It seems that SQL server only *accepts* connections but it DOES NOT close 
it. Why does it happen. When we noticed this problem, our main server has 
something like 3.500.000 opened connections. It's not fun at all

We had small batch or errors too. It took roughly 5-10 minutes.

This isn't related to an internal issue as per the thread you linked to - 
your Cloud SQL instance literally has too many concurrent requests as the 
message states, and there is a limit of 100. 

For some background, take a look at this answer 
 from a Cloud SQL engineer 
about what to do about these kinds of errors.

Some more info is available in the docs 
 - "If more than 
100 clients try to connect simultaneously to a First Generation instance, 
some of them will fail to connect". Another possible solution may be to use 
a higher tier instance so that queries will complete faster and reduce the 
concurrent load on the instance.

Hi Antoine!

I was just checking in on this thread, are you still experiencing this 
issue? Does your application connect to CloudSQL instances in the 
us-central1 region?

finally i found soliton :D

First backup and export your currently database. After that create new
mysql instance and import all backup to new database . Re define your
config file of your application.

instances are located? Also, as we were down for over an hour today, do you
have recommendations in the future on what we should do?

Hi Antoine,

Your CloudSQL instances will be located at the location you selected when 
creating the instance and if you did not specify the location, it is stored 
in the United States region. You find out more in the cloudSQL FAQ 
<https://cloud.google.com/sql/faq#data_location>. In addition, if you set 
the Preferred Location for your instance (either at creation or by editing 
<https://cloud.google.com/sql/docs/edit-instance> it later), your instance 
will follow your application to be as close as possible to reduce latency.

Unfortunately there's no current way to workaround a outage of the service.
