I was finally able to successfully deploy when I did the following:

1. remove the precompiled option from app.yaml (i.e. remove the following
two lines):

   derived_file_type:

- python_precompiled

2. Execute appcfg.py with the --no_precompilation option

Previously I had been trying to deploy with just the --no_precompilation
flag but the lines must be removed from app.yaml as well

[google-appengine] Problems copying data to HR datastore using migration utility

I have set up a new HR datastore instance, enabled it for billing, set up my
app to support the Datastore Migration utility, and deployed my app to my HR
app instance.

When I execute the Copy To Another App function in datastore admin I get the
following exception:
