[google-appengine] Is it a webserver bug!?

[Thesedays]

My app use a para only, but if I supply only one, no record found. If
I supply 2 or more paras, there are records found.

eg. http://1.latest.cele.appspot.com/product/list?cellId=601&name=a

  return 2 records, but

  http://1.latest.cele.appspot.com/product/list?cellId=601

  return none.

  I only use 'cellId' as para in my application.

Is it a webserver bug of appengine!?
