As Anil Said, this can be nothing other than a vicious campaign against the street vendors, may be with a purpose or just to express the hate towards them.. Not correct I guss..As per what I remember seeing in govt ads, it will take a year to test positive after getting the infection :) May be another campagine against road side vendors!
