Never used Jenkins, but you need to specify the --passin parameter to the
appcfg.
Example of my alias:
alias gae_upload='appcfg.py --passin -e m...@mydomain.com
update ${PROJ_FOLDER} < ${PASS_FILE}'
The con is that you need to have your password on a plain file. :(
