Nevermind, I remember, it's everpix-alpha.

I see that min-idle-instances was removed on 2011/08/31-19:49:59 and
then set to 3 on 2011/09/11-09:47:38. So, it wasn't on when you emailed but
is on now. Your instances graph now looks correct.
