Just to clarify one point. Seems I was mistaken about portable - can't use
it to download Google's imagry :(

Its only for making a portables solution from your own data :(

A self hosted Google Earth Enterprise server can be viewed by a Google maps
client.

You would need a Google Earth Enterprice (Fusion) server

A self hosted fusion server can be viewed by Google Maps API client.
(apparently provided)


I don't know if a Google Maps Premier licence would also be required,
suspect not.

It would be on a Free licence. The Enterprise terms allow some leeway
to negotiate what you want -- for an appropriate fee.

Since http://www.google.com/enterprise/earthmaps/earth_enterprise.html
does say Your sensitive data remains secure. Create custom Google
Maps and Google Earth 3D Globes and limit use to only those within
your own department. Leverage the same security you already have in
your current organization, it would appear that 10.3 and 9.1 are
terms which can be varied.

Our company will develop a system for a big construction company with 
GoogleMaps V3.
This construction company will buy GoogleMpas Premier license.

As a big construction company, the system must have good disaster recovery 
handle when down by some reasons.
So this time it use GoogleMaps, it must have handle for GoogleMaps down 
case.
Then, we want to know that can GMaps using for offline case and how could we 
use it?
