The Wave API project is in Google Code at:
http://code.google.com/p/google-wave-resources/

Click on the Issues tab at the top to get the bug system.  You can search
this for "PHP" to locate the bug you're interested in.

The Wave development itself may require Java / Python, but I tried
adding my PHP-based gadget to a Wave post, and wow!, it really worked.
I am amazed! Really, truly.

There is a feature request for PHP and other language support -

But once the AppEngine requirement is removed you can build robots using any
languages as long as you are speaking the robot wire protocol.
