 - Central board reads: Mapusa Municipal Council - Mapusa (don't know why

is stated twice ...) and
-  the board on the right (facing the building) reads Mhapsa Municipal Council 
... 


Are there two cities with a similar sounding name having their respective 
councils in the same building?

Why the two boards with differing spelling?

There is another boad which says
ATHAIDE Municipal Library

Mapusa Municipal Council
