Answer to the problem: Get the municipal council to set up a pound, and put all 
the stray cattle in there. If no-one claims the cattle in a week, arrange for 
them to be sold.

Stray animals have been creating havoc in Bicholim City, even as
Bicholim Municipal Council (BMC) has claimed that the menace would be
solved within a month.
Stray cows and cattle have been creating problem to the commuters in
the city. The menace is serious, as everyday over 40 stray animals are
seen on the roads. During market day, it creates problem to the
vegetable vendors and grocery shop owners.
