'etre (btw we are very affectionate on this French
term though) of Goa Su-Raj Party is to send all national parties packing
from the sacred Goan soil, for they have contributed their might to soil it
(metaphor?), year in and year out. There is still good time to reverse the
soiling.  It is only that Goa Su-Raj is enjoying
the fun to see these two national giants splitting their heads on their own.
GOANS, I hope, are taking note of this. Today we see the ex-sarpanch of
Sancoale Mr. Simon Carvalho  put behind bars for on trumped-up charges for
trying his best to
stop a mega construction project on the sprawling green and pristine hills
of Sancoale by M-Tech Builders from Delhi. The project is some  50 highended
( 2 crores and over) bungalows only affordable by the Delhi's bold and
beautiful. Also Rajan Parrikar is at his best  photographing sores coming up
on Goa's pristine hills and migrants p*ssing and sh*tting around. Well well,
Goa Su-Raj has the patience and the resolve to wait until this sh*t rises
upto
the noses of  Goans, to wake them up to revolt and save themselves.

The Goa Su-Raj Party is very happy to note that the Digamber Kamat
Government has survived the confidence motion and that the scheming  rag-tag
association of opportunists led by Manohar Parrikar have been humbled.

The hoarse cry of Manohar Parrikar that the Speaker, Mr. Pratapsing Rane,
has murdered democracy is in fact an enjoyable joke played back on himself
for his misdeeds when he was in control. He must remember that he himself
had, just not murdered, but massacred democracy in 2002 when he had
dissolved his government  by lying to the then Governor that it was the wish
of his cabinet colleagues and had forced fresh Elections prematurely on the
Goan electorate for his own devious ulterior motives.  He also must never
forget that: (1) He had Filipe Neri Rodrigues physically removed from the
house by force through the use of police and the house marshals to prevent
him from voting and (2) Forged his  signature on a trumped-up BJP membership
form to support his case that Mr. Rodrigues had joined the BJP.  The blood
from these massacres of democracy has still not dried and has come back to
stain him in his uncontrollable itch to  sit on the chair of Goa's Chief
Minister by hook or by crook.

The Goa Su-Raj Party likes to inform Mr. Parrikar that his days are over and
that Mr. Rane has done a great favour to Goa and Goans by keeping the
'dalals' that would sell Goa at bay.

The Goa Su-Raj Party congratulates the Chief Minister Mr. Digamber Kamat
and wishes him well and god-speed to go ahead and relieve the aches and
pains of Goa's 'Aam Admi' with only the caution to remain forever vigilant
of  members of  his own cabinet,  some of whom  who cannot be said to be in
love with Goa's 'Aam Admi'.

The Goa Su-Raj Party is highly concerned about the audacious attempt made by
hire-killers on the life of Shri. Laurel Abrances of the Margao based  NGO
the United Goan Democratic Front [UGDF]. To our understanding, the Goa
police is on a go-slow mode into the investigation of this thwarted crime
dispite of the culprits having been identified and in police custody. This
is unprecedented, especially when the Home Department is in very capable
hands of Shri. Ravi Naik. We strongly urge the Minister not to spare any
efforts to speedily put an end to this episode and bring to books the
mastermind of this dastardly act if faith is to be restored in the very
existence of the Goa Police.

This Party has reasons to believe that Shri. Laurel Abrances and his
organization has even knocked on the doors of the newly instituted  body to
investigate the role of the Goa police for non-satisfactory crime
investigations headed by Ex-Justice Eurico Da Silva having its office at
Alto Porvorim for reasons of not being entirely satisfied by the way the
police investigation in this matter is heading.  We urge the good ex-justice
to keep an eye on this particular investigation. This must serve as a
deterrent in the near future.

The Goa Su-Raj Party assures all possible support  in this regard to UGDF
and Shri. Laurel Abrances in particular, who is considered a friend of the
Party.

Press Note

The Goa Su-Raj Party is concerned about the way  the ruling Congress 
coalition is preparing itself for the oncoming assembly elections and 
believes that to allow Mr. Rane's government to oversee the Elections-2007 
as the care-taker government will be a big mistake as it is amply clear that 
free and fair polls will be inhibited. Therefore, in its letter to the 
President of India, the Party has requested the President to consider the 
imposition of the President's in Goa after the dissolution of the 
Government. However the Party has also voiced its concern that  the 
imposition of the President's Rule in Goa  with the present Governor Shri. 
S.C. Jamir in charge will be no different than the care-t aker government of 
Mr. Rane. Therefore the Party has requested the Predsident of India that 
Shri. S.C. Jamir be replaced.

Subject: Goa Legislative Assembly Elections-2007.

The tiny State of Goa is scheduled to go into the Legislative Assembly 
Elections mode shortly, the official notification of which is awaited.


This Party, which is Goa's youngest Regional Party, wishes to inform your 
excellency that Assembly Elections-2007, generally perceived, will be the 
most violent elections in Goa's history. And, it is also generally perceived 
that following the dissolution of the present Goa Legislative Assembly, in 
preparation for the Assembly Elections, Goa's Administration will be in the 
hands of a care-taker government of the present Chief Minister, Shri. 
Pratapsing Raoji Rane, who is understood  will be contesting the Assembly 
Elections along with his son, Shri. Vishwajeet Rane,  as a new entrant in 
the Goa's Legislative politics.


This Party believes that Shri. Rane's care-taker government cannot and will 
not allow these coming elections to be free and fair by virtue of being in 
command of the government machinery, including the Election Commission and 
the Police.


