On World AIDS Day 2017, Human Touch Foundation and Caritas Goa, brought
together adolescents living with HIV, representatives of NGOs, government
officials at ASRO, Tivim on 1 December.



The event saw the launch of “Bloom and Blossom” club of adolescents living
with HIV by Honourable Minister for Health and Women and Child Development,
Government of Goa, Shri Vishwajeet Rane, a presentation by adolescents on
the outcome of the consultation organized by Human Touch and Youth LEAD,
experience sharing by the adolescents on TeenGen Leadership Course held at
Bangkok and a cultural programme.



“Children and adolescents living with HIV have been left behind. They need
to be in the focus of the government as well as other organizations, if we
are to end AIDS by 2030,” explained Human Touch Treasurer, Dashmi Mandrekar.



Fr. Maverick Fernandes, Director of Caritas Goa, spoke on the work by
faith-based organizations in response to the needs of children and
adolescents. ”I acknowledge all the people who have been supporting us,
including the government, in this initiative. We are determined to
coordinate a response with others, including the government and give care,
love and protection to those in need,” Fr. Maverick reflected.



A unique club of adolescents living with HIV, Bloom and Blossom was
launched during the programme.

“The concept of adolescent club is to provide a safe space for these
adolescents to receive treatment and ensure that health is optimized, and
spend some time tending to their emotional needs at this critical time in
their lives, where establishing peer relationships is particularly
important”, explained Peter F. Borges, CEO of Human Touch.



“We face great difficulties in having our voices heard. We need that seat
at the table. We want to speak about our issues. We want those working for
us to engage us to drive the response”, expressed Shanku, President of the
newly launched club, detailing out the issues faced by them in accessing
care and support and coping with HIV and presenting the same to the Health
Minister.



Speaking on the occasion, Shri Vishwajeet Rane, said “You are special
children and I will do whatever I can to help you cope with better quality
of life and will consider facilities needed in the health system.



“I will ensure that AIDS Control Society is once again reorganized so that
we can reach out to the people living with HIV. The whole focus will be on
providing better quality of life for children living by HIV. I will work
towards creating a better environment for them within the framework and
funds that are available. I will be putting a monitoring committee in place
with different NGOs and like-minded people so that I can deliver and do
something to help the people living with HIV.”, Rane concluded.

Today is World AIDS Day’s and it is celebrated on the theme “ Human
Rights and Universal Access” which is very apt and timely. In 2006, at the UN
High-level Meeting on AIDS, the world committed itself to reach universal
access to HIV prevention, treatment, care and support for all people in need by
2010. Come 2010 and there will be evaluation of MDGs – Millennuim Development
Goals - encouraging high level review of what has, and has not, been 
accomplished
in the aim to achieve access for all to essential care by 2010.  

   

The theme will help us to draw attention to key populations affected by
HIV and be part of the current momentum around the issue of human rights.
Further, the language and framework of human rights makes new dialogue
possible, and pulls together many issues including the right to information,
right to treatment, non- discrimination as well as the right to health. 

   

Although progress has been made on many fronts (i.e. accelerating access
to HIV treatment and care, mobilizing increasing amounts of funding, resources
and expertise to respond to the epidemic), current situation in our country,
suggest that we are lagging far behind. It’s high time that we reflect and ask
ourselves whether we are heading towards universal access targets in 2010,
especially in the area of preventing new infections among populations at higher
risk. 

   

Focussing on theme and relating it with situation in our State, there
is a need that the stakeholders working on the issue, needs greater support and
cooperation. Now more than ever, greater attention to human rights is essential
to an effective response to HIV, including attaining universal access to
prevention, treatment, care and support.   

   

People from all sections of the society, including religious leaders
from all faiths, should extend support to NGOs in addressing the controversial
issues at the heart of the epidemic, including gender inequality, violence
against women, harmful male gender norms, age disparate sex and underage sex,
sex out of marriage, sexual violence in relationships and marriage, sex work,
same sex behaviour, drug use, stigma and discrimination, marginalization and
criminalization of populations at risk. Currently, there is tendency to oppose
all the moves made in relation to the HIV issue, without getting to know the
ground situation.  

   

Leaders from political spectrum should direct sufficient resources,
programming and political commitment to the populations most affected by HIV
infection and its impacts: women, young people, orphans, vulnerable children
and children living with HIV, as well as criminalized and marginalized
populations that often face major barriers to accessing HIV prevention,
treatment, care and support: people who use drugs, sex workers, men who have
sex with men and prisoners 

   

Lastly, it is essential that HIV is viewed
as more than a health issue. We should endorse the idea that “linkages to other
areas, such as gender, human rights, education, are crucial”. In the new
environment, it is critical that HIV not be subsumed under health.

UN marks World AIDS Day - 'a disease unlike any other' 


New York, Dec 1 (DPA) UN Secretary General Ban Ki-moon called for an end to the 
stigma associated with HIV/AIDS, saying it remains the biggest challenge in 
fighting the disease that has infected tens of millions of people. 

