Wihout paying, I guess no!

You colud useanother email to create another acount.
If you plan to use your app with some registered domain so you could
create ann Apps acount, setup admin email and use it.
You would have a 10 apps limit acount for your domain.

Try App Engine Patch http://code.google.com/p/app-engine-patch/
It's more complete and active, it worked finer and easier for me.

[google-appengine] Call for Brazilian Developers

I don´t know if is there any rule about doing this but I think it´s
not bad.
This is for brazilian developers.

Estou convocando desenvolvedores brasileiros de app engine para
entrarem no grupo Google App Engine Brasil.
O resto vocês já sabem: forum em português, discussão de problemas
localização, etc.
Senti a necessidade de haver uma comunidade App Engine brasileira
assim como já existem de tantas outras coisas como Python, Django,
nanana.

Então, desenvolvedores brasileiros (e outros de língua portuguesa, por
que não?) de plantão, vamos lá usar nossa nova ortografia para falar
de App Engine :-)