The reasons for such a belief are many-fold. For one, the recent 
notification of the Regional Plan 2011 for Goa was withdrawn after the 
massive agitation by the people of Goa, actively supported by all NGOs and 
all religious institutions,  for the simple reason that the Chief Minister's 
son was one of the  architects of this Regional Plan in collusion with the 
Town  Country Planning Minister, affording him and others to sell Goa to 
the highest bidder without an iota of concern for Goa's well-being. The 
Regional Plan has been tactically withdrawn on paper only, following the 
agitation,  but its effects are taking a toll on fragile Goa's eco-balance 
where Goa's hills, agricultural fields and low-lying areas are the target of 
massively proposed developments without any thought for the infrastructural 
base to sustain this development. And it is feared that after the 
Election-2007, this Regional Plan will be revived leading to the destruction 
of Goa as a whole. Crores of rupees have exchanged hands by way of  massive 
and indiscriminate conversions of Goa's fragile terrain for settlement 
and/or commercial purposes, and it is inevitable that this money will be 
used in these elections to intimidate the right-thinking people of Goa for 
electoral wins. This fact is  not an exaggeration,  as the same view point 
is widely expressed daily in the newspapers, and it is the view of the 'GOA 
BACHO ABHIYAN' a politically neutral People's  Organization which has 
spearheaded the agitation against this destructive Regional Plan-2011.


The only alternative to strengthen the hands of the  law, more specifically, 
the hands of the Election Commission and the Police, is to put Goa under the 
President's Rule after the dissolution of the Goa Legislative Assembly. 
However, again, it is generally perceived that putting Goa under the 
President's Rule will also be hugely ineffective since  the present Governor 
of Goa, Shri. S.C. Jamir is a Congressman  at heart and he has amply shown 
his leanings towards the present Congress lead government, especially his 
leanings towards the present Chief Minister, Shri. Pratapsing Raoji Rane. 
Therefore, it is generally desired that Shri. S.C. Jamir  be replaced as Goa's 
Governor during the President's Rule immediately before the Assembly

Press note:
[On Goan Industrialists not wanting  Shri. C V Dhume to head  Factories and
Boilers Department as its Chief Inspector.]

The Goa Su-Raj Party is intrigued by the news reports that heavy resentment
has emanated from the rank and file of Goan industrialists, enough for them
to consolidate their ranks to oppose the appointment of Shri. C V Dhume, the
retired Chief Inspector of Factories and Boilers to replace the deposed
Chief Inspector Shri. Suhas Redkar

The Party has carefully noted the industrialist's grievances against the
ex-Chief inspector, especially, that he has never been industry-friendly and
that he harassed the industrialists  while in office.

This Party is of the general opinion that retired government officers should
not be recalled to head departments unless there is a short-term emergency.
This singular action goes a long way to demoralize  those who are in line of
promotions. At most, these retired officers should be put on the advisory
committees to guide new-comers with their rich experience.

This party feels that there are two aspects to the grievances nurtured by
the industrialists at large against Shri. C V Dhume. Either Shri. C V Dhume
is/was (1) a highly corrupt officer,  who resorted to extortions, dishing
out endless harassments to industrialist for not falling in line, or,  (2)
he was a stickler for rules and regulations not allowing industrialists to
cut corners.

This Party's general view is that the governmental watch-dog agencies such
as this particular department; the Goa State Pollution Control Board; the
Police etc. etc are required to be lax and tolerant. No wonder there is lack
of law and order; pollution galore etc. in this State as a result of Goan
general public wanting the heads of these departments to be overly lovable
and tolerant, always looking the other way when it comes to punishing the
law breakers. We have seen one such department, the TCP Department, bending
to the extent of being floored with the notification of the controversial
RP-2011,  forcing the people of Goa to spill on the roads.

Therefore, this Party feels that the onus is on the industrialists to call a
spade a spade and expose Shri. C V Dhume if he was/is corrupt. If this is
not forthcoming, then the government  should go ahead with his appointment
so that Goa's industry is made to behave itself and conform to the
instituted rules and regulations.  This will go a long way to clean the
dirty backyard that has been left behind by the deposed,  ever so drunken
Chief Inspector of Factories and Boilers.

This Party will not be surprised if the Goan Industrialists file a Writ
Petition in the High Court  wanting Shri. Suhas Redkar to be re-instated
with full honours.

The Goa Su-Raj Party congratulates the Secretary, Vigilance, Mr. Diwan Chand
for his efforts in exposing the  Sonsodo-Hyquip-Ministry of Urban
Development multi-crore scam. The Party also acknowledges the efforts of the
SAVE GOA FRONT to  highlight the magnitude of the scam and the involvement
of the Urban Development Minister Mr. Joaquim Alemao. The Party deplores the
tactics employed by the Urban Development Minister to prevent the Save Goa
Front from addressing the public meeting at  White Hall, Cuncolim, even to
the extent of inflicting bodily harm to the activists wanting to  bring
awareness to the people of Cuncolim of the connivance of the Urban
Development Minister with the Cuncolim Industrial Estate  units,  releasing
toxic pollutants within the Industrial Estate which has polluted most of the
ground water of the area.

The Party wishes Mr. Diwan Chand and the Save Goa Front convener Mr. Aires
Rodrigues well and cautions the present government that any effort to sweep
the dirt under the carpet to save the chair of the Urban Development
Minister will have cascading effects on the government, especially on
Congress Party in particular. The Party is hopeful that the police will
carry out an independent and unbiased investigation into the White-Hall
incidence and punishes the culprits appropriately.

The Goa Su-Raj Party joins the Save Goa Front in demanding the resignation
of the Urban Development Minister with immediate effect.