World AIDS Day Dec 1 each year brings together organisations that have been 
fighting the disease that has killed more than 25 million people since the 
1980s. 


The millions of people infected and living with the AIDS virus bear the stigma 
of the disease, Ban said Friday.


'Overcoming stigma remains one of our biggest challenges,' Ban said. 'It is the 
single barrier to public action on AIDS. It is one of the reasons why the 
epidemic continues to wreak its devastation around the world.'


He said HIV/AIDS is 'unlike any other' disease because it is also a social and 
human rights issue, and an economic issue, targeting young adults at a time 
they can contribute to economic development, intellectual growth and 
childrearing.


The UN has called for halting the spread of the disease by 2015, but some 
countries have succeeded more than others in implementing national programmes 
in fighting AIDS.


'We have made tangible and remarkable progress on all these fronts,' he said. 
'But we must do more.'


'On World AIDS Day, let us show the leadership it takes to live up to our 
responsibility,' Ban urged UN members.


The Unaids programme and World Health Organisation said in Geneva in November 
that more than 33 million people are currently living with HIV, the virus that 
causes AIDS, down 16 percent from last year's 39.5 million, after the two 
organisations revised the numbers.


Around 2.5 million new people will have been infected and 2.1 million will have 
died of AIDS in 2007.


Unaids said the decline in AIDS cases, which has been seen in the last two 
years, was in part due to the life prolonging effects of antiretroviral drugs 
therapy and to the success of HIV programmes.


Unaids Executive Director Peter Piot said in Geneva: 'These improved data 
present us with a clearer picture of the AIDS epidemic, one that reveals both 
challenges and opportunities.


'Unquestionably, we are beginning to see a return on investment, new HIV 
infections and mortality are declining and the prevalence of HIV levelling,' 
Piot said. 'But with more than 6,800 new infections and over 5,700 deaths each 
day due to AIDS we must expand our efforts in order to significantly reduce the 
impact of AIDS worldwide.'

note that I have intentionally refrained form giving

  Dear Bab Lino,
   
  I love your e-column “Aitaracheo Kaskutleo” I am XXX
and I hail form YYY place in Goa. I run my own small
business in Dubai for the past several years. I am an
auto-technician and I have an auto garage with four
workers. Due to the nature of my business a lot of
money roll in my hands day in and day out. I am
married and have two children a girl and boy. Both are
studying in Goa and my wife too is in Goa with my
children.
   
  I am so obsessed with my work that it is almost my
religion. I work assiduously to make my living. I open
my garage at 6.00 a.m., even before my workers report
for duty. And, I close my garage around 11.00 pm or 12
midnight.
   
  My single bedroom flat is adjacent to my garage. My
family joins me during the school vacations in Goa.
Otherwise, I live alone in my flat. Before dinner I go
in for two or three large ones of whisky. I am nor
used to socialize at parties, dances, picnics, or
dramas. But I love to go online on net to have a peep
at the Goan newspapers. Last year, a very good and
close buddy of mine landed in Dubai from Kuwait. I
picked him up from the hotel he was staying and
brought him to my flat. Being good old friends, we
joked, we laughed and cheered with drinks. All of a
sudden my friend expressed a desire to see the night
life of Dubai. I never visited a night club but, being
a bosom friend and not to hurt his feelings, we both
visited a night club. Once inside the club I came
across a female college mate of mine who was studying
with me in Goa. She was employed in the night club as
an ‘entertainer’.
   
  Although a bit tipsy yet, I was in my senses when I
gave her my business card. And lo! The next day she
was already at the threshold of my flat. 
   
  And then followed my extra marital affairs with her
every week. I turned out to be an unfaithful husband.
And recently, to my horror I found out that she was
infected with the Acquired Immune Deficiency Syndrome
(AIDS) and also her partners who have had sexual
relations with her. It is a fact that most Indians
working beyond the shores of  India are victims of
AIDS. Therefore, the Government of India are will soon
enact a legislation to make mandatory/voluntary tests
for HIV for all those entering into marriage  bonds.
   
  Here is my fond request to you to warn our Goan
brothers and sister through the columns of your
“Aitaracheo Kaskutleo” about the dangers of illicit
sex without taking preventative measures.

Bonny, I totally agree with you that all help that we can give should
be extended to HIV and AIDS sufferers in Goa irrespective of
background.

A society is only as strong as it's weakest links and our HIV/AIDS
affected brethren and our brethren who are physically and mentally
challenged should hold a special place in our hearts.
I hope that the next year for Goa Sudharop will be the year of the
AIDS affected and the year after that the year of the physically and
mentally challenged.

They will have my full support.

What does WORLD AIDS DAY mean to all of us? I have not seen any interesting 
article or any contribution of any kind  on the Goa net about this day, how 
it was commemorate? By way of rallies, creating awareness, distributing 
leaflets by educating the educated and ignorant, but touching the lives of 
those who have been infected and remembering those near and dear ones whom 
we have lost.
