[google-appengine] Allow reply-to header when emailing an admin

I understand the restrictions on the use of the reply-to header in mail, 
however I see no reason why these restrictions cannot be lifted when 
emailing an admin of the app. It makes contact systems much better when the 
admin doesn't have to copy the email address into the to field.
