I don't know Fedora (Debian here), documentation can be located in
separated packages, something like `grass-doc`?

That is how Fedora usually package, but there is no sign of a 'grass-doc'  
package in the repo.
A snoop into the files packaged in the grass-6.4.3-5.fc20.x86_64 rpm  
reveals that all the doc files are included, and installed at  
/usr/share/doc/grass/docs/html/, and they are indeed there.

So the question now is why is GRASS not finding those those doc files?
