has "free" option for max 50 user account now, soon only 10, but still $0

There is competition in cloud environments and Google cannot afford to be 
more expensive than others. Wait and see.. And my guess is that there are 
open possibilities for some of us to offer services on migrating from one 
"cloud" to another "cloud" :-)

This is more related to IPv6. The new dev_appserver seems to like IPv6 too 
much and it is not related to Chrome. Just open http://[::1]:8080 instead 
or as you have already done explicitly start at your IPv4 localhost 
(127.0.0.1).
